My dear Heads of state, Presidents, Nobility, Diplomats and Ambassadors,

It is with a profound sense of duty and a sincere humility that I welcome you to Altéa. We gather here to convene what I believe will be the definitive geopolitical assembly of our age. Your presence within these halls is not merely a diplomatic gesture, it is a momentous occasion for the people of Egelion and a testament to the enduring necessity of diplomacy. For generations, our standing in Terra has been fortified by strategic alliances and a foundational respect for the sanctity of borders. Your attendance today reaffirms that, despite our differences, we are bound by a shared commitment to global stability.

However, we must speak with candor. The Kingdom of Egelion has long been a crucible of divergent perspectives, yet our recent history has been marked by a rigorous and perhaps overzealous interventionism. We recognize that our imperial reach and the proliferation of our military capabilities have cast a shadow of apprehension across the horizon. Our previous doctrine, rooted in the fallacy that martial swiftness is a surrogate for diplomacy, has strained the bonds of trust with our neighbors. On behalf of the Empire I serve and the ideals we hold sacred, I offer a sincere and unreserved apology to those impacted by Egelion’s unilateral actions. We acknowledge that a deficit of transparency and a lapse in regional courtesy have fostered a climate of suspicion. It is my ambition to dismantle that distrust within these halls.

My goal for our grand meeting is to ensure we can all collaborate and cooperate based on our shared ideals: Independence, Sovereignty, and Communication. The era of chaotic intervention is over. I believe we can usher in an era of great exceptionalism and cooperation for our region. An era where we can rely on each other for assistance. An era where one can pursue national goals without threatening another state. An era where compromise and communication can alleviate the distrust that has built up over several years.

To this end, my government has created a comprehensive agenda designed to address deep rooted grievances while carving out new corridors for economic and security partnerships. The destiny of this region no longer rests on the whims of the few, but in the collective wisdom of this chamber. Our future is a narrative we shall create together, in unison rather than in opposition. The destiny of this conference, and our region, is now fully within our hands. I am most grateful that our futures can be written by all of us, not against us. I open the floor to other members at this conference on our first point.

For starters, the presidential council of the Confederation is more than thankful for being invited to such a historic conference whose ripples will be felt not in the next year's but the next decades and centuries.

  

Although the Nadiyan Confederation and especially the Presidential Council have historically always advocated for peace, cooperation, and the following of international law. The recent moves across Terra have begun worrying us to such a degree that we see a military alliance as necessary to ensure the safety and integrity of both Keris and North Seleya.

The Nadiyan Confederation alongside its military forces have some reservations about the prospects of a possible arms race and cold war begining along west-east divide being caused by the formation of such an ambitious pact. We still nonetheless believe in the principles of sovereignty, independence, and stability that ensure the continued and safe growth of the human race with its continued march toward endless prosperity.

Greetings from Her Imperial Majesty, Empress Carolina II Ananto.

I shall not hold the assembly long. I would like to express my gratitude for the willingness of the Chair to manage the potentially destabilizing influence of the foreigners in this body. It was a problem that was easily and tactfully handled.

The Empress has asked me to express the desire of the Anantonese Empire for a framework for coordination and cooperation with our neighbors. There are growing threats in our world, and our region happens to enjoy an extraordinary degree of peace and stability which can be easily upset by the instrumentalist, cynical foreign policies of nations who are external to our region. Division, even division which is conditioned by cordiality and parallel action can be manipulated and wedged by people who are jealous of the peace and order which is the single unifying characteristic of our region.

Kalistan's primary interest is stability and security. A framework which involves a way to establish a credible channel of communication and the sharing of of information will certainly contribute to that. And with that stability and security as a foundation, we become more resistant to being undermined by outside actors who aim to manipulate and divide.

Kalistan fully expects each nation to continue to pursue their own interests, as any nation may. Kalistan's interests do not specifically align with the interests the honorable speaker from Egelion laid out, especially with regard to the sanctity of borders. But our goal should be to build upon what we share in common, rather than where we may see things in a different light. Perhaps not collective security, but shared interests.

To that end, we look forward to the speeches of our fellow delegates, and look forward to the development of this mutually agreed upon framework for the future of stability and security of our nation and our region.

Esteemed members.

I would like to first thank (insert) for bringing this meeting to fruition. It is our belief that a meeting such as this is long overdue, especially amidst the growing challenges being faced regionally and internationally. I intend to keep this very short and to the point.

It is our belief that on the topic of open communication, it ought to be built on the understanding that no partner should be able to interpret the silence of another. It should not merely mean that our diplomats are speaking on otherwise friendly terms; instead, it should mean that we strive towards ensuring that there is a degree of transparency in what we do that might impact others directly. 

If it is that we want this 'project' to succeed, we must work as allies/partners towards building the infrastructure which might facilitate seamless communication between our respective capitals and military command structures. Lodamun commits itself to this belief by pledging our support to the establishment of crisis hotlines and secure information-sharing channels. Whether it be governed by the Common Intelligence Sharing Agreement (CISA) or another structure, it is our belief that we must bridge the obvious gaps in communication to avoid miscalculation, misunderstandings and misjudgments.

As some of you in this chamber have already said, Valruzia also welcomes this initiative by Egelion. Since the glorious fall of the Unitary State of Valruzia, our nation has operated on the international stage according to clear guidelines: cooperation, yes, but more with Northern Seleya in general terms, as we consider them to be closest to us in a wide range of areas; neutrality, as we are guided by the universal values of humanity and respect that we believe all nations and peoples of Terra deserve and which therefore allow us to raise our voice when any of them are oppressed; and independence, as we believe that no one but the citizens of Valruzia, freely and voluntarily, can decide on matters concerning Valruzia.

On this basis, we believe that this conference can bring great things to the participating nations, and we look forward to working with the representatives here to make this happen.

We appreciate the statements from all nations present. We are all in agreement regarding cooperation and communication. The days of late have been dominated by limited cooperation and communication, leading us to make rash decisions as uniformed actions--as stated by the Lodamese representative. 

While we are no strangers to such diplomatic limitations, we are all in agreement that the actions we take here must protect and guarantee the independence of our own foreign policies. We understand the importance of cooperation without giving up space for own decision making.

To that end, I'd like to continue with the creation of a framework to facilitate cooperation and intelligence sharing. We look to the Lodamese CISA framework or instead, for us to create a new platform that would give us access to share intelligence and direct communications.

Altéa recognizes both options and we would happily agree to join CISA or create a new framework to follow. We would like to hear opinion on this specific task.

It is my belief that Kalistan did express interest in the CISA framework as well, when the government of Lodamun first discussed it. Kalistan's assets primarily exist in space, via high orbit geosynchronous satellite networks that focus not only on the approaches to the Anantonese Ocean, but also traditional hotspots for activity. Granted, it is not a 100% satellite network, and was mainly developed during our conflict with Kundrati, so its primary focus is Artania, the Mad Dog Ocean and Keris, as well as the central Anantonese and Northern Seleya, but I can say that our Government is planning, within the near term to extend that surveillance network over northern Majatra as well.

We also have a major investment in subsurface sonar in the Northern Anantonese Ocean, as well as a major OTH radar presence in both Kalistan and Gaduridos. All of these elements are part of the Fortress Kalistan defensive doctrine. We utilize a hybrid of human and machine learned assets to collect and analyze a constant stream of data, and the idea, which has only ever been tested in exercises, but never for real, is to give Kalistan a 48 hour head start on the arrival of any forces, to give us time to deploy forward units in case of a surprise.

The goal, quite frankly, is to deny the enemy the element of surprise on every point. We, of course sacrifice overwhelming force: Kalistan cannot be everywhere all at once, though we would like to build a wall of battleships between us and Artania and the war mongers in Majatra. It's not possible, so we have opted instead a different strategy which involves a more guerrilla mindset to defense.

I only make this exposition to note that it would, I would think, in theory be fairly easy to integrate at least Kalistani and Lodamese systems. We, you might say, developed them in tandem and have had a long and very positive security cooperation in Seleya. Our standards are the same, so we are quite literally speaking the same technical language and can and do, easily communicate across our border. With Kalistan comes Gaduridos, whose security has been managed by Kalistan for about 150 years. Valruzia could theoretically integrate into this system, because the infrastructure for sharing exists.

I think the challenge then would to be on how to integrate Seleya and Keris, who is clearly for more integrated with an Egelian defense intelligence apparatus rather than a Seleyan one. Perhaps it would benefit us all for our Lodamese Colleague to give us all their thoughts on how CISA could be extended to Keris, not necessarily physically (it's not a matter of laying cable- That's easy) but conceptually. This might help to frame our discussion in the realm of the possible going forward.

It is important to clarify what CISA is. CISA is not an intelligence service or an elaborate sensor network. It does not own satellites or radar arrays, nor does it possess analytical platforms or human intelligence assets. Those components remain in the hands of the member states themselves. CISA is, at its very basic level, a governance framework which regulates how intelligence once collected and assessed by national agencies may be shared. 

Kalistan's intelligence network, which has integration with that established in Lodamun, exists outside of CISA in that it would exist with or without CISA. It is simply a shared map through which all members are able to, based on the treaty's article, see what everyone else sees. For example, if Lodamun were to allow its acoustic library to be accessed through CISA, it would mean that all signatories of the treaty would have access to said library, but, in keeping with the treaty's provisions, would be barred from sharing said information with those outside of the treaty. 

Regarding the Kalistani representative's concerns about how well our Kerisian colleagues would be integrated into that information-sharing ecosystem, CISA was designed to be flexible in this regard. Our colleagues from Keris have numerous options, including: 

1. Becoming full members of the agreement (or an agreement very similar to CISA in scope).
   
2. Being treated as a third party and enduring the limitations therein. 
   

I should note that, as it relates to the medium by which we share information among each other, what is important is that we establish rules which restrict information-sharing to those gathered in this room and this room only. To that end, all options are on the table, whether it be joining CISA or crafting a new agreement. 

I'll allow Admiral Casey to speak to the interoperability and utility of Seleyan/Kerisian intelligence sharing.
