Independent report finds that Kibōjūtaku project was overpriced by 27%
After a civil servant within the Ministry of Infrastructure and Transportation has leaked confidential information to the media, investigative journalists have analysed the leaks, and later released a report on the findings.

After 22 years of relatively stable and increasing dominant governing, comes a first major hit at the Socialist People's Party-led governments. An anonymous whistleblower from the Ministry of Infrastructure and Transportation has leaked confidential information regarding the massive Kibōjūtaku project, which was a government's plan to build up to 75 thousands social housing units. While successful on paper, there were and still remain major concerns about the costs, safety and timing, mostly from the opposition. Whether this or else led to the leak remains unknown, but the journalists of the major national outlets, including Nippō, have received about 150 pages of the confidential ministry documents on the project. After a successfull coordination, major media groups collaborated with the investigative journalists, government watchdogs and financial experts to analyse the leak, and later come up with a report, released this Monday.

The 47-pages-long report talks in detail about the fact that most of the construction and planning has been done using prices 27% higher than the average market one. Also, it was found that up to 7 contracts with the private sector, worth tens of millions of g'an were awarded to the couple selected companies without any proper competative tendering, as required per law, written by BDA government, and later amended by that same of SPP. Moreover, a company named Tatabuild, which has won 3 contracts in Wehealin, is owned by the brother-in-law of the infrastructure minister, Huang Zou. Nippō has asked the minister to comment on that, but didn't receive an answer.

Following the release of the report, opposition has called for Zou and the whole government to resign, and imprison all involed in the "cement laundering scheme", called that by the leader of the opposition, Tabai Wenggot. "Frankly, it is disgusting and insulting for a government to just engage in any kind of money laundering or simple corruption, especially using something so important like social housing. I think this cabinet has lost its mandate, both moral and political", Wenggot said. Another rather surprising criticism came from the junior coalition partner of SPP, New Dawn. Eidu Citela, chairman of the party, has also supported calls for Zou to resign, hinting that if Jalar or the SPP leadership will forcefully push Zou to resign, ND might "reconsider their relationship with the current majority".

Zou himself has been avoiding cameras and journalists, and has been missing from the spotlight ever since the report was released. Premier, on the other hand, was not hiding, though visibly uncomfortable with the situation and the questions about it. "I am yet to fully read the report, but if its contents are indeed true, and those documents were in the MIT, with all the real prices and so on, I will see what can be done about it, but so far, I am sceptical", Premier Jalar told journalists yesterday. With the most recent poll, released just yesterday, it seems the scandal might become the first ever challenge for the SPP, if not the start of its demise.

Infrastructure minister steps down citing "lack of trust", but denies any wrongdoing

As the Kibōjūtaku report is tearing through the political life of the nation, under intense pressure from the public, the media, and within his own party, Huang Zou, the long-serving Minister of Infrastructure and Transportation, officially resigned yesterday in connection with the escalating corruption scandal surrounding Bianjie's flagship social housing program. In a short briefing in front of the Kōtei, residence of the Premier, Zou delivered a short statement following his meeting with Premier Jalar: "I take full political responbility for the ministry's failure to keep Premier's and citizens' trust in our actions of upholding the transparency. However, I remain certain that nothing wrong has been done, and the report is a fabricated piece of paper, which was never in the ministerial possession". Zou refused to respond to any questions, immediately leaving Kōtei on a private car. 

In less than an hour, Premier Jalar came out in front of the journalists as well, to talk about the meeting with Zou, where she thanked minister for almost 10 years of the work in her cabinets, but also Jalar has announced that she will be appointing the non-partisan technocrat as the Zou's successor. Kenwa Asuke, 59, is a former chairman of the Namušun County Housing Board, and was widely respected during his tenure as the NCHB chair across the spectrum, leading some analysts to think Asuke's appointment is an attempt to "restore trust", but also stabilise the polling numbers, as the SPP has been plumetting to 37%, the worst SPP has been polled since 5630, right before the former Premier Oboi Kongkeri resigned.

With this resignation even more doubts are being casted on the future of the incumbent governing coalition, as the New Dawn officials are rather reluctant to state whether they are fully confident in their commitment to the coalition. "We certainly are glad that the minister Zou has resigned, and such an important ministry, like MIT will have someone as professional and reputable as Mr. Asuke. We were and still are firm supporters of the Kibōjūtaku, but we never appreciate shielding allies from the justice. What happened today is a step forward, but it's not the last step the government must take", ND's spokesman, Eidu Citela said to Radio 562. 

Now opposition parties and New Dawn have announced the creation of the inquiry commission, but some within the BDA also voice concerns that ND and SPP want to limit the opposition in the commission, something which both government parties deny. "They want to create a government-only commission to avoid any real truth we might expose. That's the 'new' transparency government speaks about. Swapping masks on a sinking ship won’t save the passengers", said Hiyoo Raoguo, vice-president of the Demaction.

Will opposition actually unite to deny the 6th socialist re-election?

GEMUN: It has come in no surprise that the opposition leaders, Tabai Wenggot, president of the Demaction, are looking for a united front in face of the yet another election in two years. Wenggot, who has been leader of the opposition for almost 14 years now, has been pursuing to enter the Kōtei for his whole career, but was unable to succeed because of the fractioning of the anti-SPP vote between various opposition parties, allowing the pro-government MPs to easily win in their respective districts. Now that SPP is under the fire from the public after the corruption scandal that has fatally scarred the reputation of the incumbent government, democrats are looking at all options of unity, including an all-united electoral alliance.

However, the proposal, which was put forward for a public discussion between BDA party members by the party vice-president Batu Aora, was immediately faced with questions and confusion, as the idea Aora had in mind, would include Gurun in the potential coalition. Democrats and Gurun are two fiery opponents of each other for decades, coming from the long-standing two-party system period, but now that it collapsed and turned into a dominance of the socialists, BDA leadership seems to be more open for a temporary alliance with a dying Gurun, at least it would appear so from the recent comments and the proposal put forward. "We have our profound differences with Gurun, and we are not fond of them and their ideas, but if we want to bring down the irresponsible purple plague, this situative alliance, that if Gurun agrees, of course, is a way out of this", Aora justified his idea.

On the Gurun's side, PPB leadership has also been growing more positive towards some kind of an agreement between them and the right-of-centre opposition. "You will not find someone more opposed to the BDA than us, but you know as the say: the enemy of my enemy is my friend. We also wish to bring down the SPP government, and sadly, working with BDA might be our only chance", said Babutai Dartao, leader of Gurun. Dartao said that he's expecting to meet the Wenggot and Aora to discuss the alliance next Sunday.

But, besides Gurun, it is clear that BDA's "united front" would require more forces to unite the vote against the SPP, hence why Aora's proposal also included the Party for the People, party usually dubbed BDA's "natural partner". The move did not come in suprise, and PFP's leadership was rather quick and excited to publicly endorse the idea and "work towards the realisation of the alliance", according to the Dorgon Jong, new PFP leader.

As the discussion of the united opposition alliance coming forward into the public life, pollsters have been trying the hypothetical coalition in their polls, asking citizens whether their voting preferences would change had such coalition been created. A hypothetical three-way coalition of BDA-PFP-Gurun could possibly capture up to 43% of the vote, overcoming SPP, which has been trailing at 37% for a couple of months now. At the same time, purely right-of-centre coalition, BDA-PFP-INP, would be able to get 39%, according to the internal poll commissioned for the BDA, sources within the party told us.

So, with two years before the election, as the opposition seems to be the closest it has ever been at unity, and declining socialists' numbers in the polls, one can be certain in saying that the 5643 election could become very crucial for the political system of Bianjie, and for the future of both the SPP and the opposition. Will the opposition succeed, it will mean the end of the SPP dominance and possible return to the two-party system. Will the opposition fail, it may push Jalar off the premiership and leadership, but the dominance of the socialist parties will only cement further, closing the doors for any opposition victory for the next couple of decades to come.

Minister of Foreign Affairs Abatai Soca: we have a one in a lifetime opportunity, and we have to use it

In an exclusive interview for the Gemun Post, foreign minister Soca spoke to us about the pan-Dovani movement in Bianjie and beyond, closer cooperation with the newly-formed Southern Dovani Community and its member states and modern conflicts in the "Old World".

Interviewer Tian Zhou: 

Minister Soca, thank you for agreeing to do this interview.

Minister Abatai Soca: 

Absolutely, it is an honour and relief to sometimes casually speak to someone. laughs

Zhou: 

Well then, let's just jump straight into our interview main topic today: regional and international cooperation. For a couple decades now, both political sides in Bianjie, but the government you're a member of, and you personally, have advocated for more intensive and close relations with our neighbours in Dovani, through various channels of communication, be it bilateral agreements or supranational organisations, like the recent formation of the SODOC, or the Southern Dovani Community. So, my question is: how do you rate the current situation and is there something that you wish could be done additionally?

Soca: 

Yes, indeed. Under many previous governments we have been rather isolated and abandoned, so our current foreign policy is fixing that, and we can see the fruits of our hard work: Bianjie is respected and is a great partner for many nations across the world. Obviously, the work does not stop here, and we will towards even closer cooperation with countries like Xsampa, South Dovani, and again, even beyond Dovani. Our newly acquired partnership with Egelion. So, we did a great job before, we established for the world that are we willing to do business, and we will continue to do.

Zhou: 

Regarding Xsampa, you mentioned even closer cooperation with them. Xsampa, as of right now, is one of our closest and most valuable allies, what is there more to do, and are there any plans or ideas?

Soca: 

I can say that we are keeping in close contact with them and, Madam Yama Beauvais, my counterpart in Metz-Leonid. I would not say we have plans per se, but we often discuss various agreements, both economic and political between our nations. We are working towards even closer economic relations between our countries, freer trade and markets, possibly involving other nations, but that's a different conversation.

Zhou: 

What about SODOC, what do we have to except, and what do you personally expect it to do? What will SODOC give us and what it can accomplish?

Soca: 

Well, I personally think of SODOC like an experiment. This is a major attempt at bringing together the Dovanian nations. Obviously, WDU exists, but that's western part of our continent, right, what about the south? *laughs* SODOC will not be perfect and easy to manage obviously, but we have held quite extensive negotiations on the structure, powers and other parts needed for SODOC to exist and operate properly. SODOC must and wiil be our regional commitment to peace, economic prosperity and security. I think Bianjie will benefit greately, because we are opening ourselves to the outer world, and at same time we're inviting others to come see our beautiful landscapes, and invest in our nation, or simply start a new life here, after all.

Zhou: 

Now, minister, I am pretty sure you are aware of the current tensions ongoing in other various parts in the world, be it escalating trade war in the Majatra, or rather Migrants Pass, or the recently-ended invasion of Kundrati. Do you have any thoughts on this, and how should we react, if we need to even?

Soca: 

Yes, indeed. I think it is quite simple, really. What is going on continents like Majatra and Artania, and Seleya comes down simply to one word: idiotism. And, may my foreign colleagues forgive me for this kind of undiplomatic language, but it is what it is. But yet, at the same time, I see it as a positive thing for us, and us only. Why, you may ask? Again, very simple. We are being given a once in a lifetime opportunity to put ourselves forward as the relevant and strong power that others can and must really count with. The chaos that is happening between the nations of the Three Point Federation and northern Seleyan nations is an opportunity for us to present ourselves as a valuable, reliable and safe partner for countries on both sides of the conflict, for countries are uninvolved, and are neutral. We can become a centre of regional or international diplomacy, we can become a centre of regional or global trade. What is happening today is global realignment of forces, and everything is a sandbox right now. It depends on how we, above all, will shape it, how it will impact us.

Zhou:

Looking inside Befucom's past, present and strategies for the future

Befucom has been Bianjie's largest telecommunications operator for a couple of decades, owned by the state, and operating within the confines of its wishes and policies. Before SPP has become a dominant ruling party, there was various talks of company's privatisation, however, the rise of SPP to power has stopped the process, and kept the company in the hands of the state. Since then, government has been heavily investing in its telecom, putting tens millions of g'an into its development, expansion into the rural areas, upgrade of the fiber networks, and creation of the "people's company", by making the user plans the cheapest amongst the Befucom's closest competitors.

Last week, Minister of Tourism and Industry, Nalanzhu Ginggi, ministry of whom is in charge of the national telecommunications company, announced that Befucom, alongside government subsidies and foreign lobbying from the state, plans to expand beyond Bianjie. Ginggi has said that the company is currently in talks with the Xsampan government to build broadband infrastructure and provide technical support for the local networks, with the end game being Befucom acquiring a local middle-sized telecom operator in Bianjie, entering the market fully. "Obviously, if we succeed in such talks, this will mark a new era for our export and regional cooperation. Our technologies, our engineers and the model, under which Befucom operates can surely help our colleagues and couterparts abroad leapfrog into the future alongside Bianjie and the world". According to the sources within the Befucom, the company was offered by the cabinet a mix of tax breaks, loans from the National Treasury and the Dovani Development Fund.

Meanwhile, domestically, Befucom has been focusing on providing the stable coverage of the network and consistant service delivery into the less covered and distant rural provinces, like Wehealin and Nimanggia, with up to 43 million g'an poured into the construction of the fiber-optic networks around the two provinces, planning to rollout in the next couple years. At the same time, that was announceed as a part of the company's plan to extend the access to as much as 95% of all citizens in the nation with the 5645 as the goal of building the networks in the rural provinces and upgrading the existing one in more urban areas, like Khani or Beine provinces.

For some in the opposition and the business sector, such massive plans and actions taken by the company create a fear of the monopolisation, corruption and some big financial risks that the company takes. "Befucom is taking on serious financial and operational risk,” said Jiao Renmin, a telecom analyst from the independent WatchData Institute. “If these projects overrun or face local resistance, Bianjie taxpayers will likely foot the bill, and it does not spark any excitement". However, the polls tell otherwise, as 52% of asked tell they support the Befucom plans both domestically and locally, with 17% against and 33% either unsure or completely unaware of the plans.

Right-of-centre opposition parties unite in an electoral coalition for the next legislative election
Almost a year of negotiations and a year before the next election, the centre-right opposition parties have finally agreed to run as a united force

Months of tense negotiations across the country, with their own party members and political expers are finally bringing the result: there will be an oppposition coalition in 5643. An announcement which came out early in the morning from the BDA social media accounts, saying they have reached an agreement on the electoral alliance with the "pro-democracy opposition forces", without specifying which ones exactly. For months the speculations have been rising about whether the BDA and Gurun would actually unite to push SPP off the throne, though both parties were rather sceptical about it, and in the end they were right.

Leaders Tabai Wenggot of the Bianjie Democratic Alliance, Dorgon Jong of the Party for the People and Nandu Ulri of the Innovation Party came out to the press with a copy of the agreement, thus officially confirming the electoral alliance named the Democratic People's Coalition and its member parties running jointly in the next year's election in May. Wenggot, who has been leading the Democrats for almost 15 years now, targeting the Premier's seat, said he is confident that "only in unity we can achieve anything, including a strong and stable majority". Polls do indicate that then-hypothetical coalition of the three right-of-centre parties can pose a threat to the SPP dominance and its 6th consecutive term in office. 

Many journalists asked Wanggot about the Gurun, and what role will it play in the opposition's grand play next year if not as a member of the electoral alliance. BDA's president said that the Gurun and others "didn't agree on most of the issues", but added that Gurun is "ready for constructive cooperation locally in districts" to deny SPP the majority, though Wenggot said that DPC had to concede some points of the alliance programme to get Gurun to agree on such configuration. DPC leaders say that the "work is only beginning", as the newly-formed coalition is yet to find and field candidates by the January next year, and agree with Gurun on where their endorsement would be worthy of dropping out, and other formal things required to both register the coalition and be successful in a year.

SPP leaders did give any significant reactions to the DPC being formed, mostly avoiding or ignoring the subject, however, Yuan President, Ilha Niyungtu told BHK that the "righists are free to do anything, and keep deceiving people into believing some utopian ideas and projects", refusing to believe in any kind of electoral success of the opposition coalition against the SPP machina.

Defence minister puts forward a bill to modernise the Armed Forces
20 April 5642



GEMUN: During the annual report by the State Council debated before the Khanate Yuan, defence minister Tayiji Piao has announced that his ministry will put forward a bill aimed at the modernisation of the Armed Forces of Bianjie (also known as the Befugun). Piao said that the "ongoing instability in the world" and "partially even at home", possibly hinting at the Xsampa's operation to detain and trial Maria Kadiyot, grew concerns and insecurity amongst the citizens and high command, rising a question of making Guntai to go in time with other developed nations.

The bill, unveiled by the minister Piao on a press conference at Namušun's Hungkerembi Naval Base on Friday, is a somewhat sweeping legislative package which intends to reform the structure of the forces, its doctrine and the recruitment process by the 5647. Piao described the bill as the "once-in-a-generation" transformation to make Befugun "smarter and more adapt to the threats of the current century".

Key points in the bill include reform of the draft/conscription process. Defence ministry proposes a "semi-mandatory" conscription, that is all citizens reaching the age of 18 and above that must serve at least a year in the Armed Forces, a branch of their choice, or study in a military academy for two years. Piao says this is not a forceful militarisation of the nation, but rather the "preparation for any kind of scenario". The bill includes a proposal for the creation of the Joint Defence Council of the three main branches of Befugun, led by the Chief of Defence Staff, rotated amongst the chiefs of staff of the three branches for a 3-year-term. Additionally, there will be an increase in the funding of the defence ministry, and thus armed forces, with the major additional funding being distributed to the modernisation of the equipment, logistics and other non-disclosed points.

While the bill seems to be widely accepted amongst majority of the citizens, political pushback this time came not from the opposition, but actually the government benches. Progressive Communist Party says it expects stronger social protections and equity safeguards for conscripts from rural or minority communities, while New Dawn criticised the revival of conscription, saying and warning the government that it may "reignite mistrust in the government among the youth". The bill is scheduled for first reading in the Khanate Yuan on 12 May, with a full committee review expected by early summer. If passed, phased implementation will begin in September.

Opposition wins and denies the sixth term to the socialists, breaking the 25-year rule of the SPP
21 April 5643



Celebrations were heard across the Gunelian ward in Gemun, where the headquarters of the Bianjie Democratic Action and essentially the Democratic People's Coalition election alliance, as the opposition union has officially won the election according to the State Electoral Administration, securing a total of 107 seats. Obviously, not enough to solely form a government, but enough to say that SPP will not return to power for the sixth term. SPP has suffered a historic defeat.

DPC candidate for the premiership, and BDA president, Tabai Wenggot, spoke before the supporters and journalists on the Monday morning, talking about the "victory of the people", and the "political reset done democratically in the voting booths" on Sunday. Wenggot, answering the journalists' questions, has talked about political and electoral reforms the opposition coalition spoke during the campaign, and has reaffirmed that the next government will work towards their implementation alongside independent MPs and Gurun, with Wenggot also reaffirming that the DPC will continue the cooperation with the Gurun for "as long as both sides are able to agree on changes and policies".

On the pro-government side, total disappointment and sadness in the Socialist People's Party headquarters. For the first time in party's history, the purples have not gained a single seat and lost massively. Premier and SPP's leader, Sain Jalar have conceeded the election in the late night, talking about failures of the corruption within the government and party ranks, accepting the responsibility for this result, and resigning as SPP leader and premier effective on Monday. SPP will now have to elect the new leader, though Jalar will continue as premier until a new one has been sworn in by the Khan. Other pro-government parties have also suffered defeats, both PCP and New Dawn losing their MPs. Leaders of both parties have stepped down from their positions, with some within ND flanks talking about either dissolution or merge into either SPP or PCP, as the party is unable to capture high results, according to sources inside the party.

With DPC victory on Sunday, the 25-year-long rule of the Socialist People's Party comes to the end, and begins a new chapter both politically and historically. Whether DPC will exist or how the nation and our electoral and political system will look like by the next election remains the mystery, but as of now, the coalition is the strongest force in the nation, receiving a popular mandate to rule for the next 5 years.

Gemun wants to begin the construction of its own metro system "at any cost", mayor says

Bianjie's capital city, Gemun is a home to more than two million people, and with the steadily growing population, the need for a more reliable, accessible and enhanced public transit system is growing. A prospect of a metro system in the capital city has been long discussed among the locals, metropolitan administration and the central goverment located in the same city, yet it never came to any reasonable conclusion. With the change of the government, Gemun's administration decided to take the matter in its own hands again, and ask the new government to fund the construction of capital's underground transit. "Obviously, it will not solve the problem of traffic, accessibility for the citizens of the more distant areas of the city, but it is a step in a right way, and the longer we wait and postpone it, the harder it will be to realise", Gemun's mayor Batu Asuke says.

Later the week, new government's infrastructure minister, Yelu Keobunta came out before the press to talk about the position of the government on the matter. Keobunta told the press that "in theory, we absolutely support any betterment of the quality of life of our citizens", but at the same minister pointed out that "this could be either a waste of money, or its laundering", pointing out that any kind of metro will be a huge spending issue currently, especially as the new government has promised to "combat deficits of the previous socialist governments".

Gemun's mayor later also came out with a statement, expressing his disappointment in the State Council and the relevant ministry's decision to not proceed with the funding, accusing the latter of "reversing decades of steady progress" with the decisions like these. Gemun Metropolitan Assembly sent the relevant ministry a 235-pages detailed document, describing the GMA's vision of the underground transit. The plan included a 10-year strategy, which included a construction of two lines, connecting the distant-most living wards of Gemun with the city centre. GMA's reasoning and idea was the stable and reliable transport connection of the workers with their workplaces, and simple comfort for the citizens of the distant wards of the city and the city proper.

By the end of the administration's press conference, mayor Asuke said that the capital city's government will now turn to the Dovani Development Fund for the financial help in realising the plan, which is "not going anywhere". Meanwhile, the local and the national right-of-centre parties are already calling out the mayor for the "pure populism", and attacking the decision to move forward with the construction anyway as a "total financial irresponsibility". But SPP and Asuke are refuting these attacks, instead accusing the opposition local and government nationally for "not caring enough about people" and "serving the corporations".

A shitshow, but in the end, all sides are using taxpayers' money on anything. Though, if one would to advise the people and look into the polling numbers, it is clear that Gemun citizens, especially those living in those same more distant wards are overwhelmingly (~83%) are for the investment in the public transit, with ~56% approving of a capital metro system. So, while parties fight, some might wanna take the matter in their own hands, and do it.

Government u-turns as BDA-led transport minister reaches a deal with Luthorian Olyster-Rohan Company companies to buy trains for Gemun Metro

For months now, planned underground system in the nation's capital city has been a point of contention between the government and the opposition-led Gemun Metropolitan Administration with Batu Asuke in charge. Government has been extremely reluctant and rather negative in showing any support for the project, be it public verbal, or private financial through the local government and transport ministry. However, back in July something seem to have changed with the leaked information of the Olyster-Rohan Company from Luthori negotiating with both the national and Gemun governments to buy Luthorian railstock. Despite both sides denying that, both we and the Luthorian media got confirmations from the sources inside governments of these talks.

And so yesterday, government came out officially announcing that they have reached an agreement with Luthorian companies on the matter, with the State Council buying 10 trainsets (6 cars each) produced by the Olyster-Rohan Company on behalf of the Gemun Metropolitan Government. Obviously, not for free, though Premier Tabai Wenggot and transport minister Yelu Keobunta try to convince citizens that the price is rather cheap and "really advantageous" for Bianjian state. Keobunta says that while they thank Luthorian company for approaching and leading a really "gentlemen" negotiation cycle, Bianjie remains open for other proposals to come from around the Terra, if there will be any, but emphasises that the State Council will "fight for the best deal for Bianjie".

Government's "u-turn" has not been perceived positively by the opposition, with the leader of the largest opposition party, SPP, Abatai Soca, attacking State Council of "flip-flopping, where it is benefitial for them financially". Soca accused government of speficially targetting opposition-controlled local governments nationwide and refusing to cooperate with them, adding that such actions can be regarded as "treason". Gemun's mayor Batu Asuke had a mixed reaction to the announcement, saying he is "thankful" for the support in the end, and the swift negotiation process to Luthorian side, but also accused national government of virtue signaling with this move, despite earlier refusing any financial support for the project. Not even some on the government benches are happy about these turns, with major party members within Party for the People saying that the coalition must "pick a side": either go full on the support for the Metro, or total refusal to cooperate and fund. 

Gemun's planned metro is expected to be the first rapid transit system in the nation, with the first three lines being outlined in the plan presented by the capital city's government a couple of months ago after failed negotiations for government support. Line 1, which is expected to connect Talman Ward with the city centre, planned to be up to 23 kilometres long, and could become of service between 700 thousand and 1 million Gemunans daily. Capital city's government says the construction will depend on various factors, but the planned deadline according to the plan is 5650.
