This protocol is depicting Beluzia as the last part of the so-called "Celdic Wall" of Celtic nations in Artania. In Beluzia's case, it is a Manx-inspired nation with some Latin spice added in, as a result of historic Selucian colonisation and the blend with local communities.<br />

Despite the long-lasting Luthorian colonisation and dominance in Beluzia, it wasn't enough to sweep away indigenous to the land Layellan (Manx) people, who have lived here for centuries, if not millenias. Layellans are the predominant ethnic group in Beluzia, yet Selucian (Latin) minorities still make up a significant amount of the population. Bailonans (Galician), as the name suggests come and live on the nation's Bailon Islands, where the ancestors of Selucian imperials colonisators escaped to survive the collapse of the colonial administration and Luthorian trials. The groups have blended in with the locals, forming a unique ethnic and linguistic group of both Selucian and Celdic nature. The presence of Luthorians and Darnussians as the nations neighbouring Beluzia, especially the former, can be traced back to their history of colonisers, merchants or others, who have visited once and never left afterwards.<br />

Seko has a rich in-game history and culture that goes beyond simply being a Japanese equivalent. Seko’s culture is largely based on that of the Ryukyu Islands, primarily the Ryukyu Kingdom and the Okinawa Prefecture, in addition to having Mayan, French, Scandinavian, Chinese and other East Asian influences.<br />

Throughout this document, brackets are used to highlight real-life equivalents of in-game terms.<br />

Pre-Game History<br />

The first recorded events in Sekowan history are represented by the old Orinco (Mayan) civilization which flourished in antiquity. Seko was first unified under the Orinco-led Tsekwon Empire, which lasted until 589 CE when the Empire collapsed into a number of independent kingdoms and city-states.<br />

In the 13th century most of Seko was conquered by the Empire of Gao-Soto (Medieval Japan/Imperial China), until Gao-Soto was conquered and colonized by Luthori and Seko again entered a period of disunity. The nation was again unified under the Kunihito (Japanese) Kingdom of Sekowo in the 17th century, which was to last until 1875. The Kingdom of Sekowo was brought under the colonial control of Egelion, and the colony was later transferred under the control of Rildanor. In 2193 Seko gained its independence as the Union of Sekowo.<br />

There has long been a distinction between cultural identification and religious belief in Seko, as there is in Japan, though the degrees of each have fluctuated over the course of Seko's long history. Most religions in Seko are practiced in syncretism, such that while a small population may identify with Daenism, for example, it is likely that many Kamists also participate or believe in Daenist practices and teachings. Additionally, many people who identify as primarily secular may participate in religious events, and frequent places of worship.<br />
<br />
The two most prominent religions in Seko are Sekowan Kamism (Shinto, influenced by Ryukyuan Religion), and Daenism (Buddhism). Sekowan Kamism differs from the mainstream version of the religion in numerous aspects, primarily the belief in the spiritual superiority of women. The vast majority of Gao-Showan (East Asian) religions having some degree of presence can be found in Seko.<br />

Character names should be based on a reasonable interpretation of the ethnic/linguistic breakdown above, i.e. primarily Japanese or Ryukyuan names. Seko conforms with East Asian naming conventions, in that the surname of a character should come before the given name.<br />

Rildanorian (French), Hulstrian (Austrian German) and Kazulian (Norwegian) surnames are rare but present in the country, especially in the mixed Sécowonnais group. The majority of the surnames are however of Kunihito or, to a lesser extent, Orinco origin.<br />

Most religions in Seko are practiced in syncretism, such that while a small population may identify with Daenism, for example, it is likely that many Kamists also participate or believe in Daenist practices and teachings. Additionally, many people who identify as primarily secular may participate in religious events, and frequent places of worship.<br />

The two most prominent religions in Seko are Sekowan Kamism (Shinto, influenced by Ryukyuan Religion), and Daenism (Buddhism). Sekowan Kamism differs from the mainstream version of the religion in numerous aspects, primarily the belief in the spiritual superiority of women. The vast majority of Gao-Showan (East Asian) religions having some degree of presence can be found in Seko.<br />
<br />
Orinco Polytheism (Mayan religion) is adhered to largely by Orinco peoples. The religion has a large pantheon of gods and heroes, and a central aspect of the religion is sacrifice, historically including blood sacrifice, but manifesting in modern Seko largely as grain sacrifice.<br />

Character names should be based on a reasonable interpretation of the ethnic/linguistic breakdown above, i.e. primarily Japanese or Ryukyuan names. Seko conforms with East Asian naming conventions, in that the surname of a character should come before the given name.<br />
<br />
Rildanorian (French), Hulstrian (Austrian German) and Kazulian (Norwegian) surnames are rare but present in the country, especially in the mixed Sécowonnais group. The majority of the surnames are however of Kunihito or, to a lesser extent, Orinco origin.<br />

Mikuni-Hulstria, also known as Hulstria and Gao-Soto, is a nation on the continent of Dovani with a unique culture, a blend of RL Japanese and German-speaking cultures in a post-colonial context. Its history was marked by alternating periods of conflict and cooperation between the creole Hulstrian people (based on RL Austrians) and the indigenous Kunihito (Japanese) people, culminating in the emergence of a mixed Hulstro-Sowan ethnic group.<br />

Due to recent discrimination of the ethnic Kunihito population, their number has decided. Under the hulstrian suprematist regime of Klaus Eliya, almost half of the Kunihito population has fled the country, and only half of these refugees has returned home once the civil war was over. During the regime, hulstrian and creole population has also increased due to natalist policies.<br />

It is accepted that the Kazulian people migrated from present day Dundorf and Dorvik eastward during the time period where a land bridge across northern Terra was present. They settled the mountainous territory in Kazulia, and removed many of the Gao-Showan clans which lived prior, ousting them further eastward into the plains of Northern Dovani. From 700-1493 the realm of Kazul was a loose confederation of different Kazulian tribes. Those living by the sea lived mostly off of fishing and plundering, and soon the Kazulians became famous for their ships, which were among the fastest and strongest of their time. The three main tribes of Kazulia were the Kazul, Sullestian, Skrigeres, Befäskars, and Skjöld. Upon the Luthorian colonisation of Greater Hulstria and the surrounding areas Luthorian settlers found there way north into Kazulian territories, shaping the modern Kazulian language and culture. The Kazul, Skrigeres, Befäskars have mostly melded together and now identify as Kazulians, but the Skjölds and Danskhas were more geographically isolated and remained more traditional in beliefs and customs as well as ethnically distinct. Regional languages have and still exist, marking a large difference between fylkes. In the past, the Kazulian government for long periods of time has suppressed individual languages and promoted Kazulianisk as the sole language. Significant minorities exist of Gao-Showa, some descendants of native tribes and others recent immigrants, Dranish communities of Dranionos, Draddwyr, and Kyo, and Hulstrians from the old days of Hulstrian colonisation of southern Kazulia. Hosianism is the largest religion in Kazulia due to Kazulia's early adoption of Hosianism from Hulstria.<br />

It is accepted that the Kazulian people migrated from present day Dundorf and Dorvik eastward during the time period where a land bridge across northern Terra was present. They settled the mountainous territory in Kazulia, and removed many of the Gao-Showan clans which lived prior, ousting them further eastward into the plains of Northern Dovani. From 700-1493 the realm of Kazul was a loose confederation of different Kazulian tribes. Those living by the sea lived mostly off of fishing and plundering, and soon the Kazulians became famous for their ships, which were among the fastest and strongest of their time. The three main tribes of Kazulia were the Kazul, Sullestian, Skrigeres, Befäskars, and Skjöld. Upon the Luthorian colonisation of Greater Hulstria and the surrounding areas Luthorian settlers found there way north into Kazulian territories, shaping the modern Kazulian language and culture. The Kazul, Skrigeres, Befäskars have mostly melded together and now identify as Kazulians, but the Skjölds and Danskhas were more geographically isolated and remained more traditional in beliefs and customs as well as ethnically distinct. Regional languages have and still exist, marking a large difference between fylkes. In the past, the Kazulian government for long periods of time has suppressed individual languages and promoted Kazulianisk as the sole language. Significant minorities exist of Gao-Showa, some descendants of native tribes and others recent immigrants, Dranish communities of Dranionos, Draddwyr, and Kyo, and Hulstrians from the old days of Hulstrian colonisation of southern Kazulia. Hosianism is the largest religion in Kazulia due to Kazulia's early adoption of Hosianism from Hulstria.<br />

Alliances were forged, small parcels of land were purchased, smaller tribes in Vanuku were pushed out. As such the Dorvish were able to form several smaller colonies that started to function as trade outposts with the local Wrnukaékai. The colony became known as Dorvish Majatra and the Isthmus Coast. The revived Khanate of the Banmék became close partners with the Dorvish settlers, causing a cultural melting pot. The Dorvish also recruited large numbers of destitute islanders from Narikaton to help populate their settlements in Majatra. Jelbic people are the oldest and largest cultural group in Jelbe. They migrated to the region long ago from northern Seleya. Unlike many other in-game groups, the Jelbic people do not have a single real-life equivalent. Jelbic culture is based on aspects of various Eurasian peoples. The most important influences are Turkic peoples, Mongol peoples and Uralic peoples. Jelbic people speak a fictional, constructed language (see below for more information on language).<br />

In the debate bill I pasted all the links to the roleplay material about this roleplay but I'll paste again them in the comments under this bill.<br />

About the idea to introduce a mixed ethnicity (christian arabs) I though about it for some days but than I considered the art. 7, Section 7: according to which "Cultural Protocol bills must provide a real-life equivalent or short description for the ethnic groups, languages and religions". I don't know what kind of RL ethnicity we could pick for this "mixed" group. Then I also considered the development of the roleplay conducted and I don't think that somebody would have the interest to be placed in a mixed group: once he speak istalian and maybe is a aurorian faithful and follows all italian traditions, married with an istalian, living within istalians... this person would say that he is istalian.<br />
