The South Majatran Economic Cooperation Organization, commonly called SOMECO, is an economic cooperation organization founded in March 5622 by the Grand Empire of Deltaria and the Majalite Kingdom of Kafuristan.

SOMECO consists of three primary organs:

• South Majatran Economic Council (SOMEC) - Governing council comprise of heads of state/government or their representatives which oversees the entire organization and approves the budget. The SOMEC meets on an annual basis rotating between member state capitals.
  
• South Majatran Commission (SOMAC) - Day-to-day operators of SOMECO, lead by a Chairman appointed by the SOMEC for a 5 year term. It includes 5 additional commissioners with specific areas of expertise. SOMAC is based out of Branovice, Deltaria.
  
• South Majatran Court of Disputes (SOMCOD) - An arbitration body designed to handle disputes between member states or issues that arise within the organization itself. It contains 10 independent judges, appointed by the Chairman of the South Majatran Commission for a period of 10 years; as of the organizations founding it has 5 members from Deltaria and 5 members from Kafuristan.

We would like to thank the hospitality of our friends in the Grand Empire of Deltaria over the past few days as we settle in for the first and inaugural South Majatran Council meeting. We're here today to discuss the continued cooperation of South Majatran states, historically some of the most prominent and important states within Majatra, and the path forward towards cooperation and economic success. 

We believe the first order of business to address is the appointment of a Chairman of the South Majatran Commission and the additional 5 Commissioners, but first, we ask if the representatives from Deltaria have any recommendation on the specific portfolios of these 5 additional commissioners?

We would propose the following portfolios: Commissioner for Economics and Financial Affairs, Commissioner for Trade and Customs Cooperation, Commissioner for Energy and Infrastructure, Commissioner for Industry and Development and Commissioner for Administration and Integration.

We thank our Kafuri colleagues for their willingness to enter this new and exciting chapter in majatran history with us. I must apologize for the absence of our head of government or state here. Our Emperor, serving both in a capacity as head of state and government, has delegated his task of representing our Grand Empire to me.
 
We believe the kafuri representative is on point. We recommend the appointment of a chairman that has a proven record of independence. If we may be so bold to suggest it, we would like to invite someone from outside of our own nations, preverably from a nation we seek to involve or even welcome into SOMECO. This way, our day-to-day governance is handled independently and we might help other Majatran brotherly nations to join our cause. We propose retired Kalopian diplomat Romanos Papadakis to take his seat as chair. Alternatively, we could appoint Quanzar's Prime Minister, Abdur Rasheed el-Kabi, to the position.

As for the suggestions for portfolio's, we would like a specific commissioner for labor, in order to coordinate labor affairs between member states whenever needed. We would suggest making the Commissioner for Industry and Development be the Commissioner for Industry, Labor and Development. Other then that, we are satisfied with the Kafuri proposal. As for who should fill these positions we suggest to appoint 3 Kafuri and 2 Deltarian officials, with the provision that one of the Kafuri commissioners will be replaced mid-term in case we get new member states and will thus be replaced with a official from said member state. If no new member joins this term, we are comfortable with Kafuristan holding that position till the end of the term.

We would be amendable to the appointment of Mr. Papadakis to the role of Chairman of the SOMAC and see how the first term goes and consider from there.

In regards to the second point, we'd also be amendable to the inclusion of labor to the portfolio of the Commissioner of Trade and Industry.

We would agree to that for the time being until the organization expands.

Jumhuriat al-Badara would like to join the South Mahatra Economic Cooperation Organization and accordingly is applying to do so. 

We quite realize we may not be all that southern, but leave that to the honorable members considering our application to judge.

In the past Jumhuriat al-Badara has been a supportive member of cooperative Majatran organizations and hopes to be so so again.

Her Excellence the Minister Imperial Secretary of State of the Imperial State of Istalia, Marina Cantalamessa:

Greetings,
as already announced to the Government of Deltaria, Istalia is ready to present its Proposal Package for SOMECO Integration. Given the large scope of this proposal, I wanted to personally present them to the SOMECO. I would also like to thanks the work of my predecessor, Minister Secretary Fabrizio Moccia, and of his governments that laid the foundation of these proposals.

The proposals are aimed to the strengthen and harmonization of SOMECO policies for the creation of a common economic and social area.

These are our proposals:

1. Economic and Trade Integration
1.1. Common Tariff System (CTS)
Introduction of a unified external tariff schedule applicable to goods imported from outside the SOMECO area in order to simplify customs procedures, prevent tariff dumping among members and strengthen collective bargaining power in global trade negotiations.
1.2. Protocols for the Customs Union
Establishment of common procedures and digital platforms for customs declarations, inspections, and transit of goods aimed at reduce delays at borders, enhance transparency and traceability, and enable full interoperability between national customs authorities.
1.3. Harmonized Trade and Industry Regulations
Alignment of technical standards, certifications and product safety requirements across SOMECO members aimed at facilitate the free circulation of goods and services, avoid double compliance costs for businesses and create a level playing field for industries.

2. Industrial and Competition Policy
2.1. Common Competition Rules
Creation of a regional framework regulating state aid, monopolistic practices, and cross-border mergers aimed at the promotion of fair competition within SOMECO, prevent market distortions and encourage innovation and entrepreneurship.
2.2. SOMECO Industrial Protection Mechanism (SIPM)
A coordinated system of safeguard measures to protect strategic sectors from unfair foreign competition (like anti-dumping, emergency tariffs, etc...) aimed at defend industrial and technological sovereignty while maintaining openness to trade.
2.3. Strategic Industrial Cooperation Fund
Creation of a multilateral fund to co-finance industrial modernization, technological transfer and joint ventures among member states with the goal of strengthen industrial base integration and reduce development gaps between members.

3. Security and Strategic Supply Chains
3.1. Dual-Use Materials Trade Framework
Introduction of shared regulations on the trade, monitoring monitoring and certification of dual-use goods (civil-military applications) to ensure responsible use, prevent proliferation and guarantee compliance with international standards.
3.2. Critical Supply Chain Protection Mechanism
Establishment of a joint monitoring and crisis response mechanism for critical materials (energy, rare minerals, pharmaceuticals) to prevent disruptions in strategic sectors and enhance collective resilience.

4. Social and Environmental Cohesion
4.1. SOMECO Social Charter
Adoption of common minimum standards on labor rights, social security portability and workers’ protection in order to prevent social dumping and ensure fair competition based on shared social values.
4.2. Green Transition and Biodiversity Pact
Regional program inspired by the Istalian “Green Transition Act” promoting renewable energy, sustainable agriculture and biodiversity protection to align environmental policies, reduce carbon footprint and support sustainable development.
4.3. Consumer Protection Directive
Harmonization of consumer safety and product labeling standards to guarantee transparency, build trust in the common market and safeguard public health.

5. Mobility, Labor and Migration Policy
5.1. SOMECO Free Movement Agreement
Gradual elimination of short-term visas among member states, leading to full freedom of movement for citizens in order to strengthen cultural and economic integration, facilitate tourism, study and intra-regional mobility.
5.2. Transnational Labor Contract Framework
Common instruments and legal recognition for cross-border employment contracts and social contribution portability to encourage regulated labor mobility, prevent exploitation and support workforce fluidity across the region.
5.3. Migration Policy Harmonization Roadmap
Step-by-step convergence of migration laws, including common visa categories, border management standards and asylum cooperation to improve coordination, manage migration flows effectively and enhance regional stability.

6. Fiscal Policy Harmonization
6.1. SOMECO Common Tax Principles

Definition of a set of guiding principles for corporate, personal and indirect taxation across member states, inspired by the Istalian model of fairness and careful management, in order to reduce tax competition and loopholes, ensure sustainable revenue collection and foster a level playing field for businesses and citizens.

6.2. Coordinated Tax Compliance and Digital Reporting
Implementation of standardized reporting systems and digital tax administration tools among SOMECO countries aimed at enhanciong transparency, simplify cross-border taxation and reduce evasion and administrative burdens.
6.3. Regional Tax Incentives for Strategic Investments
Harmonized incentives for investments in high-tech sectors, green energy and infrastructure in order to encourage private investment in priority areas, align economic growth objectives and promote sustainable development.

7. Monetary and Financial Policy Coordination
7.1. SOMECO Monetary Stability Framework
Establishment of guidelines for currency management, inflation targets and reserve policies, modeled on the disciplined Istalian approach to ensure macroeconomic stability, prevent unsustainable debt accumulation and enhance confidence in member currencies.
7.2. Common Financial Surveillance Mechanism
Creation of a shared system for monitoring banking, credit and financial market risks across SOMECO members to detect systemic threats early, coordinate crisis responses and safeguard financial stability.
7.3. Harmonized Investment and Liquidity Policies
Alignment of interest rate policies, cross-border liquidity management and capital flow regulations aimed to facilitate trade and investment, reduce currency volatility and support the integration of financial markets within SOMECO.

8. Institutional and Governance Tools (optional addition)
8.1. SOMECO Regulatory Council
A supranational technical body responsible for monitoring compliance with harmonized regulations and dispute settlement with the purpose of ensuring effective implementation and prevent political friction between member states.
8.2. SOMECO Economic Observatory
Independent agency for collecting and analyzing economic data across member states aimed to support evidence-based policymaking and monitor convergence trends.

We recognize that these are far-reaching proposals that will have a significant impact on SOMECO and that they will take long time to be developed and implemented, but Istalia is convinced that these proposals can effectively make the SOMECO a solid, first-order and prosperous economic area, able to impose itself and have a first-grade impact on the Terra's economy too.

We are driven by the desire to develop SOMECO into an area where member nations will be much more integrated and interdependent, strenghten by their partecipation into the organization. We hope our partners will be receptive, understand the aims of these proposals and be enthusiastic about adopting them. We look forward to a serious, constructive and proactive debate, with a willingness to engage in dialogue and find the best shared solutions.

The Istalian Government would like to express its proposal to invite Badara to join the SOMECO.

Several years ago, Badara itself had already expressed the desire to become a member of this organization. However, at that time, the member states were facing a period of domestic challenges, and the request regrettably did not receive the due attention.

Today, the Government of Istalia has reiterated its position both to our partners in Deltaria and to the authorities of Badara. We firmly believe that the accession of Badara, one of the world’s leading producers of hydrocarbons, would represent a significant step forward in consolidating the economic and geostrategic potential of our organization.

Furthermore, the inclusion of another political entity of our continent that has built a solid democratic tradition through its own model of development, can only enrich SOMECO’s collective experience and tradition, thereby strengthening both its governance and its international reputation.

In view of the invitation of Fabio Rossi, Plenipotentiary Representative of the Imperial State of Istalia, to resubmit our request for membership in the South Majatra Economic Cooperation Organization (SOMECO), Jumhuriat al-Badara does resubmit its application for membership in SOMECO.

We would very much like to join our Majatran neighbors in building an environmentally  sound economic future together.
