Republican Security Service – Internal Situation Report

Following the formal establishment of the Republican Security Service in late 5715, the first phase of organizational consolidation continued throughout 5716 and 5717 from the service’s headquarters complex in Hanabataar. By March 5716, the main administrative offices of the RSS were fully operational, allowing the transfer of intelligence personnel from the National Police Intelligence Bureau and the Foreign Reconnaissance Agency into a unified structure under direct authority of the President and National Security Council. Initial staffing reports compiled on 1 September 5716 estimated that the service had grown to approximately 300 personnel, including analysts, field officers, and communications specialists.
Throughout the remainder of 5716, the RSS (Panmuan: BÜNABA) focused primarily on establishing a functional intelligence cycle and internal reporting network. Regional liaison officers were deployed beginning 12 October 5716 to the provincial centers of Altaai, Zuidervoort, and Schloss an der Hügel, where they were tasked with coordinating information collection from local security authorities and reporting weekly assessments to headquarters in Hanabataar. Early intelligence reporting during this period focused largely on monitoring terrorist activity, disruptive organizations, and emerging online communications networks.
Cooperation with New Verham’s remaining military intelligence structures was formalized on 18 November 5716, when RSS leadership met with officials of the Military Intelligence Directorate in Baatrynsentii to establish regular intelligence exchanges. Under this arrangement, the Military Intelligence Directorate assumed primary responsibility for military intelligence collection abroad, while the RSS retained authority over non-military foreign intelligence, domestic counterintelligence, analytical coordination, and internal security monitoring. Beginning in December 5716, joint intelligence briefings were delivered on a monthly basis to senior government leadership through the National Security Council.
Operational activity during the first month of 5717 remained limited but gradually expanded as technical capabilities improved. On 3 February 5717, the Directorate of General Collection began limited monitoring operations at the newly established signals facility outside Baatrynsentii, enabling the service to conduct basic communications interception and digital traffic analysis. During the same period, field reporting from RSS officers stationed near the western and northern border led to the launch of Operation BORDERWATCH on 17 February 5717, during the finalization of this report, becoming an intelligence monitoring effort aimed at identifying smuggling routes and irregular cross-border activity. Information gathered during the operation will subsequently be shared with the Home Guard for operational follow-up.
As of today, internal assessments within the RSS concluded that the agency had successfully transitioned from an ad hoc security structure into a functioning national intelligence organization. While operational capacity remains limited and heavily focused on domestic intelligence collection, the consolidation of personnel, infrastructure, and reporting procedures in Baatrynsentii has established the foundation for expanded intelligence activity in the coming years.
