Section IX: Organisation of the Revolutionary People's Party
Organisation of the Revolutionary People's Party is established in the Party Constitution of the Revolutionary People's Party. The Revolutionary People's Party is composed of the Popular Organs, which are also one of the 4 types of Organs that compose the Revolutionary People's Government. The Revolutionary People's Party of Utaristan is the Vanguard Party of the Revolutionary People's Republic. The fundamental principle of the Revolutionary People's Party is Democratic Centralism and all resolution must be debated and considered before being subject to a vote, after which they must be followed by all subordinate organs, and not contradicted by any other organs. The Popular Organs are: the Revolutionary People's Party Supreme Committee, the Revolutionary People's Party General Congress, the Province Revolutionary People's Party Committees, the Prefecture Revolutionary People's Party Committees, and the Revolutionary People's Party Cells.
The Revolutionary People's Party General Congress
The Revolutionary People's Party General Congress is the primary decision making organ and guides the governance and administration of the Revolutionary People's Government at Republic level.
It is composed of 341 delegates appointed by the Revolutionary People's Party Committees, one per committee. Delegate can be appointed and dismissed by their Party Committee at will, and can be recalled by General Secretary or the Supreme Revolutionary People's Party Committee.
The Party General Congress approves, changes, and abolishes ideological, societal, and political priorities, resolutions, and directives for the Party and Government. It has the right to deny any candidate in any election in the Party or the Government at any level and at any point. This means the Party General Congress can deny candidates for Governors, Prefects, or even the President, judges, and Justices before and after the election.
Every 8 years General Secretary is elected from among the Party members by gaining vote of at least 171 Delegates. Election for General Secretary usually occurs year before or after the election for Revolutionary People's Assembly and President. The General Secretary can be dismissed by 228 or more votes in favour in the Party General Congress, or 8 or more votes in favour in the Party Supreme Committee.
Acting General Secretary is elected if the current one is deemed temporarily incapable of carrying out duties, by the Party Supreme Committee. If the current General Secretary is deemed permanently incapable of carrying out duties, they are automatically dismissed, and new General Secretary will be elected.
The Party General Congress is subordinate to the Party Supreme Committee.
The Revolutionary People's Party Supreme Committee
The Revolutionary People's Party Supreme Committee is the main executive organ of the Revolutionary People's Party. It is composed of 15 Party members proposed by the General Secretary and approved by the Revolutionary People's Party General Congress.
The Party Supreme Committee has right to irreversibly veto any resolution of the Party General Congress, as well as same right as the Party General Congress to deny candidate in any election.
Revolutionary People's Party Cells
The Revolutionary People's Party Cells carry out the representation and direct communication with the People by organising in workplaces, neighbourhoods and other social areas. Party Cells can be formed by any group of at least 3 Party members. Party Cells are subordinate to their respective Prefecture Revolutionary People's Party Committee.
Revolutionary People's Party Committees
The Revolutionary People's Party Committees guide and aid the governance and administration of the Revolutionary People's Government at Prefecture and Province level. Each Province has Province Party Committee and each Prefecture has Prefecture Party Committee. All Party Committees are subordinate to the Party General Congress, and Prefecture Party Committees are subordinate to their respective Province Party Committee.
The Party Committees approve, change, and abolishe ideological, societal, and political priorities, resolutions, and directives for the Party and Government within their Province or Prefecture, and have right to deny any candidate in any election within their Prefecture or Province.
The Prefecture Party Committees can dismiss the Prefect of their Prefecture, and recall Delegate to the Revolutionary People's Assembly for their Prefecture.
Prefecture Party Committees are composed of 1 Commissioner per 500 Party Members. Candidates for commissioners are proposed by Party Cells, and elected by all party members using single divisible vote, under which electors recieve amount of votes equal to amount of candidates, which they then split between the candidates, filling the Party Committee in order of votes gained.
The Province Party Committees have the right to dismiss the Governor of their Province, the Prefects of their Province's Prefectures and recall Representatives to the upper chamber for their Province and Delegates to the lower chamber for their Provinces's Prefectures.
Province Revolutionary People's Party Committees are composed of 1 commissioner per 2000 Members. Candidates for Commissioners are proposed by Prefecture Revolutionary People's Party Committees, and elected by Prefecture Commissioners using single divisible vote, filling the Committee in order of votes gained.
Revolutionary People's Leagues
The Revolutionary People's Leagues are organs of the Revolutionary People's Party that lead and organise certain sections of the population and movilise the people in the interests of the Revolution, the Party, and the Republic. Each League is led by League Comissariat and are composed of League Cells, League Prefecture Sections, and League Province Sections. League Commissariats are appointed by the Revolutionary People's Party General Congress.
There are 4 Leagues:
- Revolutionary People's Student League - student wing of the Party
- Revolutionary People's Youth League - youth wing of the Party
- Revolutionary People's Women's League - women's wing of the Party
- Revolutionary People's Pioneer League - children's wing of the Party
The Revolutionary People's Army and the Revolutionary People's Civic Militia
The Revolutionary People's Army and the Revolutionary People's Civic Militia are the armed and paramilitary wings of the Revolutionary People's Party.
The Revolutionary People's Civic Militia is the paramilitary wing of the Party and voluntary reserve force. It is organised by the Prefecture Revolutionary People's Party Committees and coordinated by the Revolutionary People's Civic Militia Command. The Civic Militia Command is appointed by the Revolutionary People's Party General Congress with the advisory input from the Ministry of Security and Defence.
The Revolutionary People's Army is the armed wing of the party, and the Armed Forces of the Revolutionary People's Republic. It is organised by the Ministry of Security and Defence and supervised by Civic Militia Command via Commissars appointed by it. It is composed of the Revolutionary People's Army Ground Force, the Revolutionary People's Army Navy, and the Revolutionary People's Army Air Force.
The Civic Militia Command, the Ministry of Security and Defence, and the Prefecture Party Committees ensure cooperation and coordination between the Army and the Civic Militia.
