Quote:Fellow esteemed representatives. We come together today on our republic's request in order to find a path forward for our most sacred union amidst the ongoing disagreement between member states. For New Verham, it is of vital importance that this organization functions in the way it was meant to be: a economic union bringing prosperity to the wider region.

Having seen the different opinions on the Union, the republic proposes that we put on paper, black on white, that all member states fully commit to the economic intergration and cooperation we have been striving for from the beginning as to maintain the intergrity of the union, while at the same time halting any political intergration. This is, according to us, a proper compromise that listens to the concerns of all involved.

We would like to hear the opinions on the matter from other member states

Quote:Esteemed representative Batachikhan. In our opinion any reforms or new directions for the Dovani Union must maintain the current 'modular' approach. We fundamentally disagree that the Dovani Union is an 'economic union'; if the other states wish to pursue further economic integration, they are free to use the current or potentially new mechanisms of integration within the Dovani Union, but our Revolutionary People's Republic does not wish to grow more dependent on states so ideologically different. Had we not pursued a policy of diplomatic-economic diversification over the past years, the recent incident in Xsampa could have proved fatal due to the dependence on Xsampa that our economy suffered between 5712 and 5720. In the eyes of the Revolutionary People's Republic, the primary purpose of this Union is to present a united front to foreign adversaries outside of Dovani and to work as a common diplomatic forum while providing mechanisms for political or economic integration to states that find it desirable.

Quote: Esteemed comrades, and.. honoured observers. Regarding the honoured comrade Batachikhan's proposal, I will admit, that the idealism behind the proposal is worth admiring. Ensuring all members commit to economic integration and ensuring no political integration is an admirable goal, however, I believe that this is a goal with flaws. Within the Dovani Union, we see a myriad of economies. Not all of them are so welcoming of the free market. I believe that the current status quo, can work, but with some modifications. Dovani is a diverse continent, with diverse countries and economies. One size fits all is not going to work. Not every state may endorse strengthing economic integration.

That is why I believe that the current status quo economically, should be preserved. States should be encouraged to integrate economically if they so desire, nothing more, nothing less. The primary issue Xsampa has with this, is of course, our socialist economy, which will always make it more difficult to integrate into economic unions. If economic integration was strengthened, this may weaken or erode the foundational principles of the Xsampan Economy. Something that can't be encouraged. I believe that the status quo works, as it does. The Dovani Union is for bringing Dovani together as one, and make progress forward.

Quote:Dear colleagues and friends. Our union is not uniform, unfortunately and whatnot. And thus, with regard to the proposal of our New Verhamese colleague, in the current geopolitical state of our continent, we are unable to promote further economic integration , as much as we personally would love to see it, but we also must be understanding of our Xsampan friends' position.

Bianjie is open to economically integrate within the DU, but we see no use of it, if others don't do the same. The only thing we may propose is creation of common institutions, which will not tread on the independence and freedom of economic policy of other members states, like the Dovani Development Bank, Freedom of Movement pillars and more. 

As for political integration, I believe it is a natural process that will take place on its own, and any action used to forcefully impose it may have an opposite effect. This union is a union of common vision of united Dovani, the only thing we differ on is united to what extent. So, I believe we must focus on the idea of united Dovani, without going further, unless there is a clear plan on how to convince our colleagues who vary in opinions, to pursue a common goal.

The Republic of New Verham is in fact satisfied with what seems to be a reafirmation by member states on the importance of Dovanian cooperation and the Dovani Union as a vehicle for said objective. The conclusion we draw out of this is that all member states seek to continue close cooperation within the main framework of the Union while also valueing the modular design we have created. That means any member state can decide on the level of intergration they seek while at the same time adhering to the core principles of the Union and its different mechanisms.

Let us conclude this conference with one thing being clear: we all value the Dovani Union and seek to continue as active partners within it. Together, we move Dovani forward.
