Foreign Ministry, August  17, 5649: Foreign Minister Hakim al-Sabah was asked by the Monsoon how much help the Government got from Lodamun in bringing Nashwa back from anarchy and he replied:
 

Reporting from Lodamun has described what they did for us very well. And it was critical.  The intelligence reports were vital since they told us what forces the Dufazi and the Free Brigade actually had and where they were.  We had information coming in from our military intelligence, the Internal Security Unit and General Intelligence Service but most off that was either agents gathering oral information or military nearby observations.
 
We have had some military capacity in the past but now quite a bit is old and understrength. And we have never had drones. We think we can produce them. In point of fact Defense Minister Hakim al-Afdal is talking to New Dawn Nashwa executives as we speak to see what New Dawn can do about that. Reports from the state run military corporation for equipment production are being reviewed on this subject as well.
 
But at this juncture, it was accurate military intelligence from Lodamun that allowed us to use the strength we had to bring Nashwa back from  anarchy without massive casualties.

REPELLING INVASION CORE DEFENSE FOCUS

Defense Command Center, June 16, 5650: After a meeting with the Ministry Legislative Division on prioritizing expense appropriations, Defense Minister Hakim al-Afdal talked to the Monsoon about where the Defense Ministry was currently headed:
 

The whole government has been focused on reuniting Nashwa with Jumhuriat al-Badara, the Defense Ministry certainly included.  With that accomplished, our military has a different mission, preventing invasion. 
 
Let us be clear, our main protection is not making enemies. We are not antagonistic to other nations great or small suggesting we know how they should change to meet our visionary standards.  We want to trade with almost everyone except a few pariahs not look for battles.
 
We are aware we have never been a super power or a great power and have been considerably stronger than we are now.  So we know we are not in a position even if we wished to do so to impose our will on someone else.
 
Even so, disputes occur. Diplomacy needs to follow.  Settling disputes if at all possible.  If we diligently try to be good citizens of Majatra and Terra and try to settle disputes as they arise, it really reduces the odds of having more than one belligerent actually attack us.
 
So our primary military focus will be on making an invasion by one enemy very costly for that enemy. If possible prohibitively so. And make it questionable for all but the strongest if it will be successful.
 
So what might we  face?  Long range heavy bombers. Could be devastating. Trigunia built some in the past that would be devastating.  But few nations including Trigunia could do much in the way of accompanying escorts so fighters is what we need to counter them.
 
What about long range ballistic missiles? We have some surface to air missile systems (SAMS) and can build more.
 
Submarine launched missiles from Sea of Majatra or South Ocean.  For that need anti submarine detection and weapons on patrol planes and frigates or destroyers.
 
Enemy air cover will pretty much be mostly limited to carrier based aircraft so more fighters will be needed to counter  that.
 
Landing craft and their supporting force would need to be met by aircraft and naval vessels armed with anti ship missiles, torpedoes, bombs and naval gunnery.
 
An enemy that got its invading force landed would need to be met with our infantry, artillery, armor, air cavalry, and ground support aircraft. And if and when we can get them, unmanned aerial combat vehicles.
 
Our general plan is for  naval assets in three ports organized as task forces, air assets in squadrons and wings under a command for each island, and a number of divisions some on each island.  At the moment we have three. We need more.  SAMS are attached to divisional assets of Army divisions. We’ll see if that is best approach. Our few surface to surface missiles are Air Force assets.
 
As you can probably see, our biggest need is more fighters and fighter bombers, and getting some drones.  Our Ministry Procurement Division is talking to New Dawn Nashwa and Badaran Military Air about what they can do; if nothing practical we will look abroad. Sometimes the price of neglect must be paid.
 
Should this primary objective become manageable we do have a secondary goal. Having the capacity to send some troops together with other nations on a worthwhile mission.  We are not there.  We would need to build either air or naval transports. But that is part of longer term concept.

MILITARY PURCHASES FROM NEW DAWN NASHWA and BMA

Defense Command Center, November 16, 5651:  The Procurement Division of the Defense Ministry has been meeting with New Dawn Nashwa (NDN) and Badaran Military Air (BMA) about buying some aircraft and developing an unmanned combat aerial vehicle (UCAV). Today Procurement made its recommendations to Defense Minnister Hakim al-Afdal.
 
BMA is the government corporation producing BMA Saeqeh light multirole fighters and Shahed 285 helicopters for the military.  BMA believes it can come up with some fairly basic reconnaissance, hovering munition and weapons  platform unmanned  combat aerial vehicles (UCAV).  BMA could likely produce a troop transport but its experience has never been with larger aircraft.
 
An initial proposal is for BMA to produce 20 more Saeqeh multirole fighters and prototypes for some UCAV options.  The Chief of the Air Force Staff and Chief of Defense Command have endorsed this recommendation.  The Monsoon has learned Defense Minister Hakim al- Afdal has approved this proposal.
 
New Dawn Aerospace and Defense  was founded by the Likatonian entrepreneur Thomas Clark in 4744 and moved to Badara when the Finley Administration  barred its  manufacturing military aircraft.  It was subsequently sold to NDN which was and still is owned by Nashwa Air Lines (NAL) and Qat Oil Services (QAT).
 
NDN is currently mostly building and servicing airliners but has supplied the Air Force with NDN F – 15 and F/A – 18 multirole fighters and NDN A – 10 and NDN AC – 130 fixed wing gunships as well as helicopters for the Navy and helicopters and aerial troop transports for the Army.
 
Procurement Division has proposed that NDN supply 20 NDN F – 15 multirole fighters and 10 NDN A- 10 gunships and see what variants in its airliners or gunships could be used for some improved transports, aerial early warning or tanker aircraft.  This recommendation has been approved by the Air force Chief of Staff, the Chief of Defense Command and the Defense Minister.

MAJLIS DEBATES FEDERALISM

Majlis, May 17, 5652:  With new elections approaching, Chancellor Bashir ibn Ortoq opened debate in the Majlis  on the subject of the degree of federalism that was desirable.  The Chancellor  indicated the anarchy that developed in Nashwa has tended to obscure the desire of the Sovereign People for a very limited central government.
 
Police jurisdiction and operative law are two areas needing clarification. The Chancellor suggested that it be recognized that if the Majlis chooses to legislate on something on behalf of the Sovereign People then such legislation overrides Muhafaza or municipal ordinances but absent such legislation, it is local law that operates.  General criminal law, traffic rules, property ownership and use restrictions and reguation, and zoning should definitely be handled locally.
 
Generally municipalities and Muhafazas have police for law enforcement . The Central Security Organizations (CS0) has uniform police for covering areas such as quite a  bit of Nashwa  and rural areas where they do not.  In addition to CSO police, CSO has Criminal Investigation Division (CID), Special Security Forces (SSF) and Internal Security Unit (ISU) ready for enforcement of the criminal laws of the Majlis.
 
Finance Minister Mariamne al-Qassem, a leader of the Free Radical Supper Club (FRSC), stated that retirement and employment related benefits should be handled entirely by the central government. This would not prevent other governments or private concerns furnishing additional benefits. She further indicated that she thought not only should the central government pay health benefits but provide them.
 
Many of the Working Institutional Group (WIG) wanted the central government to subsidize but not provide health care services so a  vote was taken after fairly vigorous debate.  The Finance Minister’s view prevailed.
 
Faisal Abu Saq, the Managing Director of Central Bank pointed out that since providing education, providing or overseeing utiities including telecommunications, heating and cooling and electricity, trash collection, water and sewer  services and waste management, a law enforcement and court system as well a local road system will be done locally, the central government should not be so grasping in tax collection that there was nothing left  for the municipalities and Muhafazas.
 
Abu Saq said that equally important was the central goverment’s need to fund national defense and foreign affairs management, Majlis law enforcement, and the management and proper use of the oil and gas reserves of the Sovereign People, so there needed to be a real thoughtful balance found on where taxes should go and how much could reasonably be extracted. Fortunately, the oil and gas reserrves gave us some room for avoiding oppressive taxation.
 
Foreign Minister Hakim al-Sabah, a WIG leader, suggested the central government would also be overseeing educational standards, enforcing occupational safety and heath standards, promoting international trade and helping start up businesses get off the griound. Further, that libraries, parks and museums and cultural protection should be provided at whatever level seemsed appropriate as the need and opportunity arose.  This proved to be non controversial.
 
The Chancellor indicated to the extent any of the con census agreement arrangements needed legislation, his office and the Justice Ministry would prepare and present it to the Majlis.

HAKIM AL-SABAH IS NEW CHANCELLOR

Majlis, November 17, 5652:  Elections have just been held, and while counting is not complete, the result seems to be rather as expected with seats being fairly evenly split between those associated with the Working Institutional Group (WIG) caucus, the Free Radical Supper Club (FRSC) caucus and those associated with neither.
 
Among the last, the Independents (I) there has been some talk of Defense Minister Hakim al-Afdal, Interior Minister Bandar al-Qasabi or General Intelligence Service Director Ivrahim Duqaq becoming Chancellor, but the Monsoon is certain these individuals intend to stay right where they are.
 
The current Chancellor, Bashir ibn Ortoq, has opted for election as Member Presiding of the Majlis from which position he can oversee codification of constitutional amendments, legislation and judicial reform while Faisal Abu Saq wants to stay on as Managing Director of the Central Bank so WIG was scrambling  to decide if it has anyone for a candidate for Chancellor.
 
Foreign Minister Hakim al-Sabah undertook discussions with former Chancellor Khalifi al-Qassem on what the FRSC  preferences were.  The  former Chancellor said he was very happy as Minister of Religious Affairs and if the Foreign Minister would take on Chancellor, his sister Mariamne al-Qassem was interested in moving from Finance to Foreign Affairs.
 
They agreed that the international objective was focus on cementing ties with Istalia, Kafuristan and Lodamun and expanding trade in Majatra.  FRSC had a Finance replacement who was not like the al-Qassems or most WIG delegates, a member of the oligarchy, but rather a mostly secular academic, one Abdul Jabbar.
 
Thus arrangements were made, votes were undertaken; and the Majlis selected a new government.

AIR FORCE DECISIONS

Defense Command Center, August 16, 5652:  The Monsoon has learned of a meeting today between the Defense Minister, the Chief of the Ministry’s Legislative Liaison Division, the Chief of Defense Command and the Chief of Staff for each armed service.
 
The focus was on organizing knowing the budget would be limited and leave little room for expansion.  Three measures were agreed on and ordered. First, the naval forces will be divided into three task forces as follows:
 
Northwest Task Force stationed at Dar as-Salam
Northeast Task Force stationed at Ras El-Haram
Southern Task Force stationed at Ras al’Ulima
 
Second, Air Force squadrons and wings will be assigned to either:
 
Mu’Tassim Air Command
Nashwa Air Command
 
Third, although on paper seven divisions were anticipated, it was fair to say three existed. For the time being, helicopters and armor will be treated as  divisional assets. These three divisions are motorized infantry divisions which will be headquartered as follows:
 
1st Division at Ras al-Ulima on Nashwa
2nd Division at Al’ Buqiyaa on Nashwa
5th Division at Dar as Salam on Mu’Tassim
 
Defense Minister Hakim al-Afdal wanted to address the issues around the Air Force first and then deal with naval and ground force issues..
 
As Defense Command Staff saw it there were five. First, 600 or so planes were more or  less authorized while 272 were extant.  What fixed wing air craft purchases should be initiated next?
 
Second, should military air transport assets and command be transferred to the Air Force or continue with the Army.
 
Third, did we need aerial early warning aircraft, antisubmarine warfare aircraft, long range patrol aircraft, command and control air craft or airborne electronic warfare aircraft, and if so can our existing suppliers provide something or do we need to look abroad?

Fourth, drones are needed but should one service or more than one operate them?
 
These questions will be returned to but the fifth was resolved; should surface to air missile batteries be transferred from the Army to the Air Force. The Monsoon has learned the decision was yes – all surface to air missile system (SAMS) batteries swill be transferred and integrated into our missile defenses and coordinated with our radar sites.  But batteries should be ordered from our supplier to replace those transferred so that our divisions also have SAMS as divisional assets.  It was anticipated the Air Force would need more as well.

MPN RETURNS TO BIER QASSEM

Majliis, December 17, 5653: Foreign Minister Mariamne al-Qassem has been in touch with the Majatran Pharmaceutical Network  (MPN) which was originally created by the Majatran Economic Association (MEA) but severed its connections with that organization and now has a self perpetuating board of directors.
 
MPN was conceived and created as a part of the MEA by Jumhuriat al-Badara’s Chancellor Magdalena al-Jabbar when More Medicaments Manufactures (3M) was in decline.  Whereas, 3M was at one time a huge pharmaceutical conglomerate, MPN is a pharmaceutical clearing house linking Health Ministries, pharmacies and pharmaceutical suppliers.
 
The Monsoon has learned that MPN has agreed to return its headquarters and operating center to Bier Qassem and reestablish contact with the Ministry of Health.

HEALTH CARE FUNDING ORGANIZED

Finance Ministry, November 17, 5655: Finance Minister Abdul Jabbar met with ministry staff, Central Bank Managing Director Faisal Abu Saq, and personnel from the Ministries of Pensions and Benefits and of Health to sort out which agencies would handle what.
 
It was clear there was not enough possible in appropriations for the Government to provide or otherwise supply all of the medical, dental and pharmaceutical needs of all citizens.  Even with the income from Petroleum Development of Badara, the state owned oil and gas corporation.
 
The meeting addressed two questions. How to determine how much the government would aid with the charge for service and how to actually provide the services.
 
With respect to the first question the lowest income citizens will get the services free, that is provided or paid by the  government.  When citizens reach a comfortable income they will have to start being charged for some of the service and at a certain income level payment will be phased out entirely. 
 
It is possible regular revenue income levels could increase so that more people could receive free service.  Also, it is quite possible health insurance may be available to cover expense for which individuals may be liable.  

It was decided, payments to service providers and occasional reimbursement to individuals will be made by the Ministry off Health from appropriated funds held in Central Bank accounts.

As to the second question, there are areas where facilities will have to built to be staffed by government employees.  Some medical service providers may simply want to become government operated.  The government will also contract with existing facilities and practitioners to provide services for the set government rate,
 
In the last instance, not charging anything to patients in addition would be the critical point.  It is also possible insurance companies could propose handling certain geographical areas but again charges to the patient would be the key issue,.
 
The Monsoon is convinced this is the  plan that will be implemented with the proviso that since  it is quite expensive regular monitoring and a willingness to make adjustments are essential.
 
The Monsoon has also learned that Finance Minister Jabbar has approached the Chancellor about resigning as Finance Minister and taking over the Health Ministry to implement and administer the health plan.

NEW FACTIONS APPEAR IN ELECTION

Majlis, August 28, 5656: Finance Minister Abdul Jabbar wanted to switch to Minister of Health to implement the ambitious plan for a single payer plan, but Chancellor Hakim al-Sabah convinced him to wait till after the election which were on the verge of happening, and Jabbar agreed.
 
Elections produced some new factions.  The Dufazi, who are the followers of Abadi Cleric Moqtada al-Dufaz, are well represented in the Al’Salmania delegation.  Israi Values (IV) is a religious oriented faction wanting more Ahmadi views reflected in criminal and domestic relations law.  Metzists of Majatra (MM) are opposed to the oligarchy being involved in the government and want them severely restricted and more generally are socialists albeit with a willingness to pursue their goals democratically.  Forgotten Abadis of Majatra (FAM) really do see Ahmadism as a religion of peace not to mention love, kindness and human understanding, and are an influence toward civil discourse and finding common goals.
 
The Working Institutional Group (WIG) and Free Radical Supper Club (FRSC) nonetheless still maintain substantial support. Whether Chancellor al-Sabah can again put together a governing coalition is quite uncertain.
 
Accordingly, WIG’s President and Presiding Member of the Majlis Bashir ibn Ortoq suggested election of some non controversial and uncontested ministries.  The Chancellor then put forward about seven minister proposals including FRSC’s Abdul Jabbar for Health Minister, and Independents Bandar al-Qasabi for Interior Ministry and General Hakim al-Afdal for Defense Minister.
 
These passed.  The Monsoon asked Faisal Abu Saq, Managing Director of the Central Bank, what was the difficulty in finding a  Chancellor and certain other offices, and Abu Saq replied:
 

The constitution forbids political parties, a head of government or a head of state.  The reason for the constitution shutting down a lot of the government was corruption.  Abolished jobs for those getting bribes.  Fine, but who paid the bribes?  The oligarchy.  So can understand why the citizens are reluctant to trust the oligarchy to start up the government again.
 
In this instance bone of contention is FRSC had Finance and Foreign Affairs Ministries. Jabbar moving to Health means Finance is open. In all honesty, when we started trying to revive the government, only two people could have put the tax, appropriations and payments system together – Mariamne al-Qassem or me.  Well we both did our part; now she wants Foreign Minister and I want to stay at Central Bank.  This is the problem.
 
So agreement could be reached or there could be competitive elections for several offices.

CABINET SHUFFLE BUT SAME CHANCELLOR

Majlis, August 30, 5656:  Chancellor Hakim al-Sabah of Working Institutional Group (WIG), President of the Majlis Bashir ibn Ortoq and Khalifi al-Qassem, Minister of Religious Affairs and Leader of Free Radical Supper Club (FRSC) met to discuss whether to form a ruling coalition or whether to simply put up candidates for offices one by one beginning with Chancellor. 
 
The Chancellor offered to have FRSC name the Chancellor but the FRSC Leader said his sister and he felt many of the religious oriented members of the Majlis showing up in Dufazi,, Israi Values (IV), and Forgotten Abadis of Majatra (FAM) factions were not ready for a woman as Chancellor despite her recognized ability.  A time would come to challenge this prejudice but for now she wanted to stay as Foreign Minister and FRSC wanted to have Health Minister Abdul Jabbar lead the new health plan being initiated.  Further, he would take it if necessary but would much prefer staying s Religious Affairs Minister for now.
 

The Majlis President said one solution could be if WIG could have the Finance Ministry,  FRSC could name the Justice Minister, Justice Minister Yasser al-Mirza could move to Majlis President and he would take Housing Minister.  An alternative could be built around him taking Religious Affairs if the FRSC Leader took Chancellor.

 

FRSC and WIG were both amenable to the first alternative so Hakim al-Sabah was to remain Chancellor, WIG’s Nazir al-Sayed, son in law one of the Kerbogha brothers who own Qat Platation and have a controlling interest in Qat Oil Services, was to be Finance Minister, and Abdul Aziz, a law professor at the University of Bier Qassem who is Director of Free Legal Services of Bier Qassem, was to be justice Minister.

 

The Monsoon has confirmed that the Majlis voted favorably on these selections.
