CultPro reform for Utari Mosi - Replacing Ainu language?

So it seems to me that two main proposals have emerged: The Central Asia proposal and the Uzbek-Uyghur proposal.

Here are the cultural proposals that I have compiled from the debate:

The Central Asia proposal.

Ethnically relatively evenly divided between Uzbeks, Uyghurs and Kyrgyz, with Ainus and Hulstrians as minorities. Religiously, the Uzbeks and Kyrgyz would be Sunni, the Uyghurs Shia, and Christianity would still be relatively strong among the Hulstrians and Ainu.

UTARISTAN

Utaristan is a country based geographically on Hokkaido and the Far East, and ethnically on Central Asia. Utaristan is dominated by three ethnic groups found throughout the country, the Yultuz (Uyghurs), found predominantly in the west, the Ciltay (Kyrgyz) in central Utaristan, and the Minakal (Uzbeks) in the east. In the west, there are minorities of indigenous Utari (Ainu) and Hulstrians (Austrians), remnants of various colonial ventures.

LANGUAGE

Minakal (Uzbek) is the main language, but Yultuz (Uygur) and Ciltay (Kyrgyz) are locally prominent, and Utari (Ainu) and Hulstrian (Austrian) can be heard in homes.

The Uzbek-Uyghur Proposal

The dominant ethnic group are the Karluk Turkic, with Uyghurs and Uzbeks as sub-groups, while the minorities are the Ainu, Kyrgyz and Austrians. Religiously, the country is mainly muslim, with Kyrgyz and Uzbeks being Sunni, while Uyghurs are Shia. The Austrians are Christian and the Ainu are divided between folk religion, Christianity and Islam.

UTARISTAN

Utaristan is country geographically based on Hokkaido and Far East, and ethnically based on Uzbekistan and Uyguristan. Utaristan is dominated by Ashkers (Karluk Turkics), who are split between the more populus Minakal (Uzbeks) in the east, and Yultuz (Uyghurs) in the west. Utaristan has 3 large minorites, native Utari (Ainu) along with Hulstrians (Austrians), descendants of various colonial ventures, in the west, and Ciltay (Kyrgyz) in the east.

Minakal (Uzbek), and Yultuz (Uyghur) are the co-official languages, and Utari (Ainu), Ciltay (Kyrgyz) and Hulstrian (Austrian) can be heard in homes.

I have chosen Uzbeks as the largest ethnicity in both cases. Islam is split in both cases between Uzbek and Kyrgyz Sunni and Uyghur Shia. In my opinion, the first option would be more divided, with religious and ethnic tensions, while the second would be homogeneous, with the Kyrgyz Turks trying to assimilate the ethnicities.
