Section I: Introduction to the Document

'Overview of the Political and Administrative Structure of the Revolutionary People's Republic of Utaristan and the Revolutionary People's Party of Utaristan' is a publicly accessible document published by the Ministry of Information of the Revolutionary People's Republic of Utaristan. It is intended to be a simple but in-depth overview of the structure of politics and administration of Utaristan. It consists of 9 sections.

    Section II: Text of the Constitution of the Revolutionary People's Republic

    The Constitution of the Revolutionary People's Republic of Utaristan is the fundamental law of the state. It was passed by unanimous vote in the Revolutionary People's Transitional Assembly on February 14th, 5711.

    Preamble

    We, the People of Utaristan, wishing to build strong Socialist and Revolutionary State declare that we are firmly resolved to build up our liberated State as a Revolutionary People's Republic. We pledge to bring the Socialist Revolution to all the oppressed Peoples of the world. We pledge to strive for a strong and equal Dovani State, dedicated to the flame of world Revolution. There shall be no peace for forces of imperialism and reaction until all the world is liberated.
    In this spirit we establish this Constitution to ensure a just, inclusive, and equal Socialist society that is guided by the Three Fundamental Ideologies and Six Revolutionary Goals.

    The Fundamental Provisions

    Article I
    (1) The Revolutionary People's Republic of Utaristan is a Dovani, Socialist, democratic, and sovereign State.
    (2) The Revolutionary People's Republic is guided by the Three Fundamental Ideologies – Socialism, Pan-Dovanism, and Anti-Imperialism – and strives to achieve the Six Revolutionary Goals – a clean and honest State without corruption, equality of nations and religions, a strong Revolutionary army, economic prosperity, alignment with Socialist and Dovani States, and plurality of opinions in alignment with the Revolution.
    (3) The People are the sole source of all power in the Revolutionary People's Republic.
    Article II
    (1) The Revolutionary People's Republic is a pluri-national and pluri-religious State of equal nations, where no nation is privileged.
    (2) The Minakal and the Yultuz languages are the official languages of communication of the Revolutionary People's Republic.
    (3) The Utari, Ciltay, and Hulstrian languages are official languages in subdivisions where speakers of these languages make up over a fifth of the population.
    (4) The church and State are completely separate
    (5) Officials of the Revolutionary People's Government or of any of its Organs are completely banned from publicly professing any faith, or wearing religious symbols.
    Article III
    (1) The Revolutionary People's Government is composed of the Representative Organs, Executive Organs, Judicial Organs, and Popular Organs.
    (2) The Representative Organs of the People of the Revolutionary People's Republic shall be the Revolutionary People's Assembly, the Supreme Revolutionary People's Council, the Province Revolutionary People's Councils, and the Prefecture Revolutionary People's Councils. The authority of the Executive and Judicial Organs of the Revolutionary People's Government shall be derived from them.
    (3) The Executive Organs of the Revolutionary People's Republic shall be the Presidency, the Council of Ministers, the Governorships, and the Prefectures.
    (4) The Judicial Organs of the Revolutionary People's Republic shall be the Revolutionary People's Supreme Court, the Province Revolutionary People's Courts, and the Prefecture Revolutionary People's Courts.
    (5) The Popular Organs of the Revolutionary People's Republic shall be the Revolutionary People's Party Supreme Committee, the Revolutionary People's Party General Congress, the Province Revolutionary People's Party Committees, the Prefecture Revolutionary People's Party Committees, and the Revolutionary People's Party Cells.
    Article IV
    (1) The Revolutionary People's Government is elected by the People, controlled by the People and accountable to the People through the Representative Organs and the Popular Organs.
    (2) The franchise to the Representative Organs is universal, equal, direct, and secret. Every Citizen has the right to vote on reaching the age of eighteen. Every Citizen may be elected on reaching the age of twenty-one.
    (3) The Executive Organs carry out the governance and administration of the Revolutionary People's Government in accordance with the will of the People expressed through the Representative Organs and the Popular Organs.
    (4) The Judicial Organs exercise judicial power in the name of the People and the Revolutionary People's Republic, ensuring a just and equal society and swift retribution and punishment of the reactionary and counter-Revolutionary forces seeking to overthrow the Revolutionary People's Republic.
    (5) The guiding force in society and in the Revolutionary People's Republic is the vanguard of the People, the Revolutionary People's Party of Utaristan, a voluntary Revolutionary alliance of the most active and most politically conscious Citizens, comprised of the Popular Organs.
    Article V
    (1) The economic foundation of the Revolutionary People's Republic shall be the Socialist economic system, which excludes every form of exploitation.
    (2) The Socialist economic system, in which the means of production are socially owned and the entire economy directed by the Revolutionary People's Government, ensures, with the active co-operation of all Citizens, a tremendous development of production and a continuous rise in the living standard of the working People.
    (3) All economic enterprises must be owned by the workers, directly or through the Revolutionary People's Government. The Revolutionary People's Government maintains the right to take control of any economic enterprise in any sector of the economy in designated Province(s) or Prefecture(s) through the Economic Stabilisation Mechanism.
    (4) The Economic Stabilisation Mechanism is enacted by approval of a simple majority in both chambers of the legislature. Once enacted, all economic activity in designated territory is automatically put into the control of the Revolutionary People's Government.
    (5) There shall be no foreign enterprises operating in the Revolutionary People's Republic unless from countries designated as 'friendly'.

    The Rights and duties of Citizens

    Article VI
    (1) All Citizens shall have equal rights and equal duties.
    (2) All Citizens have the right to equality, the right to own personal property, the right to adequate living standards, including health, home, and education, the right to free expression, assembly, association and opinion in alignment with the Three Fundamental Ideologies, the right to partake in the political process, and the right to petition.
    (3) All women have right to guaranteed gender equality, equal pay, and maternity protections.
    (4) All labourers have the right to employment, right to 8 working hours,right to rest, right to workplace safety, and right to unionise through the Revolutionary People's Labour Union of Utaristan.
    (5) It is the supreme duty of the Revolutionary People's Government to uphold these rights.
    (6) The Revolutionary People's Government shall ensure Citizens of Utari, Ciltay and Hulstrian nationality every opportunity and all means for education in their mother tongue and for their cultural development.
    Article VII
    (1) All Citizens have a duty to pay taxes, a duty to defend the Revolution, and a duty to work on the improvement of the society.

    The Structure and Function of the Representative Organs at the Republic Level

    Article VIII
    (1) The legislature of the Revolutionary People's Republic is composed of the lower chamber, the Revolutionary People's Assembly, and the upper chamber, the Supreme Revolutionary People's Council.
    Article IX
    (1) The Revolutionary People's Assembly is composed of 330 Delegates elected through single-candidate approval ballots in Prefecture-based electoral districts.
    (2) Candidates for Delegates are provided by the Prefecture Revolutionary People's Party Committees of the Revolutionary People's Party of Utaristan in their respective Prefecture.
    (3) Immediately following elections to the lower chamber the Director of the Revolutionary People's Assembly is elected from among the Delegates by gaining support of 166 Delegates.
    (4) The Director is responsible for ensuring order and adherence to procedural proceedings when the chamber is in session.
    (5) The Revolutionary People's Assembly is elected every 5 years.
    (6) The Delegates of the Revolutionary People's Assembly have a duty to represent the Citizens of their constituencies accurately.
    (7) Any Delegate can be recalled by their respective Prefecture Revolutionary People's Party Committee resulting in early elections for the seat.
    (8) The Revolutionary People's Assembly has the right to pass, amend, and abolish laws and to propose laws through the Advisory Committees and to ratify treaties.
    (9) The Revolutionary People's Assembly has the right to propose amendments to this Constitution.
    (10) Attached to the Revolutionary People's Assembly are Advisory Committees, which advise the lower chamber in accordance with the principle of democratic centralism, and draft up laws to propose.
    (11) The permanent Advisory Committees are: Advisory Committee on Interior, Advisory Committee on Security and Defence, Advisory Committee on Economy, Advisory Committee on Foreign Affairs, Advisory Committee on Culture and Ethnoreligious Affairs, Advisory Committee on Dovani Affairs, Advisory Committee on Information, Advisory Committee on Justice, Advisory Committee on Civic Rights and Wellbeing.
    (12) Special Advisory Committees can be established by a motion of the lower chamber.
    Article X
    (1) The Supreme Revolutionary People's Council is composed of 55 representatives appointed by the Province Revolutionary People's Councils.
    (2) Every 4 years, the Director of the Supreme Revolutionary People's Council is elected from among the Representatives by gaining support of 28 Representatives.
    (3) The Director is responsible for ensuring order and adherence to procedural proceedings when the chamber is in session.
    (4) Each Province Revolutionary People's Council appoints 5 representatives to represent it.
    (5) Every Province Revolutionary People's Council has the right to appoint and dismiss its Representatives at will.
    (6) Any Representative can be recalled by their respective Province Revolutionary People's Party Committee.
    (7) The Supreme Revolutionary People's Council has the right to deny any laws or treaties proposed by the lower chamber.
    Article XI
    (1) A law is considered to be passed if it gains 166 or more votes in favour in the lower chamber and 28 or more votes in favour in the upper chamber.
    (2) If a law is denied by the upper chamber, the lower chamber can amend it and propose it again.
    (3) Amendments to this Constitution are considered to be passed if it gains 221 or more votes in favour in the lower chamber and 37 or more votes in favour in the upper chamber.
    (4) Article I of this Constitution can not be amended.

    The Structure and Function of the Executive Organs at the Republic Level

    Article XII
    (1) The President is the head of State and the Revolutionary People's Government, the Chief Supreme Justice of the Revolutionary People's Supreme Court, and the Commander-in-Chief of the Revolutionary People's Army.
    (2) The President appoints the Council of Ministers and can appoint or dismiss any Minister at will.
    (3) A Minister can be dismissed by either chamber of the legislature if the motion to do so receives 221 or more votes in favour in the lower chamber and/or 37 or more votes in favour in the upper chamber.
    (4) The President has the power to dissolve the lower chamber of the legislature.
    (5) The President has the right to propose laws to the lower chamber, and to veto passed laws irreversibly.
    Article XIII
    (1) The President is elected in the first session immediately following the elections for the lower chamber.
    (2) Candidates for the office of President are provided by the Revolutionary People's Party General Congress of the Revolutionary People's Party of Utaristan.
    (3) A candidate is elected to be President if they receive at least 166 or more votes from the lower chamber and at least 28 or more votes from the upper chamber.
    (4) The President can be dismissed from their office by the Revolutionary People's Party General Congress, or if the motion to do so receives 221 or more votes in favour in the lower chamber and 37 or more votes in favour in the upper chamber.
    (5) If the President is incapacitated, is being investigated and is to stand trial for treason, anti-Revolutionary intentions, collaboration with foreign powers, or any other effort to undermine the Revolution, or is otherwise deemed temporarily incapable of carrying out duties, the Director of the lower chamber becomes the acting President until the President can resume duties or new elections have to be held.
    (6) If the President dies, resigns,is convicted of treason, anti-Revolutionary intentions, collaboration with foreign powers, or any other effort to undermine the Revolution, or is otherwise deemed permanently incapable of carrying out duties, they are automatically dismissed, and new elections will be held.
    Article XIV
    (1) The Council of Ministers is composed of Ministers appointed by the President.
    (2) The Ministries are: Ministry of Interior, Ministry of Security and Defence, Ministry of Economy, Ministry of Foreign Affairs, Ministry of Culture and Ethnoreligious Affairs, Ministry of Dovani Affairs, Ministry of Information, Ministry of Justice, Ministry of Civic Rights and Wellbeing.
    (3) The Council of Ministers has the right to propose laws to the lower chamber.

    The Structure and Function of the Representative and Executive Organs at the Local Level

    Article XV
    (1) The Revolutionary People's Republic consists of 11 Provinces – Ak-Suu, Choltau, Farovon, Greater Cise, Kotanmosir, Mingtog, Navoiy, Tashkorgo, Utarigawa, Utarimark, and Yultuzkol.
    (2) Each Province consists of 30 Prefectures.
    Article XVI
    (1) Each Province is governed by a Governor with the aid of the Province Revolutionary People's Council.
    (2) The Governor is elected every 4 years with a single-candidate approval ballot.
    (3) Candidates for Governors are provided by the Province Revolutionary People's Party Committees of the Revolutionary People's Party of Utaristan in their respective Province.
    (4) The Governor appoints 1 representative per 20,000 Citizens to the Province Revolutionary People's Council, with the advice of the Province Revolutionary People's Party Committee.
    (5) The Governor has the right to appoint and dismiss Representatives at will.
    (6) The Governor can be dismissed from their office by the President, a simple majority of the Supreme Revolutionary People's Council, or a simple majority of the Province Revolutionary People's Party Committee, or if the motion to do so receives support of more than 2/3rds of the Representatives in the Province Revolutionary People's Council.
    Article XVII
    (1) Each Prefecture is governed by a Prefect, with the aid of the Prefecture Revolutionary People's Council.
    (2) Prefect is elected every 4 years with a single-candidate approval ballot, at the same time as the Governor of the Province that the respective Prefecture belongs to.
    (3) Candidates for Prefects are provided by the Prefecture Revolutionary People's Party Committees of the Revolutionary People's Party of Utaristan in their respective Prefecture.
    (4) The Prefect appoints 1 Representative per 5,000 Citizens to the Prefecture Revolutionary People's Council, with the advice of the Prefecture Revolutionary People's Party Committee.
    (5) The Prefect has the right to appoint and dismiss Representatives at will.
    (6) The Prefect can be dismissed from their office by the President, Governor, simple majority of the Supreme Revolutionary People's Council, simple majority of the Province Revolutionary People's Council, simple majority of the Province Revolutionary People's Party Committee, simple majority of the Prefecture Revolutionary People's Party Committee, or if the motion to do so receives support of more than 2/3rds of the Representatives in the Prefecture Revolutionary People's Council.
    Article XVIII
    (1) The Revolutionary People's Government maintains the right to suspend all political processes and self-government in designated Province(s) or Prefecture(s) through the Territorial Stabilisation Mechanism.
    (2) The Territorial Stabilisation Mechanism is enacted by approval of 2/3rds majority in both chambers of the legislature. Once enacted, all political processes in the designated Province(s) or Prefecture(s) are automatically put into the control of the Revolutionary People's Government. The President then shall appoint a Province Director or Prefecture Director to act in place of the Governor or Prefect.

    The Structure and Function of the Judicial Organs at All Levels

    Article XIX
    (1) The Revolutionary People's Supreme Court is the highest judicial body in matters that fall within the jurisdiction of the Judicial Organs.
    (2) The Revolutionary People's Supreme Court is composed of 15 Supreme Justices, appointed by the President, from among candidates recommended by the Revolutionary People's Party General Congress with the approval of the simple majority of the lower chamber. The President is always the Chief Supreme Justice.
    (3) The Province Revolutionary People's Courts have jurisdiction over the judicial matters within their Province.
    (4) The Province Revolutionary People's Councils appoint and dismiss judges to the Province Revolutionary People's Courts at will.
    (5) The Prefecture Revolutionary People's Courts have jurisdiction over the judicial matters within their Prefecture.
    (6) The Prefecture Revolutionary People's Councils appoint and dismiss judges to the Prefecture Revolutionary People's Courts at will.
    Article XX
    (1) All Citizens have right to fair trial, legal representation, and protection from arbitrary detention.
    (2) All accused are presumed to be innocent until proven guilty.

    The Structure of the Popular Organs

    Article XXI
    (1) Structure of the Popular Organs of the Revolutionary People's Government is established in the Party Constitution of the Revolutionary People's Party of Utaristan.

    The Structure and Function of the Armed Forces

    Article XXII
    (1) The Revolutionary People's Army, composed of Revolutionary People's Army Ground Force, Revolutionary People's Army Navy, and Revolutionary People's Army Air Force, is the armed forces of the Revolutionary People's Republic.
    (2) The primary purpose of the Revolutionary People's Army is to maintain the territorial integrity of the Revolutionary People's Republic and to bring the Socialist Revolution to the oppressed Peoples of Dovani and the world.

    The Revolutionary Symbols and the Capital City

    Article XXIII
    (1) The capital city of Utaristan is Cise.
    (2) The State Symbols are the Flag of the Revolutionary People's Republic, the Emblem of the Revolutionary People's Republics, the Revolutionary Colours, and the Revolutionary Anthem.
    (3) The Flag of the Revolutionary People's Republic is the Revolutionary crimson banner, with white-bordered green square in the upper left canton, bearing the six-pointed golden star with white border in the thereof.
    (4) The Emblem of the Revolutionary People's Republic is a crimson disc with white inner border, and green outer border, within which is the Revolutionary six-pointed golden star with white border, below which is a golden half-wreath of two branches in the lower portion.
    (5)The Revolutionary Colours are dark crimson, deep green, gold, and white.

    Clarifying addendums:

    Addendum I
    Under the single-candidate approval ballot, Citizens are presented candidates which they can approve or deny. If the candidate is denied, another round is organised with a different candidate until the candidate is approved.
    Addendum II
    As per the Electoral Motion of 5711, elections were called for all levels of the government to be held on September 14th, 5711. First terms for Governorship under the new Constitution were made to be 2 years, 4 years, or 6 years, so one third of Provinces would elect its Governors and Prefects every 4 years, the elections for second term were held in 5713, 5715, and 5717 respectively.
    Addendum III
    While the Constitution has no provisions for State of emergency, both the Stabilisation Mechanisms can be applied to entirety of the Revolutionary People's Republic.

    (2) The Popular Organs of the Revolutionary People's Republic and the Revolutionary People's Party shall be the Revolutionary People's Party Supreme Committee, the Revolutionary People's Party General Congress, the Province Revolutionary People's Party Committees, the Prefecture Revolutionary People's Party Committees, and the Revolutionary People's Party Cells.
    Article IV
    (1) The Revolutionary People's Party is composed of the People, controlled by the People and represents the People through the Popular Organs.
    (2) Every Citizen has the right to membership in the Revolutionary People's Party on reaching the age of sixteen and payment of the membership fee. Every Member may become member of Popular Organ on reaching the age of eighteen.
    (3) The Revolutionary People's Party Cells carry out the representation and direct communication with the People, and may be formed by three or more members.
    (4) The Revolutionary People's Party Committees guide the governance and administration of the Revolutionary People's Government at Prefecture and Province level.
    (5) The Revolutionary People's Party General Congress guides the governance and administration of the Revolutionary People's Government at Republic level.
    (6) The Revolutionary People's Party Supreme Committee carries out the management and administration of the Revolutionary People's Party in accordance with the will of the Members expressed through the Popular Organs.
    Article V
    (1) The fundamental principle of the Revolutionary People's Party is Democratic Centralism.
    (2) All resolutions approved by any Popular Organ are binding for all its subordinate organs.
    (3) All resolutions of any Popular Organ must be debated and considered before being subject to a vote.
    (4) All Popular Organs and Members must observe unified discipline, support resolutions passed by other Popular Organs, and not contradict them in any way.
    (5) Formation of factions within the Revolutionary People's Party is considered counter-Revolutionary and banned.

    The Rights and Duties of Members

    Article VI
    (1) All Members have right to elect and be elected for positions at their respective level.
    (2) All Members have right to raise objection against resolution of any Popular Organ.
    Article VII
    (1) All Members have duty to pay their membership fee as set by their Prefecture Revolutionary People's Party Committee, which may be waived.

    The Organisation of the Popular Organs at the Republic Level

    Article VIII
    (1) The Revolutionary People's Party General Congress is the primary decision-making organ of the Revolutionary People's Party.
    (2) The Revolutionary People's Party General Congress is composed of 341 Delegates appointed by the Revolutionary People's Party Committees.
    (3) Every 8 years, the General Secretary of the Revolutionary People's Party is elected from among the Party members by gaining support of 171 Delegates.
    (4) Each Revolutionary People's Party Committee appoints 1 Delegate to represent it.
    (5) Every Revolutionary People's Party Committee has the right to appoint and dismiss its Delegate at will.
    (6) Any Delegate can be recalled by the General Secretary or the Supreme Committee and replaced by the Revolutionary People's Party Committee.
    (7) The Revolutionary People's Party General Congress has the right to deny any candidate in any election in the Revolutionary People's Party or the Revolutionary People's Government at any level, including the President, judges and Justices, at any point.
    (8) The Revolutionary People's Party General Congress has the right to approve, change, and abolish ideological, societal, and political priorities, resolutions and directives for the Revolutionary People's Party and the Revolutionary People's Government.
    (9) The Revolutionary People's Party General Congress is subordinate to the Revolutionary People's Party Supreme Committee.
    Article IX
    (1) The Revolutionary People's Party Supreme Committee is the main executive organ of the Revolutionary People's Party.
    (2) The Revolutionary People's Party Supreme Committee is composed of 15 Party members proposed by the General Secretary and approved by the General Congress.
    (3) The Revolutionary People's Party Supreme Committee has the right to veto any resolution passed by the General Congress irreversibly.
    (4) The Revolutionary People's Party Supreme Committee has the right to deny any candidate in any election in the Revolutionary People's Party or the Revolutionary People's Government at any level, including the President, judges and Justices, at any point.
    Article X
    (1) The General Secretary can be dismissed from their office if the motion to do so receives 228 or more votes in favour in the Revolutionary People's Party General Congress or 8 or more votes in favour in the Revolutionary People's Party Supreme Committee.
    (2) If the General Secretary incapacitated, is being investigated and is to stand trial for treason, anti-Revolutionary intentions, collaboration with foreign powers, or any other effort to undermine the Revolution, or is otherwise deemed temporarily incapable of carrying out duties, the Acting General Secretary is elected by the Revolutionary People's Party Supreme Committee.
    (3) If the General Secretary dies, resigns, is convicted of treason, anti-Revolutionary intentions, collaboration with foreign powers, or any other effort to undermine the Revolution, or is otherwise deemed permanently incapable of carrying out duties, they are automatically dismissed, and new General Secretary will be elected.

    The Organisation of the Popular Organs at the Local Level

    Article XI
    (1) Each Province has Province Revolutionary People's Party Committee and each Prefecture has Prefecture Revolutionary People's Party Committee.
    (2) Prefecture Revolutionary People's Party Committees are subordinate to their respective Province Revolutionary People's Party Committee.
    (3) All Province Revolutionary People's Party Committees are subordinate to the General Congress.
    Article XII
    (1) The Revolutionary People's Party Cells are fundamental organ of the Revolutionary People's Party.
    (2) The Revolutionary People's Party Cells can be formed by any group of at least 3 Members.
    (3) The Revolutionary People's Party Cells carry out the representation and direct communication with the People by organising in workplaces, neighbourhoods and other social areas.
    (4) The Revolutionary People's Party Cells are subordinate to their respective Prefecture Revolutionary People's Party Committee.
    Article XIII
    (1) Prefecture Revolutionary People's Party Committees are composed of 1 Commissioner per 500 Members.
    (2) Candidates for Commissioners are proposed by Party Cells, and elected by all Members using single divisible vote, filling the Committee in order of votes gained.
    (3) The Prefecture Revolutionary People's Party Committees have the right to approve, change, and abolish ideological, societal, and political priorities, resolutions and directives for the Revolutionary People's Party and the Revolutionary People's Government within their respective Prefecture.
    (4) The Prefecture Revolutionary People's Party Committees have the right to deny any candidate in any election in the Revolutionary People's Party or the Revolutionary People's Government within their Prefecture, at any point.
    (5) The Prefecture Revolutionary People's Party Committees have the right to dismiss the Prefect of their respective Prefecture, and recall Delegate to the lower chamber for their respective Prefecture.
    Article XIV
    (1) Province Revolutionary People's Party Committees are composed of 1 Commissioner per 2000 Members.
    (2) Candidates for Commissioners are proposed by Prefecture Revolutionary People's Party Committees, and elected by Prefecture Commissioners using single divisible vote, filling the Committee in order of votes gained.
    (3) The Province Revolutionary People's Party Committees have the right to approve, change, and abolish ideological, societal, and political priorities, resolutions and directives for the Revolutionary People's Party and the Revolutionary People's Government within their respective Province.
    (4) The Province Revolutionary People's Party Committees have the right to deny any candidate in any election in the Revolutionary People's Party or the Revolutionary People's Government within their Province, at any point.
    (5) The Province Revolutionary People's Party Committees have the right to dismiss the Governor of their respective Province, the Prefects of their respective Province's Prefectures and recall Representatives to the upper chamber for their respective Province and Delegates to the lower chamber for their respective Provinces's Prefectures.

    The Organisation of the Wings of the Party

    Article XV
    (1) The Revolutionary People's Student League is the student wing of the Revolutionary People's Party, organised by the Revolutionary People's Student League Commissariat.
    (2) The Revolutionary People's Youth League is the youth wing of the the Revolutionary People's Party, organised by the Revolutionary People's Youth League Commissariat.
    (3) The Revolutionary People's Women's League is the women's wing of the Revolutionary People's Party, organised by the Revolutionary People's Women's League Commissariat.
    (4) The Revolutionary People's Pioneer League is the children's wing of the Revolutionary People's Party, organised by the Revolutionary People's Pioneer League Commissariat.
    (5) The Revolutionary People's Army is the armed wing of the Revolutionary People's Party, organised by the Ministry of Security and Defence and supervised by Revolutionary People's Civic Militia Command.
    (6) The Revolutionary People's Civic Militia is the paramilitary wing of the Revolutionary People's Party, organised by the Prefecture Revolutionary People's Party Committees and coordinated by the Revolutionary People's Civic Militia Command.
    Article XVI
    (1) The Revolutionary People's Leagues mobilise the People in the interests of the Revolution, the Revolutionary People's Party and the Revolutionary People's Republic.
    (2) The Revolutionary People's Leagues are organised by the Revolutionary People's Commissariats, and are composed of Revolutionary People's League Cells, Revolutionary People's League Prefecture Sections, and Revolutionary People's League Province Sections.
    (3) The Revolutionary People's Commissariats are appointed by the Revolutionary People's Party General Congress.
    Article XVII
    (1) The Revolutionary People's Civic Militia is a voluntary reserve force, organised by the Prefecture Revolutionary People's Party Committees and coordinated by the Revolutionary People's Civic Militia Command.
    (2) The Revolutionary People's Civic Militia Command is appointed by the Revolutionary People's Party General Congress with the advisory input from the Ministry of Security and Defence.
    (3) The Revolutionary People's Army is overseen by the Commissars, appointed by the Revolutionary People's Civic Militia Command.
    (4) The Revolutionary People's Civic Militia Command, Ministry of Security and Defence, and Prefecture Revolutionary People's Party Committees will ensure cooperation and coordination between the Revolutionary People's Army and the Revolutionary People's Civic Militia.

    Amendment of the Party Constitution

    Article XVIII
    (1) This Party Constitution may be amended if motion to do so if the motion to do so receives 228 or more votes in favour in the Revolutionary People's Party General Congress and 8 or more votes in favour in the Revolutionary People's Party Supreme Committee.
    (2) Article I of this Party Constitution cannot be amended.

    Under the single divisible vote, Members and Commissioners recieve amount of votes equal to amount of candidates, which they then split between the candidates.

    Section IV: The Three Fundamental Ideologies and the Six Revolutionary Goals

    The Three Fundamental Ideologies and the Six Revolutionary Goals are the fundamental founding principles of the Revolutionary People's Republic and the Revolutionary People's Party. They are formulated in the Constitution of the Revolutionary People's Republic.

    The Three Fundamental Ideologies

    According to the Article I of the Constitution of the Revolutionary People's Republic, the Revolutionary People's Republic is guided by the Three Fundamental Ideologies – Socialism, Pan-Dovanism, and Anti-Imperialism.
    1. Socialism
      Socialism is a system in which the means of production are socially owned by the workers, directly or through the Revolutionary People's Government. It excludes every form of exploitation. The entire economy is directed by the state in the interest of the People.
    2. Pan-Dovanism
      Pan-Dovanism is a philosphy which directs the Revolutionary People's Republic to pursue establishment of a Revolutionary Socialist Federation that encompasses the entire Dovani continent. It aims to liberate the People of Dovani from reactionary opression and ensure equality for all Peoples.
    3. Anti-Imperialism
      Anti-Imperialism is a philosphy which directs the Revolutionary People's Republic to oppose all forms of foreign domination and pursue the liberation of all opressed Peoples until the entire world is liberated by the flame of the Socialist Revolution.

    The Six Revolutionary Goals

    According to the Article I of the Constitution of the Revolutionary People's Republic, the Revolutionary People's Republic strives to achieve the Six Revolutionary Goals – a clean and honest State without corruption, equality of nations and religions, a strong Revolutionary army, economic prosperity, alignment with Socialist and Dovani States, and plurality of opinions in alignment with the Revolution.
    1. A Clean and Honest State without Corruption
      A clean and honest state without corruption means a state where every public official is held accountable to the People and the Revolution through the Popular and Representative Organs. In such state all public offices serve only the collective interest of the People and the Revolution, and those who do not are swiftly brought to justice.
    2. Equality of Nations and Religions
      Equality of nations and religions means a that every Citizen has the same opportunities, duties, and rights regardless of upbringing. In such society all Nations and Religions are made equal, and no one is preferred or discriminated for their inherent characteristics.
    3. A Strong Revolutionary Army
      A strong revolutionary army means a army that is dedicated to the cause of the Revolution and Socialism. Such army must be capable of defending the Revolutionary People's Republic, and of aiding the Revolution in other countries.
    4. Economic Prosperity
      Economic prosperity means continuous rise of the standard of living for every citizen, and continuous economic development. In such prosperous society all Citizens are equal in their wealth, and cooperate in betterment of the Revolutionary People's Republic.
    5. Alignment with Socialist and Dovani States
      Alignment with Socialist and Dovani States means building bridges and alliances with Socialist states across the world, and willing states in Dovani continent. Such network would be able to deter all foreign imperialism in the Dovani Continent.
    6. Plurality of Opinions in Alignment with the Revolution
      Plurality of opinions in alignment with the Revolution means a healthy debate in all sectors of society, and at all levels of the Revolutionary People's Government. Such involvement of all active Citizens in support of the Revolution will allow the Revolutionary People's Republic to improve itself and to overcome the forces of imperialism and reaction.

    Section V: Representative Organs of the Revolutionary People's Republic

    Representative Organs are one of the 4 types of Organs that compose the Revolutionary People's Government. They are the fundamental component of representation of the People in the Revolutionary People's Government, along with the Popular Organs, and the power of the Executive Organs and the Revolutionary People's Government is derived from them. The Executive Organs are: the Revolutionary People's Assembly, the Supreme Revolutionary People's Council, the Province Revolutionary People's Councils, and the Prefecture Revolutionary People's Councils. In this Section we will focus only on the Republic Level Representative Organs, Province and Prefecture Representative Organs will be the focus of Section VIII.

    The Revolutionary People's Assembly

    The Revolutionary People's Assembly is the lower chamber of the legislature. It has the right to pass, amend, and abolish laws and to propose laws through the Advisory Committees and to ratify treaties, and to propose amendments to the Constitution. Attached to the Assembly are the Advisory Committees, which advise the lower chamber, and are the main venue for free and democratic debate. Advisory Committees draft up, present, and propose laws, as the individual Delegates do not have the right to propose laws. The advisory committees are:
    • Advisory Committee on Interior
    • Advisory Committee on Security and Defence
    • Advisory Committee on Economy
    • Advisory Committee on Foreign Affairs
    • Advisory Committee on Culture and Ethnoreligious Affairs
    • Advisory Committee on Dovani Affairs
    • Advisory Committee on Information
    • Advisory Committee on Justice
    • Advisory Committee on Civic Rights and Wellbeing
    Every Advisory Committee is parallel to one ministry, Special Advisory Committees can be established by a motion of the Assembly if the need arises.

    The Assembly is composed of 330 Delegates, elected every 5 years. The Delegates are elected through single-candidate approval ballots in Prefecture-based electoral districts. Under the single-candidate approval ballot, Citizens are presented candidates which they can approve or deny. If the candidate is denied, another round is organised with a different candidate until the candidate is approved. The candidates are provided by the Prefecture Revolutionary People's Party Committees in their respective Prefecture.

    Director of the Revolutionary People's Assembly, responsible for ensuring order and adherence to procedural proceedings when the chamber is in session, is elected from among the Delegates immediately following elections.

    The Delegates have a duty to represent the Citizens of their constituencies accuratel. If they fail to do so, Delegate can be recalled by their respective Prefecture Revolutionary People's Party Committee resulting in early elections for the seat.

    The Supreme Revolutionary People's Council

    The Supreme Revolutionary People's Council is the upper chamber of the legislature. It has the right to deny any laws or treaties proposed by the Assembly. If a law is denied by the Supreme Council, the lower chamber can amend it and propose it again.

    The Supreme Council is composed of 55 Representatives appointed by the Province Revolutionary People's Councils. Each Province Council appoints 5 representatives to represent the Province. Representatives can be appointed and dismissed at the will by their Province Council, or recalled by their respective Province Party Committee.

    Like in the Assembly, Director of the Supreme Revolutionary People's Council, is responsible for ensuring order and adherence to procedural proceedings when the chamber is in session. The Director is elected every 4 years.

    Legislative Process

    A law is passed if it gains 166 or more votes in the Assembly and 28 or more votes in the Supreme Council in favour. Amendments to the Constitution must have 221 or more favourable votes in the Assembly, and 37 or more favourable votes in the Supreme Council.

    Section VI: Executive Organs of the Revolutionary People's Republic

    Executive Organs are one of the 4 types of Organs that compose the Revolutionary People's Government. The primary purpose of the Executive Organs is to carry out the governance and administration of the Revolutionary People's Government in accordance with the will of the People expressed through the Representative Organs and the Popular Organs. The Executive Organs are: the Presidency, the Council of Ministers, the Governorships, and the Prefectures. In this Section we will focus only on the Republic Level Representative Organs, Province and Prefecture Executive Organs will be the focus of Section VIII.

    The Presidency

    The President is is the head of State and the Revolutionary People's Government, the Chief Supreme Justice of the Revolutionary People's Supreme Court, and the Commander-in-Chief of the Revolutionary People's Army. The President appoints the Council of Ministers and can appoint or dismiss any Minister at will. The President has the power to dissolve the Revolutionary People's Assembly, and has the right to propose laws to the lower chamber, and to veto passed laws irreversibly.

    The President is elected in the first session immediately following the elections for Revolutionary People's Assembly. Candidates for the office of President are provided by the Revolutionary People's Party General Congress. The President is elected with simple majority in both chambers.

    The President can be dismissed by the Party General Congress, or by 2/3rds of both chambers. The Director of the Assembly becomes the Acting President if the President is temporarily incapable. If the President dies, resigns, is convicted of certain crimes, or is otherwise permanently incapable, new President is elected.

    The Council of Ministers

    The Council of Ministers is composed of Ministers appointed by the President. Minister can be dismissed by two-thirds of either chamber. The Council of Ministers has the right to propose laws to the Assembly. The Ministries are:

    • Ministry of Economy
    • Ministry of Foreign Affairs
    • Ministry of Culture and Ethnoreligious Affairs
    • Ministry of Dovani Affairs

    Other Executive Offices

    While not constitutionally considered to be Executive Organs, there are several notable departments, offices, and bureaus that are overseen by the Executive Organs. Though there are some exceptions, bureaus are mostly directly subordinate to ministries, and offices are subordinate to bureaus.

    Section VII: Judicial Organs of the Revolutionary People's Republic

    Judicial Organs are one of the 4 types of Organs that compose the Revolutionary People's Government. The primary purpose of the Judicial Organs is to carry out Revolutionary justice in the name of the People and to ensure just and equal society, and swift retribution and punishment of counter-Revolutionary forces. The Judicial Organs are: the Revolutionary People's Supreme Court, the Province Revolutionary People's Courts, and the Prefecture Revolutionary People's Courts.

    The Revolutionary People's Supreme Court

    The Revolutionary People's Supreme Court the highest judicial body in matters that fall within the jurisdiction of the Judicial Organs. It is composed of 15 Supreme Justices, appointed by the President, from among candidates recommended by the Revolutionary People's Party General Congress and approved by majority of the Revolutionary People's Assembly. The President is always the Chief Supreme Justice.

    Local Revolutionary People's Courts

    Local Revolutionary People's Courts are the Province Revolutionary People's Courts and the Prefecture Revolutionary People's Courts. They have jurisdiction over the judicial matters within their subdivision and they are appointed by the Revolutionary People's Councils of their subdivision.

    Section VIII: Local Administration of the Revolutionary People's Republic

    Local Administration is carried out through the Executive, Representative, and Popular Organs of Provinces and Prefectures. Structure of Popular Organs is detailed in section IX.
    Utaristan has 11 Provinces:
    • Ak-Suu
    • Choltau
    • Farovon
    • Greater Cise
    • Kotanmosir
    • Mingtog
    • Navoiy

    • Yultuzkol
    Each Province has 30 Prefectures.

    Province Executive and Representative Organs

    Province Executive and Representative Organs are the Governorships and the Province Revolutionary People's Councils. The task of Governor of Province is to govern a Province with aid of the Province Revolutionary People's Council.

    They are elected every 4 years with a single-candidate approval ballot, for which candidates are provided by Province Revolutionary People's Party Committees.

    Governor appoints 1 representative per 20 000 citizens to the Province Council, with input from Province Party Committee, and has right to appoint and dismiss representatives at will.

    Governor can be dismissed by the President, simple majority of Supreme Revolutionary People's Council, a simple majority of the Province Party Committee, or 2/3rds majority of the Province Council.

    Prefecture Executive and Representative Organs

    The Prefecture Executive and Representative Organs are the Prefectures and Prefecture Revolutionary People's Councils. Parallel to Governors, the task of Prefect is to govern a Prefecture with aid of the Prefecture Revolutionary People's Council.

    Prefect is elected every 4 years, at the same time as Governor of the Province their Prefecture belongs to. Candidates are supplied by the Prefecture Party Committees.

    The Prefect appoints 1 representative per 5 000 citizens to the Prefecture Council, with advice of Prefecture Party Committee. Representatives can be appointed and dismissed at will by the Prefect.

    The Prefect can be dismissed by the same organs as Governor, with exception of Province Council, and addition of simple majority of Prefecture Party Committee, or 2/3rds majority of Prefecture Council.

    The Territorial Stabilisation Mechanism

    The Territorial Stabilisation Mechanism is means for the Revolutionary People's Government to restore order and stability. If it is enacted by 2/3rds majority in both chambers, all political processes in selected Province(s) or Prefecture(s) are automatically put into hands of the Revolutionary People's Government, and Province Director or Prefecture Director is appointed to act in place of the Governor or the Prefect. If needed the mechanism can be activated over the entirety of the Revolutionary People's Republic.
