TITLE I. THE SOVEREIGN, CROWN & SUCCESSION

 

Section 1 – Head of State

 
I.1.a. Head of State: The Sovereign is the Head of State of the Commonwealth of Mordusia and the position is hereditary.
 
I.1.b. Official title of the Head of State: King of Mordusia (male), Queen of Mordusia (female)
 
I.1.c. Official Style of the Head of State: His Majesty (male), Her Majesty (female)
 
I.1.d. Sovereign’s Representative: If the Sovereign doesn’t live in Mordusia, the Sovereign is represented by the Governor-General, who is appointed by and serves at the pleasure of the Sovereign.
 

Section 2 – Demise of the Crown

I.2.a. Death of the Sovereign: Upon the death of the Sovereign the Crown passes automatically to the Sovereign’s heir.
 
I.2.b. Succession of the Crown

1. The Crown shall be hereditary in the descendants of the House of Orange-Villayn.
   
2. The Crown is inherited by the eldest child of the Sovereign without distinction of gender.
   
3. In the event the Sovereign dies without legitimate issue, the Crown shall descend to the Sovereign's eldest sibling. Should said sibling be deceased, their own legitimate descendants shall succeed by right of representation, in order of birth, to the exclusion of any younger siblings of the Sovereign or their descendants.
   
4. The Sovereign shall belong to the House of Orange-Villayn or to a cadet branch thereof lawfully established and recognised in accordance with this Constitution or by Act of Parliament.
   
5. Upon accession to the Crown, the spouse of the Sovereign shall be required to assume the name and membership of the House of Orange-Villayn or of the cadet branch to which the Sovereign belongs.
   
6. Children of the Sovereign shall belong to the House or cadet branch of the Sovereign.
   

 

Section 3 – The Crown & Sovereignty

I.3.a. The Crown: The Crown is the supreme authority of and over all branches of government of the Commonwealth, it is indivisible throughout Mordusia.

I.3.b. Sovereignty: Sovereignty is vested in the Crown, and is exercised in accordance with this Constitution.
 
I.3.c. Advice: The Sovereign shall act on the advice of the Privy Council, Ministers, or of the Cabinet, except where this Constitution expressly provides otherwise.

TITLE III. THE LEGISLATURE

 

Section 1 – The Federal Parliament

 

III.1.a. Legislative authority: The legislative authority of the Crown is exercised by the Federal Parliament in accordance with this Constitution, and laws are enacted in the name of the Sovereign.
 
III.1.b. The Federal Parliament: Is the body that exercises the legislative authority of the Crown and consists out of the Sovereign and the House of Representatives.
 

Section 2 – The House of Representatives

 
III.2.a. The House of Representatives: The House of a part of the Federal Parliament, it passes laws, provides ministers to form the Cabinet, supervises the work of government and is responsible for adopting the Commonwealth’s budgets and approving the Commonwealth’s accounts.
 
III.2.b. Composition of the House of Representatives: The House of Representatives shall be composed of members directly chosen by the people of the Commonwealth through a democratic election method determined by Act of Parliament. 
 
III.2.c. Number of seats: The House of Representatives shall have 350 seats.
 
III.2.d. Elections: Elections are held every 5 years unless the Sovereign dissolves the House of Representatives on advice of the Prime-Minister.
 
III.2.e. Voting in the House of Representatives: Questions arising in the House of Representatives shall be determined by a majority of votes other than that of the Speaker. The Speaker shall not vote unless the numbers are equal, and then he shall have a casting vote.
 
III.2.f. Royal Ascent: Bills, laws and acts passed by the House of Representatives need royal ascent from the Sovereign to act into force.

TITLE IV. THE EXECUTIVE

 

Section 1 – The Executive Power

 

IV.1.a. Executive authority: The executive authority of the Crown is vested in the Sovereign and is exercised by His Majesty’s Government, who act in the name of and on behalf of the Sovereign.
 
IV.1.b. His Majesty’s Government: Is the federal executive body that is responsible for the administration of Mordusia.  It consists of the Cabinet and the Prime-Minister, who run the Government in His Majesty’s name and the civil service whom the cabinet directs.
 
IV.1.c. Head of Government: The Prime-Minister is the Minister of the Crown who is the Head of Government.
 
IV.1.c. Royal Ascent: All decisions of His Majesty’s Government need royal ascent from the Sovereign before it becomes law or enters into force.
  
 

Section 2 – The Cabinet

 
IV.2.a. The Cabinet: The Cabinet is the leading body of His Majesty’s Government, headed by the Prime-Minister and consists out of all Ministers of the Crown.
 
IV.2.b. Chair of the Cabinet: The Prime-Minister chairs and leads the Cabinet.
 
IV.2.c. Appointing the Prime-Minister: A member of the House of Representatives who wins the confidence of the House is invited after every election to form a government with a fully staffed Cabinet in the Sovereign’s name.
 
IV.2.d. Appointing the Ministers of the Crown: The Sovereign appoints the Ministers of the Crown at the advice of the Prime-Minister;
 
IV.2.e. Ministers of the Crown Term of Office: All ministers of the Crown, including the Prime-Minister serve at the Sovereign’s pleasure for as long as they enjoy the confidence of the House of Representatives.
