So i have been thinking about the issue of interaction between player and empty nations, which has been discussed before, and I got an idea that i feel like has some potential.
What i suggest is: - Creation of postition of "International Controller"
- These International controllers would be experienced RPers approved by the moderation
- the IC would have right to:
- do RP in any empty nation
- RP interactions between two empty nations, and empty nation and player
- do small-scale domestic RP (up to discussion what that entails, but i imagine stuff like protests, elections, domestic reactions)
- the IC would be required to:
- Be as unbiased as realistically possible
- Respect previous RP
- the IC would be forbidden from:
- Being a primary/interacting with their primary nation (up to discussion)
- focusing on one nation too much unless approved by moderation (in case of large RP and such) (also very much up to discussion)
- Intentionally sabotaging international RP
- doing large-scale domestic RP (revolutions, civil wars, substantial changes of goverment, and other long-term arcs)
Sorry for being slightly incoherent, but I wanted to at least get the idea out there and start discussion.

Well, in part at least, that was the idea somewhat with Whale Island becoming a nation (so it can have controllers). One primary to coordinate, and secondaries (i.e. Brad is a secondary since he wanted to tackle finance stuff for the world) to do things like you mentioned.
Seeing players in Artania not being able to find a good storyline to kick off something? RP a comet or hurricane as a Whale Island secondary. Basically non committal stuff for those who enjoy engaging/amplifying other stories more than creating their own.
And nomad-style, like you said, just roleplaying from Whale Island as part of WC's institutions (i.e. a big astronomy array detects the comet).
It does require coordinating a bit, but the idea (as you nailed) is players like that have no agenda for themselves.

Well then I'll definitely consider that once i have bit more time, but sounds like nice idea, especially considering I was also thinking what to do with World Congress

I don't quite think that Whale Island being underneath any players control is a good thing. The World Congress has continually been gutted and changed and this last "reform" has ultimately killed the organization from what it was. I think any one player controlling Whale Island outside of a "World Congress Coordinator" would be detrimental to the game.

That's the idea of the primary of Whale Island - they're the "World Congress Coordinator" you mention. With secondaries, the primary can be aided when/if needed (i.e. Brad doing economics like the report he released).
Forgive me but I think you're maintaining a position on the World Congress that's been long defunct. Outside of 1.5 hiccups, its whole concept has pretty much been dead in the water for the last 2 years. Yapping on the General Assembly is one part of the RP that's been done - following up after the yapping is the other part of the RP that hasn't been done. And we don't have the numbers to sustain it. Also, the more we focus on a global agency like the World Congress, the more we seem to cast away regional orgs and the work/effort of players on a regional level.
Having said that, I will maintain that it's a strong position loosely held.
If you disagree with the latest direction of the World Congress and Whale Island, do you have a suggestion in mind? And would you be interested in pursuing your suggestion as the WC Coordinator?
