This is the official planning thread of the Artanian War

As Kalistan has declared war on Kundrati, it is already going.  But much of the war needs to still be planned, so after all agreements are made on Discord, stick them here.  This is the canon planning thread, and all players will be held to it.

Phase 1:  Naval War Kalistan vs Kundrati

Part 1.
A spectacular set of naval battles (2-3) in the Artanian Sea with the 4th Kalistani Regular Fleet vs Kundrati Main Navy.  Battle outcomes are previously determined by Dice Rolls.  Wins give Kalistan a +1 in Part 2.  Die rolls include information about potential losses of ships in the 4th Fleet on Kalistan's Part.  Regardless of the number of wins or losses, the Kundrati Main Fleet will be destroyed in the Artanian Sea.  As will a significant portion of the Kalistani 4th Fleet.  Wins and losses will determine how much of that fleet is destroyed.  The 1st Fleet will follow on and mop up whatever is left.  If significant amounts of Kundrati Navy remains following the Part 1 battles, 1st Fleet can be expected to also experience some casualties.

Part 2.
Using the modifiers earned in Part 1, Kalistan will then work to destroy Kundrati naval capacity in Etxea and along the Artanian Coast.  Kalistan will NOT target inland, as air power and shore batteries are assumed to make this difficult.  Kundrati will be permitted to provide perhaps 3 sets of targets, Etxea being one of them, as well as two other facilities which produce Kundrati Naval ships.  Kalistan will make rolls on each of those targets, starting with a +1 modifier to a d10 roll and then adding additional modifiers earned in Part 1.  This will represent a percentage (in 10% increments) destroyed at each target up to 100%.  On 2 of the three rolls, Kundrati can make a roll on a d20 using the normal four category scheme, and with a critical hit, can do some more damage to Kalistan's Navy from shore batteries, errant planes, etc.

Trade offs:
-Kalistan's naval power is significantly damaged during massive sea battles, Kalistan does not conduct invasion of Kundrati, and as far as Phase 1 is concerned, Kundrati's Political regime is left entirely untouched.
-Kundrati's Naval Capacity is destroyed

Following completion of the dice rolls, each write their stories for their paper and then move to Phase 2, which still needs to be worked out between Kundrati and other players.  Kalistan will likely offer minor support to Luthori if we have significant Navy left in the Artanian Sea, or withdraw to Newport Lodamun if we don't.  Additional Phases below.
