The pillars of the world are gathered. The world sits at a standstill, chaotic and true. Members of democracies, authority, and monarchies arrive at Villamor Palace, the seat of the Egelian Monarchy. Several vehicles arrive at the main entrance of the palace. Royal Guards, security details--all there to take part in the largest gathering of nations in centuries. The entrance to the palace is cold, with only the warmth of the distant chandeliers providing immediate relief. Echoes in the deep as the clasp of shoes and small conversation spread to the marbled walls of the palace. 

A large conference room, detailed with the finest gold and most accessible furniture, becomes the current heart of Terra. The mood is hopeful for some, optimistic for few, and tense for most. Clashing ambitions, power, and ideas gather in the room. A lingering of the unknown fills the room. Who will emerge as a leader? Who is here for the art of the deal? Who is here for the purpose of solely listening? As dignitaries find their seats, out of a side door emerges the host.

Romulo I, King of Egelion

My most honorable and distinguisghed guests,
It is my privieldge to welcome you all to Villamor Palace and of course, to the great city of Altéa. Ever since the passing of my father, I was left with several questions. Questions that, I fear, there are no simple answers to. It is to my understanding that the current world order is tense, chaotic, and in fact out-of-order. To this, your invitations to Altéa have a purpose: cooperation.

cooperation so that we may find order. Cooperation so that we may lay to rest malignant ideologies and their hellish spawns. Cooperation to make this world, that we all share, a better place. It is ever my intentions, as King of Egelion and leader of the Egelian world, to prose several measures at this conference to help safeguard our regions and to promote security. I also expect this historic occasion to be a moment of peace. To trade with one another, to find opportunities with each other, and to leave this meeting with something that will improve your respective nations. To that end, I yield the floor to those who wish to make statements and to those who wish to engage in conversation.

Elagabalo Narbeburu, Defense Minister of the Kundrati Union

Gentlemen and ladies. My name is General Elagabalo Narbeburu. I am the Defense Minister of the Kundrati Union.

I do not represent 55 million Kundratis. I represent 2 million of them. 

We are holed up in the island of Etxea. We claim the rest of the mainland territory that belonged to Kundrati. Obviously that is not the case to us.

Some of you are probably here to discuss the fascist threat. I have lived it. I lived in Etxea my entire life. I can't describe to you how horrendous the conditions were, how we had to eat cockroaches because we were hungry, despite us working hours upon hours for an unknown thing. I can't describe to you how many of my fellow men and women, colleagues, childhood friends, and more have passed away from exhaustion alone. These are the stories of 55 million Kundrati today.

Some of you fought in the war that liberated Etxea. I cannot express to you the gratitude I have and many of us have for everyone, Kalistani, Luthori, Lodamunese, more who have helped us get freedom. My island is now in ruins, but now we have the choice on what to do next. 

Yet the fascist threat remains. Only fifty miles from our northernmost point, there is that threat. I could take some of you to that point and you could see, on a good day, the other side of the strait. The fascist land. The bandits.

Forgive me, Your Majesty, representatives, for my long talk. But we are a small nation. We can easily fit in your territories in terms of the size of our island. You have the luxury of fighting your wars far away. You have no enemies so close to your border. We have zero luxury there. 

Whatever comes out of this conference, remember, one nation lives in the fear of being swallowed up. And it will be us who will have to fight that threat. I can't tell if we will survive, if we will make it at that point, and I can't tell if anyone will join us in that fight. But right now our mere existence spites the fascist bandits next door.

Comrades -er, Friends. I apologize if my language disrupts or distresses our more traditional friends. I am Yudron, the People's Commissar of Foreign Affairs of Xsampa. I am delighted to join this conference, both to represent Xsampa in a global environment, and to also join the world in concerns over the looming spectre of fascism.

The threat of fascism is not an abstract concept, but it is tangible. Our.. friend from Kundrati, has seen the horrours of fascism up close. It is a grave sickness to the well-being of Terra and all nations, both here in this conference and outside it. We cannot sit idly by and let fascism run amok. 

I will keep my comments short, and yield to other esteemed representatives. Once again, I am esteemed to be represent my home in this conference, and I am esteemed at the opportunity for global action.

We thank the King of Egelion for his efforts and Egelion for their potential monumental impact with this conference. We certainly enjoy the variety of nations that have chosen to show up and make their peace heard. We commend them and condemn those who have avoided coming to face the world community.

We believe that there is a single institution that we must revive: the World Congress. The Kingdom have many critiques of the World Congress and its primary enforcement organ, the Security Council but we believe that the first step is the revival of the World Congress as a whole. While I understand that this might not be the most popular idea to some, it is nevertheless a functional component that we all contribute to and we all have worked with in the past.

I would propose that we form an interim Security Council comprised of selected members here and we attempt to so-called "right the ship" with the World Congress and the Security Council.

Lady Michelle Pavlina Ananto-Sandoval, Countess of Dulnerstaad, Operating Manager of House Ananto:

I have come here to speak on behalf of His Imperial Majesty, Emperor Fredrick III Ananto, Absolute Sovereign of the Empire of Ananto and Kalistan, constituent Nation of the Anantonese Empire and Emperor of the Anantonese Empire.  Forgive the long title:  the pronouncement is dictated by law of our nation.

We offer fraternal Greetings to our Cousin King Romulo I, and sincerely appreciate the opportunity to visit the beautiful and ornately gaudy Villamor Palace.  If we shall say, your good taste in interior decoration rivals that of Lourenne, and even surpasses it.

We come here to speak on the importance of adopting a regional mindset with regard to security.  It is the opinion of His Imperial Majesty that too close an association for nations outside of our region is a primary source for insecurity within our region.  

As such, we hope to support any efforts at regional security, with the aim of advancing the principle of proximate cooperation.  Ideally, our partners would be closer to home rather than farther away.  Kalistan's foray into Artanian affairs was a disaster for Kalistan, on military and humanitarian grounds.  Kalistan lost nearly 60,000 people in that conflict, more than half of them civilian casualties of weapons of mass destruction.  We honor the tremendous and heroic sacrifices of the Luthorian Military and Etxean Partisans in the liberation of that island. Think of what you could have accomplished had your neighbors been more interested in joining your fight in their own back yards, and less interested in what was happening in Seleya and Keris. 

For the cost of the more than 200,000 dead, we had hoped that there would be a more permanent solution to the problem which created the war in the first place.  We were disappointed by the limited gains for which so many paid so high a price, and the security threat is likely more acute now than it was before the war began.  The world has not taken steps to reduce the threat of weapons of mass destruction or of fascist aggression, and as a matter of fact, it is likely that even greater threats still loom ahead of us.

Protecting our region from the threat of belligerence launched at us from the other side of the planet should therefore be of paramount importance.  The only reason that people from the other side of the planet would be in this region is to do the nations of our region harm, and the same goes for the appearance of people from our region in their part of the world.  Our recent experience in war demonstrates this conclusively.  It is our hope that we can find and work with partners here to ensure that nations choose to focus on their own neighborhoods, that nations in Artania focus on the very real threats to world peace that continue to exist in Artania, and let the Anantonese region enjoy the security that we work so hard to maintain, without their participation.

Good fences make good neighbors— we need to mind what is happening in our own yards before we worry about our neighbors’ yard.  We look forward to productive conversation on matters of security and cooperation.  And we thank you for your time and attention.

The South Dovanian delegation, awestruck by the splendor of Villamor so alien to eyes accustomed to the brutalist architecture favored by a century of Scarlet Rose regimes, conferred among themselves in quiet frenzy as the other delegations continued their opening statements. 

Much was said that required no significant changes to the South Dovanian prepared opening statement, but their staffs nonetheless scribbled furiously in the margins as the world's future was spoken into being in the ornate air of the conference hall. 

Particular attention was paid to the statement from Xsampa, South Dovani's eastern neighbor and erstwhile Metzist comrades - Udon Nakhon had given express direction to watch carefully for any indication that the Xsampans might try to paint the South Dovanian move away from communism as fascism, but though the Xsampan delegation did focus on the horrors of fascism, they stopped short of accusations against the Republic.

Closely, too, was the statement from Kalistan analyzed. Prime Minister Chandra Srirai and FM Chavalit had spent many restless nights watching closely the news of Kalistan's intervention against the Kundrati Legion and Likatonia, states which had made the error of offending Seleya's self-styled regional warden in one way or another. Too little was known of the truth on the ground in Kundrati for South Dovani's government to make a determination of the righteousness of the crusade, and in the opinion of Udon Nakhon righteousness was suspect when espoused by those who claimed vast swaths of a sovereign state as their birthright. The Kalistani request for worldwide acquiescence to its hegemony in Seleya would have to be treated carefully, lest a similar hegemon emerge in Dovani and stomp the rebirth of South Dovanian democracy into the mud.

When the Kalistani representative finished speaking and South Dovani's turn to speak was called, the margins of FM Chavalit's statement were scribbled thick with many-colored notes and references, hints from his staff and the staffs of his counterparts from the Finance Ministry at how he should acquit himself, how he should acquit their nation. He cleared his throat and began.

Anong Chavalit, Minister of Foreign Affairs, South Dovani

Esteemed friends, we join today in these beautiful surroundings in an attempt at a beautiful purpose - the creation of a new order for the world, a world which has seen great suffering in both near and distant past. If we can together prevent even a modicum in the future of what has so unfortunately transpired in our lifetimes, we will have done our children and their children a great service. To that end we say - let us begin.

We join with our gracious host, King Romulo I of Egelion, in dismay at the state of the world. Alliances rise and shatter; powers erupt from the ground, swinging fire and brimstone at all around them in attempts to prove their relevance. Extremism and violence shake the world in places like Kundrati, Istalia, and Valruzia, and we respond individually, like elephants pulling in different directions. Rivalry and one-upmanship are the prevailing ideology on Terra, and the world's most vulnerable pay the price of plans wrought in elegant staterooms like this one in Fort William, Kaliburg, Yishelem, and Haldor.

We hope that our participation here can act as a voice for the vast majority of the world's population which has no explicit representation at Altéa, though we are cognizant of course in that we will surely fail at this noble aim. We are a state which has fought long battles against long odds - first against imperialist colonial powers long ago, then against inequity and injustice under antidemocratic monarchy, and most recently against corruption and waste under Metzist totalitarianism. We have seen and are showing that the people of South Dovani are strongest when they work together in concert, when they engage with one another in a democratic marketplace of ideas, and we believe that this demonstration can be instructive to the rest of the world, who could have the same openness but with the benefit of nearly infinitely more resources than we ourselves have. We hope that our participation here can act as a compass for other peoples who wish to act to construct rather than destroy.

Much has been made thus far of the threat of fascism, and specifically in Kundrati. South Dovani is in no position to speak on the struggle in Kundrati, except to offer our sincere condolences for those who have lost in the decades of injustice, war, and brutality. If Altéa should will it, we will gladly contribute what little we can to aid in the reconstruction of both mainland and Etxean Kundrati.

We recognize, of course, the importance of an international forum for all nations to work to resolve disputes diplomatically. The death of the World Congress was a terrible tragedy for all the peoples of Terra. We must state for the record however that the power granted to states who were already powerful by the historical Security Council was unjust - South Dovani and all nations have inalienable right to sovereignty which any renewed World Congress must be carefully constructed to respect. We would welcome further from the representatives from Dorvik on how a renewed Congress might offer assurances to the lesser powers of Terra that it will not impose upon them the whims of Kaliburg, Haldor, and Fort William.

It is likely by now that my counterparts from Kalistan have counted well that I have twice named the Anantonese capital specifically. It is the position of my government that the sort of regionalism espoused by Kaliburg is a threat to South Dovani and to all lesser powers like us. Terra overflows already with the ripened fruits of the regionalism Representative Ananto-Sandoval proposes - Luthori and Kalistan have spent the better part of centuries bickering publicly over who has what right to do whatever and whereever they please - apparently forgetting that the continents they would divide among themselves are populated with millions who have no care for the intrigues of Fort William or Kaliburg. Indeed, we believe it is in part because of regional imperialist hegemonic rivalry that extremism is so popular across the globe - peoples who would rather be free as all humans desire instead are forced to turn to the forces of populist extremism simply to exist outside of the hierarchies that predominate in Majatra, Artania, and Seleya. How can democracy take root anywhere when every state must focus its efforts first upon guarding its very existence in the face of regional powers seeking every advantage over far away rivals? Regionalism is not the answer - but instead a global marketplace of ideas couched in the ideals of diplomacy, equality, and sovereignty.

We thank our hosts for having us, and the world for entertaining us. We hope that as a species we are capable of engaging in forums like this so that we can array our elephantine power in a shared direction. That is what we owe to the future.

My dear representatives,

One is fortunate to have heard the statements from powers small and large in our opening segment. I hear the pleas of Extea, the concerns of Xsampa, the ideas of Dorvik, the position of Kalistan, and the visions of South Dovani.

Egelion understands that we have come forth to this conference to find answers to all of our inquiries. As it stands our current inquiries involve:

• - The rebuilding and guarantee of Extean Independence
  
• - The re-establishment of the World Congress/Security Council
  
• - Protections/Cooperation against malignant ideologies worldwide. 
  

Here are Egelion's positions:

We would be willing to help Extea rebuild its nation and help isolate the Kundrati Union for its fascist regime. We would support the creation of a renewed Security Council. One that is balanced and represents the will of Terra, not only the great powers. Finally, we would support global cooperation against malignant ideologies--this would be tied closely to the renewed Security Council. Military cooperation, access to humanitarian aid, and intelligence sharing are all musts.

Excellencies, High Officers, Distinguished Delegates,

It is with deep gratitude and sincere esteem that I address you today, in this prestigious venue of the Conference of Altéa. I would first like to pay homage to His Majesty King Romulus of Egelion, not only for hosting this important meeting, but also for the hospitality reserved for our Istalian delegation. Even more, I would like to express my personal thanks, and that of the entire Istalian people, for the constant and resolute support that the Kingdom of Egelion has guaranteed to our nation in the fight for reunification. At a time when our people were divided, oppressed and torn by conflict, Egelion proved to be a true friend of Istalia, championing the cause of our freedom and our unity.

Today, our presence at this conference represents a precise commitment: Istalia wants to re-establish its role in the international community after the dark years of the communist dictatorship, which dragged our country into chaos and devastation. With immense sacrifices, our people have regained their freedom and begun a long and difficult process of reconstruction. Now, we wish to turn the page and repair the damage inflicted by the previous regime, reaffirming our commitment to peace, stability and cooperation among nations and joining the international community in denuncing any sort of authoritarian and dictatorial regime that oppresses the poeple and deprive them of their freedom.

In this spirit, I would like to express Istalia’s full support for the democratic government of Kundrati, which today courageously faces the threat of a dictatorship. We, as Istalia, know well what it means to fight against a tyranny that suffocates freedom and brings an entire nation to ruin. Our hearts and our solidarity are with the Kundrati people, and we hope that the international community will not remain indifferent to their struggle.

However, the main reason that prompted us to participate in the Conference of Altéa concerns a crisis that is putting our fragile stability to the test: the question of Solentian refugees. During the civil war that devastated Solentia, almost 500,000 refugees were brought into our country by the previous puppet government of the Grand Emirate of Quanzar. But it was not an act of humanity: their intent was not to alleviate the suffering of the Solentians, but rather to profit of this opportunity to alter the ethnic composition of our territory, permanently settling populations of Majatran culture and strengthening that apartheid regime that, before its defeat, brutally discriminated against the native Istalian population.

Istalia, still on its knees after the civil war, does not have the means to manage such a number of refugees. And, beyond the economic and logistical difficulties, there is another crucial point: our country does not want to take on this population, so profoundly alien to our culture. Furthermore, among these refugees, in fact, thousands of Ahmadi fundamentalists have came in the country, whose acts of barbarity have already sown mourning and pain in Istalia.

For this reason, we appeal to the international community to provide us with concrete support, both logistical and diplomatic, to resolve this crisis. We ask for assistance in organizing the repatriation of these refugees to Solentia or, alternatively, their transfer to nations willing and able to welcome them.

Istalia looks to the future with determination and hope. But in order to build a tomorrow of peace and prosperity, we must be able to heal the wounds of the past and defend our identity and our social balance. We trust in the support of the nations gathered here, and in their willingness to work together to find a just and fair solution to this crisis.

With respect, delegates: as Kalistan has been singled out and represented as a power hungry warlord and a state with "positions", rather than "visions" or even "ideas", we will ask your indulgence for a moment.

It is the desire for peace and free cooperation that motivates our "position".  It is a desire to keep obviously malevolent forces like Kalistan out of your part of the world that guides our vision.  Since South Dovani wishes to paint Kalistan as a cynical and voracious monster, we encourage them to help us build a fence between monsters like us, and people like the poor benighted visionaries in South Dovani, who want nothing to do with our sort of nation-eating.  Nothing would make Kalistan happier, in fact.  We say that in full good faith:  I absolutely mean it.

Had there been this world order, which posits an explicitly liberal world view as its operating principle and forces that liberal ideology down the throats of those who do not want it, as our colleague from South Dovani proposes, things might have been different. 

Perhaps, for example, had other nations been a little more active in denouncing fascism and extremism in Kundrati in the first place, because, to borrow the liberal phrase, that ideology "belongs in the dustbin of history;"

Had other nations of the world contributed anything meaningful to the sanctions regime --a VERY liberal policy option, by the way, aimed at encouraging defectors to begin cooperating with international norms of good behavior; 

Had other nations been as liberal internationally as the speaker wishes to suggest we all are by default, and fought to defend international norms against a regime which clearly has been enslaving and systematically murdering their own people for going on 4 decades now--as I am sure the Etxean delegates can easily and far more effectively outline than we can from their own first hand knowledge;

Had all this happened, then Kalistan would not have had to be the ones to introduce sanctions against them, which we were also forced to attempt to enforce almost single handedly, due to militant ambivalence by the other nations of the world, who could have helped, but opted instead to actively circumvent those sanctions, so we could try to deny their regime the materials that they used to subsequently murder 30,000 of our citizens while they slept with chemical weaponry. 

Which, we will add, literally nobody --certainly not anyone sitting in this room currently-- nobody that is, with the exception of Kalistan's long standing rivals in Luthori, denounced, or even commented on.  Because like Kalistan, Luthori is a rapacious monster, bent on denying the poor helpless masses any semblance of peace or security, and as such, our relationship cannot possibly be based on humanitarian concerns, but a blood curdling, irreconcilably Manichean rivalry to divide the world between us.

We don't know why the world, save a handful of nations, refused to help us punish the fascists for their wanton and deplorable attacks against the sleeping civilians of Metz-Leonid, Kaliburg, Port Swedes, and Eshar-- Maybe you think we deserved the chemical weapons attacks launched by fascists against sleeping civilians.  Maybe the oppressed nations of the world, that our colleague from South Dovani speaks so eloquently for, secretly wished that Kundrati would have gotten more of us than they were able to.  We will likely never know the truth of that.  What we do know is the world sat by as Kundrati destroyed three of our cities, and Kalistan could count our friends on less than one hand.

But the fact is, only Kalistan, Lodamun, Gaduridos (The Anantonese Empire), Luthori, Mordusia (The Luthorian Commonwealth), Alduria and the brave men and women of Etxea ultimately took a stand against the Fascists, while all those here asking for a world order based on liberal principles stood on the sidelines and contributed nothing.  Will your so beloved liberal world order perform at that same high level of commitment that was demonstrated by its current proponents during the Kundrati War, when you had the opportunity to demonstrate international cooperation to address a global threat, and chose --yes, I say chose-- not to?  Because if so, we are all in trouble.

Put plainly, Kalistan doesn't trust a liberal world order to come to anyone's aid except those from whom some advantage can be gained by the powerful nations of the world, because, as we see from the Kundrati War, not even the liberals really believe in that nonsense ideology known as liberal internationalism.  And a security council made up of the world's powerful nations would necessarily include cynical monsters like Kalistan, who is, whether some wish to admit it or not, one of the most objectively powerful nations in the world at the current moment. 

We find calls for a new planned global order based on explicitly liberal principles like international law now, after all the fighting and dying is over, to be risible at the very least, and note that its biggest champions were themselves absent when they could have actually done some good and helped us and Luthori permanently deal with a major source of conflict and chaos in the world, but instead chose to sit on their hands, and watch us be exactly what they always thought we were anyway, because nobody else was going to, but someone had to. 

Kalistan is ruthless and uncompromising in our own defense.  That is all we are, that is all we have ever been. 

We only hope that the nations of the world consider our proposals.  We are under no illusions that they will adopt them--Kalistan is not well liked, for many reasons, and only some of which are our own authoring, so we obviously don't have a lot of hopes that Kalistan's "positions" will receive much, if any attention here at this conference.  But I can say honestly, and in all fairness to my nation, that we are here, to sit at the table with you not out of a desire to force Kalistani hegemony down everyone else's throats, nor because we feel that there should be some international system that constrains the very sovereignty that the South Dovani speaker centers in their speech, but because we felt that it was important for regional and bilateral relations that Kalistan support Egelion's call. 

In fact, Kalistan has no interest whatsoever in continuing to involve itself in the conflicts of other continents, and would simply like other continents to restrain themselves similarly in the Anantonese Region.  Unlike most of our colleagues sitting here in this room, we are the ones who have paid dearly, and far too recently, for our failure to adopt that policy, and we would like to learn from our mistakes.

The Emperor steps out of his car, flanked on both sides by loyal protectors of the Imperial Guard. While rarely seen in public, Emperor Slavko stepped into the Villamor Palace with clear confidence. Once inside, he slowly walked to the large conference room in the palace, impressed by the glamorous palace of the Egelian king. Besides him was his most trusted confidant, Duke Gaiseric of Akigo, who has advised him in matters of state for the past two years. He entered the large conference room with his imperial uniform, stepping inside as the conference was already ongoing. For a second, the room went silent as the name of his majesty was announced. He took his seat, as discussions continued. After some time, the Emperor himself motioned to speak:

Excelencies, representatives, friends. Let me begin by thanking our Egelian hosts for this conference, which might issue in a new period of international cooperation. We have heard a great deal today from a variety of nations from across Terra. Good points have been made, questions raised, visions shared. I would like to explain to you the vision of our Grand Empire. As history has taught us, extremism and conflict looms over every nation as a cloud. When the rain and thunder comes at us, we are incapable of stopping that force of nature from bringing down its wrath. In recent years, we have seen extremism throughout Terra. Not just from the far-right, but certainly also from the far-left. Sacred institutions have been bent and broken, and what has it left us? All i see is a broken world, eager to find purpose and peace. But as this conference has told us so far, just the will for peace is not enough.

I hear nations like Extea pleading for help, hoping that their people might be saved from their suffering. While our Empire is willing to aid and aleviate the greatest suffering, we believe the government of Extea should do what it can to prove to us, to Terra, that it is worthy of all other support. Rogue regimes like the occupiers of Quanzar and Alaria hold grand speeches in this chamber about their desire to reenter the international community but at the same time call for the deportation of 500.000 innocent refugees. Where is the compassion? Where is humanity? My government will warn this regime that if it seeks to harm innocent refugees, we shall enact sanctions on its new and illegitimate government and do what we can to protect innocent lifes.

And then there is the likes of Kalistan and Luthori. Two nations that once swore to break down imperialist powers, just to become one themselves. Let me remind my colleagues that Luthori has so far attempted a invasion on its own continent, which has failed. Kalistan in turn has allowed itself to be corrupted by its own grandeur. Policies of old shall not bring peace, we must come with fresh ideas, a new vision for the future of Terra. Therefor the Grand Empire would like to echo the words of our Dorvish friends, we must reastablish a world congress to serve as arbiter in world affairs. But it must not be a congress of old, it must be a new congress. One that has the power to act when needed, but balance to ensure fair treatment of all. We therefor thank the representative from South Dovani for bringing up this point. We must make sure any new world congress has serious guarentees and protections for every nation on terra, not just the major powers.

Lastly, let me express a personal committment to Terra. I will do whatever i can to ensure that Deltaria reminds its past and looks into the future with dignity and a understanding of what went wrong.
