Today, we are here to mourn.

Today's world has been slaughtered. Taken out. Destroyed. We all believed that nuclear weapon usage would be a thing of the past, that every nation would think twice before using a nuclear weapon, and that it would only be something that we would fear, not realize.

I am here to say that what happened at Metz-Leonid in Xsampa today changes that. 

The Beiteynuese have begun a struggle against the rest of Terra. Today, we are at war. The world will now see Beiteynu's actions and want to do the same against their enemies. So Dorvik will use their nuclear weapons against Kundrati, Indrala will use their nuclear weapons against Kalistan, et cetera. Anyone can now use a nuclear weapon to resolve their problems and bring radiation back into vogue.

The Beiteynuese, run by killers who think only of how to make their money, have broken the covenant of nations. They have made it clear they will not stop until they have conquered Majatra, then Artania, and then the rest of Terra. Their actions in Xsampa clearly show nothing else but desperation in reaching their goal. It is a pathetic attempt. It is stupidity. It is something that should never have been done. They should have tried to negotiate, to try and work with this Congress, to make peace, or at least use their missiles against military units.

No. They want to genocide the Xsampan people.

And obviously, we have seen that tonight.

A racist people, armed to the teeth, will only respond by violence. They want the victim to step back and accept their fate.

No.

Xsampa has now become a sacrifice for the greater good. This never should've been.

I ask the General Assembly to place charges on the leadership of Beiteynu and their armed forces for genocide and breaking the international rules of war. A nuclear weapon will inherently impact civilian areas just as much as military areas. By using nuclear weapons, they have made their stance clear.

They must now see the hand of justice.

Something like this immediately surpasses any de-escalation method. This is a direct appeal to the General Assembly. The situation demands it.

The callous bully will laugh. He will not laugh, however, once he is hung. Laugh now; you will need it.
