Tsargrad - The new Imperial Committee on State Reforms has gone to work. Chaired by KDU lawmaker Mika Nestorovski the new committee will be tasked with the evaluation of Deltaria's current electoral system, its organization of national power and its legislative process. A initiative by the ruling SSD, the committee consists of five SSD lawmakers and five lawmakers from the remaining parties in the chamber of deputies. Nestorovski has been chosen as its chairman due to his seniority, being the longest serving deputy amongst the deputies in the committee. 

Several proposals have already been floated in the media over the last few weeks, primarily focussed around the expansion of the number of seats in the lower house and the reform or abolition of the senate. Importantly, the KDU has been oppossed to any reforms of the senate, fearing a breakdown of authority for the monarch who still has powers of appointment within the body. Already, the party sees the body as weak and susceptible to chamber override. The SSD meanwhile advocated for reform of the senate, seeking to replace the Czar appointed members with directly elected ones. A increase of seats in the lower house is seen as a logical step by all parties, as the population grows and the government seeks to better represent the people. Parties are still not unanimous in the exact amount of seats however, with the SSD promoting a significant increase while the Liberal Savez! seeks only a minor increase. 

Prime Minister Lazarescu himself has also argued for discussions on the role of the Czar in government. On paper, the Czar holds massive sway in day to day politics and could at any time appoint a new Prime Minister, dissolve the chamber of deputies or veto any law without the potential for a override. Lazarescu has argued that especially on the issue of overrides the lower chamber should be able to override a Czarist veto if a 2/3rd majority can be reached. Naturally, the KDU is stricly oppossed to the idea, arguing that the current Czar Vjekoslav I has yet to once use his reserve powers and that these powers is what keeps tyranical governments from taking shape. 

Nestorovski outlined the process for the ICSR, explaining that the committee will hear oral and written arguments from experts and political parties in the coming months and will consult with the Ministry of Domestic Affairs on the potentials of reform. The committee expects to present its report at the end of next year.

Balgrad - Prime Minister Lazarescu made his way to the port city of Balgrad in anticipation of the maiden voyage for the DNS Lipovac. A ship of the newly created Šalaj-class frigates, the new DNS Lipovac is the first of the new line, with a total of 10 ordered by the Imperial Navy. Lazarescu arrived in the city being welcomed by marines who lined the streets for his motorcade to drive through. He arrived at the St. Peter Military Drydocks just before 1:00 PM, with Navy admiral Ciprian Pacuraru providing the Prime Minister with a firm handshake. Press from all over the country was present to witness the DNS Lipovac leaving dock and entering open sea, ready for its sea trials and maiden voyahe through the Majatran Sea. 

The Šalaj-class are derived from the older Gorshkov-class that had been out of commission for years. The new class features modern radar systems, new engines, improved weapon systems and newly added anti submarine capabilities. The ship is also longer then its Gorshkov predecessors, meant to carry a full contingent of Marines and a additional patrol helicopter in a newly created hangar below deck. The ship was designed by Delta-Mar Defence & Shipworks, with technical support from a variety of private military contractors and the radar systems provided by Avansat de Sud. The project is the first fully private naval project not supported by the state owned Deltarian Naval Systems, thus being a unique project within the Deltarian defense industry.

The Šalaj-class frigates are meant to be the second line of surface vessels for the Imperial Navy, with the current fleet of modernized Slava-class cruisers retaining their status as flagships for the surface fleet. It is the Imperial Navy its intend to form a capable surface fleet that is responsive and quick to deploy. The focus on the submersible fleet has thus required the navy to prioritize which surface projects are worthwhile, steering away from projects deemed to overstretch resources that could be used for funding the further expansion of the submersible fleet. With the Šalaj-class frigates the navy will see the introduction of several highly capable vessels that will work in unison with the Slava-class cruisers of the fleet. Navy admiral Pacuraru further explained during the press brief of the event that the IDAF is currently working with its different partners and with leadership to further improve a detailed account on the status of the current surface fleet, with a early estimate suggesting that at least 14 vessels in the fleet will have to be scrapped due to their extremely poor state. If possible all other vessels, largely destroyers, will be modernized and brought to modern standard, completing the transformation of the surface fleet within the next 8 years.

Tsargrad - The Imperial Committee on State Reform has been disbanded after almost its entire 100 page document was adopted by the Imperial Congress last night. The Senate approved the legislative package which put the recommendations into law with a unanimous vote, all 100 senators voted in favor. Earlier this week the Chamber of Deputies voted in favor of changing the constitution with 290 deputies in favor and 20 against. The reforms were proposed to congress after months of intense negotiations between the SSD government and the entire oppossition. 

The initial proposals by the committee were far reaching, likely resulting in a total end to Czarist influence in day to day governance if enacted. While positive to this draft, the SSD was forced to look for support from primarily the KDU if it were to succesfully pass the reforms through congress. Additionally, any reforms still had the potential of the Czar vetoeing the legislation, wasting years of work by both the Imperial Committee and all involved. To reach concensus, parties negotiated for nearly six months on a final draft acceptable to all sides. Primary concerns from the KDU about a weak monarch were taken away by maintaining the right for the Czar to dissolve the lower house and appoint a Prime Minister of his or her choosing. In return, the KDU conceded on the monarch's veto powers, allowing a override mechanism to be created where a 2/3rd majority in the lower chamber could override a Czarist veto. Savez! was primarily concerned on provincial powers, with the initial draft making the national government stronger then is currently the case. To alleviate these concerns, all mentions of the provinces have been removed from the final draft. 

The democratic reforms that Prime Minister Lazarescu dreamed of thus came into reality as both Savez! and the KDU supported the initiative after its concerns were largely removed. In the final draft, supported by the Imperial Committee on State Reform, the Chamber of Deputies is to be expanded from its current 310 seats to over 460 seats. 300 of these are to be elected in newly drawn electoral districts, which will be subdivided into urban and rural districts. These representatives will be elected using the first-past-the-post method under a winner takes all system. Additionally, the chamber is renamed into the Skupštin (Luthorian: Assembly) and its members to be named representatives. The remaining 160 seats in the assembly will be elected under a closed-list proportionally election in one national district. Besides the above, the Senate will also see a significant change, with the 50 senators currently appointed by the provinces to be elected under a proportional system in province-based multi member districts. These will be elected in a staggered election, with 25 senators elected every 5 years and terms lasting a total of 10 years (no change). Under KDU pressure, the remaining 50 senators in the Senate will continue to be appointed by the Emperor, thus maintaining the Emperor's power in the chamber. 

These reforms have been celebrated by Lazarescu and his party as "groundbreaking" and a move by Deltaria as a whole to a more democratic and transparant society. Czar Vjekoslav I has already vouched to sign the reforms into law, not using his veto to block the bill. Deltaria thus moves one step closer to a full constitutional monarchy, although it still isnt fully there.

Tsargrad - After a relatively intense election campaign, Ljubomir Kelemen has been elected mayor of Tsargrad with 52% of the vote in his favor. The election saw the incumbent SSD trying to fight off a strong challenge by Kelemen and his local KDU, with the SSD (and SRS before) having controlled the capital for the last two decades. Kelemen was boosted by a electorate seemingly vatigued with SSD policy and lack of energy. SSD candidate Ilija Vukoja didnt campaign in the first three months of the campaign, believing the election to be sealed. But Kelemen, supported by a strong ground game from local KDU organizers, managed to climb up in the polls, resulting in Vukoja and the SSD scrambling to relaunch their campaign. 

What followed was a tense election where Kelemen attacked Vukoja on his predecessors record, taking advantage of a rising crime rate, increased homelesness and a rising tax burden for Tsargrad residents. Additionally, the Vukoja campaign was chaotic, often seeking to use the SSD's national succes in their own campaign, even though local issues seemed to be on citizens minds more. Kelemen meanwhile succesfully ran a localized campaign, showing up everywhere and pointing out the issues in the city first hand. During the three debates, Kelemen was the clear winner as Vukoja stuttered and failed to garner enough attention. 

On election day, the KDU won 32 of the 70 seats in the City Council, up 20 from the last election. Kelemen defeated his opponnents in the mayoral race, garnering 52% of the vote against Vukoja's 22%. Painfull was the fact that Vukoja only barely managed to cling on second place, with the Savez! candidate capturing 18% of the vote in another suprise in this election. Kelemen thanked his supporters for a "unbelievable campaign" and promised to work with all parties "in making our city better". He promised that, once inaugurated, he will sign a initiative to start renovations on the outdated Tsargrad Central Station in order to improve public transport in the city. He has furthermore pledged support to relaxing city regulations on construction, lowering the city real estate tax and investing in new police and community centers to enhance security. 

Tsargrad is by far the largest city in the country, with a estimated 18 million residents within its metropolitan area. It is one of just three cities where the mayor is directly elected, besides Branovice and Balgrad. Due to its size and economic importance, it is seen as a indicator for national elections when a party wins in the capital. Already, several polls have indicated a rise in the KDU its popularity, despite the hosian democrats still lacking a national leader after the last general election. This is the first time in two decades that the KDU delivers the capital its mayor and the first time in over 30 years that the party has captured a plurality of seats in the city council.

Branovice - During a extraordinary meeting of the South Majatran Council the member states of the SOMECO voted to adopt a second sanction package against the Republic of Selucia, specifically a wide variety of individuals, entities and organizations linked to creating instability in Selucia. Member states voted in favor of adopting the new package, as well as renewing the previous package, in order to put pressure on all parties in Selucia to come to the table and ensure the creation of a functioning, democratic state in the country. 

Prime Minister Lazarescu called this "a important step in forcing all parties to the negotiating table." He urged Selucians to move against their leaders and demand a peacefull dialogue for the future of the country.

Peace is in the best interest of both Selucia, its people and the wider Majatran continent. Only through dialogue and concessions will we be able to accept one another and ensure a bright future for the Selucian people. This move by SOMECO is not a punishment of the Selucian people, but an act of support for their hopes of freedom and democracy

Deltarian and Istalian intelligence has meanwhile warned of the potential conflict brewing in Selucia, as the death of the former dictator Scipio has caused fractures in the country and is seeing the rise of different political and societal factions take shape. The Foreign Intelligence Service has gained credible intelligence that these groups are gearing up for a potential confrontation, with all seeking to impose their individual vision on the entire country. This is one of the reasons for the new sanction package, which targets all groups and the leaders of these groups currently in Selucia in order to turn up the heat and hopefully moving them towards the negotiating table. 

The sanctions, after passage in the SMC, were immediately put in place under the Common Sanctions Framework of SOMECO.

Tsargrad - One calls it a unique situation, the other calls it the natural cycle of things, but one thing has become clear in the last few weeks: the KDU is closing in on its rival, the ruling SSD of Prime Minister Lazarescu. The ruling party has, despite their relative succes over the years, seen a small decline in polling as some voters seem vatigued by the policies of the party. Social Security 2.0 was a major succes, as were subsequent initiative in the diplomatic field. Prime Minister Lazarescu himself remains popular, but even with all those "wins", voters have started to show their dissatisfaction with a government that has started to push for the compromise instead of the ideological push for reform. Where the SSD in its first term introduced groundbreaking proposals, worked with others and still got their major policies through congress, the party is now seen as backing down on a variety of issues in a effort to maintain stability. Even with the recent constitutional reforms, SSD supporters blamed the Prime Minister for "giving in" to conservative demands on to many points. 

In comes the KDU, which ruled for the last time under Horvat some seven years ago and had so far failed to gain footing. The last "gamble" by appointing party hardliner Karlo Labas as leader failed to turn the tide, with the party losing even more seats three years ago. Since that election, the KDU has mostly focussed on the provinces, seeking to build the base of the party and win on local issues before setting sight on national government again. Even now, just one year before the election, the party has yet to name a party leader. This strategy, where the KDU doesnt really have a single face but rather runs on the party's image, has worked out well. Over the last year the KDU has steadily risen in the polls, especially after election wins such as Kelemen's victory in the Tsargrad mayoral race. Even without a leader, many voters view the KDU as a good alternative to the ruling SSD. Voters value the KDU's "connection to the community" and see their local KDU leaders as advocates for their own communities, while SSD politicians are often viewed as "out of touch" or "distant" in subsequent polls. 

Other parties have so far found it hard to break through as the two major parties garner a lot of attention. One exception is the Revolutionary Communist Party, which has managed to rise and benefit from left-wing voters moving away from the SSD. With just over 1 year to go till the next general election under the new electoral system, many wonder if Lazarescu can maintain his shrinking lead or whether this will be his last term as our national leader.

Yishelem - Deltarian Prime Minister Marin Lazarescu landed in Yishelem two days ago in a trip many believed to be a lost cause. For centuries, Deltaria and Amudim were at odds, maintaining only the most basic of diplomatic relations. But with the end to its civil war and a new government shaping, those close to the Prime Minister noted a change in attitude and a determination to change things up. 

As he arrived in the capital of the new Home State, the Prime Minister was greeted by representatives of the interim government as all posed for the many journalists seeking a picture on this occasion. Lazarescu, his delegation and his hosts then travelled to the Foreign & Diaspora office where behind closed doors the Grand Empire and Home State signed a Treaty of Eternal Friendship, establishing new consulates, expanding the Deltarian embassy in Yishelem and taking more steps towards friendly diplomatic relations. Lazarescu personally ensured that Deltaria will also help the Yeudi diaspora return to the Home State, whether it be within Deltarian territory or by encouraging SOMECO member states to do the same. 

Lazarescu would be spotted over the next couple of days touring Yishelem and the surrounding areas, paying respect at a cemetery towards the dead from the civil war, helping volunteers at a local animal shelter which has been overrun with homeless animals after the war and touring together with the Home State's Interim Secretary and Deputy Secretary to view historic sites within the city. Additionally, the Prime Minister's team reportedly met with the Finance Office from Tel Bira to discuss economic opportunities. In the press release issued after the visit was concluded the Prime Minister also pressed the issue of Selucia, having told his Amudim counterparts that the Grand Empire is working with Istalia in monitoring the situation and work towards maintaining regional stability. 

When Lazarescu stepped on the government plane back to Tsargrad, he left a warming relationship with the Home State that, for the first time in centuries, might bring the two nations closer towards that eternal friendship outlined in the signed treaty.

Tsargrad - The new Imperial Congressional Building was revealed by Minister of Domestic Affairs Budimir Papoči, Prime Minister Lazarescu and several oppossition figures this afternoon following a year of near fulltime construction. The new building, which will house the Senate, Imperial Chamber and the Central Electoral Commission, was constructed due to constitutional ammendments that enlarged the lower house from 310 to 460 members. The old congressional building, nearly 800 years old, was not suitable to be increased in size and modernized. A Imperial Commission was installed to lead the creation of the new Congress, with the task to construct the new building before the next general election and on a 8 billion DTE budget. 

Prime Minister Lazarescu called it a "great day for our democracy" and hailed the modern features of the building, which will likely house the legislature for decades to come. The old congressional building will be repurposed into a museum of Deltarian democracy, with the new Foundation for Deltarian Heritage to become the owner of the complex and responsible for maintaining its status as a national museum. While the new Chamber looks rather empty, it will house the first session of a new and enlarged lower house next year as the general election looms. Some members of the communist RKP were escorted away from the initiation ceremony of the new congressional building as they shouted. The RKP has been against the construction of the new building, calling it "decadent" and accusing the government of focussing on symbolism "to mask the lack of real change these last 4 years."

The Senate will initiate the official functioning of the building next week as they will hold their first plenary session in the new Senate Chamber, continuing the tradition of upper house elegance and style that it is known for.

Tsargrad - Longtime KDU party president Serafim Avramescu has announced that the party will not select a leader for the upcoming general election and will leave the position vacant. The news comes after months of good polling for the party, which has benefitted from the work of individual lawmakers and local/provincial KDU officials. Without a single leader, the party has managed to put the spotlight on its electoral platform which has, for many Deltarians, been attractive. The party has managed to attract a wave of new voters, largely from the middle class, who have been left behind by many of the social programs enacted by the Lazarescu government. The KDU program, a classic hosian democratic and conservative program, was revealed last week and includes promises for major tax reform to grant cuts to the middle class, an end to many of the Social Security 2.0 programs and a strengthened defense as the KDU believes the SSD government has lacked in this field. 

Avramescu says that he made the decision not to appoint a new leader "after consulting with senior party members and coming to the conclusion that our party is strongest when it is diverse and not centered around a person." In the election debates, the party will select a rotating cast of three lawmakers from the parliamentary faction to participate in the 10 debates currently being planned. While the strategy is unorthodox, our own political correspondent Monika Atlan notes that it might be a rewarding strategy:

The KDU knows that it is risky, but they are willing to take that risk. While the lack of a leader could cause confusion for the average voter, the polls in recent months seem to reward the party for not picking a leader and leadership, including Avramescu, seems to hope that this trend will continue all the way up to election day.

With elections now just four months away the result of this strategy is soon to be revealed.

Hradnice - In the auto capital of Deltaria, the city of Hradnice, the two CEO's of Cesarec and PRIME signed the documents to formalize a historic decision, in the making for the past years. After approval from the Deltarian Market Authority, the two largest car manufacturers in Deltaria were formally merged this morning into the new Deltarijanac Automobil Korporacija (Deltarian Car Corporation). PRIME, the largest and oldest of the two, has been Deltaria's pride in the car industry, being active worlwide for centuries and releasing a wide range of popular cars in that period. Cesarec had been known for its quick rise as a EV manufacturer, gaining ground in the early years of the EV revolution as one of the top manufacturers in the field. 

In recent years both companies suffered from continued losses as the car industry faced increased challenges. PRIME failed to adequately transition away from fossil powered cars, while Cesarec did not manage to expand their business beyond Deltaria's borders effectively. Added to that was the newly introduced "fossil" tax implemented by the SSD government, resulting in further losses as car manufacturers were forced to change their approach and transition their manufacturing plants towards more substainability. 

With the merger into the new DAK, the boards of both companies hope to solidify the Deltarian car industry and reinvent its potential. One way of doing so is a focus on hybrid cars. With the global network of PRIME and the expertise of Cesarec in the field of EV's, the new company hopes to find succes in that market and redefine itself. With elections just four months away, hopes are also up when it comes to any new government. The KDU is rising in the polls, partially with a promise to cut the fossil tax down to 2% (currently 10), which would allow the new DAK to use freed up funds to fuel their new ambitions.

The new board of directors has appointed PRIME veteran Goran Kozbašić as the new CEO of the company, with Kozbašić expressing his hopes that "the Deltarian car industry can rebounce from its years of struggle, industry in general and especially the car industry are of vital importance to this country. Despite a move towards a knowledge based economy, i am a firm believer in the need for a strong industrial base. That is why DAK will need to succeed, and that is why we shall succeed."

While PRIME International has merged with Cesarec, its defense subsidiary has been sold on the open market, with PRIME Limited to remain a seperate, privately owned Defense company. The deal to sell PRIME Limited has given the new DAK around 15 billion DTE in direct funding, which the company will reportedly use to modernize its factories in Gradnica.
