I agree with the proposal to allow Moderators to issue bans. I think there will be situations that need to be dealt with quickly, which means that it would be impractical or detrimental to wait for an Administrator before issuing a ban. For example, when a troll joins the Discord server and begins sharing inappropriate content. 

I do not believe three months is an appropriate length of time though. If the general principle is that an Administrator should issue a ban, I cannot imagine a situation in which they would need more than two weeks to do so. Accordingly, I think that would be an appropriate time to set as the limit.

Agreed, updated to 2 weeks (from 3 months). The main idea remains: mods have the direct/immediate tools to address a situation (either a perma ban on the red rules or a temp ban for non red rules). Anything beyond that they seek the mediation/assistance of an admin.
