Xsampa
SLP claims victory in the 5660 elections; A return after 30 years.

The 5660 elections have concluded, and while the Jungne Administration did good, it seems that Comrade Jungne failed to captivate voters for a second term, whilst many Xsampans wanted to continue the reformist mood, and went with the 2nd biggest reformist party in Xsampa, the Socialist Labour Party. This has lead to Comrade Jamma being elected as Premier. The resulting coalition has consisted of the SLP, LGD, FLP and, surprisingly, the SWP. Comrade Jamma has pledged to enact continued reforms, looking to empower worker co-operatives in the economy further, push to strengthen the power of worker councils, both economically and politically to make them symbiotic with Local Committee's and reduce state control of certain industries and delegate power to worker co-operatives and Social Enterprises. Alongside this, rural investments, in particular with reforming the Tsokling System to be more effective for rural Xsampans. Furthermore, in his inaugural speech, Comrade Jamma has pledged a focus on moderate environmentalism, but balancing it with economic needs. But his most biggest reform has been continuing modernizing the Xsampan Democratic Army.

The results of the election itself have largely seen a few shifts but nothing major. The CPX retains it's position as the biggest party but enters opposition once again, whilst the SLP remains the 2nd biggest party and after 30 years of being in opposition, has finally returned to office (being snipped by the CPX in 5635, losing to the DPP in 5645, then the CPX in 5647, then an independent in 5650 and finally LGD in 5655), whilst Left-Green Dovani was able to secure a sizable portion of voters from the Farmer-Labour Party. The Social Workers Party continued to make moderate gains amongst more conservative Xsampans.

Whatever the case, the inclusion of the conservative SWP in this coalition has been rather surprisingly, but justified with the SWP being included to prevent too extreme reforms, not alienate conservative Xsampans, and prevent a confidence and supply government. Whatever the case, Comrade Jamma has set out a rather ambitious domestic agenda. Whether it be modernizing the military, continuing economic projects, or institutional reforms, the SLP has its work cut out for it.

The Pelkyi Report; A vision for the future of the Xsampan Economy

Every state in Terra has some economic doctrine. Some remain isolative and export few things. Others are planned and reject the global market. Others embrace it entirely and embrace exports. But what about Xsampa? Ever since the adoption of Market Socialism, Xsampa has been largely an exporter of raw goods, but driven by infrastructure. Processed goods from diamonds, sulfur, silicon or agriculture. This isn't exactly a bad thing by any means. But, it begs the question of, can more be done? These are, no doubt, valuable resources and products, and yet there is only one consistent buyer. What does that mean? It means either the world isn't interested in Xsampan products, or alternatively, it means Xsampa isn't offering its best. This is where the recently released Pelkyi Report comes in. 

The Pelkyi Report offers an alternative vision for the Xsampan economy. One of the biggest issues we face, is the fact that our products tend to be expensive to the world. This is because of our commitment to socialism. Other nations find it easier because of their lack of labour rights, which leads to cheaper goods and products. But perhaps that isn't an issue. Expensive products to find a niche market. Especially with consumers concerned with where the product comes from, and how it is made. No one reasonable will be happy buying a product made by slaves. But anyone reasonable wouldn't mind paying extra for a product knowing entirely that it was made with the environment in mind, and made by unions who get their worth paid. And that, is what the Pelkyi Report wants. Why bother being an unethical sweatshop of the world or remain in the status quo when instead, Xsampa can become the ethical workshop of the progressive world? Yes, it means our products will never find good ground in states that are more concerned with economic growth to get on their feet. But, it does mean states already well established will find an alternative nation (Xsampa) to offer ethically made products.

Of course, this isn't as easy as snapping our fingers. The manufacturing industry will require a lot of investment to accommodate this vision. And it will take a considerable amount of time to build up a reputation as the ethical workshop of the world. But, it is not impossible. The Pelkyi Report calls for mass investments into the manufacturing sector, becoming the ethical workshop of the progressive world. And it argues it can become a self fulfilling loop. Nations buy ethical products from Xsampa, Xsampa can use that money to invest into manufacturing more, which means more goods, and states buy more goods, so on and so forth.

The Pelkyi Report has been gaining a lot of progress in PAX and even reportedly has been discussed by the Jamma Administration, with the People's Committee of Economic Management openly discussing the Report and whether to adopt it. The Pelkyi Report has also largely been popular with Xsampans, who always like to see economic growth, even if it's slow or takes time. The only big question is, will the government adopt it? Shifting the economy from its current state to a manufacturing led one is no easy task, but if done, it could give the Xsampan economy a major boost, and show the world that Socialism can produce tangible results. It also allows Xsampa to serve as a counter to the idea that cheap products will always dominate the world economy.

Xsampa condemns Vascanian Coup; Urges rationality as domestic concerns rise.

Alarming news has come out of Vascania today as the military has wrongfully overthrown the democratic government, and enacted a full coup. The most alarming news however, was the declaration of martial law, and a blaming of Xsampa, citing the need to, "root out the Xsampan plague". The clear psuedo fascist connotations aside, this is clearly an alarming threat. The overthrow of a democratic government to empower a Prime Minister who has subverted democracy is a danger to not just the Sovereign Sea, but all of Dovani. The People's Committee of Foreign Affairs has been quick to respond to the situation l.

Quote:It is recognized that every nation reserves the right to govern itself in any way it deems necessary. However, this does not mean that any politician of any nation can cooperate with the military to enact an illegal military coup, and blame other sovereign states for fabricated issues. The Democratic Republic of Xsampa firmly condemns this coup, and the alarming rhetoric coming out of Kamalata. We urge rationality and implore Vascania to remain committed to not just regional stability, but democratic norms. The last thing anyone wants is tensions in the Sovereign Sea.

With the PCFA releasing a statement, many Xsampans have been, truthfully, worried about the coup. Vascania has always been a unique nation to Xsampa. It has the power to lock Xsampa into the Sovereign Sea, and lock us out of the wider world. Such a threat is unparalleled to say the least. That's why in the past, Xsampa went to great lengths to ensure access to the Vascanian Sea and Rapa Strait was secured by any means. With a psuedo fascist military dictatorship emerging in Vascania, with clear hostilities to Xsampa, many Xsampans are left wondering if the PCFA is simply delaying the inevitable of tensions between the two states. So far, the People's Committee of Revolutionary Defense has confirmed that they are aware of the situation, but acting in coordination with the PCFA and will not mobilize or enact drastic actions. Comrade Jamma has reassured the public that his administration will do everything possible to ensure that peace, stability and fair relations are kept to prevent tensions. However, he also signaled that Xsampa will engage in good faith, but not be a pushover should push come to shove. 

The big question is, will Vascania keep it's head cool, or will tensions have to emerge in the Sovereign Sea? Most Xsampans have felt insulted over the psuedo fascist rhetoric coming out of Vascania, especially over calling Xsampans a plague. Understandably so. Whatever the case, Comrade Jamma will do what is necessary to ensure peace and stability.

Beginning of the Ten Year Plan; Adopting the Pelkyi Reports vision.

The Pelkyi Report has been finding itself with growing support, both amongst the people and the government. The vision of becoming the "ethical workshop of the progressive world" has been gaining major steam, and today, the People's Committee of Economic Management has announced the Ten Year Plan, which will focus on ensuring that by 5670, Xsampa has the necessary framework to achieve this vision. While Xsampa won't become a workshop in just 10 years, the Ten Year Plan will ensure that the framework for that is set up. As such, the government has looked to set out on various new agendas to achieve phase 1 of the Ten Year Plan.

As such, phase one consists of building up the foundations. The first step is looking to our aluminum reserves. While we don't have enough reserves to export abroad, we do have enough to conduct domestic production of EVs, and that means we have not only the skills (which means if nations export more aluminum to us, we can certainly export EVs), but it also means we need to further define our craft. Quite literally. What good is having a good enough item when we can showcase the power of socialism, and make it as great as it can be? As such, aluminum refineries and recycling plants will be vital. Again, we can't export EVs, but we can use it as a training segment for expanding the manufacturing industry. Secondly, steel refineries will need to be drastically expanded. We must begin building up the Xsampan Metallurgy Sector, whether it be building up parts for aviations, or machinery, we must expand it. The goal is to establish a framework, and a basis for expanding the manufacturing industry en masse.

Secondly, modular industrial co-operative hubs. Sure, a factory solely dedicated to producing wins turbines or cars is great, but what about a factory that produces wind turbines one year, cars the next, solar panels afterwards? Rotating factories if you will. As such, the state will support the creation of a handful of these factories (which will be gradually scaled up over the decade, with factories being created in the Dbusgrong Canton, Dbusmtho Canton, Gsergyi Canton, and the Mtshogram Canton. These factories will be responsible for building up the framework for a modular manufacturing industry. These factories will be the first testing grounds for a modular industry.

But what good is new factories if half of the workforce is trained? Technical Education Programs will be vital. Sure, programs already exist for green energy products, but not every factory will always be producing turbines or solar panels. As such, subsidized technical education programs will occur, alongside this, the People's Committee of Educational Liberation will cooperate with the PCEM to ensure new graduates in these fields are immediately sent to the workforce.

Finally, infrastructure. In classic Xsampan fashion, infrastructure is the live force by which any economy thrives. Ours is no different and the Pelkyi Report will require significant infrastructure investments. Expanding the Xsampan Rail Network, and modernizing outdated aspects, expanding and modernizing freighter ports will be vital. Alongside this, expansions to the power grid. We want these modular factories and all future ones to be sustainable and efficient.

It'll take time, yes, but the Ten Year Plan will pay dividends. Phase 1 is expected to last for 3 years. The possibility of becoming the ethical workshop of the progressive world is very much achievable. It'll take time, lots of time, and strong efforts.

SWP and FLP rebrand; New horizons for these parties.

The Social Workers Party and the Farmer Labour Party. What are the first things Xsampans think of? Conservatives, and agrarian socialists. However, one critique both parties had was not over policy, but over their name. Social Workers Party, what does that mean? Farmer Labour Party? Is the FLP big tent or an agrarian party? It was even joked amongst the public that naming a party is the hardest thing a Xsampan could've done in 5625. And, it seems both parties have looked to finally adopt a new name.

For the Social Workers Party, they've looked to traditionalist names to represent conservatism in Xsampa, and at the Social Workers National Convention, it was announced that the SWP would rebrand to the Gongma Nyamnyid Party, or the GNP. The GNP have reaffirmed that their manifesto remains unchanged, except for minor edits to replace the old name. For the Farmer Labour Party, they've looked to drop the labour aspect, and focus solely on agrarian rural interests, adopting the new name, the Land and Bread Party, or the LBP. Both parties have claimed that these rebranding will be more representative of the interests of the respective party's. Officially, that's the reasoning. It's joked that the Xsampan Proletariat is simply powerful enough to bully parties to get a good name, but regardless, the People's Electoral Commission has welcomed and accepted these changes, citing that nothing will change beyond updating online and physical registrations to accommodate the name changes.

Overall, this should be a win for both party's. They're more unique and actually make sense. While foreigners will struggle to say the name of the GNP, Xsampans will certainly have fun seeing that. And, both parties represent a unique form of socialism. The GNP represents a conservative outlook on socialism, and tradition mixing with socialism whilst the LBP looks to pre-Leonidist agrarian socialism, and the historical socialist motto, "Land, Bread and Roses". Whatever the case, the public has welcomed these changes.

Defense Modernizations continue on; Strengthening the XDA.

The Xsampan public has largely been supportive of military modernizations, especially with the looming threat of Vascania after their psuedo fascist statements and it seems another round of modernizations has begun. The People's Committee of Revolutionary Defense has announced a new phase, focusing directly on material modernizations, such as small scale domestic production, reforming the command structure, and continuing missile defense developments. 

For starters, domestic production. Obviously Xsampa won't start pumping out tanks and armour like that. We don't have the capacity for that. Nor would the public like it. While we get most equipment from Lourenne, there is still some wiggle room to produce equipment domestically. Mostly small scale stuff, such as ammo, weapon parts and vehicle parts. It's not a lot, but it's a start. Plus it comes with the benefits of new jobs. That's always a win. This will of course, require the training of engineers to actually manage these new production hubs but that won't be too much of a hurdle.

Next, modernizing the command structure. No one wants a chaotic command structure. But no one wants one that's too strict and linear. Fortunately our military academics has started producing technicians, military engineers, and officers. These new defenders of the revolution will be able to ensure the command structure is flexible enough to not be strangling, but strong enough to not be a pushover. They will be responsible for ensuring that all branches of the XDA are capable of defending Xsampa and the socialist revolution. 

Next missile defense modernizations. RFM-1 was a solid success. But one missile system isn't helpful in a large country. As such, expansions will occur across the Hanzen Shield Mountain Range, and minor expansions alongst the Sovereign Sea coastline. The goal is to gradually expand and ensure quality over quantity. No risks can be taken. We don't need defective equipment or what not. Whatever the case, these modernizations will be vital. Missile defense is something all Xsampans can get behind.

Finally, and perhaps most controversially, the Rapid Response Corps. It takes time to mobilize armies in times of crises, war and revolution. Too much time. That is why, when Assemblymember Gephel Norbu proposed the Rapid Response Corps, it was quickly controversial. She argued that Xsampa needed a reserve force that would respond to emergencies quickly. She was able to convince PAX to endorse the proposal enough to pass it. As such, the RRC has formed. They'll be responsible for responding first to whatever happens that demands the XDA's attention. In accordance with the Red Star Rising System,  these units are forbidden from being first to engage until a third ReStRi Strike is issued. As such, the RRC will be trained with that in mind. They are the first line of response. They are not here to defend the revolution like the rest of the XDA. These measures will be invaluable to defending the socialist experiment.

A look at Tsarlung; Home of the XFL and the Xsampan Rail Network.

Every election, things always change. That's a given for a socialist democracy. Except one thing. One seat in PAX has stayed with the Xsampan Labour Federation ever since the enactment of pluralism. Why's that? Well, it's the industrial hub of Tsarlung. Or rather, not an industrial hub, but the hub of the Xsampan Rail Network. It's where every train in Xsampa comes from, and where most are retrofitted and modernized. The city has a proud tradition of unionization, and is one of the few cities with an a Local Committee consisting of just one party. And yet, it's also home to not just a party but a labour movement. The Xsampan Labour Federation is the 2nd biggest Workers Union in Xsampa, and Tsarlung is it's home. It's rare to find a worker co-operative or a Social Enterprise in Tsarlung that isn't unionized but the XFL. 

The management of the Xsampan Rail Network is the pride and joy of Tsarlung, with most major opportunities in the city being dedicated to rail adjacent interests (of course alternatives do exist, but remain less popular in Tsarlung). Tsarlung remains a city with arguably the best opportunity for any Xsampan wanting to get a career or education in anything rail adjacent, and combined with its Local Committee consisting almost entirely of the XFL due to high turn out in elections and historical trust, the Local Committee has gone out of its way to ensure that the rail industry and subsequently any other industry in Tsarlung thrives. Every election, XFL candidates for Local Committee's and the XFL candidate for PAX win in a resounding landslide in Tsarlung, with the city hosting a generation of XFL syndicalist voters. 

Yet, while Xsampa wishes to be perfect, it is not. Tsarlung is no different. It's often faced strong criticism from environmentalists over its industrial policy and while fairly compliant with national regulations regarding pollution, which remains strict, the Local Committee has been taken to court several times in the past for violating a few environmental regulations. While it isn't catastrophic and environmentally damaging in a major way, it isn't a good look to be breaching environmental laws and minor damage is still minor damage. Unexpectedly, Left-Green Dovani has tried to make a political breakthrough in the city, but often fails, usually polling below 5% in the city.

Whatever the case, the city remains proud of being a bastion for the XFL and is immensely proud of its status as hub of the Xsampan Rail Network. Regardless of what you think about them, they certainly keep their identity.

It seems history likes to rhyme. Nearly 100 years later, it seems Vascania is becoming a threat to regional stability and safety. Citing the ongoing crisis in Southern Seleya as a reason to indulge into tasteless militarism, the Vascanian Empire has chosen to begin naval patrols in the Red Bass Ocean, and the Sovereign Sea. Suffice to say, this has been received with alarmed reactions in not only Metz-Leonid, but also Gemun. The deployment of patrols in the Sovereign Sea has been highlighted as a major threat to the stability of the region, and economic safety of all Dovani nations sharing a coastline with the Sovereign Sea. Imperialists come in all shapes, sizes and colours. Vascania has shown itself to be an imperialist with the illegal annexation of Rapa Pile, and now looks to continue expanding its sphere into the Sovereign Sea. Under normal circumstances, this would be an understandable move. Every nation reserves the right to patrol their own waters. What makes this different is two things. One, the psuedo fascist government in Vascania, and two, the neglect of patrols in the Vascanian Sea. Meaning that this has been interpreted as a direct threat to all states in the Sovereign Sea and even the Sea of Carina.

That is why the People's Committee of Foreign Affairs has announced that the Xsampan Democratic Army Navy and the Armed Forces of Bianjie Navy will begin their own joint patrols in the Sovereign Sea. Working together, both nations will work to maintain the peace, ensure trade isn't disrupted for all nations and ensure Vascanian Patrols don't get too bold. The People's Committee of Revolutionary Defense has announced that these patrols will occur until both Gemun and Metz-Leonid adequately deem the situation to be stabilized. In Metz-Leonid itself, the situation has been described as tense with worry rising particularly over the reopening of the Yeudi Base in Vascania. While we thought the remnants of Beitenyu (now Amudin) were shattered in the Red Bass War and the Peace Treaty signed in the 40s put an end to all hostilities, it seems that they cannot allow a peaceful world to exist. With public approval continuing to rise, the debate has arisen over potential usage of the only aircraft carrier that Xsampa has, the XNS Boaty McBoat Face has surfaced. It hasn't seen active conflict since the Red Bass War and while using it for patrols would be overkill, these are fascists who are not above petty provocations. While the public and PAX debates that, Comrade Jamma has assured the public that every precaution is being taken and open communications with our allies are being used to ensure the best case scenario.

Phase 2 of the Ten Year Plan begins; Expanding manufacturing and beginning manufacturing for other nations.

The Ten Year Plan continues on. Phase 1 set up the framework for the Pelkyi Report and it even saw minor experimentation such as with the imports of Kalistani Aluminum for production of more EVs to export to Kalistan. Phase 1 has formally concluded however, and phase 2 begins. For starters, other countries have been approached regarding the production of ethically made goods. After all, everyone loves goods but everyone especially loves goods that are made ethically. A handful of countries have been approached. For example, Egelion. With an ever expanding economy comes the need for more manufacturing of advanced goods. This is where Xsampa comes in. One of their companies, Aéroleon has been in dire need of aeroplane parts to satisfy demand. This is where Xsampa shall step in and work to produce the demand Aéroleon (and subsequently Egelion) has. These parts may be more expensive to buy, but they'll be made ethically. Another country is Bianjie, which has shown interest in solar panels and fertilizer for domestic growth. These goods will continue to be manufactured domestically but will be sent to Bianjie to accommodate demand (both from the state and private interests). 

Beyond that, scaling up manufacturing is going to be needed for everyday goods. A workshop that only produces one thing is not a good workshop. As such, more modular factories will be created with the goal of creating industrial parks. Every factory will produce something different each year to keep up with increased demand. Solar panels, EVs, fertilizer, aeroplane parts, textiles, you name it. Each factory will receive input from the Xsampan Labour Federation and other trade unions. To continue scaling up the manufacturing sector, we will need to create more jobs and expand the industry tenfold. The Democracy for Diamonds initiative and the Silicon for Socialism initiative allowed domestic mining of both industries to become more refined, which means more goods can come out of refined silicon and diamonds. Medical equipment and electronics for example will be something the progressive world will no doubt want in huge bulk, especially when its ethically made. The same can be said for solar panels and green energy. While not every Terran nation is committed to going green, those who do, such as Bianjie or Kalopia can always find a partner in Xsampa, willing to provide ethically made products for the green energy sector.

Furthermore, we must ensure that the workforce is adequately prepared for such a major boost. The People's Committee of Educational Liberation will encourage more technical schools across the country to ensure workforces are adequately trained and prepared. Sector specific academies will be created to ensure that the Xsampan Workshop isn't just a jack of all trades, but specialized towards what it can produce. For all graduates, they will be guaranteed direct placement in worker co-operatives anywhere in the country.

To ensure that this continues on adequately, infrastructure will still need to be boosted continuously. The People's Committee of Infrastructure and Development will continue expanding the Xsampan Rail Network and expanding freighter ports alongst the coast to ensure adequate traffic is handled.

Phase 2 is expected to end in 5666, but wiggle room is allowed for it to push into 5667 if need be. Again, as we've stated before comrades, even when the Ten Year Plan is finished, Xsampa won't be a manufacturing powerhouse, but the Ten Year Plan will put Xsampa on the road to that future. As this phase gives the manufacturing sector major investments, we can expect local economics to benefit the most and trickle up economics to kick in and benefit local communities first and foremost.
