The Minister Imperial Secretary of State of Istalia, Floria Monaldi:

Quote:Ladies and gentlemen, Honorable delegates and representatives,

in order to focus on the purposes of this Conference, we will ignore the death rattles of hatred, violence and intolerance directed against our delegation and our people, His Imperial Highness Grand Prince Alessandro has already exhaustively defended and explained the positions of our Government that is not willing to further confront those who express with such racial hatred their rancor and contempt for us and our entire people, but on the other hand the Thallers must have been quite burned in the past having to deal with us Istalians, and above all that supports the anachronistic colonial aims and religious rales of their new friends.

So, having said that, as head of the Government of Istalia, I am about to express our position regarding the proposals presented here.

Regarding the reorganization of the World Congress proposed by the Deltaria delegation, although Istalia has long since lost faith in the ability of this international institution to function effectively, we believe that a reform initiative is still worthy of consideration. However, we cannot support the idea of a Board of Regions that appears as a mere rebranding of the old Security Council, reintroducing the same power dynamics that would allow regional and global powers to exploit their geopolitical, economic and military influence to direct the vote of nations as they please. We fear that this structure could further incentivize a race to expand regional influence, with the risk of generating new international tensions rather than fostering cooperation.
The protection of the interests and sovereignty of every nation on Terra should be safeguarded, protected and safeguarded, especially from the interference of economic and military powers and taking into account above all the manifest will of the peoples in question.

Furthermore, even if we start from different perspectives, we cannot ignore the concerns of the Kalistan delegation. The possibility that this new organization could be exploited to pursue specific geostrategic interests is real, and without adequate tools and guarantees, the risk of a distorted use of the institution remains high, and by distorted risk, we mean measures aimed at limiting or shackling rights, freedoms and projects and criticizing and undermining the political, social and economic stability of this or that nation or whole region, depending on the aims of this or that other power. Although we cannot avoid inviting the Kalistan government to reflect on the need to impose rules that must be strictly respected, limiting in some way the sovereignty of a nation to contribute to the achievement of this or that objective beneficial for the international community, we find that the fears described above by us and them are not unfounded at all. We therefore ask that clarifications be provided on the mechanisms that should prevent such drifts, ensuring that the mission of this new structure is clear, fair and truly aimed at the common good.

On the proposal of the Found Romulo I, Istalia of course welcomes this initiative, recognizing its potential value in providing assistance to nations affected by natural disasters or man-made crises. Our country, which is experiencing significant difficulties just now, will certainly be among the first to request its activation, in the hope that it can alleviate the suffering of our population. At the same time, we hope that the fund can be an effective instrument of international solidarity, offering support to all those nations that find themselves in emergency situations and need concrete and timely aid.
Although highly satisfied for this proposal beneficial for reconstruction and social and economic reprisal purposes, I have to underline once again that my country came here also to discuss about the solving of the humanitarian crisis of the Solentian refugees in our country. If we considered all them criminals, the Istalian justice had to determine the fate of these people; if we we were persecuting them, they would be already in some sort of detention structure or, worse, lager, but given that it is not the case, we came here to demande aid to solve this situation, which is clear and simple: there are 500 thousands foreign people in our country that we can't support for long, nor event with essential assistance. To find, collect and organize the distribution of first aid and essential support to those people is draining resurces that are already extremely low and to support this help, we have to divert resources to be used to help our own people. My government has been elected by my people to work for their well being and even risking to leave a single Istalian without the needed support for a solentian brough in Istalia in spite of the will of my people and its government, and we even question how much those solentians themself agreed to leave their home, families and lives there, it would be a betrayal of my mandate and a betrayal of the government towards its citizens who it represent and shall protect. Since we are not some sort of barbarians, since we are not Thallers imbued with some horrible racial ideologies or the cult of pure blood, we are protecting those people from the resentment, although justified, of many of my fellow citizens, and we are doing all what we can to continue to grant a minimal level of assistance. But resources are becoming increasingly scarce and in any case it is our right as a sovereign nation to decide who can or can't stay in our country, and it would be our right if eventually we will be obliged to bring those people on the border and to push them in Solentia, whether or not they or Solentia cooperate. To deny us help in this situation will generate further difficulties and sufference, it is sure, but it also sure that deny this right to our nation would create a dangerous precedent for all nations of world. So, in the name of my country, I'll ask a last time if there are nations willing to support us diplomatically and logistically to solve this issue.

Finally, regarding the Organization for Stability and Cooperation in Democratization, the Istalian Government would like to ask for clarification on the objectives of this organization, in particular on the notion of "democratization" and the meaning attributed to the term "extremism". Our country has already been described in a malicious and specious manner as being led by an extremist and non-democratic regime, when instead we can boast already two free electoral rounds, two governments already formed in full compliance with the constitutional norms, an independent legal regime that guarantees respect for the Rule of Law. There have been no suspensions of fundamental guarantees, there is no personal or absolutist regime in place, nor have there been violent and brutal repressions of popular demonstrations. If this is the definition of an "extremist" state, then I believe we should start by rewriting dictionaries and manuals of politics and constitutional law and, most important, we should look at what nations are supporting the creation of such an organization.

It is clear that many of the nations present at this conference cannot be defined as democratic according to the "classic" or "liberal" canons, so we fear that the determination of who and what is a democratic or non-extremist state could be imposed selectively. However, we do not intend to question the popular legitimacy of this or that government, and in many cases, not least that of the nation hosting us, popular support for the established order is evident, concrete and palpable and this must be taken into account and respected, but it is necessary that the criteria and objectives of the organization are precisely explained. Transparency is essential to avoid arbitrary interpretations and instrumental uses of this initiative.

We remain open to dialogue, but with the determination to defend the sovereignty and dignity of our nation first of all but in general of all the nations of the world in the face of any attempt at geo-strategic, ideological and political manipulation of the organizations and tools to be created proposed in this Conference.

Quote:The Kalistani Delegation has received instructions from His Imperial Majesty, Emperor Fredrick III Ananto, to offer tentative support for both proposals from the South Dovani Representative.  These proposals are not perfect, however, His Imperial Majesty believes that strengthening democratic regimes, where they currently exist, is a good weapon against encroaching totalitarianism.  Weak Democratic states lead to fascism, but strong democratic states, where people see an intrinsic value in self governance, civil rights and liberties, and civil society provide a good bullwark against the totalitarian ideologies which are so infecting the world.  In addition, Kalistan believes that Humanitarian assistance is a good thing and the provision of a quarter of a percent of a nation's GDP will not be too onerous for any nation, except perhaps those nations who's GDPs are so ravaged by war and strife that they would require the assistance.  This is the will of His Imperial Majesty, and therefore shall guide our actions.

Furthermore, His Imperial Majesty has instructed us to offer a home for some of the Solentian Refugees that the Istalian Representative is speaking of.  We have recently undergone significant new home construction, and most homes are owned by public agencies across the Empire, so we have room.  His Imperial Majesty said that these refugees would be welcomed in Kalistan, would be permitted to live and work without restriction, and would be permitted to keep their culture in tact wherever they are settled.  At this moment, Kalistan believes the Empire could handle up to 10% of these refugees in Kalistan, but exact numbers would need to be negotiated.  The refugees will be entitled to the same freedoms that the Citizens of the Nation enjoy, and within seven years, will be offered full Kalistani Citizenship, or the opportunity to return to their home country.

Quote:The Kingdom of Great Baeguk is supportive of and will join the OSCD.

In regards to the Romulo Fund, whilst it is an admirable and noble institution, at this time the KGB cannot pledge itself to the specific tenets of membership. We are concerned that the 0.25% mandate will not be specific enough to the needs of those affected nations suffering disaster, whether these funds be either too little or excessive to the point of waste. Furthermore, whilst a percentage of state budget would be manageable, the percentage of Gross Domestic Product shall be difficult to calculate or procure as trade fluctuates and develops.

Baeguk will continue to independently support humanitarian and disaster relief efforts through its extant foreign aid programs.

The pillars of the world gathered. They discussed. They argued. Yet, within the shrieks of passion and silence of agreement, proposals made their way out of the conference, ready to be implemented. The room where the proceedings of the world took place smelled of burnt candle. The air was heavy and several papers littered the floor. The drapes and table covers remained as white as snow, with the occasional drop of dark, red wine stains. 


Kings, Presidents, Ministers alike left the great hall, where history shall be generous for those who helped pave a way forward. Some left emboldened, others triumphant, and some unsatisfied. The conference lays the foundation for a new world order. An order with a faint scent of cooperation and a new era of ambition.

It is my privilege to thank you all for joining this highly consequential meeting. What we have witnessed in this past week is the absolute resolve of each nation and their willingness to help establish order in our world. 

We have quite frankly forgotten what global cooperation looks like. We are quick to enter in smaller, more personal deals but fail to forget that we exist in a community. It is this community that helps out live. It is this shared personal commitment that keeps us safe. We will continue to promote the causes of global cooperation for as long as I reign. My kingdom invites you all to join us in a new era of global cooperation. Where consent, communication, and shared ideals lead the way forward. 

We shall continue to follow events regarding the OSCD and the Romulo Fund, which shall be at the discretion of an independent commission selected by the Royal Treasury of Egelion, which will share responsibility with international financial communities as well. I personally extend my gratitude to those nations who traveled to Altea to participate in this event. May god see the safe return to your countries and spread prosperity for those who wish to share in our collective future.
