The Crown

Luthori is a constitutional monarchy for some, yet the official denomination of the Empire's political system was a parliamentary monarchy. While on the outside, this doesn't seem to be changing much to Luthori's status. Judicially, Luthori's parliamentary monarchy can't be considered as being "constitutional" due to the lack of a centralised, comprehensive and codified, constitutional structure. Jurists consider Luthori's parliamentarian status as being caused by its history as the Luthorian monarchy "willingly-ish" gave up more and more responsibilities to the elected (first by a limited census suffrage) Parliament. Ever since the entrenchment of Luthori as a parliamentary democracy, Luthori's constitution has remained uncodified, despite attempts at codifying it or even completely changing the Constitution.

Due to this shaky constitutional status, Luthori, for functioning, relies on texts dating back to many centuries from now, which are all giving the Crown a great deal of responsibilities that have been mostly delegated to the Sovereign's Ministry. The Crown nowadays act through the intermediary of both the Cabinet, who wields upon the Sovereign's pleasure his/her ability to enact executive power or the Parliament, which wields to the authority to create, design and pass legislation, having the Monarch's legislative power and the Luthorian Court system who wields the power of the Sovereign to enact judicial decision in the Sovereign's name.
