Bhutia knew his history well. A purge of the government and the Party had only occured under Comrade Ladakh. It reduced the efficiency of Xsampa but it allowed her to do tremendous reforms. History doesn't repeat but it rhymes and it would appear this rhythm required Bhutia to launch a purge. He certainly wasn't a liberal, but he was a reformist. Xsampa needed more reforms. The Party kicked and screamed through the implementation of Market Socialism. The Party was already skeptical of his vision of a Xsampa connected to the global community. There was only one way to really resolve that. Purge conservatives and hardliners within the government and the Party, and replacement with loyalists, reformists, neo-socialists.

This would be costly, Bhutia had no doubt about it. But it was necessary. The nation was safe from external threats at the moment, so a purge wouldn't be of major harm. At least not at a critical moment. The Central Committee would need to be replaced and reorganized. It's members were more.. apathetic to Bhutia's vision for Xsampa. They would oppose such a move, and could easily rally the Supreme Council to file an impeachment procedure. But who's to say that revisionists and red reactionaries are not hiding behind the shadows? 

This would be the second time that a purge occured. But it would be necessary. For the Golden Society to be accomplished, sacrifices must be made, and roadblocks must be sidelined. Generals and officers that were hostile or aligned with conservatives in the Party would be removed. Conservatives and hardliners in the Party and government institutions would be removed. All would be replaced by loyalists to Bhutia, or replaced by reformists in the Party. The only institution that was friendly was the CSS. And they would be vital.

The ends justify the means, don't they? That thought was the only reassurance Bhutia had. He wasn't a tyrant. He was doing what was necessary for a better future. He wasn't doing this to increase his power, it was to make a better future for the people of Xsampa. No matter the cost. The ends would justify the means he had to take. Even if it meant destroying a few lives. He got up from his desk and pondered for one moment more, looking outside his window. The newly rebuilt Metz-Leonid. Even at night, it was still beautiful. He had to do this. For the greater good. He set out to talk to the director of the CSS. The stage was being set for a purge. Surely, the ends would justify the bright future Bhutia envisioned. Surely?
