As many have said before me, including the representatives of Kalistan and Lodamun, Valruzia is also wary of any kind of forced economic integration. We believe that these situations should be studied on a case-by-case basis, company by company, situation by situation, rather than through broad agreements. It is no secret that Valruzia is, broadly speaking, a protectionist nation, and while we certainly agree with increasing international collaboration for the benefit of all, we prioritize our own citizens and interests. We have a whole series of laws and regulations around that concept, and it is not something we are willing to give up in pursuit of greater artificial economic integration. It is the Valruzia mindset not to depend on the outside world, because on numerous occasions it has been shown that the outside world is, to say the least, unreliable and unstable, and thanks to this we have managed to achieve numerous feats such as the Valruzia 5700 economic plan, the Agro-So plan, and independence in the pharmaceutical industry, which has put us at the forefront in many areas. That is why we cannot guarantee a favorable vote on this point.
However, Valruzia is by no means opposed to cultural exchange. In fact, it is widely known that we have pursued integration and cultural exchange programs with both Kalistan and Egelion, with excellent results, and we want this to continue. Therefore, Valruzia agrees to discuss this point.

The undersigned Nations, wishing to build a future of friendship, wealth, and understanding, agree to this Treaty. We believe that by working together, our people will live better, safer, and more prosperous lives.
We agree to the following:
Article 1: Economic Cooperation
The Nations agree to: - Encourage Trade: Make it easier for goods and services to move between our borders by promoting fair trade and respecting national trade laws.
- Share Innovation: Work together on science and technology projects that improve industry, agriculture, and energy.
- Travel: Make it simple for business people and workers to travel between the Nations for work.
Article 2: Cultural Exchange
The Nations agree to: - Student Exchange: Create programs for students to study in each other's schools and universities.
- Arts and Media: Share music, art, films, and books to help our citizens understand different ways of life.
- Language Learning: Encourage the teaching of each other’s languages in schools.
- Tourism: Promote tourism so citizens can visit and enjoy the beauty and history of the partner Nations.
Article 3: Military Cooperation
The Nations agree to: - Joint Training: Hold regular practice exercises where our soldiers, sailors, and pilots train side-by-side to improve their skills.
- Education: Allow military officers to attend academies and training courses in partner Nations.
- Information Sharing: Share non-secret information regarding disaster relief, logistics, and military organization.
- ACKNOWLEDGEMENT OF THE AISA AGREEMENT
Article 4: Solving Disagreements
If the Nations disagree on how to interpret this Treaty, they agree to: - Meet promptly to discuss the issue.
- Use a neutral mediator if they cannot agree on their own.
- Never use force or threats to settle a dispute regarding this Treaty
Article 5: Duration- This Treaty begins as soon as it is signed by all parties.
- Any Nation may leave this Treaty by giving a one-year written notice to the others

First as a matter for the record, I have been named to be the sole representative for the Empire of Ananto and Kalistan. Her Highness, Princess of the Empire Nicolette Ananto-Collins has been recalled to Ananto so she may return to her life in Luxon. I have been granted plenary authority to speak and act on behalf of Her Imperial Majesty, Empress Carolina II Ananto here in this conference. The Clerk will please note my credentials, which were provided them and enter them into the record, with our thanks.
On the second matter, I believe that this is an agreement that Her Imperial Majesty will sign. There is one issue we see which we would like perhaps clarified in the final document regarding Article 1 on Economic Cooperation. Bullet point 1 says currently "Encourage Trade: Make it easier for goods and services to move between our borders by reducing taxes and removing unnecessary rules." Her Imperial Majesty would like either clarity within the text as to what "unnecessary rules" are, or to strike that language all together. One nation's unnecessary rules are another nation's instruments of coercive diplomacy.
Perhaps an alternative would be to promote the principles of reciprocal trade policy. Kalistan is not a free trading nation, nor do we endorse liberal economics. So we feel that reserving the right in this area permits us to retain that measure of our economic sovereignty.
Besides this we appreciate the language in the treaty and especially in Article 4 of this accord.
And lastly, I have been commanded to meet separately with the Nadiyan representative to present Her Imperial Majesty's personal greetings to the Government of that nation and to determine if it would be possible to meet on a bilateral level to discuss the possibility of improving relations between our two countries.

Valruzia's economy is deeply rooted in protectionism and Valruzians hold that sentiment deep in their hearts, and we do not endorse economic liberalism in any form, and we do protect our workers and companies. That said, the proposal from Mrs. Paz Álvarez-Navarro satisfies us.

Quote:The Nadiyan Confederation has no objections toward any of the proposed amendments meaning that the treaty will be discussed by the legislature and ratified shortly after it has been finalized.
As a little side note, the Nadiya government is more than happy to organize a bilateral meeting with our Kalistanis counterparts on the basis of genuine diplomacy.
