2. Community Guidelines
Keeping this community a fun, safe and creative place for everyone is of the outmost importance and priority for everyone.
  1. Do NOT be intentionally and continuously disrespectful and unfriendly - sometimes tensions, arguments and frustrations may run high, which is totally understandable, but it is absolutely unacceptable to keep doing it
  2. Do NOT harass anyone - harassing means attacking and discriminating against others on any basis, including but not limited to religion, political affiliation, gender, sexual orientation, creed, colour and nationality - this is absolutely unacceptable and will lead to an immediate and permanent ban from the game and the community
  3. Do NOT exploit anyone and especially newer players (power playing) - and especially to advance your own game/community goals
  4. Do NOT search for, circulate, publicly identify, publish or otherwise share personal information on anyone (doxxing) - this is absolutely unacceptable and will lead to an immediate and permanent ban from the game and the community
  5. Do NOT impersonate anyone with the intent to mislead, exploit loopholes and otherwise cheat and cause harm this is absolutely unacceptable and will lead to an immediate and permanent ban from the game and the community
  6. Do NOT share private messages without permission - unless instructed to by an admin or member of the mod team
  7. Do NOT discuss warnings and bans issued on someone with an unhelpful cause and effect - as it puts an unnecessary spotlight on them that helps no one improve
  8. Do NOT troll or spam - spamming means sending unsolicited messages to a large number of recipients, posting in a large number of places and posting in a high level of frequency
  9. Do NOT advertise for other sites, games, forums, discords, etc., without first receiving approval from a member of the Moderation team.
  10. Do NOT engage with the community in any language other than English
  11. Do NOT discriminate against anyone on their use of the English language or understanding of any aspect of the game
  12. Do NOT confuse conversations by mixing in-character (IC) and out-of-character (OOC) messaging without being clear
  13. Do NOT use artificial intelligence (AI) to generate text - as it defeats the entire purpose of the game (media is allowed and you can even use AI to help you plan your roleplay)
  14. Do NOT copy the work of others by presenting it as your own and without attribution or permission (plagiarism)
  15. Do NOT roleplay science-fiction or fantasy - as it defeats the entire context of the game
  16. Do NOT roleplay without the consent of affected/involved players - as it defeats the entire foundation of the game
2A. Management
Mods and admins are here to ensure the community remains a fun, safe and creative place for everyone without prejudice or bias. They also understand that abusing their position will likely lead to their permanent ban from the community and the game.

Thus, they must:
  1. Ban players who are breaking the aforementioned guidelines highlighted in red
  2. Enforce the rest of the aforementioned guidelines and the game rules in a thoughtful and reconciliatory manner with the goal of reaching a working solution for all participants
  3. Stay out of deliberations when they have a conflict of interest as players
  4. Raise complex and multi-sided issues to game masters for mediation, provided that they have first attempted to resolve them with the community
  5. Handle requests and enforce community guidelines and game rules - but note that admins are not expected to be as active or available as mods
2B. General
  1. Players are generally advised to raise issues first to mods, then to admins and only as a last resort to game masters
  2. All players can apply to become a mod, propose changes to community guidelines and game rules and suggest features to the game, at any time
  3. Admins appoint and remove mods
  4. Admins supervise the enforcement levels (stricter/looser) of community guidelines and game rules and set the direction for mods with the goal of preserving balance
  5. Admins can override mod decisions

3. Controllers
Controllers are players who are either the primary storyteller of a nation or one of its secondaries. One is the lead, the others tag along. You can see the full list of available nations (and continents) on https://prtcy.com/library/.
  1. Only 1 primary is technically possible per nation
  2. Primaries have full control over the roleplay content and direction of a nation
  3. Secondaries need to coordinate with the primary and conform to the primary's roleplay content and direction for that nation
  4. Secondaries are only technically possible on nations which have a primary
  5. Secondaries are automatically removed from a nation when the primary leaves or is removed
  6. Only 11 secondaries are technically possible per nation
The maximum # of allowed primaries and secondaries per player is configurable by members of the mod team. This setting may change according to general community feedback, overall activity in the community and the decision making of the mod team itself.

3A. Requirements
To be eligible for a primary slot - meaning to be granted full control over the roleplay content and direction of a nation - you must:
  1. Have above average sportsmanlike conduct - meaning you are generally cooperative and collaborative with most players, engaging, helpful and especially understanding of the difficulties, limitations and different points of view and roleplay styles of other players
  2. Have exceptional respect for prior and established roleplay, especially if the nation you seek to control is not obscure/underdeveloped
  3. Have exceptional respect for the cultural aspect of the game and cultural composition of nations
  4. Have great standing as far as the community guidelines are concerned (here)
  5. Have good standing as a player who does not abandon stories involving multiple players and/or jumps frequently between nations
  6. In general, not roleplay with other nations you control as a primary or secondary controller in a way that changes the established characteristics or territory of either nation. Players may request moderation for input ahead of time on RP plans if there is any question.
If you're new to the game and the community, joining up as a secondary, first, is generally the way to go.
For any/all requests regarding Control-roles you need to provide context to what you're planning. (Tell briefly what you intend to do as a initial arc if you're going for a longer stay)

3B. Moderation
Members of the mod team:
  1. Must review all requests on a case-by-case basis having the above requirements in mind
  2. Must remove controllers who violate the community guidelines (here), as soon as possible
  3. Must coordinate discussions on any disputes between primaries and secondaries from the same nation
  4. Must remove primaries after 2 months of no roleplay
  5. Can replace a primary after 1 month of no roleplay if another player requests the slot
  6. Can change the # of allowed primaries and secondaries per player, at anytime

4. Roleplay

Guiding Principles:

While player’s are more or less free in the creation of their roleplay there are a few things that are either considered to be ‘bad-form’ or to be sensible with. Additionally a few things are banned. Please keep this section in mind when writing your posts and planning future Roleplay.

When planning multiplayer involving stories such as diplomatic visits or conflicts please always keep in mind that everyone has, almost certainly, differing perceptions on nations, regions and all the other kinds of entities existing in the Particracy universe, as such please make sure to clearly communicate what you want to do and what you do not want to do. Enforcing your will on other people, powerplaying  are bad-form and will damage your reputation as a player.

All Roleplay is based on consent of the involved parties. For example: If you want to attack a nation by a different player, that player has to consent to that roleplay and can always chose to decline or void any RP that has not been sanctioned by him regarding this topic. While you can certainly rattle your sabres, there is not going to be armed conflict unless the other party agrees. We want to take this opportunity to once again draw attention to the importance of coordinating (large-scale) RP. 
Coordination can be done via direct-messaging on the forums or discord. Additionally you can always opt to create a thread in the Discord server under the forum “rp-discussions.” Obviously the Forum under ‘General’ is also accessible for planning and creating threads. We generally advice to figure the rough main points of a story arc out before ‘going public.’ (meaning in a direct-communication way without intervention of third-party players as those might disturb your process.)

Enforced Rules:
1. Referencing real-life characters, figures, nations, places, religions, organizations, nationalities (examples: Hitler, Jesus, NATO, Somali, Islam, Christianity, etc.) is strictly forbidden unless mentioned in an Out-of-Character (OOC) nature to convey understanding or provide background. This applies to real-life fictional references as well (examples: Finland, Cindarella, World of Warcraft, etc). Players are encouraged to come up with in-game equivalents. (A list for these is available [HERE])
2. Role-play content must be original work and plagiarism of any kind is strictly banned. Players may quote or reference real-world material provided that this is limited and that they link to the original source in the text.

3. The utilization of AI (artificial intelligence) or ML (machine learning) tools to generate role-play content is strictly prohibited. The usage of AI/ML to generate images (that are safe for work and in accordance with other rules) is permitted for use.

4. The usage of Sci-fi and Fantasy elements is forbidden, you do not have to be hyper-realistic and can include a little weirdness but the technology is capped at what is currently available OOC. Obviously you have to be able to differentiate in the usage; nuclear fusion is not available commercially but the concept is in usage in research, as such in research your nation could be running these same experiments.

5. The reach of control generally - as a rule of thumb - ends at the borders of your nation. There are certain situation where communicating with the other player and the nation they control might not work out and there has to be a ruling on what is allowed to be unilaterally done with assets outside of one's borders. E.g: A formerly economic partner turns hostile after a regime change and decides to seize the local assets. In this case we advise to try any option to resolve the conflict via OOC communication between the involved players.
If it came to the case that the mods had to make a decision, we're gonna lean with assets being able to be frozen/seized unilaterally within reasonable realistic assumptions -> buildings can be seized, your characters and liquid capital can flee. When a player occupies certain parts of a different nation, the other player controlling said nation can ALWAYS kick out unilaterally and dissolve situations. All of this means that the mods are gonna decide on a case-by case basis. Another scenario which might lead to some confusion is empty nation.

Generally: We allow that the status-quo prior to inactivity can be maintained and is accessible to RP.
Other way to put it simply: "Never expand involvement with inactive nations but you can end it."
E.g If the status quo is free-trade / your companies can do stuff there. Large-Scale Interactions would require a case-by-case decision from the mods. You can always pull out of an empty nation without hindrance.

6. Characters are always owned by the player who originally used/created them. Users can transfer control of character via character transfers located [HERE]. Characters, noble houses/dynasties or bloodlines who have been inactive for 250 calendar years can be applied for using the aforementioned character transfer thread. Please note that any request for an "inactive" users characters, noble houses/dynasties or bloodlines must be accompanied by a brief synopsis on the requester plans for the character.
As an alternative, players are authorized to create cadet branches of the primary noble houses/dynasties or bloodlines. For example, the the House of Smith has not been used but we want a Smith monarch, so I create the House of Smith-Johnson, which is related to the main "House of Smith" but is a cadet branch and thus able to be used and possessed by me in place of a character transfer or waiting another 250 years to use the character.

7. Retconning major events or big changes to established Roleplay are bad-form if not done correctly. If you want to start the Retconning ‘process’ put in a request [HERE].

8. Privileges in foreign nations formerly controlled by a player which are now empty cannot be expanded without the consent of a new player.

9.  Nuclear weapons and other WMDs are generally not available, but may be developed or used in roleplay under certain conditions. Before doing any RP on the topic, players must submit a request to moderation to be allowed to develop and RP nukes or other WMDs. The request should include information on how the weapons will be used in an RP story, the plan for that story, any other players involved, and other relevant info. Moderation will review and grant approval on a case-by-case basis, but such approvals will be rare and only in circumstances where the RP story could not otherwise achieve the same aims without nukes or WMDs.

5. Cultures

Cultural Protocols (CPs) provide a set cultural background for a respective nation within the game. 
Cultural Protocols are enforced by the moderation team and players are obligated to respect them when playing in Culturally Protected nations. These define in detail the ethnic, religious and linguistic makeup of the respective nation.

Players who violate cultural protocols after continuous warnings and advice from the mod team can have their control role revoked.

How to get a Cultural Protocol?
Cultural Protocols can be implemented or updated by asking for Mod approval [HERE]. 
The request will be reviews by the Mods and left open for 48 hours for any community member to raise objections to the proposal.
Factors that are going to be considered are: Previously established Roleplay (Continuity), Roleplay legitimizing the changes and Realism

What to write into a Request/Proposal?
Cultural Protocols should generally be reflective of RP conducted within the nation and should not significantly alter or modify the ethnic, religious or linguistic composition without considerable and reasonable role-play or other justification. Cultural Protocols cannot directly contravene long-standing or historically significant role-play or cultural groups within a nation. 

Cultural Protocols are meant to enhance the cultural and role-play experience within a nation. Cultural Protocol bills must provide a real-life equivalent or short description for the ethnic groups, languages and religions contained in them, such that it would be easy for an unfamiliar player to understand (e.g. "Dundorfian = German").
