Anantonese Imperial Assembly, Call to Order

This is the Homesite for the Imperial Assembly of the Anantonese Empire.  The Headquarters of the Imperial Assembly will be Ciudad del Oriente, Cuernatecas, Kingdom of Gaduridos.

In this Hallowed Hall, matters pertaining to, and concerning the entire Anantonese Empire will be proposed, debated and voted upon.  This is an IC forum, and shall follow the same formatting and etc of other IC international forums.

Basic Ground Notes
  1. Each Nation listed in the List of Constituent Nations below shall receive 10 delegates.  It is assumed that all delegations are completely filled unless otherwise mentioned.  Players can appoint their delegates however they like.
  2. Each Nation should select a spokesperson from their Delegation to be the primary spokesperson for the entire delegation, but there is no rule that all ten votes need to agree, and Nations should feel free to RP dissenting viewpoints.
  3. The business of this Assembly is creation of Policy for the Empire.  It is not to do the business of non-Imperial states, or to promote the interests of nations who are exterior to the Empire.
  4. Strict decorum is to be observed at all times.  Good Faith should be assumed, and practiced in all discussions.  This includes addressing all comments to the Chair, acknowledging all titles correctly, and not misspelling of mispronouncing names.  It also assumes that we are not being sneaky or duplicitous within this body.
  5. The Chair is a virtual rotating chair.  The Chair is purely functionary, and does not vote.  They only preside over meetings.

Proposals
  1. Any delegate may make a proposal.  This proposal should be as complete as possible when presented, but other delegations may request the ability to wordsmith the proposal.  Nothing in the proposal is considered final until a vote is called, but the author of the proposal owns until then, and need not accept any changes at all.
  2. All proposals should include sufficient time for the item to debated.  We should keep business light, so that there is not a significant shift in time between when a bill is proposed and when it is passed.  We should assume that game time is running somewhat normally in this body, so it is my hope that sufficient debate time does not include proposals where timely action is necessary.  Ideally, we will want to work on general principles here, and things that require more timely votes we will work out ahead of time in the Discord, either the main or the Anantonese Server, and bring nearly finished bills here so that this can serve as a record that they are adopted or rejected.
  3. Germane proposals include, but are not limited to: 
  4. Efforts at collective action within the Empire
  5. Events where a Nation would like an extra stamp of legitimacy
  6. Things which require Empire wide approval, such as an Empire wide treaty or agreement
  7. Events that aim at increasing another Constituent Nation's resources, infrastructure, and or prestige for the Proposer's gain (such as building a base) as part of an RP arc.
  8. Proposals aimed at compelling another Constituent Nation to either do something it was opposed to doing, or to forbid something it was inclined to do would not be considered germane to our business here.
  9. Proposals that are specific to one country and do not touch other countries in the Empire would not be considered germane.
  10. All proposals must be written in Standard Vrassan/North Seleyan Luthorian.  Egelian Text is optional, but encouraged.

Votes
  1. Once a vote is called, each Constituent Nation is encourage to list how their delegation voted. 
  2. Delegations may split between yay, nays and abstentions.
  3. Abstentions are counted as Nays for the purpose of vote counting.
  4. The vote should not be scheduled until all players can vote in a timely fashion.  The vote remains open until either all Constituent Nations have voted, or 24 IRL hours have passed, at which point all those not voting will be counted as abstentions.
  5. The Sovereign breaks all ties and votes in the interest of the Empire.
  6. A simply Majority decides the Question.  If the vote fails to obtain a simple majority, the status quo is upheld.  If it passes, the proposal becomes active and official Imperial Policy, which the Sovereign is bound to observe and enforce, unless s/he vetoes the proposal.
  7. Any proposal that passes and is not vetoed will be "read out" meaning fully restated, and a final vote tally included, and will be linked in the Digest.

Vetoes
  1. The Sovereign may veto any proposal passed in the Imperial Assembly.
  2. In the event the Sovereign vetoes the decision of the Assembly, the veto must occur within 24 IRL hours of the actual decision, or the Sovereign veto is lost on that proposal.
  3. In the event of a veto, a delegation may call for a veto override, within 24 hours of the issue of the Veto.
  4. A new vote will be held then, and to override the veto, the Assembly must obtain 2/3+1 of the Assembly in favor of over riding the veto.
  5. If a veto is not successfully overridden, the status quo remains in place.  If a veto is successfully overridden, the proposal becomes active and official Imperial Policy which the Sovereign in bound to observe and enforce.

Some final Notes
  1. All currently active proposals will me maintain in the following post.
  2. This Assembly is designed to give Constituent Nations the ability to help set Imperial Policy.  Absence of a specific proposal, the Assembly may simply direct the Sovereign that there is general consensus for an action and the Sovereign may agree that this is good policy and may simply put it into effect, so this body can act as an informal advisory body as well as a legislative one.
  3. The Sovereign will stop issuing Imperial Policies without direction from the Imperial Assembly.  If the Assembly has not taken action on some issue, the Sovereign shall be inclined to note that the Imperial Assembly has not spoken on the issue.
  4. All official positions of the Empire will be listed below in the Digest Post.   Policies listed in the Digest will be divided in three:  Adopted Policy, Assembly Advisory Statements, and Constituent Advisory Statements.  Adopted Policy goes through the normal process listed above.  Assembly  Advisory Statements do not require votes, and generally suggests a friendly consensus on some topic.  Constituent Advisory Statements are stated preferences of points of Information from a single Constituent Member, who wants their opinion or position reflected in the Digest.
  5. The Proposals passed through this Assembly can be considered canon policy for all Constituent States in the Empire.  Any issue which does not have policy listed below in the Digest is considered to reside with the Constituent Nations themselves rather than being considered "Imperial Policies".
  6. For all Adopted Policy, a link to the official reading out and vote total must be included with the title.  For all advisory positions, once the policy is decided on, the proposal should be read out, and that will be linked to the title in the Digest.  For all Constituent Advisory Statements should be read out, and linked to the title in the Digest.
  7. This is not the forum for hostilities.  This is a forum where equal members debate the finer points of international and foreign policy.  It is means as a friendly group-- there are plenty of other places to drag someone who doesn't agree with you. 
  8. Each state should represent their own Nation's interests in the Assembly rather than concerning themselves with other considerations.  The goal is to adopt correct imperial policy that binds us all and contributes to a healthy Empire where all players feel heard and equal.  Not to attempt to seize power.
  9. There can be no mechanism adopted within this Imperial Assembly to remove the Sovereign from or in any way, alter their role, to make the sizes of delegations less equal, or to punish a member.  Any other provision in the above can be changed under normal proposals.

Quote:Honourable members. It is most regrettable that we christen this assembly to discuss such a troubling matter. The use of a nuclear weapon in Xsampa by Beiteynu stands as one of the greatest betrayals of the established global order and sets that state (Beiteynu) as a clear and present danger to the security of the Anantonese Empire and the wider Seleyan continent. Its use of intermediate-range and intercontinental ballistic missiles should have sparked some suspicion as to its aspirations of wielding nuclear weapons, however, we [Lodamun] must admit that this had been largely ignored by our assessments. President Taber has mandated that Lodamun take all necessary measures to safeguard its interests against this clear threat (both at home and abroad). It is in the spirit of this mandate that we seek the Imperial Assembly's support. We [Lodamun], have traditionally maintained an eye on regional security matters as it is our belief that regional security is Anantonese Security and vice-versa. We recognise the threat weapons of mass destruction pose to our security and therein we must act to negate such threats it is in recognition of this that we propose the following: 

  1. That the nations of the Anantonese Empire: the Empire of Ananto and Kalistan, the Kingdom of Gaduridos and the Commonwealth of Lodamun reaffirm their commitment to the Anantonese Security Agreement by strengthening inter-agency cooperation and intelligence-sharing in accordance with the Common Intelligence Sharing Agreement (CISA). 
  2.  That the nations of the Anantonese Empire enhance their investment in early-warning radar systems alongside anti-ballistic missile defence systems. To this end, the Strategic Defence Agency (SDA) offers itself as a partner of equal opportunity to the nations of the Anantonese Empire for technical assistance in these matters. 
  3. That the nations of the Anantonese Empire reaffirm their commitment to the non-proliferation of weapons of mass destruction, be they chemical, biological and/or nuclear in accordance with the Treaty to Ban Nuclear, Biological and Chemical (NBC) Weapons. Although Lodamun sits outside this agreement, owing to its possession of nuclear propulsion, it shall nonetheless remain heavily aligned with the agreement insofar as the proliferation of WMDs is concerned. 
  4. That the nations of the Anantonese Empire commit to enhanced readiness/preparedness exercises, to this extent, Kalistan, Gaduridos, and Lodamun are committed to conducting joint military exercises covering various disciplines, techniques, tactics, and strategies. Alongside this, the nations commit to enhancing cooperation and interoperability between their forces and provide for the common use of all military facilities by member states.

It is an excellent opportunity to meet here in Gaduridos.

In general, the Kalistani Delegation endorses Lodamun's proposed course of action as policy for the Empire, and will supply 10 full votes for.

We would ask the Lodamese Colleagues to provide a bit more information about a couple of the points before we vote:

1.  Could Delegate Holman describe the provisions of Common Intelligence Sharing Agreement that he references?

and

2.  Would Lodamun be willing to work with Kalistani and Gaduri partners in setting up anti balistic missile systems and additional EWS systems in both Kalistan and Gaduridos if we lack the technology for those systems?  Ideally we would integrate those systems, and if Lodamun possesses the technical expertise to do it, I think Kalistan at least would be fine allowing Lodamun to operate them within Kalistan to provide a Northern Seleyan Shield.  I obviously can't speak for the Gaduri delegation on that particular question.

Quote: Gaduridos is in full agreement with what the honourable delegate from Lodamun has proposed. These efforts will be imperative to protecting the evidently rare peace and stability we enjoy in North Seleya.

As such, Gaduridos would be willing to put full support behind joint military exercises. In general, Gaduridos stands in full agreement. No expense can be spared protecting the valuable stability that exists within North Seleya and all 10 delegates will be voting in firm favour.

In regards to the statements by the honourable delegate from Kalistan, Gaduridos would absolutely be fine with Lodamun beginning operations in Gaduridos. 

In times such as these, people are horrified and worried. We must show not just the citizens of Ananto, but the world that we present an alternative. An alternative to the archaic hectic world order. An alternative of stability, prosperity, peace and calm. A united response is the perfect solution at the moment. We not only will reaffirm the founding ideals of Ananto by standing united and reassure our citizens, but show the world as well that we are a united and viable alternative.

In response to Mr. Southern: the Lodamese security and intelligence community is guided by the provisions of the Common Intelligence Sharing Agreement, which dictates its conduct in sharing information with third parties. It is our belief that where we (Lodamun), share information with other territories, that it be done via secure means and through channels which do not comprise our footing. 

Secondly, we will be more than willing to work with Kalistan and Gaduridos in establishing anti-ballistic missile defences alongside early warning radar networks throughout the Anantonese Empire. We hope to have the SDA (Strategic Defence Agency) work alongside the Kalistani and Gaduri Governments in ensuring they are capable of developing an acumen for the effective use of such systems as they become available.
