The Commonwealth is an organisation dedicated to the preservation of the Luthorian language and its various dialects, it is also an organisation tasked with developing the various countries’ economies, education and protecting the local cultures and the Luthorian cultures within its members. The Commonwealth is meant for nations that have a strong association with nations such as Luthori, Hutori and Mordusia or have a colonial past with them. 

 

Structure:

Though the structure can change, the head of the Commonwealth is the Secretary-General who runs the day by day affairs of the Commonwealth. Each member sends a representative in the form of a Ambassador to the Council of Ambassadors or also called the Commonwealth Council. There the nations equally decide the direction to take for the Commonwealth. The Commonwealth has a few funds set up to aid in the development of its members and promotes trade and economic cooperation

I welcome you all on behalf of Her Imperial & Royal Majesty, Empress Audrey, Empress of Luthori and Queen of Mordusia to her Realm. The Commonwealth of Mordusia is proud to host the meeting of this proud Commonwealth. In times like these we have much to discuss, the differing geopolitical challanges ahead, the economy, global security and the relevance of the Commonwealth. We must discuss this thoroughly. I'm sure our representatives under guidence of the Secretary-General will be able to come to a good resolution that moves our Commonwealth forward. I leave you to it.

I speak today on behalf of the United Republic of Likatonia. Thank you, may I begin by thanking the secretary general and Mordusia for organising this council. This council comes with a challenging geopolitical backdrop, the challenge we face is of a growing threat from the Anantonese empire who are becoming more erratic by the day, they are putting global security on the line for their own imperialistic ambitions, Seleya has never been so divided. We agree that in times such as these the commonwealth must stick together and stay united. It is more important now than ever that we have a clear vision for where we want this organisation to go. Our vision for the commonwealth is a multilateral organisation that is mutually beneficial to all nations and that facilitates dialogue and peace. The Elliott administration believes that the commonwealth cooperating on defense is crucial for example through joint military training exercises, this is vital for ensuring global security. We also would welcome any attempt at closer economic cooperation and also uniting through culture and sports e.g., through a commonwealth championship. We commonwealth nations must pull together as a team, we must recognise we have more in common that unites us than divided us.

I am looking forwards having a comprehensive and honest meeting with Mrs. Hampton, the Prime Minister of Beluzia, and the Prime Minister of Vascania in the subject of Beluzia and Vascania's ascension, as observers, to our family of nations, bringed together by the Commonwealth. Due to the landmark achievement that this would be, I'm obliged to address the Council of Ambassadors in that event.

Good afternoon my fellow delegates, I am today representing the United Republic of Likatonia. I have a proposition to make this is about reforming the commonwealth and how it is structured. The Likatonian proposal is to revert back to basics, it is clear that the commonwealth has veered too far off course, we propose giving a more powerful voice and diverting more funds to it's less wealthy members for our development. We also propose that this body makes its decisions by consensus this will help us to come to agreements and facilitate dialogue. The fundamental principles of the commonwealth charter is that signatory nations should attempt to resolve disputes through diplomacy and friendship it is clear to us that this has not been the case so far, the president has been clear the commonwealth must reform to survive. An organization that is slowly becoming irrelevant in the modern day and age, we must ask ourselves what is it that we want the commonwealth to be, what is it's purpose. Our plan will help to keep the dream of the commonwealth alive. We hope that this proposal is accepted. I yield the floor.

With all due respect to the Likatonian Ambassador,

The big issues that the Commonwealth is today facing are due to its inactivity in the global stage, causing it to be seen mostly as a pawn of the Luthorian Empire.

As far as the Secretary-General's Office is concerned, the Commonwealth, while actively pushed forward by Luthori, isn't an instrument of Luthorian domination.

This Council has great responsibility in how the organisation is seen, as inactivity from its members will only further strengthen this look.

While the organisation is opened to self-criticism and reform, we must first look forward to make it work.

The position of Her Majesty's Government in Luthori is as follows.

We agree with the assessment of the Secretary-General on why the Commonwealth may be seen as a Luthorian-dominated organisation, and indeed we are supporting any increase of power of the Commonwealth Council in day-to-day running of the organisation.

Although, as we stated, we also notify the Likatonian disagreement with how the organisation currently works.

Regardless of that, we are proposing a motion, the Luthorian Language Council (LLC) Motion. We are proposing to create a Luthorian language coucil, affiliated to the Commonwealth, which would be tasked with running the linguistic affairs of the language and also have a role as a promoter of Luthorian culture and language all around the World.

We are opened to questioning and explanation in regards to our proposal. Each delegations should receive a copy shortly.

Motion C-01 - In Regards to the creation, organisation and funding of an Luthorian language promotion and management advisory body.

Regarding: Establishment of an advisory body dedicated to the promotion and preservation of the Luthorian language internationally.

Content:

- Article 1 - Establishment of the Luthorian Council
(1) - The Luthorian Council is an non-profit organisation established to promote the Luthorian language all around the World.

• The Luthorian Council is an organisation affiliated and funded by the Commonwealth.
  
• The Luthorian Council will engage in programs aimed at protecting the Luthorian language all around the World, in full cooperation and acknowledgment with national/regional governments.
  
• The Luthorian Council will engage in educational, cultural, vocational programs aimed at promoting Luthorian culture, arts and language.
  

(2) - The Luthorian Council aims at establishing a comprehensive dialogue between Luthorian-speaking minority people and national governments through the recognition of Luthorian language and the freedom of cultural expression of Luthorian-speaking population in that said nation.
(3) - The Luthorian Council aims at investing into Luthorian-speaking cultural centers, education centers or knowledge centers around the World with the aim of benefiting the search and cultural knowledge in these communities.
(4) - The Luthorian Council will be affiliated with the Commonwealth organisation. As such, funding will be determined by the Commonwealth Treasurer in their yearly audit.

- Article 2 - Funding of the Luthorian Council
(1) - The Luthorian Council, as stated prior, will be funded by the Commonwealth organisation.

• The Luthorian Council will have a necessary working budget that wouldn't be affected by any cuts, that budget being of £34.5 millions
  
• It'll be at the full discretion of the Commonwealth to fund the Luthorian Council as they see fit.
  
• Each member state of the Commonwealth will be expected to send at least £10 million on this program, with exception being made on states under an exemption status.
  
• Each member state of the Commonwealth will be expected to fund the Luthorian Council proportionally, ranked by its population between an additional £50 million to £10 million.
  

(2) - The Luthorian Council can partner up with private corporations which would become partners and be expected to fund the organisation with an amount determined through negotiations for that said "Partnered" status.
(3) - The Seat of the Luthorian Council will be located in Randworth, Commonwealth of Mordusia.
(4) - Non-Commonwealth states can support the organisation through negotiations and agreement with the Commonwealth over a reasonable amount of money that would be invested into that org.

We Likatonians are strong advocates and supporters of the Luthorian language, they say Luthorian is a universal language. It is important that everyone is given the chance to learn luthorian as there is no other language on Terra quite like it. Likatonia is certainly willing to do our part so that the Luthorian council will be able to fulfill its mission, we will therefore be supporting this motion for the Luthorian council. 

On a seperate point, I would like to speak to this council about our civil war victory with the aid of our good Kundrati friends, together we fought for Seleya to be free from tyranny and oppression. Likatonia stands against imperialism in whatever form it takes, we persevered against the communist rebels even though the odds where stacked against us, the resolve of the Likatonian people will not falter. I would like to request the council takes this moment to reflect on this war and remember the brave Kundrati and Likatonian people who helped to defeat the rebels.

Finally, we also welcome the response of the secretary-general, we agree that there is inactivity amongst the commonwealth members, and whilst the Likatonian government is dissatisfied with the overall direction of the commonwealth we are still fully committed to the commonwealth project.

Mr. Ambassador,

The Commonwealth extends its congratulations to the Clovisport Government for having emerged victorious from the recent conflict engulfing Likatonia.

As far as this organisation is concerned, the restoration of a stable and normal government in Clovisport is a welcome development.

As such, the Office of the Secretary-General would wish to make a move towards aiding the reconstruction of Likatonia and Alduria. That being through the motion of Commonwealth Emergency Recovery Agency Formation.

The hope would be that both countries' economic and humanitarian situations would be alleviated thanks to the program proposed.

The Commonwealth would create an Emergency Recovery Agency which would be tasked with alleviating any war-torn or devastated countries' economic and humanitarian situations post-disasters. The member states of the Commonwealth would be expected to fund the Agency as part of their contribution to the organisation.

The Council will have full prerogative with the activities of the Recovery Agency, as all actions would need to be approved by this esteemed council.
