The Valruzian Republic is officially established as a unitary de-centralized parliamentary republic. 
 
Constitution
The Constitution of the Valruzian Republic is the supreme law that regulates the fundamental principles that constitute the legal basis of how the Valruzian nation works.
 
The President of the Valruzian Republic is the Head of State of Valruzia. They are elected in free and universal suffrage among those candidates eligible. Although the President has legislative initiative, they are a symbol of Valruzian unity whose main role is to oversee and ensure the regular functioning of the institutions. The President sanctions and promulgates the laws approved by the Sejm, which the President also symbolically and formally calls and dissolves. The President also calls for periodic elections and for referendums in the cases that are included by the laws or the Constitution. The President also proposes a candidate for Chancellor and is also the supreme head of the Armed Forces.


The Chancellor of the Valruzian Republic is the Head of Government of Valruzia. They are elected indirectly by the national Sejm following national elections, and they are appointed by the President of the Republic. Executive power of Valruzia is vested in them and their government.

Valruzia is divided into five Voivodeships, which act as regional governments. Valruzia is considered a unitary highly decentralized state and as such, many powers are devolved to the regional governments of the Voivodeships. Each Voivodeship has its own government, headed by a Marshall of the Voivodeship, and its own regional parliament, the Sejmiks, directly elected by its citizens in regional elections.

The Executive power

Executive power in the Valruzian republic is vested in the Government of the Valruzian Republic, or simply the Government of Valruzia. It is chaired by the Chancellor of Valruzia and it is composed of themselves and the ministries decided by them. 
The Chancellor is nominated by the President and appointed by the Sejm. The ministers are nominated by the Chancellor and appointed by the President. 
A candidate for Chancellor must gain over half of the votes of the Sejm, who also has the power to pass a motion of no confidence and bring down the whole government. 

The Government's performance is governed by the following operating principles:
  • Principle of presidential direction: The Chancellor directs the Ministers and can appoint or dismiss them freely.
  • Principle of responsibility: The Chancellor responds politically to the Sejm for the action of the Government. The eventual cessation of the Chancellor implies the cessation of the Government.
  • Principle of collegiality: The Government, understood as Council of Ministers, is a collegiate body composed of a plurality of members of the Government.
  • Principle of solidarity: The Government responds in solidum for the action of each one of the members of the Government.
  • Departmental principle: The members of the Government, as well as members of this collegiate body, are also the heads of a department in charge of a more or less homogeneous area of competence.

Neither the prime minister nor the ministers need to be members of parliament, but the Government must account to the Sejm every week in a parliamentary meeting.

The Legislative power

Legislative power in Valruzia belongs to the Sejm at a national level and the regional Sejmiks. The Sejm is the unicameral parliament of Valruzia, formed by 601 deputies (poseł or posłanka), elected by universal suffrage every five years. It is chaired by the Marshall of the Sejm, elected during the first session of the chamber after the election. The Sejm is located in an old military palace in Victory Square (Val.: Plac Zwycięstwa), Nowogard, following the bombing of the previous building during the 5623-5624 Valruzian protests.
The Marshall of the Sejm is the third highest authority in Valruzia after the President and the Chancellor.

The WALEX, Valruzian stock market index, and its companies

The WALEX (Valruzian Index) is the benchmark stock market index of the Giełda Nowogrodzka, Valruzia's principal stock exchange. Initiated in 5632, the index is administered and calculated by Giełda Papierów Wartościowych (GPW), the index calculation arm of Walruzjiski giełdy i rynki (WGR), the company which runs Valruzia's securities markets (including the Giełda Nowogrodzka). It is a market capitalization-weighted index comprising the 20 most liquid Valruzian stocks traded in the Nowogard Stock Exchange General Index and is reviewed twice annually.

Administrative divisions of Valruzia


The Republic of Valruzia (Rzeczpospolita Walruzyjska) is divided into 5 regions, known as Voivodeships (Województwa) which are divided into counties (Powiaty) and those in turn are divided into municipalities (Gminy). The territorial model of the Republic of Valruzia follow that of a unitary decentralized State, with  scholars describing it as "a federal system with certain peculiarities". However it is also described as a decentralised unitary country. While sovereignty is vested in the nation as a whole, represented in the central institutions of government, the nation has devolved power to the Voivodeships.
