We shall move forward with this treaty as official and binding. We now move on to military cooperation. While our treaty mainly concerns communication and intelligence, the Kingdom of Egelion is also concerned with military readiness and patrols.
To keep our shipping lines safe and free from potential maritime adversaries, we purpose joint-military patrols between our navies. The Egelian Royal Armada has four fleets available. We have naval stations in Rildanor and Western Nadiya that can house and serve as major points of refueling. 
We believe that joint-patrols should take place on both eastern and western Seleyan waters. Egelion is available to cover parts of the northern and central oceans, including the White Ocean and the Anantonese Ocean from Lourenne to Rildanor.
We are open to sharing these responsibilities with our allies in the region and create clear schedule and protocol of where each of our navies will be at a certain time.

As Kalistan maintains active and regular naval patrols in roughly the are from Keris in the north to Indrala in the South, and from the Karzon Strait in the West through the Sea if Meridia to the east, excepting the area east and directly south of Varona, we will naturally be cooperating on those patrols throughout the Northern Parts of the Anantonese Ocean. Our patrol ranges are limited by access to supply ports. We maintain supply throughout Ananto and Kalistan and at Bentasur, and our lease in Luncasi continues.

As such, we would be willing to open our supply ports to those in our group conducting patrols throughout the region, and sell surplus supplies, fuel and food at cost, though we will continue to prioritize Kalistani Regular Naval supply. We would merely expect reciprocal treatment from other signatories to this treaty should the Regular Navy of Kalistan find itself in a situation where it needs to be deployed in a forward location.

Lodamun is more than willing to cooperate with all members on patrols throughout the various oceans and seas of interest. With particular note, patrols in the White Ocean will require nations to possess/procure icebreakers. Although the Lodamese Coast Guard maintains a presence in the region, its icebreaker fleet is limited to a total of four (4) vessels. To augment the efforts of these aircraft, we have begun flying long-range drone patrols in the White Ocean. As these patrols originate from Dolgava, where these drones are hosted, information gathered by said drones during these patrols is shared without host: Dolgava, which is not a member of this agreement. 

On the topic of joint patrols outside this area, we mirror the Kalistani sentiment on the principle of reciprocity. Lodamun will open all of its bases within Lodamun-proper to the members of this treaty on the condition that the favour is returned in full. Additionally, we are willing to conduct replenishment at sea for patrols which require enhanced range. It is our view that this provides the Harrington Company with a unique opportunity to become involved in these sorts of operations, especially given its role in wartime operations.

The Nadiyan Confederation is more than willing to also open its naval bases and ports to the fleets to our allies alongside offering free refueling at our ports which will allow for a far greater reach to the west and the artic.

Furthermore, concerning the issue of ice breakers raised by my Lodamunese colleague, the Nadiyan Confederated Navy would be delighted to help our allies through the use of our 17 diesel powered ice breakers and the other 2 nuclear powered ones. This should solve the issue of water transportation especially during the winter season as the waters tend to freeze quickly.

CULTURAL AND ECONOMIC COOPERATION

Representatives, Your Highnesses, Ambassadors and Speakers,

We'd like to thank you all for your work in this conference. We understand it has been a long time to deliberate and communicate our policies, but I believe this will lead to greater prosperity in our region.

On our final topic, we introduce ideas on cultural and economic cooperation. We believe it is our final step to achieving  a well-rounded agreement. We would like to see greater cultural diffusion in our region. This would be made possible through institutions, language, university program, cultural exchanges, and state visits

We believe that the economic side of things remain more structured and stable. While we have no ideas or recommendations for further economic integration, I think we can all agree that we remain consistent and cooperative when it comes to economics. We have vastly different economies with different purposes, yet, it is my belief that we can still remain integrated through our continued trade and specified trade deals. We of course applaud the efforts to remain integrated through our several stock markets.

We would of course love to hear any ideas or agreements on the cultural or economic aspects of our meeting.

Ladies and Gentlemen,

First, there has been a major policy shift in my home nation of Kalistan and we are in the midst of parting ways with Gaduridos. It's not something that Gaduridos has done, its more about what has not been able to be accomplished with that aspect of the Empire. Kalistan, as of now, lacks any effective control or influence within Gaduridos, and is in the process therefore of shedding the relationship to allow Gaduridos to determine its own future.

As of December, Bentasur was slated to be decommissioned as a naval base. But it would seem that several elements in the National Assembly are pushing for a delay in that decommissioning, and so its future is officially, at this moment, indeterminate. However, this does mean that The Gaduri Viceroy, the Marquess, Lady Marisol Paz Alvarez-Navarro will be departing from this commission, as she is not permitted to, in any way, speak on behalf of her nation by her own nation's government. Her Imperial Majesty thanks Marquess Alvarez-Navarro for her work with me here, and would like it noted that she served her people here honorably and without blemish or tarnish to her name or to the name of her Nation. Thank you Marisol Paz, and I will see you when I return to Kaliburg.

On the topic of Culture, Her Imperial Majesty would like to state that Ananto and Kalistan remain committed to cultural diffusion of all types. She would have me note that she would even welcome an initiative from Nadiya, should they wish to cooperate on cultural exchange, so that our two people may learn about one another and foster a spirit of mutual understanding and learning which are the building blocks to forming closer bonds in other aspects of life and society. I only point this out to note that Nadiya and Kalistan have not been on the warmest terms for a very long time. Her Imperial Majesty sees this as an opportunity to see if there is any opportunity to change this mutual, in her careful words, ambivalence. But the offer to increased cultural exchange and openness to certainly extended to all nations present here in the same measure.

On economic integration, our recent experiences inform Kalistan that there are opportunities and risks associated with high levels of economic integration. Kalistani investors stand to lose hundreds of billions of Imperial Rubles in the detangling of our nation with Gaduridos, who has become dependent upon the imperial direct investment over the last century due to lack of affirmative economic or political policy from the Government of that nation in the last 40 years of that 135 year relationship. While we did enjoy the benefits of regular supply and open markets, the process of delinking has left many of our investors highly exposed now, and fortunes for many of our biggest investors are being wiped out by the change of policy due to the failure of imperial integration of Gaduridos into the Empire.

I think overnight our nation has suddenly lost its appetite for integration, at least on this scale, and we will be dealing with the repercussions of failed Imperialism abroad for decades to come. I can assure you, Colleagues that if there is any sort of wide scale integration programs that come from this conference, Kalistan will be very leery of joining them. This is not to say that you shouldn't work toward that end if that is in your interest to do so. I am merely saying that Kalistan is cold on economic integration at this particular moment, and will certainly very conservatively consider anything you work out to see if there is anything in there that Kalistan would support before we commit to it.

The end of our imperial relationship with Gaduridos will traumatize our nation for a long time, especially because it didn't have to happen, had someone only been allowed to govern that nation when that nation would not govern itself. Without taking more of your time, I yield.

We are willing to cooperate on cultural exchanges. However, it is our view, at this moment, that Lodamun is not prepared to discuss matters related to economic integration. While we understand the broad nature of this conference, our interests lie squarely in its security implications.
