Announcing the Green Terra Initiative. This Foundaton was created by Imperial Fiat, and signed into law August 22, 5714 by Her Imperial Majesty, Empress Carolina II Ananto, to deal with the money paid into escrow to support the ultimately failed bid for the Rossfadda Oil Field in New Englia.

Structure
The Initiative is funded by the Green Terra Foundation, a public Trust capitalized by K$36 Bn Imperial Pesos and managed by a public, not-for-profit board structure, overseen by an elected Ombudsman. The funds are invested at the Bank of Kalistan in Kaliburg, Grand Duchy of Ananto, and the Board is appointed and elective, made up of Conservationists, Financiers, Civil Society leaders, and members of the business community. The Foundation is designed to provide a transparent corporate governing structure to ensure maximum transparency for operations.

Mission
The Primary Mission of the Green Terra Initiative is to promote conservation of Terra's Air, Water and Land resources through the promotion of conservation efforts, pollution reduction and advancement of green, renewable energy production. The Initiative aims to accomplish this by offering direct, non-refundable grants to States and NGOs who request the assistance.

Process for Applying
Grants to promote the Initiative's stated mission will be issued by the Foundation in reward for a successful proposal. A State or a registered Non Governmental Organization may apply for a Grant at any time. The Grant Application will need to include the following items

• Name of County or NGO applying
  
• Name of Project Administrator
  
• Name of Project
  
• A Brief Description of the Project
  
• A brief summarized Budget for the project (add 5% for administrative/Overhead, and another 5% for Overage if expected.), Including the amount of resources that the applicant will be adding to the project (GTI will not fund more than 80% including overhead, of any project, and if the project cannot be completed without a stake from the Applicant, the application will not be considered. The more an applicant can bring to the table with the application, the more likely the application is to be funded.
  
• A description of how this project forwards the mission of the Initiative
  
• A discussion of How Kalistan may assist.
  
• An estimation of time that it will take to complete the project.
  

The grants will be awarded up to 8% of the Capital fund per year. If that 8% is not exhausted in a year, it will be recapitalized along with any additional interest earned within the foundation.

If the project is not completed in the estimated amount of time, the applicant may apply for an extension on the terms of the grant, but if the project has been abandoned, all un-used funds must be returned to the Foundation and may be made available to others.

Description: Support for export of rare earth metals into Kalistan, and import of renewable energy machinery from Kalistan. Technical assistance for installation and operation of said machinery. Support for renewable energy engineering and sustainable energy management courses at Revolutionary People's Institute of Economic Development.
Budget: 30% - Revolutionary People’s Consortium of Energy Sector Enterprises, 20% - Revolutionary People’s Republic of Utaristan (10-year plan financial incentives), 50% - Green Terra Initiative.
Projects impact for GTIs mission: Renewable energy takes precedence over fossil fuels in Utaristan. Revolutionary People's Institute of Economic Development will be able to provide education focused on renewable energy engineering and sustainable energy administration.
Kalistani assistance: Financial support for Utaristani REM export into Kalistan and Utaristani renewable energy machinery import from Kalistan. Technical assistance for installation and operation of renewable energy machinery. Educational assistance for educators of renewable energy engineering and managment courses at RPIED.
Timeframe: Until 5731, as part of 10-year plan. If 5731-5741 10-year plans maintains financial support for renewable energy, the Applicant may request the project to be prolonged.

Green Terra Initiative approves this Grant and will assign it to the correct committees for enactment immediately. Utaristan may consider it effective as of today, along the terms above proposed. Thank you for your application. This year, the Foundation can make available K$3.1 Billion Imperial Rubles in direct funding and credits for Utaristan's use, given no other ongoing projects remain on the docket.
