REJUVENATING TRANSIT PORTS

Premier’s Office, March 12, 5598:   Premier Malfois announced today that now that nuclear power is being used to generate electricity in Numineux Province, the next budgetary priority will be rejuvenating the transit ports that have rather gone to seed in recent years.
 
There have again been discussions about formation of  Silliers Channel Authority to handle all regulatory and environmental concerns about the Silliers Channel; but this initiative is about restoring taking advantage of  a whole lot of sea traffic that goes through the Silliers Channel which is one of three major pathways from west to east and vice versa past Seleya. 
 
We have  a transit port on each side of the Silliers Channel so that merchant shipping and cruise ships can stop, rest, refuel and repair during a long journey.  Bonognes is on the Mainland in Val d’Azur Province on the eastern side and Argentes on the Island in La Tondelle Province is on the western side.
 
The two ports will expand repair, fueling and berthing facilities. Particularly berthing with huge container ships now at sea. The Kanjoran subsidiary of Canrillaise Naval systems has agreed to oversee the construction of the expanded facilities which will most likely be actually constructed by Laval Group and a lot of subcontractors.  Hotels looking at capitalizing on this project can seriously look at casinos and high end shows to attract cruise line business and for that matter any doing a lay over in transit.
 
The Ministries of Trade and Industry and Infrastructure and Transport will be the source of funding of the project and their budgets are being increased accordingly. 
 
With respect to possible environmental concerns, the Ministry of Science and Technology is evaluating humpback whale migration and nesting areas for puffins and rock hopper penguins as we did at the inception of transit ports. 
 
Asked by CLAIRON PICARD what was happening in Alduria, Malfois replied:
 

As far as we know a few rather well armed and equipped terrorists have been rounded up.  Whether there are more out there remains to be seen.  Chancellor Guillaume seems to have situation in hand.

REVIVING THE WINE INDUSTRY
 

Mavigny, October 16, 5598:  Today Finance Minister Fabrice Courbet was discussing promoting sale

of our high end wine industry with vineyard owners, wholesalers and retailers in Mavigny in the heart

of Martois Province.  Villages east of Mavigny are known for the red wine produced from the pinot

noir grape and white wine from the chardonnay grape.  Courbet had a message:

 

600 years ago, Food and Agriculture Antoine Fouquet had a vision about this being the finest wine countery in Terra. We want the government to help put this area back on the wine map.  Here in the Communaute we know how to do agriculture. And we know how to make wine. And all Terra knows it. Even in places where local fare is promoted as patriotic, their ruling elites want Canraillaise cuisine and wine.
 
The wine producing area in Martois is fairly small, some forty kilometers long and at places only two kilometers wide. This area is dotted with tiny villages surrounded by flat and sloped vineyards on the western side of hills providing some rain but also protection from the prevailing westerly winds from the Odufart Sea.
 
The very best wines of this region come from the upper parts of the slopes where there is the most drainage and sunshine. Less desirable and expensive wines are produced from grapes grown in vineyards further down the slopes while the flat vineyards near the villages are considered rather common varietal wine.
 
So what can we do to help.  Reinstitute  the Appellation Controlee apparatus started by Fouquet.  Fortunately private funding kept it going in a skeletal form when te economy decayed.  The wines for most vineyards near here have been rated and their pedigrees remain intact. So once again there will be one hundred percent government funding from funds appropriated by the Chamber of Deputies to the Ministry of Food and Agriculture.  Funded again but in form merchats here have been operating it and preserved it.
 
The Government  will also do a great deal of Terra wide promotion.  A great deal. The idea to be revived is that success means access to the best wine, Canraillaise wine, and access is available, truly available, and not a barely remembered dream. The villages and chateaux here east of Mavigny have the quality control system in place now and can easily add considerable volume to production to meet the Terra wide rising demand with no reduction in quality at all. Easily.
 
Loans will also be available for expansion, modernization and overhaul where appropriate as well as public relations campaigns.  Generous forgiveness clauses will also be in place.  It has been a long time and this is what we believe will help. But do let us know your better ideas We are truly open to your thinking.

NAVAL TASK FORCE, AIR AND INFANTRY MOVED TO ALDEGAR
 
Governor General’s Palace, January 20, 5599: The Governor General today announced that after discussions with the Government of Aldegar, Task Force 12 currently based in the Port of Villebrun-sur-Mer in La Tondelle Province has been put under Union of Canrille Imperial Command and ordered to  move to the Lourennais Royal Navy Base in Aldegar.
 
Also transferred to that base are one National Army infantry division transported by the New Alduria Class amphibious assault ships in Task Force 12 and 3 squadrons of National Air Force Fantome 2000 multirole fighter bombers and 3 squadrons of Rafale F4.1 multirole fighter bombers.
 
Imperial Submarine Command will remain in Villebrun-sur-Mer.  Imperial Command has further ordered 4th Imperial Fleet to relocate from the Port of Picard in Martois Province to Villebrun-sur-Mer.
 
The Governor General indicated her Government and the Government of Aldegar agreed this would be a prudent move under the circumstances.

GOVERNOR GENERAL ON UNION OF CANRILLE
 
Governor General’s Palace, March 20, 5599: After a State Council meeting which primarily dealt with deployment of Imperial Command assets and paying for them, CLAIRON PICARD asked Governor General Constance Berthier if Communaute de Kanjor would stay in the truncated Canrillaise Empire, or ditch the Empire and start acting like a republic again. Berthier responded:
 

That is a fair question since Communaute de Kanjor does not and can not pretend it is Royaume Uni de Lourenne and does not have the power or influence it had even when we act as de facto leader of the Union of Canrille.
 
There are some definite advantages to maintaining the Union of Canrille even in its truncated form as well as a difficulty.  In the first place, it does give us ready access to purchasing military assets some of which are duplicative but some key items are not.
 
Second, we are more powerful since we are currently operating some Lourennais fleets we did not build which certainly enhances our defense capacity. And with control of the Bank of Canrille we can pay for their maintenance, the subject of our State Council meeting today.
 
Third, it has given us the economic opportunity to work in harmony with our neighbors on projects to mutually enhance our economic prosperity.  And may do so again.
 
Fourth, and really most important, the Union of Canrille is a humanitarian alliance.  With the withdrawal of the World Congress from influence, there is from time a need for collective action to relieve suffering and sometimes to stop oppression.
 
Even in its truncated form, the Union of Canrille is finding ways to act to relieve the suffering of victims of war, disaster and oppression. And have every reason to believe we can continue to do so.
 
The difficulty we have is selecting how much of the repression we can try and stop. Royaume Uni de Lourenne was for a while the most powerful nation on Terra and was called upon to act often.  As a member of the Union of Canrille, we supported that action.
 
In addition to having less capacity to intervene than Royaume Uni de Lourenne, we have a long history of inclination to preferring to live and let live or neutrality. 
 
At the moment there is a truly reprehensible regime oppressing its own people; we like most of Terra have sanctions in place but have not acted to wipe it from the face of the earth. 
 
There is also a warmonger picking fights for no known purpose, but its current victim seems content to and capable of handling a low grade mutually destructive state of conflict indefinitely.
 
In the absence of Terra wide organized consideration of action in either of these cases, our inclination has been to leave that sort of thing to its continental neighbors. Let me state clearly, we would seriously consider joining an international effort to support a solution but that does mean we could lead one.
 
Further our own intelligence indicates several situations we may well have to address so we do not need to be involved outside Seleya today if we can avoid it.

UNION OF CANRILLE FUTURE
 
Governor General’s Palace, June 20, 5599: After a State Council meeting at the Governor General’s Palace which dealt with the humanitarian alliance aspects of the Union of Canrille, CLAIRON PICARD asked Governor General Constance Berthier what were issues in and around it and she responded:
 

The first is whether we simply want as a practical matter to be one of the primary suppliers of aid to victims of war, political oppression and natural disaster with that the being primary function beyond mutual defense and economic and cultural cooperation.  The State Council, recognizing we can hardly have the influence the Union of Canrille had when Royaume Uni de Lourenne was leading it, nonetheless believes we should explore how we could have a positive influence on the deteriorating state of international relations.
 
We rejected the role of being a common scold. Terra’s greatest living expert on what everybody else should do about everything all the time.  Why? No one ever listens to that sort of uninvolved preaching.
 
One of the two main possible courses would seem to be open up the humanitarian alliance to others besides those who are Canraillaise but share similar views on aggression, atrocity and peace.  This has possibilities but difficulties as well such as other loyalties and abandoning one of actual bases of the Union.  As well as who a member nation has as a monarch.  This may be a prickly issue.
 
The other approach to increasing influence would be the Union of Canrillre banding together with some other organizations similarly situated again with similar views on peace, atrocity and aggression.  In the short run this may be more productive approach.

MILITARY AIR TRANSPORT PURCHASE
 
Defense Ministry December 13, 5599:   CLAIRON PICARD sources in the Defense Ministry have confirmed that the Director General of Defense Acquisition (EGAD) has been ordered by Defense Minister Marcel Augereau to purchase forty DHL Truppenbeweger 310 military transport aircraft for the National Air Force so that it easily can transport a division by air when the need arises.
 
EGAD has arranged the purchase of the forty DHL Truppenbeweger 310 military transport aircraft from the Kanjorean subsidiary of Canrillaise Defense Systems which is constructing them in a joint venture with Dundorfische Hoch Logistik (DHL), a Dundorfische military contractor.  Delivery will be over the next thirty one months.

FOREIGN MINISTRY CALLS ON CITIZENS OF KANJOR TO LEAVE ALDURIA
 
Foreign Ministry, November 10, 5599: Foreign Minister Paul-Henri Bourmont today issued the following statement:
 

The Directorate of Foreign Security (DSE) made a suggestion to the Government, and accordingly we are asking all Kanjorean nationals to depart  Republique Socialiste d’Alduria. We quite realize this may interfere with some business activity, but we are under the impression there are few long term business associations there.
 
In any event as stated, we highly recommend leaving rather than staying.
 
Further, all government personnel except the Ambassador and a skeletal Embassy staff are being recalled.  We have no military installations in Republique Socialiste d’Alduria.

 
Asked by CLAIRON PICARD if the Guillaume Government had asked for any help, Bourmont responded:

Premier’s Office, December 15, 5599:   Premier Michel Malfois today made the following announcement:
 

Communaute de Kanjor will be sending a broad range of humanitarian aid to Xsampa in the wake of the destructive attack upon it. The government will be contracting for the shipments but to a large extent individual and corporate monetary  contributions have made the shipments possible.
 
Monetary transfers will follow as well.  Shipments are expected to continue for several months or as necessary.

Governor General’s Palace, March 20, 5601: The Governor General’s Office issued the following statement:
 

Terrorists have murdered Alduria’s Chancellor Guillaume L'Unitier and other officials of his Socialist Government and apparently are in control of Alduria.  On the basis of a report from the Director of Foreign Intelligence, citizens of Communaute de Kanjor have been leaving Alduria and have now completed departure from Alduria.  The Ambassador and skeletal Embassy staff that were still in place have now been evacuated by helicopters that were on standby.  No citizens of Communaute de Kanjor remain in Alduria.
 
Nor will any citizen be allowed to go there. National Gendarmie units are currently patrolling the  border of Numineux Province with Alduria primarily with helicopters  and drones other than at check points on roads and the railway.
 
Little is known about the terrorists other than they are connected with the Kundrati regime and are expressing admiration for some of their more disgusting  atrocities.  The allied Government of Chancellor Guillaume L'Unitier which was part of the Union of Canraille is gone, and accordingly our alliance with Alduria and its membership in the Union of Canrille are now null and void.  Instead there is no recognized government to our northwest which is likely ruled by the aforesaid terrorists.
 
How awful they will treat the people of Alduria is unknown, but we are preparing for then to emulate the Kundrati abomination.  Accordingly, the National Gendarnmerie is preparing for refuge camps at border crossing points and arranging for more long term lodging facilities in nearby villages. Personnel from the Foreign Ministry and Directorate of Internal Security are establishing processing arrangements.
 
As indicated, little is known of the terrorist intentions, so two Corps of four divisions each will be securing our Numineux Province border with Alduria supported by two National Air Force Wings, one of Fantome 2000 multi role fighter bombers and the other consisting of Rafale F4.2 multirole fighter bombers.  The National Navy will insure there are no incursions by sea.  Each corps will include one armored division and three mechanized divisions.
 
Besides knowing little of the terrorists who appear to be in control of Alduria we have heard nothing yet of the fate of the 3rd Imperial Fleet  built by Royaume Uni de Lourenne and turned over to Alduria.

3rd IMPERIAL FLEET REJOINS IMPERIAL NAVY

Torges, June 29, 5601:   The 3rd Imperial Fleet commanded by Admiral Antoine escaped from Alduria after a heated engagement and has been refueling, recruiting and undergoing damage repair in the Kanjorean Port of Torges, home port of Task Force 13 consisting of 17 frigates and of 2nd Imperial Fleet.
 
Today Admiral Antoine Suchet, Admiral Commanding the Union of Canrille’s Imperial Command, welcomed Admiral Antoine and the 3rd Imperial Fleet to Kanjor and congratulated them on their rejoining their brothers and sisters in the fleets of Imperial Command.
 
After inspecting the flagship, Admiral Suchet and Admiral Antoine discussed the most optimum course of action and decided for the moment the Glorious Third should sail through the Silliers Channel to the Port of Picard in Martois Province which is also the home of Task Force 22.
 
Orders to that effect were accordingly issued, and 3rd Imperial will embark for Picard within a week.
