The World Congress, located on Whale Island, is an international organisation seeking to promote international discussion and cooperation on any number of areas, when there are no other local, regional and/or global vehicles available or they have all failed.

This policy is most commonly referred to as the 5528 Bettencourt Escalation Protocol.

Its two primary organs are the General Assembly and the Security Council.

Administration
The World Congress funds and maintains various agencies and bureaus on Whale Island, included but not limited to the Office of Administrative Affairs and theĀ Terran Times, a global news aggregator and digital mainframe (OOC: https://prtcy.com/).

Administrative staff can and may be dismissed by the Security Council, at any time.

General Assembly
The General Assembly is open to national governments, trade unions, political parties, business groups and other interest groups of all kinds and seeks to provide a forum for discussion of important issues of international concern.

Quote:OOC: Players are required to provide the identity of the individual speaking and the organisation, group or government they are representing alongside all their replies. Players can only represent themselves once in a session.

The General Assembly has no power to pass resolutions. However, individuals are welcome to make recommendations to the Security Council in the form of motions, which will require a majority of ayes from participants in the session. The Security Council will then deliberate.

Sessions are held in any of the numerous chambers of the Palmer Building.

Quote:OOC: To start a new session, simply open a new topic here (i.e. like this one) and initiate the discussion. You can let the discussion roll for as long as you like and can proceed to call a quorum for voting on a motion, at any time you like during the discussion.

Should your motion pass, you can reply on the Security Council thread, here, to present and argue your case.

Keep in mind that players from the administrative staff and the Security Council may direct you elsewhere if there's another organisation not under the World Congress that's available (i.e. raising a Majatran security matter should be done with the MSCO).
