General National Census 5650: Istalia exceeds 166 million inhabitants

ROMULA - The General Census of the year 5650, conducted as per ten-year practice by the National Institute of Statistics (INSTAT), has returned a detailed and complex image of today's Istalia society. With a census population of 166,298,812 residents, Istalia has recorded a demographic increase of over five million compared to the data of 5640, a sign of a consolidated growth trend supported by both a stable birth rate and favorable socio-economic conditions.
A young and dynamic population
The average age of the population stands at 33.1 years, confirming Istalia as one of the youngest nations of the Majatran continent. The distribution by age group shows a strong presence of young people and very young people:
0–12 years (children): 18.2%
13–19 years (adolescents): 11.5%
20–34 years (young adults): 28.6%
35–64 years (adults): 30.1%
65–79 years (elderly): 9.1%
80+ years (very old): 2.5%
About life expectancy, for the first time since the days of the Peninsular War, it has surpassed the 80-year threshold for both men and women, a milestone largely credited to the country's efficient public health system and the constant improvement of living conditions. Today it stands at an average of 80.4 years for men and 82.7 for women, thus with a slow but continuous approach to pre-war levels.
Family, birth rate and confidence in the future
Istalia continues to stand out on the international scene for its high birth rate, although the 5650 Census recorded a slight but clear contraction compared to the 5640 data. The average number of children per woman now stands at 3.84, down compared to the record values of the previous three decades but still significantly higher than the average of advanced economies. This marks the gradual overcoming of the post-war demographic boom, in a trend consistent with statistical forecasts and with the natural evolution of a population that is stabilizing.
Despite this slight decline, Istalian society continues to offer an environment favorable to parenthood. Families are formed at a young age: women marry on average at 25.7 years, men at 29.9, while the first child arrives at 24.8 years for mothers and 28.1 for fathers.
This precociousness is made possible by promising forecasts for the future, job opportunities, subsidized housing policies, incentives for births and a solid family welfare. The impression is that of a country where the choice to bring children into the world is not experienced as a sacrifice, but as a sustainable decision, compatible with professional life and accompanied by concrete tools of social support.
In short, the birth rate is normalizing, but it does so at very high levels, confirming the vitality of a young, confident and forward-looking population.
Education and training
On the side of eduction, Istalia rates of schooling skyrocketed since the end of the Great Patriotic War of Liberation, with almost all young people today completing the compulsory cycle. 93% of primary and lower secondary school students attend public institutions, but in the last two years there has been a significant growth in private schools, which have increased by two percentage points. These institutions, which adopt alternative teaching models but are certified as compliant with state standards, are attracting a growing number of families.
In high school, a 2% increase of students opting for private schools have been registreted, estimated to have happened just in the last two years. An interesting figure, that indeed particularly caratherizes the istalian schooling system since the restauration, a significant 9% of students opt for the Military Highschool Institutes, structures partly funded by the Ministry of Defense and linked to military schools and academies, which offer specific training courses in the technical and strategic fields. A significant portion of the Armed Forces personnel come from these institutions, which constitute a preferential channel towards a military career.
Those who choose traditional high schools (classical, scientific, linguistic) often continue their studies at university: almost 48% do so under the partnership of the Defense, carrying out the three years of voluntary service while attending academic courses, within both the education courses of the defense and of universities, then completing the specialization as civilians. The other university students opting for the Civil Service, often are obliged to reconcile it with part-time jobs: a combination that represents a criticality for the balance between study and sustenance.
About technical and industrial institutes, they have seen a great boost in recent decades, responding to the strong demand of the job market. Artisan shops, technical workshops and manufacturing facilities are full of young newly graduates, starting their apprenticeships, then it comes adulthood and the choise to serve, or not. Upon reaching adulthood, most technical school graduates opt for Civil Service, but efforts to reconcile work activities with civil commitments represent a concrete challenge. For many families in the lower-middle classes, the economic contribution of working children, still living in the family unit, is an essential resource and for this reason, compared to the 5640 census, there has been an increase in those who do not follow the voluntary service, a delicate issue, especially for Defense for obvious reasons.
The situation is different for those who choose Military Service: in this case, graduates from technical institutes are often directed towards logistical and technological tasks, thus being able to perfect their skills in structured and professionalizing environments. A difference that, according to several observers, is then reflected in the job market, where the latter are often more attractive at the end of the service. An advantage, however, that does not fail to arouse criticism: many civil volunteers complain about a perceived imbalance, while those who have undertaken the military path underline the strong psychological and physical commitment required by the three years of service.
Ethnic and linguistic composition: towards greater homogeneity
From an ethnic point of view, the population is confirmed to be largely of Istalian origin, with the Istalian Majatrans representing 14.3% in constant decline, a trend that accelerated during the Patriotic War and in the early years of the Imperial State. The other ethnic minorities, which add up to about 5% of the population, include Solentian, Zardic, non-Istalian Majatrans, Aldurians, Siphinans and Manoush communities, the latter partly still dedicated to traditional nomadism.
On the immigration front, the last decade has seen a constant increase in the inflow of highly specialized workers, mostly from developed economies with which Istalia has re-established solid diplomatic and commercial relations. However, these flows are limited in absolute terms.
This is because, since the early years of the Third Restoration, the country has adopted one of the most restrictive migratory policies on the continent: for low-skilled economic migrants, who constitute the majority of global flows, the chances of obtaining a visa remain extremely low, if at all. In this context, the use of irregular immigration has increased, growing significantly compared to the previous decade. A trend that ultimately reflects the same reason that attracts more and more professionals and capital: Istalia has returned to being a rich, dynamic, stable and safe nation, factors that make it today, according to the main international indicators, the most attractive country on the entire Majatran continent.
Many analysts believe that in the coming years it will be necessary to prepare for even more significant flows, not only from the continental area, but also from several South-Selaian countries such as Alduria or Rildanor, from which more and more migrants choose the route to the opposite coast of the Sea of the Lost Souls.
Another very interesting fact, for the first time since the Union of Quanzar and Alaria, the census shows a significant reduction in the daily use of Istalian languages in favor of standard Istalian, now dominant in every area of public and private life, although this trend was already recorded since the time of the Seventh Republic but never with a such rate.
Housing emergency in the process of being resolved
Among the problems still present, housing remains one of the most sensitive. The INSTAT tells us about a situation that is still " critical but improving": over 9 million citizens are still waiting for assignment to public or social housing. However, the National Plan for Accessible and Sustainable Housing, launched in 5648 and articulated over twelve years, has already begun to produce tangible results, with the opening of new residential complexes and an increase in the rate of home ownership, especially among the younger age groups and in recently urbanized areas.
Economic growth and reduction of inequalities
The economic profile of the country appears solid and progressively maturing. Well-being has generally improved and the distribution of wealth is now more equitable than in the two previous censuses, despite an increase in the number of large estates and a part of the workfore still vulnerable. Per capita income has continued to grow steadily, with an average increase of approximately 27% compared to 5630, favored by an expansive economic scenario, institutional stability, productive dynamism, expansion of internal and external markets and a social security system among the most developed in the region.
Crime and Security
The census shows a general decline in violent crime in the country, a positive sign of a safer society and a constant and widespread presence of law enforcement. However, the return of criminal organizations, whose activity has intensified over the last decade, is a growing concern. The authorities report an increase in extortion practices, especially bullet money, and a more marked infiltration of the legal economy by groups dedicated to laundering money from illicit trafficking, especially narcotics, but also high-value goods such as jewelry, precious metals and rare raw materials.
The sophisticated commercial network built by Istalia, highly regulated and subject to strict controls for the list of strategic materials, represents an attractive terrain for those seeking to circumvent the rules for profit. Customs and tax authorities, together with specialized units of the security forces, remain on maximum alert, but the phenomenon appears to be expanding, requiring increasingly coordinated and structured responses to protect the legality and economic transparency of the country.
A look to the future
The projections of the National Institute of Statistics for the next census, scheduled for 5660, indicate, in the absence of major impacting events, a probable continuation of current trends: growing population, widespread well-being, progressive urbanization and further linguistic cohesion. However, many experts anticipate a further decline in the birth rate and a shift in age percentages towards the adult and elderly age groups, marking the beginning of a gradual demographic maturation, a physiological phenomenon for advanced economies.
If confirmed, these data would pose new challenges and opportunities for the government, which will have to accompany the social evolution of the country with careful and far-sighted policies.

"Exercise Afterburn 4": below average prestions and technical issues for the Istalian aircrafts
The Air Force denounces the block on modernization and for the lack of progress on equipements, transport and supplies: "National security at risk, priority only to the Army and Navy"

ROMULA – In the aftermath of the massive multinational aeronautical exercise " Exercise Afterburn 4", which took place in the skies of Lodamun and saw the joint participation of numerous foreign air forces, Istalia comprised, the leadership of the Imperial Air Force breaks the silence and entrusts to the press a note that expresses strong disappointment and growing frustration for the stalemate in the modernization measures of the Air Force.
The exercises were a disappointment for the Istalian Imperial Air Force, whose aircraft involved reported below-average performances compared to the foreign counterparts, especially the F-43s and G-21s, even causing embarrassment for the Air Force when our SHB-450 bomber had to withdraw at the last minute an action due to technical problems, following other problems encountered even before the excercise phase. The F-50s were able to report initial success during the excercise, thanks to the preparation of our pilots and because they are the most recent fighters, but eventually all the limits of our equipement emerged. The inatiative has highlighted the condition of operational backwardness in which the Imperial Air Force finds itself, perceived by its leaders as increasingly penalized compared to the Army and the Navy, pointed as the object of political and financial priority.
In the statement released by the Air Force, it is said that:
Quote:The White Paper for the modernization and restructuring of Defense envisaged a rebalancing of capabilities between the Armed Forces, and yet, in the face of results on the anti-aircraft defense front and space programs, the combat component of our Air Force continues to operate with obsolete equipement and a constantly declining operational availability.
Among the results cited were the progress in surveillance, intelligence and electronic warfare systems, with the commissioning of the multi-role aircraft dedicated to SIGINT and ELINT intelligence gathering and Airborne Early Warning missions Ajace AASC-5400 " Occhio di Falco", one of which, joining Afterburne 4, was the most positive and truly satisfying note for the Air Force, and therefore the network of brand new Defense satellites, managed by the Air Force, and the advanced radar and surveillance stations on the national territory. However, as regards the fleet of fighters and bombers, and secondarily the strategic transport aircraft and the tankers for in-flight refueling, the balance is bleak.
Currently, sources within the Armed Forces report, only three wings are equipped with the Ajace F-50 "Predator" superiority fighters, while five wings use the even older Magistro-Leonardi S.A.G-21 "Cobra". In even more critical conditions, two wings rely on the Ajace F-43 "Falco", an even older generation aircraft resurrected during the Patriotic War from the reserve. Finally, there is just a single Wing equiped with old Artanian Defense Group SHB-450, considered by many more as museum pieces than operational aircraft, so much so that they have been kept in hangars since time immemorial, and its prestations at Afterburne 4 showed such a condition.
In almost all cases, the flight groups are undersized and a significant portion of the aircraft are communly grounded for increasingly complex and expensive maintenance.
The situation is even more serious if we consider that, in 5641, the Ministry of Defense had rejected the Ajace Aeronautics proposal for the development of a new national superiority fighter, judging it too expensive and ambitious for the needs of the Defense. The government line, then, aimed at more immediate solutions through purchases from abroad but to date, however, no contract has been signed, nor are there any negotiations at an advanced stage.
In such a situation, even the huge funds invested in the development of reconnaissance and combat unmanned crafts, although very advanced and promising, have not reassured the top brass of the Air Force, funds that in any case have mainly gone to DIRSAD, the Department of Defense for Advanced Research. After all, many point out, " the country's skies cannot be defended just with drones".
The Air Force warns that the delay risks turning into a serious strategic vacuum:
Quote:In an uncertain geopolitical context, the country cannot afford to have undefended skies. The operational shortcomings of our air component risk becoming an irreparable breach in national security.
In military circles, there is also the suspicion that behind the continuous political hesitations there is a lack of real will to strengthen the Air Force, in favor of a structural imbalance towards the Army and Navy. A dynamic that, according to some observers, undermines the inter-force balance and compromises the overall operational credibility of the Imperial Armed Forces. The Ministry of Defense, however, has been categorical in denying these accusations, attributing the situation to other factors.
Now, with "Afterburn 4" as a symbolic goad, the Air Force is launching an appeal:
Quote:We need resources, courageous choices and a strategic vision. Without them, our future in the skies risks remaining anchored to the past.

Pressed by the military, Giunio allocates new funds for the Air Force
After the criticisms following the Afterburn 4 exercise, the government announces investments in research and development of new aircrafts but a tension opens up in the majority.

ROMULA - Following the lackluster performance of Istalian aircraft during the recent multinational Afterburn 4 exercise in Lodamun, the government has announced a new funding plan exclusively for the Imperial Air Force. The decision comes after weeks of strong discontent among the ranks of the air force, with harsh criticism directed both towards the other branches of the Armed Forces and, above all, towards the top of the Defence Staff, put in serious difficulty in terms of image.
Urged vehemently by the military circles, Minister Secretary of State Valeriano Giunio has assured a new tranche of funds dedicated to the research and development of new aircraft, specifying that the actual production will receive financial coverage when necessary.
Giunio told the press:
Quote:We are not starting from scratch, the study activities had already been started after the approval of the White Paper of Defense. Several proposals were presented, but set aside for budgetary reasons and strategic priorities.
Since then, in fact, the resources foreseen by the White Paper for the new aircraft have been reallocated to other areas considered more urgent, such as the restoration of the defense satellite network, a project that is now ahead of schedule. However, this ability to respect (and exceed) the timetable has reignited the debate on the distribution of funds: according to some analysts, the Air Force's combat forces have paid too high a price in terms of technological development.
Among the priorities highlighted by the Air Force, the need for a new fighter for air superiority stands out, capable of guaranteeing supremacy in the airspace. In this context, Ajace Aeronautics has already expressed its intention to revive its ambitious project, set aside in the past because it was considered excessively expensive. According to internal sources, however, this is precisely the type of aircraft that the Air Force wants: a technological and strategic symbol of the grand return of the Istalian military aviation.
However, Giunio's decision has generated strong political tensions. According to rumors, the Hosian Democratic Union expressed strong doubts during internal coalition meetings. The discontent of the UOD has found an unexpected ally in Democracy & Freedom, which criticizes the excessive allocation that is being talked about and which was conducting negotiations with the PNL to schedule a bill in the financial and insurance sector. The new allocation of funds, they fear in D&L, could drain resources and attention from that project.
Some UOD representatives have also recalled that the Air Force's needs are not limited to just an air superiority fighter: they also need versatile multi-role aircraft, new bombers, transport aircraft and in-flight refueling. " How much will spending grow?" is the question that hovers in the corridors of the State Council.
If the decision has generated discontent within the majority itself, the left front has reacted fiercely and in a united way, accusing Giunio of giving a gift to the military leaders and the defense industry to make up for an international embarrassment. The New Communists and the Greens are particularly critical, according to whom the decision responds to the desire to please the wounded ego of the Air Force rather than real security needs. The New Communists, therefore, have seized the opportunity to attack again the cumbersome role of the Armed Forces. Rossella Moscardini did not hesitate to speak of a " state held hostage by the military, ready to bring down entire governments denying their vote in parliament if their whims are not satisfied".
" The government is always ready to satisfy the demands of the military, but systematically cuts welfare and services to citizens" declared Adelina Parodi, spokesperson for the Greens. Some New Communists parliamentarians have also raised doubts about alleged opaque links between officers, companies and officials, evoking less than transparent mechanisms in the management of defense programs.
The Defense leaders have rejected all accusations, speaking of imaginative conspiracy theories and instead claiming an action consistent with the duty to guarantee national security. The Chief of Staff of the Air Force himself, General Salvatore Paglini, responded to the criticisms:

Giunio opens to the proposal by D&L: financial sector development under discussion
An agreement on the proposal could cement a foundamental alliance in the name of stability and economic growth

ROMULA – In a politically significant but unusual move, Minister Secretary of State Valeriano Giunio has agreed to submit to the State Council a bill developed by Democrazia & Libertà. It is a package of proposals dedicated to the banking and insurance sector. After the tensions that followed Giunio's decision to allocate additional funds to the Armed Forces, a choice that had generated discontent both within the majority and in relations with D&L, the party has received reassurances from the head of government in recent weeks. These have now materialized with the executive's decision to give formal attention to the proposal, with the prospect that it could be adopted as a government initiative.
The decision comes at the end of a heated debate within the majority, where the Hosian Democratic Union had initially shown strong reservations towards the initiative, fearing excessive liberalization and an excessive advantage for large financial operators. However, it was the decisive intervention of the Liberal Republican Party, the smallest but increasingly influential party in the coalition, that broke the deadlock: the Republicans agreed to temporarily set aside their negotiations on the income tax reform, to favor an agreement that would allow the bill to be discussed.
A significant compromise, which, despite the tensions, confirms not only the solidity of the parliamentary majority that supports Giunio, but also the strategic importance that the government attributes to the collaboration with Democrazia & Libertà that, despite not being part of the executive, has guaranteed external support since the beginning of the legislature on numerous key reforms, especially in the economic, fiscal and labor fields.
The package proposed by Democrazia & Libertà, a set of proposals, many of them detailed, coming from expert economists close to the party, aims to favor the development and competitiveness of the Istalian financial sector. According to the rumors gathered, the main guidelines of the text would include:
- Targeted tax incentives for financial institutions that invest in technological innovation and digital tools for the provision of credit, in particular to small and medium size enterprises and high-potential start-ups.
- Regulatory simplifications to encourage the creation of new operators in the assurance, banking and non-bank credit sector. Particular attention will be given to fintech platforms and microcredit instruments.
- Greater regulatory flexibility for the establishment of private investment funds specialized in charitable, education, research, artistic sectors and economic strategic sectors, such as energy, infrastructure, applied research and digitalization.
- Reform of the financial supervision regime, with the aim of making the regulatory environment more efficient and competitive, while maintaining high standards of transparency and capital strength.
- New rules for the strengthening of the insurance sector, which provide incentives for territorial expansion and diversification of the offer, also through public-private partnerships in social areas (supplemental health insurance, supplementary pensions, etc.).
The aim is to strengthen the entire Istalian financial services sector, increasing the ability to attract capital, support private entrepreneurship and position Istalia as a competitive hub in the continental area.
The initiative was not at all welcomed with enthusiasm by the opposition forces. The New Communist Party immediately branded the proposal as " a gift to banks and speculators", accusing the government of focusing on supporting financial capital while families struggle to access credit and small savers receive no real protection:
Quote:It is yet more proof that the executive works for the economic elite, not for ordinary citizens!
Criticism also comes from the Democratic Socialist Party:
Quote:It's a weakening of public regulation in favor of private actors driven only by profit, a wild liberalization that furthermore will expose the markets to crises.
The text is expected to be examined by the State Council in the coming two months. If the proposal is deemed consistent with the general direction of the executive, it could be modified, integrated and finally presented as a formal bill to Parliament. A step that, if it materializes, would mark an important political victory for Democracy & Freedom and would further strengthen the unwritten pact with the Giunio government.

At the roots of an Istalian heritage: research delves in history of the links between Istalia and Vintalli
The University of Torre d''o Sulento sheds light on the istalian linguistic and cultural influence on the Island of Vintalli and proposes an academic collaboration with Gaduri scholars

TORRE D''O SULENTO – A joint team of historians and linguists from the University of Torre d''o Sulento has recently completed an important research that sheds new light on the deep historical, cultural and linguistic relations between Istalia and Gaduridos, with particular attention to the island of Vintalli, today home to the Vintallians, an ethnic group that constitutes approximately 20% of the Gaduridian population.
According to the study, contacts between the Istalian lands and Vintalli have their roots in the 12th century, when the Estalian Mercantile Republics, among which Vinesia (today Villaneddìa), Neapulia, Gelamia and Taranda stood out, reached the island by virtue of its strategic position in the heart of the Anantonian Ocean. Taking advantage of the internal struggles between the Vintallian city-states and the Ananto Empire from which they emancipated themselves in the previous century, the Estalian merchants established a widespread network of outposts, initially commercial and later also political.
Over the centuries, the Estalians consolidated their economic dominance, supplanting the native mercantile elites and introducing their own administrative structures in the island's cities. With the gradual loss of control by their mother cities, which fell under the dominion of the Ahmadi Caliphate, the overseas outposts acquired greater autonomy, transforming themselves into stable centers of power in the Island where they linked through marriage with many ancient local prominent families. The contact between the local populations and the colonists led to the formation of a creole language, strongly influenced by Vinesian, which took the name of New Vintallian. This language not only supplanted the ancient Ananti language, and Vint tribes' idioms of the hinterland, but also spread to the Seleyan mainland, in territories today attributable to Baltusia and Kalistan.
With the decline of the Ahmadi Caliphate and the rebirth of the Estalian kingdoms, the ancient mercantile cities of the peninsula, although integrated into the new state structures, retained privileges and autonomy such as to be able to fully re-establish contacts with the cities and outposts in Vintallian, supporting them even during the long conflicts against the Ananto Empire. Although Vintalli eventually returned to Anantonian rule, the Estalian linguistic and cultural heritage remained alive on the island until the second half of the 18th century, when the rise of the Selucian Empire, which incorporated Vintalli into the Empire, introduced a new and lasting linguistic stratification, in particular by the Selucian dialect Sedarian. The Selucian influence, followed by Egelian, a colonial language derived from Sadarian, profoundly influenced the development of the modern Vintallian language.
During the period of nationalist movements and decolonizations, the colonial past became the object of a vast repression: Vintallian intellectuals, supported by local political forces, developed theories according to which Vintallian had evolved independently from the ancient language of the Vint tribes, reinterpreting its origins to build a distinct and proudly autochthonous identity. The ancient Vintallian alphabet was even adapted to justify its phonetic evolution.
However, starting from the 41st century, Istalian academics progressively refuted these nationalist theories on the isolated development of Vintalli, which had remained alive and had been normalized in the following centuries, through an accurate comparative analysis of documents, grammatical structures and historical finds. In a later phase, Kalistani scholars confirmed these results, definitively consolidating the Estalian origin of the language. The studies conducted, which over time also gave rise to academic collaborations between Istalia and Kalistan, have played an important role in the definition of modern Kalistani historiography, where the history of the diffusion and penetration of New Vintallian in the continental regions of Seleya facing Vintalli has been particularly deepened.
In this perspective is placed the intention declared by the University of Torre d''o Sulento to start an academic cooperation with Gaduri research institutes, hopefully located in Vintalli. The aim is to broaden the scope of the investigation to include art history, archaeology and cultural exchanges, to explore in depth the dynamics that have favoured such a long-lasting success of the Estalian presence in the area. A presence whose linguistic and cultural legacy still survives today in the customs, dialects and multiple identities of the Vintallian and Gaduri population.

Reform of the role of the Regions: autonomous statutes and subsidiarity at the center of the debate
The government is aiming for a constitutional reform that guarantees local authorities statutory and organizational freedom, but the opposition is already divided and a long and complex debate is expected

ROMULA - The Giunio government has officially opened the debate in Congress on the reform of regional autonomies, proceeding with the project to review the role, competences and responsibilities of the regions according to the principle of subsidiarity.
The heart of the reform is the possibility for each region to equip itself with its own autonomous statute, with which to establish exclusive and concurrent competences based on what the reform of the matter will state, as well as freely decide the methods and times of elections as well as the forms of its representative bodies. An ambitious plan, which according to Giunio aims to overcome the rigidity of current centralism, promoting a polycentric and flexible governance model, respectful of the different territorial realities of the country within the unity of the nation.
This is not yet a structured bill, since to change the regional system, the government will necessarily have to obtain broad parliamentary consensus, going beyond its own majority. It is therefore the start of a process of discussion that, in order to result in a change to the Constitution, will necessarily have to follow the path foreseen for constitutional reforms, with the 3/4 qualified majority and thus broad involvement of all parliamentary forces. To facilitate this discussion, the forces in the Congress supporting the executive have proposed the creation of a special parliamentary commission, charged with conducting a preliminary discussion, collecting contributions and outlining a shared proposal that can be formalized in a constitutional text.
However, the path is expected to be uphill, given that several political forces have already expressed strong doubts about the proposal. Among the most critical, the Alliance of Autonomies, dominated by Alarian nationalists, which accused the government of wanting to disintegrate the unity of the island of Alaria by devolving competences directly to the regions.
The spokesperson of the Alliance, Gian Paolo Terzi, declared to the press:
Quote:It is a decoy to avoid granting the only real political recognition that Alaria has been asking for decades: a unitary autonomous statute for the entire island.
The position of the New Communists is no less harsh, but for opposite reasons, which denounce the risk of an increase in territorial inequalities, favoring the richest regions and leaving behind the economically more fragile ones.
This is the opinion of Rossella Moscardini, Secretary of the PNC:
Quote:This reform will only lead to an increase in territorial gaps. The most developed regions will have more tools, while the others will be left behind, offering fewer services and fewer tools to respond to the needs of citizens.
Reactions within the Democratic Socialists and the Greens are more hesitant, with positions both in favor and against the reform. Some components are interested in greater management autonomy for the territories, while others fear a weakening of the social and environmental guarantees guaranteed at the central level.
Giunio is indeed counting on these two parties to build a larger majority and give the reform transversal and suprapartisan legitimacy. According to sources close to the Minister Secretary of State, informal contacts are already underway to identify points of convergence, in particular on the definition of essential levels of performance to be guaranteed throughout the national territory, as a counterpart to greater regional freedom.
The inspiring principle of the reform remains that of subsidiarity: the State and the Regions will divide tasks and responsibilities on a large number of matters, with the state being able to intervene where the Region does not want or cannot. A vision that translates, in the government's intentions, into an important transformation of the territorial structure of the Imperial State, in favor of a more flexible, differentiated and responsible governance.
But it will be a long, technical and politically delicate process. The reform of autonomies touches deep chords of national identity and institutional balance, and the parliamentary debate promises to be one of the most complex of the legislature.

CAMPI DORONIANI — With a solemn ceremony and the participation of high academic and institutional authorities, including the Imperial Grand Prince Paolo, brother of the Emperor, the Scuola Normale Superiore of Campi Doroniani was inaugurated yesterday, the new incarnation of one of the most prestigious institutes of Istalian higher education. The initiative marks an important return: the legacy of the historic " Scuola Normale di Florenza" (previous name of Castiell ’e Sciorenza) comes back to life today thanks to the joint commitment of the State and the academic community.
Founded centuries ago as an elite training center, the Scuola Normale experienced a long period of decline in more recent times, culminating with its integration into the People State University of Castell'e Sciorenza during the era of the Socialist Republic. Reduced to providing post-graduate education, the institution lost much of its original prestige.
Today, it is being brought back to life and centrality by the " National Fund for Education and Research", created by Saragat Government and recently expanded by Giunio Government. The rebirth, however, does not take place in the historic halls overlooking the Bellavista river, but in the modern buildings immersed in the hills of the town of Campi Doroniani, southwest of the Alkayl Mountains and just over 25 kilometers from the sea, whose name dates back to the Istalian Middle Ages, when one of the first camps of Doron mercenaries was established here, at the service of the Augustan Emperors in the late period of the Empire to secure the eastern provinces. A choice that combines isolation and concentration with direct contact with nature and the tranquility necessary for a life of study and research.
The new Scuola Normale Superiore will offer ordinary training courses, university masters and specialization and doctorate programs, divided into the various faculties grouped into three departments: Humanities, Political and Social Sciences and Sciences. Alongside them, advanced research centers and institutes will arise, with the declared ambition of returning to being centers of scientific and cultural excellence at a national and international level.
The role of the University Foundation for Excellent Studies and Research (FUSRE), born from a consortium between the main universities of the country and supported by institutional and private partners, among which also the Crown, will be fundamental to the support and growth of the School. FUSRE will guarantee additional funding, scholarships for Istalian and foreign students and a constant fundraising activity, in support of public contributions and university fees.
But this is not the only novelty in the Istalian academic panorama. Still in the wake of the revival of higher education, the Tecnocittà Polytechnic Institute is born within the University of Burìa, destined to unite the scientific-technological faculties and to be located in the futuristic area of the Tecnocittà of Burìa. The Polytechnic aims to become a hub of global importance in the fields of industrial and technological innovation.
Also the recently Industrial and Scientific Foundation "Ad Astra" will contribute alongside the FUSRE to grant further resources to national universities and research centers, a foundation desired by FederIndustria, the federation of Istalian entrepreneurs and National Chamber of Commerce, and supported by numerous productive entities of the country.
With the rebirth of the Scuola Normale Superiore and the birth of the Polytechnic, Istalia is showing the results of its decisive investments in knowledge, reaffirming the centrality of education and research as the engine of progress and the pillar of the national revival.
Grand Prince Paolo emphasized in this way the drive towards excellence in education and research in his speech during the inauguration:

The rebirth of the Scuola Normale Superiore di Campi Doroniani marks a fundamental stage in the journey that Istalia has undertaken to reaffirm itself as one of the great countries of knowledge. It is not just a matter of restoring a prestigious institution, but of relaunching an entire vision: that of a nation that believes in the power of education and the centrality of research as levers of progress and cohesion.
As an engineering graduate, I know well how essential a solid, interdisciplinary and up-to-date preparation is for a country to train experts, technicians and workers. For this reason, I also greet with particular enthusiasm the birth of the Tecnocittà Polytechnic Institute, which will be one of the new hearts of scientific and technological education in the country. I am sure that from Burìa will emerge not only brilliant engineers, physicists and computer scientists, but also innovators capable of advancing the entire Istalian production and industrial system.
And as many of you will know, work is already underway to build two new large scientific research centers, one on the Peninsula and one on the Island, dedicated to nuclear and particle physics. These will be cutting-edge infrastructures, where both theoretical and applied research will be carried out, and which promise to bring Istalia to the center of the international scientific community in the decades to come.

Fara sul Merevino: the oldest Doron necropolis in Istalia discovered
A team from the University of Romula unveils further testimoniancies of the assimilation of the Doron clans that arrived in the Augustan era, whose cultural influences contributed to shaping the character of our lands

FARA SUL MEREVINO - A small piedmont town in the province of Milona has leapt to the center of Istalian archaeology thanks to the publication of a study by Doctors Maurizio Cattelan, Debora La Malfa and Antonella Cignini of the Faculty of Archaeological Sciences of the State University of Romula "Enrico Bergson". The study documents the discovery and subsequent exploration of what is to date the oldest Doron burial site found in Istalia, a discovery destined to deepen the knowledge of our most ancient history.
The necropolis, located in the hills of Fara sul Mrevino, testifies to the arrival in Istalia of Doron clans as mercenaries hired by the Augustan Empire in a critical phase of their history, to maintain order in the eastern provinces while the imperial army was engaged in the heart of the Majatran continent to face the proto-Deltarian populations.
The Empire exploited the weak cohesion between the ethnic groups that would eventually be reunited by the Tukundiani tribe, to hire groups of warriors among themselves, in particular of the Doron ethnicity, a specif singularity within the other proto-deltarians, distancing possible hostile forces from the central front and employing them as mercenaries, if not vassals, to maintain order in the eastern provinces of the Empire. But once settled in the eastern regions of Majatra, these groups managed to consolidate their own power, making themselves increasingly autonomous from the Empire and eventually independent.
Although they were groups made up of a few tens of thousands of people, all the men were expert and well-armed warriors (so much so that in the chronicles of the time about the Dorons, the selucian term "exercitus" was used to refer to both the army itself and all the people) and managed to pacify and control large territories although inhabited by millions of people, however mostly farmers, settlers, servants, and then highly urbanized people (merchants, priets, scholars, magistrates, etc... not at all warriors), and where for centuries the only ones to bear arms had been the Emperor's soldiers and even before the soldiers of the Colsamian Kings, governing on an even more centralized Empire where, like for the Augustans, the use of force where exclusive prorogative of the State.
The Doron elite ended up imposing themselves as the local ruling class, founding the independent potentates that through wars, alliances and unions would eventually give life to the so-called "Seven Kingdoms", between Solentia and the Sarrentina Peninsula. Of these, to realize this phenomenon, only the Kingdom of Neapulia was led by a Seleucid-Colsamite dynasty, all the others were instead governed by familiies descended totally or partially from the Doron. So much so that some scholars go so far as to speak of "Augustan-Doron" or "Doron-Colsamite Kingdoms".
The archaeological study has allowed us to follow the process of integration and assimilation of these clans almost chronologically, revealing a precise cultural evolution within the funerary site. The oldest burials, scattered around, contained objects linked to pagan proto-Deltarian beliefs: from simple terracotta or wooden amulets and tools, for the humblest burials, to chain mail armor, weapons, shields, gold bracalents, rings, necklaces and earrings, brass and iron tablewere and tools, for the most illustrious tombs. Three of these tombs, the richest in finds, have been attributed to two warrior princes and a princess among the Doron, identified as prominent figures of the first communities settled in the area. One of them is even flanked by the burial of a horse, presumably sacrificed to accompany its master to the afterlife.
As one moves away from the ancient nucleus, one observes a progressive alignment of the tombs, the disappearance of ornaments, and the bodies were buried wrapped in simple shrouds, of which fibrous traces have been found. This change testifies to the adoption of Hosianism by the Doron communities, a sign of their growing religious and social integration in the Augustan-Colsamite and proto-Estalian context.
The integration process was rapid and profound: the Dorons gradually abandoned their language and culture, adopting the idiom, cults and customs of the local populations, also to get closer and gain the loyalty of the local religious and civil authorities and elite. Proper names such as Liutprand, Romuald, Beremunde or Ataulf were those that the Dorons brought with them, but over time their descendants bore names such as Martino, Giuliano, Salvatore, Cristoforo, perhaps like their servants, stablemen and millers: they had adopted local names, a sign of a mixed and deep-rooted identity.
Despite this assimilation, the Dorons have still left tangible traces of their presence, not only archaeological remains. For example in toponymy, such as Fara sul Merevino (Fara derives from a Doron roots that indicated an armed division or band), or Campi Doroniani, home of the new Scuola Normale Superiore. But it is the Istalian language itself that is a very strong testimony of the influence left by the Dorons. Although they abadonned quite rapidly their language, from which derived the modern Doron language in Deltaria, and indeed there are very few written testimoniances of their language (but in the end at the time one would write just in Selucian or Kalopian, it was an obvious thing that they were the only suitable languages to be written), they left a linguistic legacy that perhaps offers a glimpse into the spirit and identity of those warriors: well-known terms in common use in the Istalian language that derive from Doron roots, words such as guerra (war), zuffa (scuffle), faida (feud), tregua (truce), trappola (trap), spranga (bar), panca (bench), sala (hall), verbs such as spaccare (break), arraffare (grabbing), scherzare (joking), russare (snoring), strofinare (rubbing), or parts of the body such as guancia (cheek), schiena (back), nocche (knuckles), ciuffo (forelock) or zazzera (mop of hair).
The Dorons, who became Lords, warriors and rulers at the same time, considered war a legitimate means of resolving disputes, indeed usual in ancient time, but given the social organization of this people, even minor disputes: it was enough for the noble neighboring Lord to have grazed his cattle beyond a stream signing the border of the two fiefs to unleash armed reprisals. Their campaigns, although not too bloody (it was more remunerative to take hostages for handsomely ransoms), were nonetheless lived with enthusiasm and competitive spirit, and it was from this mentality that the embryo of the feudal system emerged, which also spread at the time to this part of the continent.
Even the law was influenced: the legitimacy of private revenge was absorbed into the legal culture. For many centuries, avenging a murdered relative was considered a natural right, no one would have dreamed of turning to a magistrate, and to be regarded as a true man, one was bound to avenge such a offense, or risk the loss of honor before his family, his community, his people and even his rivals; the honor, another fundamental concept for that society. A mentality that survived until contemporary times, and which is even found in the psychology and code of honor of modern criminal organizations.
In almost the entire Sarrentina Peninsula, the Doron legacy remained tangible for centuries. In Piero dei Pieri's Fidelia, centuries after their arrival, it was still normal for a widowed woman to appear before notaries or officials accompanied by a " Mundualdo", the holder of the right of " Mundio", the power of protection of the head of family over the other family members, thus a male guardianship figure for women under the paternal house or unmarried, a role usually played by the eldest son for the widows, a role that has its roots in the legal customs of the Doron society.
With this study, the University of Romula not only brings to light a first-rate archaeological discovery, but offers further elements to provide a vivid and structured cross-section of an important passage for Istalia: the arrival, integration and assimilation of an external and distant people who ended up profoundly shaping the character, language, institutions and even the psychological reflexes of the nation.
An excellent result for Istalian archaeology, which confirms the central role of national research in the study of the historical origins of our people, a work that combines academic rigor and historical passion, giving us back not only ancient tombs, but entire mentalities and buried civilizations, which still speak through us today.

Regions reform approved: autonomous regional statutes and subsidiarity redefine their role and competences

ROMULA — The National Congress has definitively approved the constitutional law for the reform of autonomies. The measure, wanted by the Giunio government and the result of a long and complex parliamentary debate, rewrites the relationship between the central State and the regions, introducing a new structure based on the principle of subsidiarity and recognizing the possibility for regional bodies to adopt their own statutes, independently regulate the organization of their bodies, and define the times, methods and forms of regional elections.
The reform, although inspired by the guidelines presented by the government at the beginning of the year, has been deeply enriched and modulated in the parliamentary debate. The result is a law shared by a large political majority, which has guaranteed the necessary qualified majority for the revision of the Constitution.
The key elements of the new law are:
- Autonomous regional statutes, with constitutional value, which will allow each region to determine its own legislative and administrative competences in areas not expressly reserved to the State;
- Election and composition of regional bodies left to the regions themselves, which will be able to choose between parliamentary, presidential, council, mixed models, etc.;
- Definition of essential levels of performance (LEP) guaranteed by the State, to avoid disparities in access to fundamental rights (health, education, social services);
- Financial equalization mechanisms, requested by the Democratic Socialists and large sectors of the Greens, to correct the imbalances between richer and less developed regions;
- Strengthening the role of the regions in territorial economic planning, with greater margins for intervention in the sectors of local development, infrastructure and regional welfare;
- A system of ex-post and not ex-ante control by the central State, the result of a compromise between the PNL and D&L, which has ensured that the regions enjoy true autonomy but remain accountable to the general system.
The National Liberal Party has thus been able to obtain the heart of its original proposal: an autonomy functional to the relaunch of administrative efficiency and territorial self-responsibility. On the other hand, the opposition parties in favor, most of the Democratic Socialists and the Greens, have managed to include guarantees and corrections that make the reform sustainable also in terms of social equity and national cohesion.
However, not everyone has welcomed the approval of the law favorably. The New Communists and the Alliance of Autonomies have voted unanimously against, at least officially. In fact, a deep internal fracture has occurred within the ranks of the Alliance, with some parliamentarians breaking party discipline by voting in favor of the reform. An act that has opened an internal crisis in the autonomist movement, which now risks a political hemorrhage and a heavy loss of consensus.
The Secretary of the Alliance, Bruno Zorelin, thundered furiously:
Quote:It is a fake reform, a tool to divide Alaria rather than recognize its political unity, but some of our people have preferred to support the government, betraying the mandate of the Alaria people!
The tensions have already led to the resignation of some leaders and to the concrete possibility of a split in the party.
The New Communists also emerged isolated from the vote, and according to some recent polls they risk paying a high political price. Their position of total opposition to the reform, motivated by the fear of growing regional inequalities, has appeared to many voters and commentators as ideological and rigid, especially in light of the changes introduced in parliament precisely to protect territorial balance.
Despite this, the hard core of the party attacks PSD and MdV:
Quote:It's unfortunate the position taken by our allies, they preferred to legitimize the reform by talking about responsibility but in reality gifting the center-right another parliamentary victory and probably also an electoral one.
For the Minister Secretary of State Valeriano Giunio, it is indeed a political victory of great importance that will perhaps be decisive in proving the fears of the communists right. The reform is seen by many analysts as a very hard blow particularly for the autonomist forces, and in particular for the Alarian nationalists, which may not be able to recover from the internal shock caused by the split.
The government, in the meantime, is preparing for the implementation phase: the approval of the law now opens the way to a season of writing regional statutes, which will engage the regional councils in the coming years and will redesign, piece by piece, the political and institutional structure of the Imperial State.
