Government White Paper "On The Current Geopolitical Situation that the Kundrati Union Faces."

With regards to the ongoing geopolitical situation, the Pontesi-Istalia conflict (PIC) has caused significant problems between Kundrati (KU) and nations like Narikaton and Darnussia (ND) and Beiteynu (B). The problems began when KU expanded its usual patrol zone from the borders of the Artanian Sea to include the South Ocean, the Migrant's Pass, and all seas in between. This came at a similar time as Lodamun (LD) expanding their patrols to the Migrant's Pass.

Immediately, B and ND expressed concerns. ND threatened war with LD, and they were able to compromise soon after. However, ND reacted to KU differently. We will get to that reaction later. B also expressed their concerns to KU but in a more professional manner.

At the same time, though this can be recognized beforehand and as occurring at the same time, Kundrati and Kalistani (KA) forces were dealing with insurgents in KA's mainland. KA is composed of a mainland and another island farther away inside the Ananto Strait. While the island has not experienced much conflict (as a result of Pavlina I Hulanevek's actions, among other reasons), the mainland required intervention by KU. This, alongside the fact Pavlina I Hulanevek (and Ananto) is from Kundrati, has massively helped our international standing as we have numerous open opportunities to expand our prestige and experience in Seleya and Dovani.

However, it is expected that Lourenne (LO) will express concerns. Given their current base in Keymon (K), it should be expected that KU should prepare for the possibility of their naval assets being compromised in some way without some sort of diplomatic work. Therefore, it is our highest priority to seek some kind of rapprochement, either via KA or some other third party. We believe that LO can be reasoned with, but we should prepare for any possibility. Attempts to work with Dundorf (DU) should be made immediately to ensure an understanding between DU and KU. However, given the prior amicable diplomatic relationship, we expect an inroad. Once again, however, we should not expect the LO situation to quiet itself, especially with the possibility of a new KU base in the Ananto Strait.

However, we must return to the ND/Artania situation. The ongoing situation risks major problems for KU that will not simmer.

The ND foreign minister has clarified that they wish to isolate us from the rest of Artania. They have also clarified that they do not want to work with us and see us not as a threat or a partner to work with but rather as a nuisance. ND seeks to, for lack of a better term, subjugate us and make us meek and quiet. This does not mean that all diplomatic channels will be closed or will become cold - some channels will likely remain open for necessity. Given ND's current standing and B's backing of ND at the current moment, and given ND working with DU and Dorvik (DV) given their shared Dundorfian heritage, it is expected that ND could attempt to force DV and DU to keep us out of any Artanian initiative and, possibly, keep us out of any global initiative. DV is likely to agree, given their history of coldness with KU. However, DU may likely resist. The former is a guarantee; the latter is not.

Thus, it is extremely important that KU work with DU as soon as possible to mitigate any attempt from ND to isolate KU. Whether through diplomacy or trade, DU must be convinced that we are a partner they can work with and that we have a stake in the future of Artania. If necessary, KA should be recruited for this task, though given their focus on northern Seleya at the moment, it would be fair that KU would have to go about it alone.

Luthori (L) is unknown now regarding this possibility. While L and KU have a friendship treaty (the same as DU), L wishes to deal with its internal affairs and the Commonwealth at the current moment. However, KU must work with L at some point. As of now, KA and L have differences that must be resolved. KU should provide itself as a neutral arbitrator as it is an ally of L and KA and could broker something.

If possible, we should also try to work with DV to at least come to an understanding of not getting in each other's way in Artania or internationally.

However, everyone who makes KU's foreign and internal policy must realize that we will likely have to face Artania and the international community alone. We did this right after the Hubris War and were unprepared for it. KU must come to the realization immediately and try to work with what allies it has. Failing that, KU must prepare to be alone on every front and take steps to become as self-reliant as possible.
