Forum organisation

As you might have read in Zanz's announcement on the Discord server earlier, I have been tasked with tidying up the forum, and making it easier to navigate. The purpose of this thread is to make a record of the changes being made, and to give players a place to make suggestions, or offer feedback on the process. Please feel free to share any thoughts on forum organisation in this thread.

As a starting point in this project, I am aiming to focus on improving the out-of-character section of the forum. I am starting by moving threads out of the "Lobby" sub-forum, which will become redundant. The "Feedback" and "Planning" sub-forums will be merged and renamed to "Discussion". I will create a new sub-forum called "Requests". The three out-of-character sub-forums will be distinct within the out-of-character section of the forum.

The changes described above have been made. I have updated the "Cultures" sub-forum, so that there is a single thread for each country. Each thread is correctly named, in line with the names on the Particracy Legacy site, and the links on the index thread have been updated as necessary.

I have slightly modified the proposal above to have "Cultures" as a child forum of "Information" rather than a standalone sub-forum. The basic structure of the out-of-character section is in place. 

"Information" is for all forum-based information and resources related to the game (e.g. cultural protocols, game rules, announcements). Due to the large number of threads dedicated to cultural protocols, these will retain a separate sub-forum called "Cultures". 

"Discussion" is for planning, feedback, suggestions, or any other game-oriented conversation between players. The existing "Planning" sub-forum will remain distinct, as a place solely for planning role-play events. I am open to feedback about whether this is necessary, or whether it could be merged into "Discussion". 

"Requests" is for game-related requests. The threads cover all types of requests, though some will redirect players to the game site (e.g. country control, renaming). If there is not a specific named thread for a request type, it belongs in "General Requests"
