GOVERNMENT PROMOTING CHEESE
 
Universite de Region Martois, August 6, 5625:  Premier Fabrice Courbet, Finance Minister Roxanne Marvaux and Trade Minister Jean-Jacques Montclair attended a symposium sponsored by the Economics Department of the Universite de Region Martois. CLAIRON PICARD has learned that the government was proposing a promotion campaign for Kanjor’s cheese.
 
Premier Courbet addressed the gathering saying:
 

As President  Chloe Thibadeau, told you 650 some years ago, the perception throughout Terra is that the finest cuisine in all Terra is Canrillaise cuisine. Further Canerillaise truffles and wine are part of that cuisine, an integral part that is inferior without them.  That is the perception and it is really good for our export market.
 
With cheese we face a somewhat different marketing problem. Really really good hard yellow rindless cheese is made elsewhere, in Artania in point of fact, and made very very well. Moreover, Terra loves cheese in pizzas, in cheese burgers, in macaroni and cheese and as an additive to everything from ham and cheese to chili cheese corn and fondu.
 
Where we may be able to secure a niche is in the upscale hors d’oeuvres market. For that, what people really want is soft cheese held together with a rind.  And that is where Canrille excels, that is where Kanjor excels and that is where the villages around Mavigny right here in Martois excel.
 
Well, how can the government help.  Two main ways.  We will run a Terra wide promotional campaign as we did with pinot noir and black truffles. Second, the Ministries of Agriculture and of Trade  have loans for expansion and in some cases grants.
 
How can the Province of Martois help? By setting up an Appellation d’Origine Controlle (AOC) telling all Terra what is great cheese and what is good but less expensive.  Same sort of thing we do with wine. The other Provincess can use Martois as a model and prototype.
 
This will work. It worked 650 years ago when President Thibadeau initiated it and it will work now. Our economy is growing and Martois agriculture can be at the heart of the growth.

GOVERNOR GENERAL ON CANRILLE UNION AND INTERNATIONAL TRADE
 
Governor General’s Palace, January 15, 5626:  After a Council of Ministers meeting on trade policy, CLAIRON PICARD asked Governor General Michel Malfois whether Royaume Uni de Kanjor would remain in the Union of Canrille, even though trade with it had dried up, and Malfois replied:
 

The short answer to your question is “sort of.” There are two issues involved.  The current government will technically remain in the Union of Canrille in order to maintain certain organizational assets and benefits that go with membership therein. The best known is three of the five extant Lourennais built fleets are under our operational control since we have the ranking flag officer assigned to the Union of Canrille’s Imperial Command Headquarters  in Atyr.
 
There are others.  The normal  maintenance of these fleets comes not from the Defense budget but interest on the funds held by the Bank of Canrille as an arm of the Union of Canrille which we operate by virtue of providing the top management thereto. Further, the satellite defense system protecting us is operated by Imperial Command Headquarters.
 
Membership in the Union of Canrille gives members access to direct purchases of certain military equipment not otherwise available.
 
The technological maintenance, replacement and repair of that satellite system is handled by a company organized under the laws of Rildanor, L’Etoile Canrille, which is the repository of that Lourennais technology and the Lourennais Soteira  defensive radar technology which came our way by vitue of the Union of Canrille.  Our Kanjorean subsidiary of L’Etoile Canrille is currently providing that support for satellite defense and outfitting much of the National Navy and the 5th Imperial Fleet with Soteira radar.
 
So we are operating some things by virtue of our membership in the Union of Canrille and plan to continue to do so. The real question is whether to consolidate all aspects under The Defense Ministry or continue to have responsibility in various ministries and the Governor General.
 
We will of course not try to act like we have the military power the Union of Canrille once had. In point of fact, on the whole we are reverting to our policy of respecting sovereignty and live and let live outside of a few pariahs. We are open to humanitarian projects.
 
As to the other issue, Canraillaise nations were our main trading partners and with their growing isolation the income from those partners is drying up.  They were our most important but not our only partners. We have ongoing contractual relations with nations in Majatra, Seleya, Artania and Dovani.
 
So it is very much in our interest to cease our focus on Canrille and develop other trading partners.

ELECTIONS LEAVE FC WITHOUT MAJORITY
 
Governor General’s Palace, August 15, 5626: Elections in Royaume Uni de Kanjor saw a shift away from Federation Canrlle (FC)  which nevertheless still left it as the largest party.  The 390 seats in the Chamber of Deputies are now allocated as  187 FC, 121 Parti Social - Democrate (PSD), and 82 Union Hosienne -Democrate (UHD) with the largest gains going to PSD.
 
Governor General Michel Malfois was elected handily, and CLAIRON PICARD asked him what was likely to come next, and Malfois replied:
 

FC has lost its majority which really is no surprise, but since it has the most seats I will ask its party leader to try and form a government.  FC’s current Premier, Fabrice Courbet, is stepping aside and party leadership is meeting to determine a successor.
 
It is expected FC will approach UHD which like PSD is much less internationalist than FC. I can tell you from initial talks both are interested in keeping culture war issues to at a minimum and UHD is likely to want the Interior Ministry for its leader, Marcel Malateste, and for there to be an understanding involvement in military misadventures abroad unless attacked could well lead to dissolution of the coalition.
 
The PSD is less likely to be a partner of FC because it is seriously against cooperation with monarchies, and most of our trading partners are just that. 

But selection of a new FC premier candidate is the first task in the process.

MARVAUX NAMED AS PREMIER IN FC – UHD COALITION
 
Chamber of Deputies, October15, 5626: Federation Canrlle’s (FC)  Roxanne Marvaux is the new Premier of Royaume Uni de Kanjor after putting together a coalition government with Union Hosienne -Democrate (UHD) as requested by Governor General Michel Malfois.  Premier Marvaux succeeds Fabrice Courbet who has been named to head Central Bank. 
 
Under the coalition agreement, UHD’s Marcel Malateste will be the Interior Minister, Claudette Barrineau will be Justice Minister and UHD will receive four other ministries.
 
 As far as domestic legislation there will be no restrictions on voting on social issues, increasing or decreasing government benefits or taxation which might be necessary because of the downturn in Canraillaise trade or the cost of the war in Alduria.  Both pledge to steer a middle course on nationalizing industries and church freedom making every effort to work together.
 
As far as foreign entanglements, FC and UHD both pledge to support trade agreements and non aggression pacts with states that are not pariahs, but not to enter mutual defense treaties or send the military abroad without agreement by both parties.
 
CLAIRON PICARD notes that this coalition is likely to last awhile but that its weak point is that UHD is much less interested than FC in international interaction and Terra wide problems could well put real stress on continued cooperation.

DECISIONS ON L’ETOILE CANRILLE OWNERSHIP
 
Governor General’s Palace, July15, 5628: CLAIRON PICARD sources in the Governor General’s Palace report that the organization of L’Etoile Canrille was the topic of discussion at a meeting of the Council of Ministers.
 
Currently, L’Etoile Canrille is repairing, replacing, launching  and maintaining military intelligence satellites for the Union of Canrille’s Imperial Command and civilian telecommunications satellites for the benefit of radio, television and other non military communications operations.
 

Originally L’Etoile Canrille was a Rildanorean company which was the repository of Lourennais Soteira and satellite technology. A minority interest was purchased by the Societe National de Bourse Intermediare (SNBI), a government corporation established as an  intermediary for buying and selling between foreign and domestic interests. SNBI which is overseen by the Finance Ministry, is operating the Kanjorean subsidiary of L’Etoile Canrille.

 

The Hosienne -Democrate (UHD) ministers and a plurality of the Federation Canrille (FC) want some sort of privatization of the civilian functions while the Premier, the Defense Minister and the Foreign Minister strongly oppose privatizing the military functions. 

At the suggestion of the Governor General, the possibilities of a civilian spin off were examined.  The HUD’s Interior Minister, Marcel Malateste, proposed a civilian spinoff with SDNI authorized to sell its shares to private investors.  The Defense Minister suggested the launch function not be part of the spinoff and that SDNI retain at least 5% ownership in the event renationalizing ever became necessary.

 

Agreement was thus reached, and Finance Minister Jerome Vandamme took responsibility for implementation.  The civilian satellite corporation will be named South Seleyan Telecom.

CANRILLE UNION FUNCTIONS ORGANIZED
 
Governor General’s Palace, October 15, 5628: CLAIRON PICARD sources in the Governor General’s Palace report that Governor General Michel Malfois met with Premier Roxanne Marvaux, Defense Minister Admiral Antoine Suchet, Foreign Minister Paul-Henri Bourmont, Central Bank President Fabrice Courbet and Finance Minister Jerome Vandamme to try and integrate the Union of Canrille’s functions controlled by Royaume Uni de Kanjor with the rest of the Government.
 
Admiral Suchet explained Imperial Command Headquarters controls 2nd, 4th and 5th Imperial Fleets as well as Imperial Submarine Command and the satellite intelligence of the Canrille Union. Most but not all the Lourennais and Rildanorean personnel of the fleets and the headquarters and the satellite monitoring team have retired and been replaced by citizens of Royaume Uni de Kanjor.  We currently  control Imperial Command by supplying the senior officer, but it would be Admiral Suchet’s preference to be able to officially appoint its Chief.
 
Premier Marvaux indicated the Canrille Union organizing document expected Commissioners to be appointed by members who would appoint the Imperial Command Staff.  Foreign Minister Bourmont said that being the case, the diplomat overseeing our relation to the Union was Auguste de Beauharnais and that maybe he could be appointed Commissioner by the Governor General. Bourmont suggested the Chief of Imperial Command could then be appointed by the Commissioner after recommendation by the Defense Minister. This was agreed on.
 
Central Bank President Courbet suggested the Commissioner also be charged with filling vacancies on the board of directors of the Bank of Canrille, an asset of the Union of Canrille. Courbet suggested the Commissioner make appointments from nominees selected by the Finance Minister.  This too was agreed upon.
 
Central Bank President Courbet then addressed the funding questions. Although Imperial Command controlled the satellites and monitoring team as well as Imperial Submarine Command and 2nd, 4th and 5th Imperial Fleets, maintenance costs of 5th Imperial Fleet were part of the Royaume’s Defense Budget as would be any other assets  such as Task Forces 21 and 22 during the Alduran War operating under control of Imperial Command but belonging to the Royaume.
 
The Imperial Command asset costs related to satellites, Imperial Submarine Command, headquarters staff and 2nd and 4th Imperial Fleets which are not technically owned by Royaume Uni de Kanjor are paid by interest on funds held in the Bank of Canrille.  But that interest is put in an account in Central Bank which is billed by the Director General of Defense Acquisition (EGAD) after being requested by the Chief of Imperial Command.
 
Courbet suggested that the Bank of Canrille simply pay the interest in question into an account in the Bank of Canrille which could be drawn on by the Chief of Imperial Command thereby streamlining the process.  This was also agreed upon.
 
Premier Marvaux stated she would introduce implementing legislation in the Chamber of Deputies forthwith.

 APC HOPES FOR STABILITY
 
Sainte Hortense Cathedral, January 25, 5630: CLAIRON PICARD asked Archbishop of Atyr Reynard Bourdeselles if there would be more pressure from the Aurorian Patriarchal Church (APC) for a state church now that the Union Hosienne – Democrate (UHD) was in the government, and the Archbishop replied:
 

No. Not all.  I can of course not speak for the UHD but I can speak for the APC in Kanjor.  The current ongoing situation is the Federation Canrille (FC) and the APC in Kanjor have a long ago negotiated arrangement whereby the APC can worship in our facilities, operate schools where prayer led by staff is permitted including a university, and have three religious orders in addition to the priesthood. We can not be involved in politics which is to say priests, nuns and monks and the APC itself may not endorse or support political candidates, parties or specific pieces of legislation and may not contribute funds for them or other political activity or be members or officers of a party or hold political office.
 
We can vote, express our opinion of and what we consider the Lord’s view of personal conduct and the ills of Terra and privately express our opinions. The contact point for church – state relations is the Premier’s Office and the office of the Archdiocese.
 
Why do we not want a state church or influence in politics?  First, quite a few citizens still consider themselves Hosian and a majority of those consider themselves APC. On the other hand, while most citizens have no objection to Hosians, praying, worshipping and preaching to each other, almost no citizens are willing for the APC or any other religious body to have any official control or influence upon them.
 
So we are quite content with the current law and our current arrangement.

Asked by CLAIRON PICARD what would happen if Parti Social - Democrate (PSD) grows in strength, the Archbishop replied:
 

We believe FC would not abandon the arrangement to be in a coalition with SPD. It has worked well for a  long time even when a brief foreign imposed government claimed some  Hosian sect was involved in terrorism. 
 
But what if SPD gets a majority? We hope we could convince them the current arrangement is a good one and believe we could.

 
Asked by CLAIRON PICARD if there were elements of the APC in Kanjor who favored political involvement, Bourdeselles responded.
 

Of course. The church position is not monolithic and placidly accepted but a balancing act akin to juggling. Many years ago the Ordo Clericorum Regulularium Congregationis Fratum Eliae, generally called Eliasits, was created by an Arch Patriarch hoping to perpetuate the Church Militant and Rampant.  The Curia built for their training and indoctrination the Institute for Higher Studies in Mavigny.  My predecessor cooperated with that effort and the Eliasit movement and even supported election of an Eliasit Arch Patriarch.
 
Generally speaking, the Eliasits in Kanjor believe the APC should dominate politics everywhere and are not afraid to tell me or each other so. But, as you can imagine, the movement proved transient in Terra generally, and for hundreds of years neither the Eliasit Order in Kanjor nor its Institute have received one sou from the Curia or anybody else.  Except the APC in Kanjor.
 
Well, you might very well say, the APC in Kanjor barely receives contributions enough to operate itself; how can that make any difference? During the period of cooperation with the two Eliasit arch Patriarchs, we received two benefits.  First, the Archbishop, currently me, entirely controls the APC in Kanjor including appointment of all bishops. Second, and more to the point, my predecessor arranged for the Arch Patriarch to recognize throughout Terra the Contemplative Monastic Order of Occidentalium whose First Master would be officially recognized after election by its abbots and priors by the Archbishop of Atyr.
 
The Contemplative Monastic Order of Occidentalium has always been extremely well funded from its initial endowment and its agricultural and medicinal activity as well as very successful investments.  It is their funds that allow the APC to operate schools in Marois and Numineux Provinces and a few elsewhere and operate the Institute of Higher Studies which is open to non Eliasit students but where virtually all Eliasits are trained.
 
The Institure of Higher Studies is recognized throughout Kanjor as having the best Mathematics and Education departments in our nation. Most Eliasit graduates teach in our APC schools although some teach at the Institute, serve in other APC functions or teach in other institutions.
 
So to answer your question, most employed Eliasits actually are paid by funds provided by the Occidentalium Order which gratefully follows the arrangement we have with the government.  The Eliasits certainly  may grumble and wish it was otherwise.  On the whole we see them as excellent teachers.  Particularly in math.

LOUIS XI HAS DIED PEACEFULLY
 
Governor General’s Palace, October 15, 5630: Governor General Michel Malfois announced to the Press Corps that he had been informed by the Palace of Light that Louis XI, King of Kanjor, and inter alia, King of Lourenne and Emperor of Canrille, had died peacefully in his sleep. 
 
His office is in contact with the Palace of Light concerning appropriate participation in the funeral observances and subsequent coronation ceremonies.  A son of Louis XI, Charles, has succeeded him as Philippe X.
 
Expressions of condolence and support from our government and citizenry are being coordinated through the Office of the Governor General.
 
Asked by CLAIRON PICARD why he wanted Royaume Uni de Kanjor to join the Order of the Crowns, Malfois responded:
 

Royaume Uni de Kanjor is  a monarchy and wants to be identified as such. Further my government wants to work in Terra wide affairs with the monarchies which are members.

PREMIER MARVAUX PREDICTS PSD LED GOVERNMENT
 
Chamber of Deputies, July15, 5631: After the recent elections, the 390 seats in the Chamber of Deputies were allocated 190 to the Parti Social - Democrate (PSD), 101 to the Union Hosienne -Democrate (UHD) and 99 to the Federation Canrlle (FC).
 
In the ranked choice election of Governor General, the PSD’s Bruno Lefebvre led the first round which eliminated FC’s Paul-Henri Bourmont, the Foreign Minister, but was defeated by UHD’s Claudette Barrineau, the Justice Minister in the second round.
 
CLAIRON PICARD asked Premier Roxanne Marvaux where things were headed and she responded:
 

Although the PSD came close to a majority running on less foreign entanglements and more government benefits, it missed by a few votes. My Administration, a coalition of FC and UHD, has been having internal discussions and concluded the best course was not to try and stay in office despite public rejection but to inform the Governor General we favored her asking the PSD to try and form  a governing coalition.
 
The FC terms to join such a  government would probably center around protecting the status quo of church and state and no wholesale withdrawal from treaties and international agreements.  It is quite possible the PSD may find that the UHD can offer a better deal.

INTERIOR MINISTER BELIEVES DEMONSTRATIONS WILL SUBSIDE SOON
 
Interior Ministry, July 22, 5631: CLAIRON PICARD asked Interior Minister Marcel Malateste if the PSD demonstrations at the Chamber of Deputies and Governor General’s Palace were under control and he replied:
 

So far so good. The Gendarmes are simply maintaining a perimeter, and the demonstrators have not turned into vandals or rioters as yet, and since they are on the verge of getting what they want, we feel like forceful dispersal will not be necessary.  The Silliers National Gendarme Rapid Response Force is in position if circumstances change.
 
I have personally informed the Parti Social - Democrate (PSD) Leader, Bruno LeFebvre, that Premier Marvaux has asked Governor General Barrineau to ask him to form a government so we are expecting tensions to ease very shortly.

 
Asked what would be Union Hosienne -Democrate (UHD)’s terms for joining a LeFevre government, Malateste replied:
 

We would need some sort of assurances wholesale industrial nationalization does not occur.

Chamber of Deputies, July 27, 5631:  The Chamber of Deputies has voted to install a governing coalition led by Premier Bruno LeFebvre of Parti Social - Democrate (PSD). Union Hosienne -Democrate (UHD)’s Leader, Marcel Malateste, will be Foreign Minister, and outging Premier Roxanne Marvaux of Federation Canrille (FC) will be Finance Minister.
 
PSD got pledges of national benefit increases particularly around public transportation while UHD was promised wholesale nationalization would not occur and FC was promised that church state relations would not be altered. PSD and UHD are in agreement further foreign entanglements will be limited.

DEFENSE LOOKING AT MORE NAVAL AIR
 
Defense Ministry, October 17, 5632:  CLAIRON PICARD sources have learned Defense Minister Tristan Thibault and Premier Bruno LeFebvre, both of whom are members of Parti Social - Democrate (PSD),,met with the Director General of Defense Acquisition (EGAD), the Chief of the National Defense Staff and the Chief of Naval Operations together with appropriate staff to discuss proposed naval air purchases in the Naval Budget.
 
The Chief of Naval Operations indicated the purchase of 10 Fantome 2000 - 5F’s and 10 Rafale F4.1’s was part of the Naval Budget already approved by the current Council of Ministers so the new part of the proposal was to purchase 10 additional AB P -99 anti submarine warfare and long range reconnaissance  aircraft from Braise Aerospace. Five each would be assigned to the 55th Naval Air Squadron located in La Tondelle Province and the 5th Naval Air Squadron located in Val – d’Azur Province for a total of 25 in each squadron. The new aircraft would be delivered over the next three years.
 
The Premier asked how this fit into the Defense Budget and the Director General of Defense Acquisition (EGAD) stated funds for this purchase were within the limits of appropriated funds assigned thereto.  The Chief of the National Defense Staff stated that he and Defense Minister Thibaut had given their approval since there were increased demands for aerial reconnaissance of our naval areas of concern given increased military tension in Terra  coupled with decay of international organizational cooperation.
 
The Premier indicated the purchase should proceed.

Braise Aerospace has long built air transports for the National Air Force and long ago adapted an airborne early warning and control aircraft it manufactures on occasion for the National Air Force to produce a prototype of an anti submarine warfare aircraft.  Braise Aerospace adapted its AB R-99 AEW & C for maritime patrol and added ASW weaponry for its prototype, the AB P-99. Initial orders were in 5059 and 5092.
 
The AB P-99 is equipped with an active electronically scanned array radar and propelled by two turbofan engines.  The military version is adapted from a civilian regional passenger jet. It is a remote sensing aircraft employing synthetic aperture radar and a combination electro optical and forward infrared cameras. It also acquires signals intelligence from interception of electronic transmission and command and control capacity. Further it has four underwing hardpoints which be used for anti ship missiles or torpedoes.
