Where is Gaduridos at today in 5718?

Gaduridos, has certainly seen better times. While it's not as bad as it was in the 5520s, or the malaise in the 5550s, the country is no longer in its shining golden era. Ever since the rough divorce between Gaduridos and Kalistan, ending the Anantonese Empire, combined with other global factors (particularly traders leaving Gaduridos for other countries), and the national economy has been on a decline. Politically, the situation isn't as bleak but it's equally as awkward, as when the Anantonese Empire dissolved, the Gaduri throne was left empty with no governor general assuming the role, leaving the country in a quagmire where it was a monarchy with no monarch, and a republic without republicanism. Gaduridos went from a shining trade beacon in Seleya, prosperous and neutral, to a rather depressing story of neglect.

But, this isn't to say that the entire country in falling into despair. Gaduridos does have the potential to revive itself. But several issues continue to define Gaduridos. The declining economy, for starters. The trade isolation of Gaduridos, which has harmed trade in the country. The constitutional ambiguity, which will require either the abolishment of the throne and restoring the Gaduri Republic, or, alternatively, creating a domestic Gaduri monarchy. There also is the issue of the currency, as the country still uses the Canrillaise Fluer (CFR), which while notable, has warranted the question of restoring an independent Gaduri currency. There has also been the degradation of the welfare state, much to the disappointment of the social democratic minded Seleyan Social Democratic Party of Gaduridos (PSSG). Finally, the most pressing issue, which is the Neutrality Act, and Bentasur. Manzamal, the Duchy of which Bentasur is located on, has been particularly agitated with Kalistani occupation of Bentasur, in which it's not uncommon for nationalists to decry it as "illegally occupied", especially as Kalistan has shown no interest in leaving the naval base. Combine that with the Neutrality Act, limiting what Gaduridos can do (and the non existent state of the Military), and it's clear that there's politically pressure to reform. 

However, with elections looming later this year, it's clear that these issues will become relevant as the PSSG looks to win back control of the country's legislature and Prime Ministership. Whether that can happen or not however, is yet to be seen. But for now, it can be argued that Gaduridos has entered another Malaise. Not as bad as the first malaise, but still, something that will need to be resolved by whoever wins in October.

The Seleyan Social Democratic Party of Gaduridos has concluded a rather early primary, with the centrist wing of the PSSG managing to prevail as PSSG voters across the country gave the mandate to Benjamín de la Cruz. With de la Cruz nominated as the candidate for Prime Minister and elections set for October, the PSSG is looking to hit things early. With de la Cruz being apart of the centrist wing of the PSSG, and while certainly not a Garcian Socialist, has shown a strong interest in major reforms to the country, calling for the country to return to "traditional social democratic principles".

Arguing for stronger state intervention in the economy, stopping PeGad layoffs especially, de la Cruz has focused on winning over workers who have felt dissatisfied with the status quo, largely focusing on economic and constitutional issues, avoiding the question of social issues and Bentasur outright. Alongside that, de la Cruz has endorsed the idea of moving on from the Canrillaise Fleur and adopting a domestic currency, and rebuilding trade institutions. However, one part of de la Cruz's platform has caught significant attention; a formal rewrite of the Constitution. With a noticable lack of mentioning any republicanism, left wing voters (particularly those who often vote for the Workers Party of Gaduridos) have drawn the only plausible conclusion; the PSSG may be advocated for an independent monarchy. Despite this, there is significant support for rewriting the Constitution and ending the Constitutional Limbo that the country finds itself in, with de la Cruz outright tackling the topic head on.

Do I support rewriting the Constitution? Absolutely. If we want to end this malaise, we need a proper constitution. One that works for the country. I understand that those to my left have had significant issues with how the country was operated in the past, and call for a restoration of the Gaduri Republic. I understand that, but I cannot agree with it. Under monarchism, in one way or another, we've avoided extremists, from the left and right. I believe that it may be time for Gaduridos to consider a monarchy of its own.

While de la Cruz has avoided questions regarding foreign policy, most especially on Bentasur and whether the Neutrality Act may need to be revised or even outright repealed. While it's disappointing to nationalist voters, who are likely to stay with the (admittedly) far right Free Soil Party, sometimes the policy of no harm, no foul, can work. Whatever the case, as the conservative minded Reform Party looks to consider an electoral alliance with the liberal oriented Radical Party once again, the PSSG is largely framing their campaign as one of revival for the country. And given that the PSSG has a track record of leading the way to economic recovery, voters certainly have reason to support the PSSG. But equally, these issues, such as the currency issue has ultimately come about from a PSSG government (even if said government was long ago), and so there's equal reason for voters to turn to the right this October, especially as the Radical Party is most certainly going to try to steal the left from the PSSG and rally Republicans to restore the Gaduri Republic now that an outright constitutional rewrite is on the table and apart of the national conversation.

With the campaign trail formally beginning as the October Election looms, many expected the current Radical-Reform Electoral Alliance to rally republicans and the centre right alike and offer a chance at beating the PSSG juggernaut. Those expectations would crash and burn this week as the nomination of Emiliano Gaos by the Reform Party and the Radical Party has seen any chance for a diverse coalition killed. Gaos, while on the Left of the Reform Party, is still fundamentally a conservative, and even while brandishing himself as a Conservative Liberal, his platform has invited controversy, as he's advocated heavily for Republicanism (arguably the most moderate policy he calls for), heavy deregulation of the economy and even privatizing Petróleos Gaduridanos. 

His nomination quickly turned left republicans against him as the Workers Party of Gaduridos has looked to field their own candidate, nominating trade unionist Hugo Nores, who has advocated for republicanism (unsurprisingly), nationalizations within the economy, and the creation of a "socialized" economy. With Gaos failing to form a united big tent coalition, the far right has looked to field their own candidate, with the National Party endorsing the Free Soil Candidate, Jaime Vera, advocating for stricter immigration reform (despite immigration not being a core issue in this election), a mixed economic model, and the establishment of a Republic. The Hosian Democratic Party, small as it may be has chosen to not endorse Gaos due to his Laissez-faire economic policy, and has instead fielded their own candidate, Paloma Tassis, who has endorsed monarchism and has looked to position herself as a moderate Hosian Democratic option. United Vintalli, befitting it's status as a regional party is not eligible to run for Prime Ministership, and VU has chosen not to endorse any candidate.

So, with a chaotic campaign season for anyone who isn't the PSSG, the chances of a liberal, nationalist, or Hosian Prime Minister are looking incredible slim, especially as the PSSG has focused hard on hitting Gaos over his Laissez-faire economics, especially over the potential privatization of PeGad. Whatever the case, it's a long way to October.

With elections only a month away, the de la Cruz campaign has looked to a traditional campaign method used by the PSSG since it's foundation; hope and optimism. And with the country facing a malaise, optimism is most certainly needed. To that end, de la Cruz has advocated for a restoration of "economic" and "social democratic" rights that he believes have eroded away. Referencing the Thousand Roses Campaign, he's advocated for the renewal and restoration for the rights of healthcare, education, housing, and the right to wealth, arguing that while on paper, these rights exist (as healthcare remains universal and higher education is mostly universal with community colleges), these rights have functionally eroded and must not only be restored, but fully renewed and expanded to cover every Gaduri citizen.

While the opposition, particularly Gaos has criticized it as unrealistic given the present economy, de la Cruz has continued his endorsement of the concept, arguing that true social democracy has not yet been achieved in Gaduridos, and the state should actively pursue the achievement of true social democracy. In particular, de la Cruz has called for reforming the Regulación Cívica y Administración de Competencia (Civil Regulation and Competition Administration), the Administración de la Seguridad Social (Social Security Administration), the Administración Nacional de Vivienda (National Housing Administration), the Administración de Obras Civiles (Civil Work Administration) and the Administración Civil del Trabajo (Civil Labour Administration), arguing that these institutions in their current form are wildly ineffective in meeting their goals and must be reformed to ensure social democratic rights and principles are achieved, and preserved.

From the farmer in Vintalli to the fisher in Manzamal, from the street worker in Marligantos to the college student in Cuernatecas, from the retiree to the new family, our institutions have stood for centuries, if not decades. But they are not enough. We've seen inefficiency, the spectre of privatization looming, and discrimination. This cannot be allowed any longer. These institutions must be reorganized and rebuilt from the ground up, and more. Every Gaduri citizen deserves the right of wealth, healthcare, education and housing. Irregardless of their identity. Pensio, Vintallian, Gaduri-Esinsundu, every citizen in our country deserves these rights. A de la Cruz administration will not just be repairing the country and rebuilding, but it will be pushing for a more fair, kind and gentle nation.

The Seleyan Social Democratic Party of Gaduridos has emerged as the sole victor of the 5718 elections, securing a firm majority in Congress as voters across the country chose to give de la Cruz a chance at fixing things, rejecting the perceived chaos of the Gaos Campaign, and with the rest of the Gaduri Right (and the Workers Party splitting the Republican vote) splitting the right wing vote, the PSSG is in a position of not requiring a coalition, instead relying on its own deputies within Congress. As centre left voters celebrate the victory, and de la Cruz prepares to head to Los Altos in Ciudad de Gadur, de la Cruz made it clear that he's entering Los Altos with a to-do list and has promised forty years of progress in four.

My fellow citizens, my brothers and sisters. Today, was not just an election. It was a decision made by the country. A decision of whether we continue the malaise and look to radical solutions, or a decision of whether we stick together as a country and work towards ending the malaise. A decision where we dare to believe in the future again. A decision where every Gaduri is given a chance. Our country certainly has had a history of facing insurmountable cliffs, and each and every single time, we climb that cliff. This malaise will be no different. I promise, we will fix our broken constitution! We will restore the economy to it's heights and more! We will fix our weakened, eroding services! We will see forty years of progress in four!

While the opposition has given concessions, it's clear that the political right (and far left) are upset over having lost a vital election, especially with the PSSG majority in Congress, meaning any chances to impede their agenda is slim to non-existent. Whatever the case, the de la Cruz administration most certainly has a lot of work to do, from the Constitution to the currency, to renewing social programs, Los Altos will most certainly be busy.

Congress passes a New Constitution; The formal (re)birth of the Kingdom of Gaduridos.

With the constitution being the number one issue that the de la Cruz administration is facing, it's been no surprise that Congress has been busy working on drafting a new constitution, and it seems in a rather quick fashion, Congress was able to pass a new constitution thanks to the PSSG majority. Given the biggest issue was largely just the status of the Head of State, and the PSSG being in favour of monarchism, many expected the Constitution to simply be a quick fix, however the PSSG has chosen to look at refining the constitution.

For starters, the Head of State issue. The formal creation of the title, King of Gaduridos has been formalized by the 5718 Constitution. However, the throne will remain empty until Congress can adequately decide on who will become king (Congressional Deputies have floated the name, Valcorico as the family has a significant history of philanthropy in Gaduridos and could very much receive the throne). Regarding the exact powers of the monarchy, the PSSG rejected the extremes of Absolute Monarchism, and the potential polarization of a Ceremonial Monarchism (Crowned Republicanism), and compromised with a Constitutional Monarchy. As such, the monarch will have the legal right and ability to appoint the Prime Minister (based on who Congress nominates as Prime Minister), as well as dismiss the Prime Minister, call for elections, dissolve Congress, sign legislation into law, and in the event of "a crisis of extraordinary degree", the monarch can reserve authority, reject unconstitutional acts and laws, and act in an emergency arbitration role, should a crisis of extraordinary degree occur. In times of normal government however, the monarch will adhere to the aforementioned powers. 

The Prime Minister of the Kingdom of Gaduridos will remain elected by Congress, and can be removed upon request of the monarch, or by a majority in Congress requesting the removal of the Prime Minister. The Prime Minister will have the function of Head of Government, and will have the responsibilities of directing policy and the creation of a cabinet. Congress itself will remain elected by proportional representation (however regional parties will be guaranteed a minimum of seats in Congress), and will continue to hold the right to pass laws, approve budgets and oversee the government. 

Regarding federalism and duchies, it's no secret that federalism has always been a pet project of the liberal minded Radical Party, and the PSSG has been neutral at best and ambivalent at worst regarding federalism. The Kingdom of Gaduridos shall formally be a decentralized unitary state, and Duchies will retain the explicitly right to self autonomy, and have their own State Congresses, of which, they can elect their own governors. For the economy, the 5718 Constitution formally defines Gaduridos as a capitalist, mixed market economy (consisting of private and public sectors) in which the state reserves the right to regulate markets and intervene in the economy, as well as the formal protection of state owned enterprises. Alongside this, the state will have the guiding obligations, but not enforceable, guarantees of every citizen receiving the Right to Education, Right to Housing, Right to Fair Work, and the Right to Healthcare.

Finally, the Neutrality Act will be formally integrated into the Constitution of 5718, in which the Armed Forces of Gaduridos will be reorganized into the Royal Armed Forces of Gaduridos, and forbid the country from joining any future Military Agreements and or alliances. The RAFG will be explicitly for the self defense of Gaduridos. The Constitution of 5718 can be modified with a supermajority in Congress.

With the new constitution, Gaduridos is no longer a confusing state, but simply a monarchy with no monarch at the moment, and while many issues plague the country, progress has been made on one. Whether Congress will actually nominate the Valcorico's the throne or not, is yet to be seen however.

Within the myriad of Duchy Politics, Manzamal remains an anomaly. Compared to the largely PSSG dominated Marligantos, the centre-left Vintalli, or the swing Duchy that is Cuernatecas (which frequently switches between liberal conservatism and social democracy), Manzamal stands out for being a starkly right wing Duchy in Gaduridos, as the Free Soil Party and the National Party of Gaduridos (mostly Free Soil as the National Party has been declining in recent years) have been frequently elected to mayor status in cities and towns across the Duchy and while they've never been able to win governorship in Manzamal (thanks to a consistent centre coalition in the State Congress), this hasn't stopped Free Soil from trying to define the narrative where it can.

With Manzamal bordering Tukarali, a communist state, Free Soil has had an easy time using anti communist fears to gain ground, but equally, they've been able to rally support over the ever so controversial issue of Bentasur. This week, one mayor, from the coastal city of Puerto Blanco, one Pedro Gálvez, has been very vocal about Bentasur, calling the naval base an "illegal occupation".

Let's not beat around the bush here. Bentasur, is rightfully Gaduri. There's no other way about that. No one is denying that. And yet, the naval base doesn't fly a Gaduri flag. Why is that? Because it's under an illegal occupation! That's why! I'm not afraid to call it what it is. Kalistan is illegally occupying what is rightfully Gaduri land and disrespecting our national sovereignty. All because they want to pretend like they're the victim of the Anantonese Divorce. They restrict our sovereignty under the Anantonese Empire, and then abandon us and then play victim! They should just hand the base back over to Gaduridos and move on from the past. You don't see Luthori begging to hold onto its imperialist past, now do you? Our beautiful country needs to finally move on from the past and that starts with having Bentasur Naval Base flying a Gaduri Flag, and not a foreign Kalistani flag.

Despite the controversy, voters in Manzamal have been supportive, most especially in Bentasur, and it's clear that not only is the Manzamal branch of the PSL, but the entire national PSL is trying to force a conversation on Bentasur and get the de la Cruz administration to do something about Bentasur. Whatever the case, with Pedro Gálvez winning re-election last month, Puerto Blanco certainly shares his view on Bentasur, and the issue will continue to be a defining one for the Duchy, and the wider country, most especially from nationalist circles, as Gálvez has been praised by the PSL and National Party (and even a few left wing nationalists) for speaking out on the issue, something that the PSSG has notably been silent on.

With the 5718 Constitution enacted last month, the question of who would receive the formal throne remained ambiguous as Gaduridos has never really had a history of having its own domestic monarchy, either always being in a personal union, or being a Republic. This week however, Congress found itself in agreement on who to offer the throne to. The Valcorico family. Known across Gaduridos for their philanthropy, and especially in helping provide for the needy and underprivileged, Congress found that who better could personify the values that the country should strive for, than philanthropists? However, given the unfortunate poor health of Raul Valcorico, and the unfortunate passing of his wife last year, Congress has chosen the family's only son, Víctor Valcorico (aged 23) to become, His Majesty Víctor de Valcorico, by the Grace of the Constitution and the Will of the People, the King of Gaduridos. Despite his young age, there's confidence that he'll be a good king for the Kingdom of Gaduridos. The formal coronation will be prepared for Spring of next year, and of course, all citizens will be invited to attend. However, there's no formal Royal Palace of sorts, as Los Altos remains for the Prime Minister, so the state will likely need to convert or construct a building to act as the Royal Palace. In the meantime, His Majesty, Víctor de Valcorico will reside in the Valcorico Estate in Marligantos.

Once the coronation is complete, then most certainly, a new era will have been marked for Gaduridos. While the de la Cruz administration has not confirmed if foreign dignitaries will be present or invited to the coronation, the de la Cruz administration has not denied it either. Whatever the case, Republicans have offered muted criticism, arguing that while the philanthropy of the Valcorico's is respectable, a monarchy is not what Gaduridos needs. Despite that, most Gaduri are fairly happy as the Valcorico's are popular because of their philanthropy. 

While many problems still plague the country, there's certainty that Víctor de Valcorico can act as a bridge for the country, and help rally the country together towards unity, and non-extremism. Whatever the case, Long Live the King, as they say in more established monarchies.

Congress passes the "Stability, Action, and Support Act"; Relief and Economic Stimulus to come to the economy.

While the economic situation certainly isn't falling into depression, the economy has seen better days, being (understandably) the most pressing issue for Gaduri across the country. With the new year starting, Congress has been able to, thanks to a firm PSSG majority, passed the Stability, Action and Support Act (SASA). What exactly does the SASA do? Well, it looks to provide Stability, Action and Support to the economy and prevent the malaise from turning into a national despair. The first thing SASA does is reaffirm that the state will support PeGad, and effective immediately, all layoffs will seize, temporary emergency funding will be injected into PeGad, and all worker contracts will be renewed for a fixed period of 6 to 12 months. PeGad will remain supported, both as a major state employer, and as a source for exports and state revenue. 

Furthermore, to ensure unemployment doesn't become a silent issue, while Congress is discussing a formal establishment of a Public Works Program, a full nation wide one, the Duchies will be given authority on enacting a small scale public works program, mostly looking to support vital infrastructure maintenance (roads, the Gaduri portion of the Trans-Seleyan Railway, logistics hubs, etc etc), as well as minor urban works projects. The goal is to keep people earning, and prevent unemployment from rising, and getting Gaduri employed. Finally, support for businesses will be offered via temporary tax deferrals, low interest state backed credit lines, and specifically support for trade related firms (as restoring Gaduridos as a trade hub is major concern for the de la Cruz administration).  The Ministry of Commerce has confirmed that the question of a new domestic currency will be resolved, but right now, stability will be vital before any currency reform can be enacted. Deposits are expected to remain safe, no sudden monetary shocks will occur, and when currency reform comes, it will absolutely be gradual.

The de la Cruz administration is certainly trying to focus on restoring economic confidence, and stop the metaphorical bruise from getting worse. While SASA alone can't resolve the economic situation, it's definitely something and something is better than nothing, as nothing only lets the malaise gets worse.

Restoring the trade hub status of Gaduridos is something that not only would benefit the economy, but would also support national pride, as it is something Gaduridos has prided itself on for a long time. However, trade deals are required for that. And this week, the Minister of Foreign Affairs, Sofía Galán has confirmed that after meeting with her counterpart in the Bianjian capital of Gemun, a formal trade deal has been signed between Bianjie and Gaduridos. 

With Vintalli being home to a majority of the country's agriculture, mostly coffee and bananas, the trade deal with Bianjie was primarily focused on agriculture, as per the wishes of Gemun. As such, Gaduridos will export coffee and other agricultural goods to Bianjie, and Bianjie will purchase, providing Bianjie with agricultural products and Gaduridos with money. A win win for both states. More importantly, this is a good step for restoring the trade hub identity, and establishing relations with Bianjie, of which little relations existed prior. While the question of business ties and other potential economic ties isn't exactly out of the picture, given the current focus of the de la Cruz administration and the goal of restoring the trade hub identity, the potential for the Gaduri-Bianjian relationship to evolve is still there. 

Whatever the case, small as this trade deal may seem, it is the first of many as the Ministry of Foreign Affairs is currently engaged in discussions with other countries to set up trade deals, and this will no doubt help the country. Plus, it'll allow the de la Cruz administration to begin infrastructure projects relating to ports and such for future trade.
