Esteemed Dignitaries, our delegation is very pleased to join this Conference and to that end I'd like to express gratitude to our gracious Egelian hosts, including King Romulo I and the Royal Councillor, Veronica Mondragon, with which we hope to work closely for our bilateral relations. We are also very thrilled to work in good faith with every nation out there that has our same objectives: stability and prosperity for every continent. The Dorvish proposal is a good start that we feel ready to endorse.

Sadly, stability and prosperity hasn't been true for my own continent, Artania, which has dealt recently with the rise of authoritarianism in Kundrati and witnessed an horrible conflict in that same context that has forced the government of the Kundrati Union to retreat to Extea. They should know that a period of instability in my nation has been recently resolved with new elections and the appointment of a new Government, and therefore we are ready to work with Extea to ensure its safety and stability, also with other nations all over Artania including Dorvik and Luthori.

Our hope, your excellencies, is that everyone and each of you are ready to partecipate in this conference to make Terra stabler, safer and better - as His Majesty just said. We're ready for it, and this will be the way in which we will conduct ourselves here, doing our best to put aside singular interests and embrace cooperation.

I hear nations like Extea pleading for help, hoping that their people might be saved from their suffering. While our Empire is willing to aid and aleviate the greatest suffering, we believe the government of Extea should do what it can to prove to us, to Terra, that it is worthy of all other support. Rogue regimes like the occupiers of Quanzar and Alaria hold grand speeches in this chamber about their desire to reenter the international community but at the same time call for the deportation of 500.000 innocent refugees. Where is the compassion? Where is humanity? My government will warn this regime that if it seeks to harm innocent refugees, we shall enact sanctions on its new and illegitimate government and do what we can to protect innocent lifes.

Your Majesty. I would like to respond to your statement.

Those nations you say, the Quanzars and Alarians, who call for the deportation of half a million people. If I may add something, they have a population of more than two million. If we were to do anything like that, a deportation of that many people, it would cripple what economy we still have. The fascist bandits wouldn't accept them, neither would Luthori, neither would Endralon or Ikradon. So where can we deport them? We need as many people as we can to rebuild and to reestablish an economy, so we can't afford to do that. And we have an open door policy on immigration to encourage people to come to our country if they wish.

Of course, I agree that the victims of fascism, those who are vunerable, they should be given the love they deserve. The aid they deserve. They must be able to stand up on their own two feet and do their part. And the Kundrati Union is willing to do our part in the global war against fascism. We have that history of fighting extremism, most notably in Badara. My colleagues in the Ministry of Foreign Affairs and International Development is more than willing to send a diplomatic team to talk to your advisors and your Government on how we can work together on this matter.

As I have said in my speech earlier, we risk being swallowed up by fascists. When you are in a difficult situation, it is very easy to give up. Lay down, let them have it, so easy to die. It's easy! But who will win from that? I die, my family mourns, society doesn't get anything out of it. But if we get the chance to build back better? If we put in that work? It will be much harder and it will take longer for entire societies and nations to, sure, but it can be done.

We can do our part, yes, and we have to. We have that obligation. But I hope that we don't get swallowed up in the end.

 Your Excellencies and Honorable Representatives,

I stand before you today as a representative of Kalopia, a nation that despite its long standing commitment to neutrality, finds itself in a world where meaningful diplomatic relations are a bit rare... For years, we have protected our fundamental values, trying to remain neutral in global instability and conflict. However, I must acknowledge that maintaining neutrality is no simple task, especially when it comes to safeguarding our sovereignty.

Terra is in chaos, my fellow representatives and nobody can deny it. Every day we witness the loss of innocent people across many nations, victims of protests, authoritarian regimes, dictatorships, martial law, and policies that harm the people they claim to protect. I will not pretend that my government knows every single detail about the situation in Artania or other conflict zones, as we have deliberately chosen to remain neutral in most circumstances. Yet, recent events in Alaria have forced us to step forward.

Dear representatives, Kalopia is here today with a clear and urgent request: the revival of the World Congress and the Security Council. Our nation has experienced firsthand the consequences of international inaction. Years ago Kalopia suffered an unprecedented genocide as a result of the civil war in Jakania, yet the World Congress remained silent, mostly because it was barely functioning. This cannot continue. We all see it. We participate in this conference with a single purpose, to work toward global peace. As a neutral nation, Kalopia is in a strong position to mediate in red zone regions, where war and conflict have become a daily routine. We believe that neutrality is not a sign of indifference or weakness, but rather a tool for fostering dialogue and preventing further bloodshed in the future.

Your Majesty, I ask for the opportunity, to elaborate further on our position later in this conference and of course to hear what other representatives have to say regarding Kalopia's statement.

Your excellency, dear friends, esteemed guests and members of this conference. Surrouned with all of this beauty today and with an absolutely lovely, great and nice recipience, for which we all are grateful, I think it is always worthy to remember the reason of why we have gathered here this week.

For a couple of days now, in speeches by my colleagues and counterparts from all over the Terra we have heard one uniting theme: peace. Everyone wants it, and we are here to find out what can we do to make it happen. What can we do to stop illiberal and inhumane regimes like those in mainland Kundrati or Valruzia, or extremists in Istalia or Rutania. The answer is simple: resist. But that's just words from a single politician on a world stage, what about actions? Throughout the week we have heard here different proposals as to what we can do, and we already have heard criticism of some of the ideas voiced here. This sparks both joy and sadness. On one side, a debate like this is a symptom of a healthy democracy, on the other, a disunity in these sorrow times, which requires us all to work together, if we want to stand up and fight extremism.

I agree with a representative from Kalistan that there must be a bigger engagement in regional politics and wrongdoings of some cartoonishly horrible nations and their leaders, for which I will publicly say sorry on behalf of Beluzia, for decades of international isolationism from our previous governments. And while it is understandable where does the Kalistani side comes from on this, I will allow myself to disagree, because I do not think regionalism is a way here. Locking ourselves to a specific region while may be reasonable morally, will not be reasonable materially. If indeed nations from the same continent fail to show any interest in the events happening there, what are the odds a smaller nation will be able to defend itself from some bigger and more capable aggressor state without bringing in others? Rhetorical question. And while I do not wish to personally attack anyone, I just wish Kalistani representative would display less arrogance and more constructive dialogue. If they do not wish to cooperate with nations globally, this may not be the place for them to be.

Now, putting all of that inside, I want to express my, while possibly useless, but I promise on Beluzia's behalf we will do everything is our powers to support and help all of those oppressed peoples around the world, be it in our own backyard, Dovani, Majatra or elsewhere. Selective solidarity is a plague, which must be stopped. There is no, and must never be any people who deserve international support more or less. Period.

Before closing my speech, I would also like to react to my counterpart from Kalopia, and her speech's part about international institutions in particular. While, I wish, and I want to believe most of present here as well, would like to see our international institutions work, and serve as a mediator to help us in this mission of prevently striking all authoritarian regimes. But, let us be realists, it won't work, no matter how we try. Something is broken in its system, in its structure, in its mission. We cannot support any kinds of 'revival' or WOCO and SECO, without a proper step-by-step plan, which will end up with us reevaluating why do we need such institution, and what purpose it can actually serve and under what mechanisms will it operate.

But, I promise I will be closing my speech now. Beluzia's mission here is to be a part of a bigger idea, especially considering we have a real threat in our backyard, which we wish to stop. I hope this platform will indeed help us unite, put our arrogance, pride and naivity aside, and come up with some actual solutions, like effective sanctioning mechanisms, defence clauses, supporting democratic instutitions, press, oppressed people in nations around the world, without dividing them into one sphere of influence or other. To have peace, we must support democracy and end the bi-, tri-, multi-, or frankly, any kind of polarity, and march towards united world order, together.

The Istalian delegation remained impassive the whole time listening to the pompous and fallacious words of yet another Thaller kinglet of Deltaria, Istalians got used to the Thaller's poison, but they expressed a more surprised reaction listening to the words of the representative of Beluzian.
Once the last delegate to talk sat down, Prince Alessandro, adjusting his grey teal-colored uniform as a General of the Army, particularly careful to arrange in the best possible way the flock of medals earned on the battlefield, without esitation and with the fire in his eyes, stood up asking to speak while the Foreign Minister Salgari, after having exchanged some few words with the Minister Secretary of State Monaldi seated alogside him, discretely jotted down a note in his notebook ("don't we have a Beluzian ambassador yet? I don't think so... I don't even remember where their embassy in Romula is... maybe the consul... in anycase, prepare and send an official protest with a request for explanations to the Government of Beluzian!!!!")

Distinguished participants of the Altéa Conference,

You will forgive me, but before being the Grand Prince of the Crown and heir to the Throne of Istalia, I am a soldier and as such I am not accustomed to mincing words, so please excuse me if I seem "overly" direct in answering His Majesty Slavko in this way, but with what courage does the Emperor of Deltaria dare to speak of legitimacy and rogue state when addressing Istalia? First of all, if we want to address the issue of legitimacy, Quanzar is certainly not the one who can give lessons on the subject: a fictitious entity, a mere puppet state created by foreign forces that invaded our country. Quanzar was legitimate only in the eyes of those who built it and, obviously, of those who now accompany the Quanzar real masters for convenience. Countries large and small, strong and weak, can say what they want, but what really matters is the free and spontaneous support that a people offers to its government. Istalia can boast just this: a united, determined people, who have faced years of suffering, struggles and sacrifices to reunite their country. On that battlefield we left fathers, mothers, sons, sisters, brothers, friends, compatriots, the blood of my people as a testimony of our will to take back what is and has always been ours and above all to counter the plan of many and now innumerable dark powers that has actually been going on for over three millennia, that is, the cancellation of Istalia from the maps and the suppression of our identity! Since 2263, when the First Republic, the first sovereign state created by the Istalian people, for the Istalian people and of the Istalian people, our people have had to face the threat of eradication over and over again, but each time, those evil intentions have been thwarted by the resilience and determination of my people, who in one way or another, in the end, have always managed to regain their freedom and defend their right to existence and to their own land and you can be sure that even this latest attempt, these unrealistic hopes expressed today by Deltaria and Kafuristan will be thwarted, clashing against the will of an entire people, almost 160 million Istalians. So, certainly such declarations do not scare us after thirty years of much greater suffering, and with all due respect to those who have such a ridiculous hope, strong in our history, I can assure you that Istalia will always be united, free and eternal.

Now let's talk of the issue of refugees. Does the Emperor of Deltaria and everyone else at this conference really believe that the arrival of 500,000 people in Istalia was an act of compassion? No, it was not. The Majatran forces, anchored in a distant past erased by millennia of history, have imposed an artificial entity on our territory, turning millions of citizens into second-class people in their own homes. And to increase the numbers of and thus the power of this ruling minority, they have exploited the chaos in Solentia for their own purposes, deporting half a million people to our country not to help them, but to use them as a mere demographic tool to support their puppet, apartaid regime. And we have seen how those people cared for those refugees when they left them to their fate focused just to flying to their masters to just save themself.

Worse still, along with this mass of people, they have deliberately brought in thousands of terrorists, whose job was to support their regime with the fear, terrorizing the local population and exterminate those who seek to save our nation and didn't accepted such yoke. And now we are supposed to be the ones to take charge of this situation? No, my country cannot and does not want to bear the weight of a problem generated by the sly plans of those who imposed this yoke on us. They tried to erase our identity, to steal lands from us and turn them into a Majatran nation "as it has always been", when historical reality shows that the Majatran dominion was nothing more than an occupation that lasted 400 years out of over 5,000 years of Istalia history. Despite this and despite the accusations that have been leveled at us several times, the Majatran minority in Istalia has always been this, a minority, originated from that foreign fomination but for millennia recognized, protected and integrated, with laws that have protected their identity, with countless Istalians of Majatran origin who have held the highest offices of the State over and over again. In the veins of my own family flows Majatran blood. Unlike Deltaria, Istalia doesn't discovered today what means compassion, hospitality and tollerance, we can boast a millennial-long history of support for the oppressed and persecuted ones of the world. All this, alas, was ignored and we have been betrayed when the opportunity presented itself, and too many of those majatrans betrayed the people that for countless generations have been their fellow citizens, their neighbors, their co-workers, and so on, shamefully siding with the enemy and helping him in the vain attempt to destroy our nation, their nation, where for millennia they lived and prospered, contributing to enrich our culture but then nevertheless, surely attracted by the promise of power and money, or blinded by the sick fundamentalist Ahmadi ideology, that despised even the majatrans that here in Istalia had embraced our value and culture, they have opted for betrayal.

Now, managing these traitors will be the task of the Istalian government, but it is not our duty to take charge of 500 thousand foreigners illegally deported to our country. No recognized Istalian authority has made this decision: as already underlined, it was an imposition by a puppet government and its masters. Deltaria and its allies can continue to call our lands as they prefer, they can recognize as the "legitimate government" a group of traitors who imposed the racist rule of a minority supported by Ahmadi fanatics and extremists who brought death and terror among my people, but all this will not change the reality of the facts.

Istalia has suffered enough to get lost in sterile pseudo-humanitarian debates that only hide interests of domination and subjugation. Our country is rebuilding itself with sacrifice, thinking of millions of citizens who have lost everything: homes, jobs, loved ones. Our energy is rationed, in every city large and small there are lines of Istalians who with their ration cards queue for hours for a bit of pasta and bread. We do not have the resources to also take care of 500 thousand foreigners who, I repeat once again, were brought here by force to serve a political agenda that had nothing to do with compassion. We are here today to ask for help in opening channels of dialogue with Solentia so that these people can return home. Where is the harm in this? Are we perhaps being told that we are obliged to take care of them? On what basis? While our government is trying to revive a country in ruins after thirty years of conflict? Even if we wanted to take on the guilt of the old communist regime, we owe nothing to these 500,000 refugees: our people have already paid with their own blood the price of past mistakes by overthrowing that regime which in any case, as just said, had no role in the decision taken by the so-called Grand Emirate of Quanzar and its masters, and even less was this foreseen in the treaty of shame signed in 5593.

And Deltaria dares to come to talk to us about compassion? You, who have allied yourselves with those who orchestrated this tragedy? With those who armed and trained barbaric terrorists to spread terror among our people, who shot our fellow citizens en masse in the squares of our occupied cities? Who launched terror campaigns against defenseless Italian citizens? Where do you think the resources for all this came from? Compassion... they come to talk to us about compassion... and what's more, the one lecturing us is a Thaller! A Thaller, for God's sake! And it's already a lot if we are willing to give an answer to a Thaller, just out of respect for the other participants in this Conference, because Istalia has certainly not forgotten how much harm the Thallers have done to our people and how much our great nation has done to fight the cancer of the Thallers that unfortunately, despite the infamy that this family and its ideology of absolute domination brings with it, continues to spread like a poison in the world. You may show yourselves with the mask of compassion, but your words and your decisions continue to reveal your true self.
And to those that so lightly are ready to accuse us to be "extremists", in which way are we "extremists"? I just want to ask to the representative of Beluzia how he dares to talk about us considering Istalia like the Thallerist regime existing in Rutania and their "pure blood" horror policies? Or maybe Beluzia considers the Thallerist regime established in Deltaria, which brutally cracked down on democratic protests just two years ago when the Emperor was consolidating his personal power, to be less extremist than Istalia, where in millions have die to re-establish freedom and democracy? Unbelieveble, the world is upside down! But these are just other lies that our enemies has spread to undermine us and our country, to tarnish it in the world's eyes.

May this conference reflect well on the ridiculous lies to which it has been forced to listen today and may you once again forgive this rude soldier if he did not adhere to the diplomatic tones due to such an international event and such refined salons, but after all the suffering that my people have had to endure, one could not remain silent and one could not contain oneself in the face of such shameful accusations and above all in the face of those who, still, deny our right to exist.
Deltaria, if it were truly faithful to her rant about compassion, and was not just boasting about the agenda of her new Kafuri ally, it would have come up with concrete proposals to help those people instead of ranting about how evil the Istalians are and how uncompassionate they are. Let me just say, and I'll finish, speaking of compassion, that died on the battlefields and under the axe of the Ahmadi fundamentalist terror of the Majatrans along with millions of my compatriots.

We would like to maintain the course of this conference and no derail it with such chiding, but alas, we have to do so. The country formerly known as Istalia, recognized widely as Quanzar and Alaria, have come to this chamber and spread lies and deceit. The county formerly known as Istalia waged a war of aggression against my brothers and sisters and murdered them in the thousands. The Istalians, I will permit such use of the term to highlight the former government and the current unrecognized government, waged an ethnic war against the Kafuri people and a quasi-religious war against Ahmadism as is typical with them. We are simply "brown people in the north" to them and they view us as barbarians and invaders to lands which do not belong to them. Kafuristan was not the aggressor, Kafuristan was the liberator. The liberator of our own territories of which Istalia invaded and slaughtered thousands of my fellow Kafuri brothers and sisters, the liberator of Quanzari lands which have been crushed underneath the xenophobic and anti-Ahmadi governments in Romula which have attempted to dictate the fate of those Quanzari's who hold their religion and their lands so dear.

When we liberated Quanzar, and signed the treaty recognizing such an independent state, the Quanzari people selected my grandfather, their liberator, to the title of Grand Emir. It was no pressure or force, or coercion. It was a democratic choice that the Quanzari people, finally free to express themselves, chose. To further shine truth where the Istalian government intends to darken, the Quanzari government accepted many Solentian refugees out of the kindness of their heart and accepted them when they were being slaughtered and massacred. What has been the response to people living dedicated lives in Quanzar for nearly 2 decades? Another brutal war of aggression against the "brown people next door" and further anti-Ahmadi sentiment. Quanzari people experienced continued ethnic and religious violence for decades by Istalian terrorist and now those same terrorist and being elected to government and lauded as heroes. If this conference is truly here to condemn extremism and face the issues of the world without pause, I would urge all to recognize that the country formerly known as Istalia is here peddling lies to save face from their war crimes and ethnic and religious aggression.

We'd echo the statements of the Kafuri representative in that the topics at hand need to be discussed and not ones flavorful views on how the world order should be dictated by regionalism, despite the suggested being an Imperial power.

The World Congress has effectively been a dead organization, functioning on Whale Island as a receiver of funds producing no goods or services. We would simply like to see it reinvigorated and brought back to life. Due to the seismic shift in political balance lately, the most we would suggest is that a session of the General Assembly is convened and a discussion is carried out there to internally reform the organization and that this conference not exist as an external force to force change within such organization.

We acknowledge the statements of Kalistan, Dundorf,  Beluzia, Kalopia, Istalia, and Deltaria. We welcome you all to Villamor and we hear your values.


From the statements at our meeting, we have seemed to reach a consensus on a plan to restore international cooperation. Whether through a carefully crafted, representative  World Congress or individual, regional agreements, I believe that we can succeed to achieve cooperation in a way that should benefit most.

One can say that it is simple to blame the world's issues on imperialism. However, I do believe that the absence of internationalist norms and values had led us to the position we are today. Ambition, arrogance, and the further pursuit of influence has left us in a vulnerable spot. such is the purpose of this meeting. We must accept our vulnerabilities and seek to engage in beneficial discord--failure to do so will result in the futility of this conference and any future global cooperation. War will continue, death will continue, and the absence of order will continue to fill our world. 

Therefore, Egelion is deeply committed towards restoring internationalist norms that foster cooperation. We do not believe in continuing to expand or coddle imperialist means. We need systems, treaties, agreements that guarantee peace and security in our future.

If this conference believes in regional cooperation towards a better future, then Egelion will follow.. If we believe in establishing international institutions such as a renewed World Congress, then Egelion will follow. If the pen and the paper will secure our future, then Egelion will follow. What this kingdom will not pursue is imperialist means or continue to exist in a world without a true, stable order.

We are prepared to begin establishing regional agreements and begin the process of discussing a renewed world congress. I yield.

Ladies and gentlemen, we had a different speech prepared and would have delivered, in regard to several nations taking unnecessary shots at various nations, all while decrying the lack of a cooperative spirit in the world.

We'll save that speech, and instead address our cousin in Egelion.

We see regionalism as a half step between complete isolation and just throwing away all sovereignty to the whim and caprice of international "law".  We say it is capricious, because the law changes depending on who is enforcing it.  And so often the "law" is made "for thee, not for me."  Those who wish to enforce these sorts of "laws" on other nations are often the worst offenders.  Nations of the world can say what they like about international "law", but Kalistan will not submit to any law not made in Kaliburg.  So.  There is nothing more we need say about that topic.

However, the strength of regional agreements is that it allows those closest to us to work together on projects which are of mutual concern.  Egelion, for example, has expressed an intent to join the Anantonese Security Community, which commits all member nations to sharing the responsibilities of guaranteeing security in our region.  Kalistan can rely on Egelion to fulfill that commitment, because Egelion has a vital stake in that agreement's success:  They have skin in the game, you might say.

Far more skin in the game than a nation like, say, Zardugal, which will not be affected by insecurity in the Anantonese Ocean, as they are thousands of miles away from the Anantonese Ocean.  Egelion's proximity to the region gives its commitment credibility in the eyes of others.  It gives others a reason to want to cooperate, rather than close our borders and lock ourselves in our National Assemblies and on our islands.  We can trust that Egelion will support stability and security in our region because instability and insecurity in our region will harm Egelion as much as it will Kalistan.  And trust, this is the foundation of all international diplomacy.  If we cannot trust our partners, there can be no diplomacy.  Without actual skin in the game, an actual stake which is worse to lose than it is to fight for, there can be no trust.

We have far more confidence that our neighbors will come to our aid in time of need than we do in the international community.  Simply put, Kalistan does not trust the international community.  Certainly not the way we trust Lodamun, Gaduridos, and yes, Egelion and Lourenne and Dolgava.  Because Kalistan knows we are in the same boat, one that nations outside of our region could not possibly fit into.

Kalistan has its flaws.  We tend to aim higher than others would prefer us to.  Kalistan is a small nation with a louder voice than some in the world would prefer we have.  These are not our flaws, merely our characteristics.  But Kalistan does also walk over other people's interests, and Kalistan does tend to promote our interests to the exclusion of what others want.  This is true.  The charge of arrogance by the Beluzian representative is true.  Kalistan is very paranoid about the intentions of others.  There is a good reason for that paranoia:  Many of our worst fears often have a habit of being made true.  But it doesn't always allow us to play well with one another.  There are many more flaws to name here that would be simply too painful to acknowledge.  Suffice it to say, we don't always do things cleanly.

And yet, despite our flaws, Kalistan is and has always been honest about what it is and what it wishes to do.  We have never been duplicitous.  This is not a flaw either.  Kalistan has always lived up to its word, and we happen to view that as our greatest strength.

If the world community can come up with a system that allows for all nations, even those who are small and often ignored by the large powers, to have a meaningful say in the course of world events, and to form a basis for international cooperation on important matters, one that is permissive, rather than exclusive, that allows others to have a reason to join, rather than giving them every reason under the sun to avoid it, as the previous World Congress, with a security council made up of the most powerful nations in the world did, I give you the pledge of Kalistan here that we will embrace that organization.  I give you my word as a Brethrenist, and as an Ananto, that I will become its greatest cheerleader.

And if this body decides to just resurrect the moribund and critically flawed WC, that gives nations bent on hegemony all the power, and the smaller nations of the world none of it, I also pledge here today that Kalistan will leave this conference and will continue doing exactly what it has always done, which apparently is so objectionable to so many of the nations gathered here.

We wish to work together, and could work together internationally, as a community of equals.  But we require that credibility of commitment that others will do that too.  Otherwise, why should Kalistan bring down its guard, if all we see are the people at a conference like this, raising their guard against Kalistan?  We would prefer to work regionally, because the credibility is there with the stake in regional affairs.  Additionally, we are as interested in keeping powers from other regions out of our region as they clearly are in keeping us out of theirs.  But if there is a plan that allows us to build some trust in the institutions of the world, more than just some fiat by countries that we do not trust that "everything will just be ok, so do what we want, alright?" Kalistan would certainly be open to the idea.

Listening to the Istalian representative, the Emperor his closest confidant, Duke Gaiseric of Akigo, couldnt help but let out several small laughs throughout the speech. When the Istalian grand prince spoke of the 500.000 refugees in the country, decrying them as terrorists and traitors, the Duke yelled

Murderers!

As the speech continued and the accusations flew, the Duke yelled one more sentence

You are a pretender! Free the people of Quanzar and Alaria!

The Emperor remained silent as his right hand responded to the Istalian speech
