Hello everyone,
as announced on the Discord-Server, the Mod Team has already spent some time on working on a draft for the Legacy Control Scheme.
We think this is one of the most important or rather necessary Rules-making-procedures to get out of the way before Legacy drops because this basicly is the decision on how this game is gonna work for the general playerbase. Please share your opinion and concerns, even if its positive/nothing to add or apathetic.
Addendum: We're gonna leave it open for at least two weeks, the rest depends on community engagement, if we think everybody has said their piece or there is nothing more to add we're gonna close this thread. Sorry to say that I've initially forgotten to add the continent clause, it's now made bold to give it attention.

There are Primary and Secondary Controllers:
-Primary
Primaries are the main player and controller of a nation. They have the last-say and control over the Nation they're the Primary of.
You can be the Primary of ONE nation. Moderators have to approve a request in https://forum.prtcy.com/thread-124.html for you to be a Primary.
Requirements:
1. Approval from the Mod Team
2. Good Standing with the Rules; The Mods consider sportsmanlike conduct on multiplayer RP and respecting established RP to weigh heavily.
-Secondary
Secondaries are 'helpers' or 'contributors' to a nation of sorts; They can be other Parties, factions or just a generic OOC co-Controller.
How the Secondary works or what their privileges are is to be coordinated with the Primary who as stated priorly has the LAST SAY.
You can be Secondary in ONE nation.
Requirements:
1. Approval from the Primary, if there already is one Secondary, you also need to get approval from the Team.
2. Good Standing with the Rules; The Mods consider sportsmanlike conduct on multiplayer RP and respecting established RP to weigh heavily.
3. Has to be on a different continent than your Primary 'Role' Nation if you have one.
Notes:
Generally we decide on a case-by-case basis and will consider special circumstances from different viewpoints before making a decision.
If issues arise, us as a Team will try to work with the Community before taking any actions, hand out warnings or set sanctions.
In extreme cases we might have to take swift actions such as extreme trolling for example.
In cases of excessive rude behaviour, disrepectfulness or unwillingess to be a cooperative part of the community we reserve the right to revoke Control roles.

What about secondaries when there is no primary?
Otherwise, nothing jumps out at me as a glaring omission or issue.

Ah, Thanks for catching that in 1.); I apologize, my german-brain made me go to generic-masculine, will be corrected.
2. Yes, all nations will be equally Forum Based; Meaning that we're actually getting FBC's with more features in legacy!
3. Yes, that was a given from my POV that we're gonna list em somewhere; Probably including what the Secondaries are allowed to do too or something.

Think this is most probably where we need to go and glad moderation can put it together.
Personally, think I will be asking for a very limited specialized secondary assignment to assist in implementing somebody else's vision.

2 quick questions
- Will there ever be a possibility that multiple primaries and secondaries will be allowed for a single player?
- In the grand scheme of reforming the game rules - or rather splitting classic vs legacy - will the game rules follow a specific format like the one presented with this particular one?
edit: atm, FBCs are around 25 I think - game nations 58? somewhere in that vicinity. removing the distinction between them means that there are 85 slots for 85 primaries/players. that's quite the number we don't have at the moment. (in reference to question 1)

edit2: also, technically speaking, primaries will be the mods of nations. aka, excluding a few cases (i.e. changes to cultural protocols which will still require mod approval), they will be able to directly edit stuff and approve edit suggestions from secondaries.
in case of no primaries, edit suggestions from secondaries will have to be approved by mods.
basically:
- Mods are mods of all nations
- Primaries replace mods in a nation - excl. a few cases such as Cultural Protocols
- Secondaries need approval on edit actions from primaries or mods if there are no primaries?
or there are no secondaries at all if there are no primaries?
wouldn't that lead to a lot of nations remaining empty atm?

edit3: Legacy will introduce a concept of empires btw - if 2 primaries agree to an RP that is (i.e. Beiteynu becomes part of N&D). that will remain even if the primary from Beiteynu leaves, but Beiteynu will still remain as a slot.

1)+Edit: That is currently not planned apart from the fundametal possibility of allowing two secondaries in some special cases; the idea was to spread the playerbase since we will have this higher number of slots as you said; on the other hand we want to balance this "need" with the "wants" of the players to play in specific nations they are interested in, some nations are plain boring for some and thats fine, we have to respect that.
2) We're gonna try to keep it simple and comprehensive like this, I took some inspiration from your ProNat draft; This has not been voted or talked about in the general team though.
To Edit 2) Well, we don't really describe them as Mods, we just said that the
nation slot is "theirs" and they have control over the nation. Secondaries are just people who take part in an arc organized by the Primary. The privileges of the Primaries you described are what we meant yes; And on Secondaries: There will be no Secondaries if there is no Primary as the logical consequence of needing the approval of one.
Yes; But with the large amount of slots and some nations being more inaccessible thats not avoidable.
Well yes, to Edit 3) that fits into the system proposed here; Primaries leaving doesnt mean that the RP/State of the Nation suddenly changes, only a new Primary can do that.

I like the concept, something that was sort've discussed but never really explored in significant depth, for forum based countries. I generally agree with everything, will there be something akin to the second account scheme available where you can take another primary? I've always enjoyed having two nations to mess around in, keeps things fresh. Is this something that can be "re-implemented" so to speak in Legacy?

The idea behind "Secondaries" is to replace Second Accounts; Player's get to experience a different nation to keep things fresh but do not hog another slot. Depending on how the first few months of legacy work we might propose adaptation, I assume that there will be things that need to be changed after we actually see how everyone is doing with it.
