This request is approved, keep in mind that Baltusia is culturally protected and 'proper changes' to the culture are acceptable only in a minimal part, any other major change should be consequence to a long-term RP. Feel free to contact any moderator for further inquiries on this issue.

Ah, I was warned about it having a protocol quite into it, but I only realized now that the protection is beyond the region I could RP as. 
(Aka: Southern Cone). 

So, I'm afraid I'll drop Baltusia considering I have no "ability to maniobrate" through the protocol.

I've made a decision, hopefully the right one but time will tell. I'll be continuing Dorvik and I'll select Kafuristan as my other primary; for now no secondaries.
