Quote:Esteemed colleagues, friends. Let me begin my apologizing to my dear friend, King Romulo I, for the earlier outburst from my delegation. He is right, we should come together at this moment of truth. Much has been said today and, in the spirit of fruitfull cooperation, Deltaria would like to pledge its full support behind the idea of a recreated World Congress. A new World Congress should however be unburdened by its troubled past. We propose several things.

Firstly, we would like to rename the World Congress to usher in this new era of renewed cooperation. We suggest a name like the Terran League. But any name would suffice. As long as we make sure this is a new start, not a return to old. Secondly, we have heard the comments from several delegations on how a new global organization should look like. There seems to be a tilt towards a international organization and one thats closer to regionalism. We propose that we create a organization that houses a General Assembly like chamber, where all nations of the world may speak freely and may propose, approve and reject resolutions like the days of old. But, to make sure those sceptical would remain on board, we create a "Board of Regions" with the sole purpose of representing each continent, with Dovani being represented by two, one for the north and one for the south. This Board of Regions may overwrite a resolution with a majority vote. Every region votes amongst its own, and the majority opinion of said region is translated to a vote in the Board. To oversimplify, it would serve as a upper chamber of parliament, much like we see in our own countries on the local level. The proposal is thus the following

1. General Assembly
-Every member state is a member of the general assembly and may debate, propose resolutions and vote on resolutions
-Resolutions pass the GA with a simple majority, If passed, a resolution moves towards the:


2. Board of Regions
-Every region elects one representative to have a vote in the Board of Regions
-When a resolution passes the GA, every Region convenes seperately to vote on said resolution. If it passes by a majority of those in the region, the representative of the region is directed to vote in favor of the resolution in the board. If the resolution fails to meet a majority in the region, the representative of the region is directed to vote against the resolution in the board

-If a majority of representatives in the board of regions votes in favor of a GA resolution, it becomes binding for its member states. If a majority of representatives votes against, it fails and is not considered binding

The rise of authoritarianism across the globe is very worrying, it is our hope that the discussions at this conference will both address and lay out plans to deal with this problem moving forward. With the reopening of the World Congress, hopefully something can be substantially done about this.

We will be listening to the proposals put forward, and I am sure this will not be my last statement at this conference, for sure.

We fear for those in Baltusia who would be left without recourse should Kalistan decide to act upon its whims with no...

*cough cough cough* I am so sorry, I didn't realize we'd let people smoke in here. *cough cough ahem*

... with no room for complaint from the world which must leave each region to its own. That is our fear. And it is our fear that our own region will be parceled up by the powers in this room in such a way that our own Kalistan might someday make us our own Baltusia, with no recourse for us. That is our fear.

Instead, we thin-*cough*-k that this group must focus itself, rather than on splitting up the world to the powers in each corner, on bringing the world closer together in cooperation as equals. Surely Kalistan and Luthori are strong enough that they can win support for their respective efforts in a fair marketplace of ideas, not only in a zero-sum game where the deck is stacked against smaller states like my own.

But I *cough cough cough*... But I digress. We have seen sufficient argument for the day, I think. We are of course very open the the idea of a renewed world body, perhaps the Terran League as has been suggested by the Thallerist gentleman from Deltaria. It would please us instead to simply have a general assembly alone and leave it at that, one vote for one nation, simple democracy - but we will let others hash out the particulars.

There are some particulars I myself would like to pro-*cough*-pose on behalf of my nation.

My staff have distributed two draft proposals - we hope that they serve the aims of this group. On the first, the Romulo Fund, we seek unanimous approval from the body. It is an attempt to create an organization which can serve all the world in times of desperation, and at very small cost to each of us individually. On the second, the OSCD, we expect only a few nations may find the agreement relevant, as many of you are fortunate to not have had, in living memory, to battle the forces of extremism on the ground. For those states which have, we hope we can find common ground and support one another going forward. We wish all assembled here peace, and again thank our gracious *cough cough* Egelian hosts.



The King Romulo I of Egelion Fund for Recovery in the Wake of Disaster (Romulo Fund)

The representatives of all nations attending the Conference of Altéa, on behalf of those nations, assembled in an effort toward peace:

NOTING the shameful prevalence of suffering and devastation across Terra left in the wake of disasters both natural and human-made;

RECOGNIZING the expense and difficulty borne by nations and the human beings therein when attempting recovery after such disasters;

RECOGNIZING that such expense and difficulty are themselves the cause of further suffering and therefore of radicalization;

ABHORRING suffering where ever it occurs, and RECOGNIZING that, to defeat extremism, suffering must be eradicated at any opportunity;

THEREFORE RESOLVE:

  1. A fund shall be created, named in honor of Romulo I of Egelion for his beneficent organization of this conference, whose monies shall be made available to any state which suffers disaster, whether natural or human-made, with no expectation of repayment.
  2. The fund shall be comprised of annual contributions of 0.25% of the gross domestic product of each nation attending this conference. Should a nation suffer disaster and draw from the funds, it shall be exempted from the annual contribution until such time as it has recovered in its own estimation enough to contribute once more.
  3. The fund shall be administered by an apparatus to be administered on Whale Island which shall be staffed by representatives from all nations who wish to supply them.

The Organization for Stability and Cooperation in Democratization (OSCD)

We, the undersigned representatives of our respective nations, on behalf of those nations:

UNITED in our shared commitment to staving off the capture of states by extremist movements;

RECOGNIZING the importance of collective knowledge sharing, monitoring, and mutual aid in staving off such movements;

RECOGNIZING the benefit of cooperation across international bounds on matters such as trade and diplomatic normalization;

THEREFORE RESOLVE:

  1. An agreement is created between our nations and any which wish to join hereafter whose purpose is to serve as an amicable bond between nations who have overcome or are overcoming extremism and must at all times be alert and combat its ascent.
  2. Signatories pledge, when requested, to provide to other signatories the following aid:
    • Assistance in conducting elections, including but not limited to election monitoring;
    • Expertise and advice in counter-extremist political strategy and policing;
    • Whatever reasonable aid may be delivered so that democratic processes are strengthened and extremists made ineffectual
  3. Signatories pledge to maintain normal diplomatic relations, including consular services, and further pledge friendship and good will toward one another;
  4. Signatories pledge to maintain cordial economic relations, lowering barriers toward trade and investment so far as is reasonably possible.

What the great gentleman from South Dovani has just laid before us is the representation of our future and the framework for which we all must follow. His Majesty is honored to follow the framework for a fund named in honor and is therefore willing to be a signatory nation of such a wonderful proposal. Those at this conference have gathered in fact to discuss financial issues related with with disasters and wars. We firmly believe this fund is a step in the right direction for the re-establishment of international cooperation.


We also firmly accept the creation of The Organization for Stability and Cooperation in Democratization (OSCD). Many at this conference have inquired about the rise of malignant ideologies across Terra. This proposal does not of course solve all our concerns regarding an unstable world, but it creates a firm organization where we can begin to expand cooperation on areas of trade, security, and maintaining regional security. We applaud this effort.

His Majesty believes that by the end of this conference, those nations who are in full or partial belief of these proposals should use the power of the pen and paper to set these ideas in motion. I understand further discussion regarding the creation of a Terran League is also in the works, to which Egelion would also fully endorse. His Majesty endorses these proposals from this meeting and urges other dignitaries and heads of state to affirm their commitment to the foundations of a new world order.

Quote:Kalistan would be inclined to support these proposals to the letter if it is made clear that "extremism" as used here is defined as "totalitarian ideologies" and not simply "illiberalism."  We have heard many speeches at this conference which touch a little too close to home, as they consistently posit liberal political ideology as the norm, and any deviation from this as something that must be opposed.  And Kalistan has been lumped in, more than once, with totalitarian states, including fascists ones, which Kalistan has shed blood and been physically attacked for opposing.

This clarification would allow us to endorse the proposals from the Representative from South Dovani.  Kalistan is as opposed to totalitarian ideology as anyone in this room.  We do however, also oppose liberalism as a matter of policy.  If the nations of the world wish to stand together against extremism, totalitarianism, religious intolerance, and regimes that lack basic civil rights and liberties, Kalistan is overjoyed at the opportunity to stand with the world.  If the states that endorse these proposals mean absolutist government, which Kalistan, and by the way, our host in Egelion also utilizes as an organizing principle of our respective polities, Kalistan can not endorse these proposals.

We hope the author of these proposals will clarify the matter so we know what we are voting on.  And at any rate, we thank that delegation for their work to provide us with some actionable proposals.

And as a matter of clarification on our own part, our call for regionalism wouldn't exclude the world addressing a situation like the one the South Dovani Representative describes in Athosia or in Southern Dovani.  This is certainly not the intention of our argument.  It is more designed to address the expansion of exterior forces into our area, which represent a destabilizing force as they move in.  We offer, for example, Luthori's past efforts to expand their political dominion into Seleya.  In this, many speeches have been made against imperialism, and here we agree:  that sort of advancement, without a crisis to address, actually creates crisis and instability.  Obviously Kalistan would have preferred that Luthori stay where it belongs.  But Luthori was not addressing a crisis in making its moves.  It was simply expanding its influence into a place where it was neither needed, nor particularly wanted.  Artania responded a similar way when Lodamun attempted to base a navy in Malivia.  I expect Kalistan would feel the same if some northern country decided to make some country in South Dovani's neighborhood its puppet too, and Kalistan would stand with South Dovani to oppose that threat as well.

Athosia is not a special case:  Both Lodamun and Gaduridos voluntarily joined the Empire.  Whether our Emperor likes it or not, Kalistan is forced to wait until Baltusia were to voluntarily join the Empire as well.  If we wanted to take it by force, we would have.  But what good would that have done when we would immediately spark an international war to do so?  To guard against this, our own law explicitly prevents our Emperor from actively or passively enforcing our claims or even actively pursuing them.  You see:  even international norms that we don't agree with, still constrain Kalistan to a degree.  But if Athosia, excuse me...  Baltusia... were to join voluntarily, Kalistan would welcome them home as we did with Lodamun and Gaduridos.  Kalistan would be opposed to Baltusia making a similar decision with regard to any Artanian nation.

Kalistan is not opposed to international cooperation to address international crises-- in fact we wish we had more of it when we were fighting against the fascists recently.  Kalistan is opposed to foreigners making their home in our region, when quite frankly, there is no reason for them to be here, except to create crises.
