Beginning of the Ore Industry; REMs exploited alongside foreign ventures and SOEs.

The biggest aspect of the NEP has been exploration of our natural resources. The most valuable is REMs. With how valuable they are, it can be a major boom to the economy and stabilize it. Alongside that, it can provide solid stable jobs for all oblasts. As such, efforts have begun on creating the Ore Industry for Utari Mosir, which will undoubtedly provide mass income for the state. The first aspect is organizing the Ore Industry under an SOE. Or rather, a majority of the Ore Industry. 80% of the Ore Industry will operate under state control, with an SOE having control, that SOE in question being the Utari State Mining Corporation (USMC). The remaining 20% will be open to the private market, both foreign and domestic. And two nations in particular have taken an interest and have been willing to support the Ore Industry.

First, the Dual Republic. A major economic power, their laissez-faire approach can be learn from, sure. But they can also be helpful. Their plethora of corporations are always eager to be somewhere and make a profit, and it seems Utari Mosir will be no different. Despite initial misgivings towards the West, it's quite clear that they can and are willing to help Utari Mosir in the terms of Utari Mosir. As such, their private corporations will have the opportunity to begin mining efforts in Utari Mosir, particularly for REMs. They will be given a guarantee on safety from nationalizations, and receive tariff free protections.

The second nation is Kundrati. A more.. unique nation, they have shown interest in the economic development of Utari Mosir. As such, a similar agreement has been signed but with a few caveats. One, their private/state corporations will assist in mining REMs. Alongside this, they will also receive a guarantee on safety from nationalizations, and tariff free protections. However, a majority of their shares will be under Utari ownership, in exchange, about half of the REMs produced will be supplied to Utari Mosir. To compensate, it is likely that Utari Mosir will make more money from the move. 

In any case, both nations have shown interest in the economic development of Utari Mosir and are likely to be strong economic partners as Utari Mosir continues an economic recovery. As the USMC begins mining and employing Utari, and as private interests take a slice of the pie, stable jobs are being rolled out and productivity can rise. The economy is likely to stabilize and efforts can begin at a full scale economic recovery as Stage 1 of Phase 1 of the NEP has focused on economic stabilization. However, infrastructure efforts will be vital to Stage 2 of Phase 1.

Infrastructure reforms for coastal oblasts; A focus on ports to ensure smoother exports.

Infrastructure is vital to any nation, Utari Mosir included. And at the moment, the most pressing issue is mobilizing the UCC once again. As the economy begins to show signs of a potential stabilization and basic recovery, efforts can be done to streamline it. Case in point with ports. Exports are invaluable for the newly established economy. REMs, fish, leather, beef, milk, you name it and it's exported. But most ports are often woefully under prepared for what was previously miniscule traffic. While no where near major, it is still worth beginning upgrades on the ports all around coastal oblasts.

As such, the UCC has been mobilized to put the unemployed to work and provide stable jobs modernizing, upgrading and establishing ports across the country. While other ports across the country will be focused on the transfer of goods, Cise Port will be a major port designed to handle major goods. The goal will be to make Cise Port the hub of all economic exports as while REMs currently are the most valuable export Utari Mosir exports, it's likely that REMs will share that spotlight with Uranium and Iron. As such, ensuring that the capital can adequately handle, and export these goods will be vital for not just the NEP, but long term growth. 

For other goods such as fisheries, or agricultural goods, they will be focused on other ports to ensure smoother traffic. This will help speed things up in Cise and prevent any ineffectiveness from occuring via slow times. This will also benefit other coastal oblasts and share the prosperity from Cise to the rest of the coast. These efforts will pay off in the long term as well, as once Utari Mosir reaches Phase 2 of the NEP, more goods can be exported to the global market or specific nations and of course, it also provides jobs and encourages local development which is always a win. However, infrastructure will be a long term as more can be done to streamline economic growth such as a national railway system or a national highway system. Alongside that, public service infrastructure will also be needed when the time arises.

Formation of the "Coalition for the Revolution" as PNR and PGNPP begin cooperation in the National Assembly; Pan-Gaoic ideals spreading.

Ever since the National Security Act was passed, two major parties have inhabiting the National Assembly. The Party for the National Revolution, advocating Utari Nationalism, and being relatively big tent, and the Pan-Gaoic National People's Party, advocating for a more grander vision for Utari Mosir, and cooperating with other Gaoic nations. For a while, these two parties have been in opposition to one another, but it seems that has changed as the Coalition for the Revolution has formed, uniting a supermajority of the National Assembly under this, as the PNR and PGNPP begin cooperation. As such, a new cabinet has been established under President Kuniyoshi once more, but including Pan-Gaoics.

This has lead to a fusion of politics as Pan-Gaoic ideals continue to gain more and more popularity. As such, it is likely that the President will adopt a more Pan-Gaoic stance in terms of foreign policy, and even on the domestic front as Utari Nationalism can be intertwined with Pan-Gaoic ideals. 

With this coalition being established, a new direction is opening up for Utari Mosir as Pan-Gaoic ideals are gaining more popularity, not just in the National Assembly but with the general public, as cooperation with Gaoic countries can certainly help with the NEP and an economic recovery. Alongside that, it can help form solidarity against imperialism and colonialism.

Continuing infrastructure reforms; A focus on roads.

As ports receive care and attention, ports alone won't be able to carry Utari Mosir. As such, efforts will need to begin on roads. While normally it would be best to try a national railway system, or a national highway system, that is easier said then done due to a lack of trains, and car ownership being low enough to make a national highway system more of a negative then a boost. But this doesn't mean that the state can't focus on modernizing existing roads and focusing on roads between key industries (such as ore and agriculture) towards the ports.

As such, that is exactly what will happen. The UCC will be mobilized to work on modernizing roads across the country to at least ensure properly paved roads. Alongside that, they will focus on roads from our key industry areas to ensure smooth transportation of goods to ports. This will also be helpful for foreign ventures as they'll have paved roads to actually use. In any case, the UCC will continue improving employment and provide support as the economy continues to gradually stabilize.

While a national highway system would be ideal, it's quite clear that with how little Utari actually own a car, it wouldn't be quite cost effective. So until that can change, other alternatives are going to be needed to ensure that such a system can be viable and worth the hassle. In any case, modernized roads will be viable for civilian and commercial usage, and the major industries will receive road upgrades to ensure smoother traffic, both to and from the ports.

Restoring a sense of normality; Rebuilding the education system.

Education is vital to any nation. For Utari Mosir, it's just as important. Ever since the National Revolution, education took a backseat for any semblance of economic recovery and with basic economic stability (albeit fragile), there can be moves to repair the structure of Utari Mosir. As such, efforts will begin on restoring education to pre war levels, and ideally even beyond. Modernizing classrooms, restoring the education budget and building schools will be invaluable to restoring normality. 

While the curriculum won't be modified much at the moment as the main focus is on fixing the literacy rate and ensuring Utari children receive an education. Compared to the rest of Northern Dovani, Utari Mosir is in a pitiful position, often placing bottom for a variety of reasons. The only way to fix this is to begin building up the education system. While funding is limited due to the current economic system, the children are our future and must be supported in any possible way.

For now, the curriculum will teach the vitals. Math, language arts, science and history. Until the economic situation is stabilized, compromises will need to be made. Ideally the NEP will lead the way for allowing greater support for education and other domestic services. Until then, the Ministry of Education will need to do what it can with what it's provided. As long as Utari children receive an education, the foundations for a prosperous future can be put forward, no matter how long it may take.

A New Era! Utari Mosir in the United Gaoic Republic

The Pan-Gaoic movement has cultivated into something far greater than anyone could've ever anticipated. The unification of Midway, New Verham and Utari Mosir into the singular political entity, the United Gaoic Republic (Gishoto). This has led to a new opportunity for the Gaoic people. One of unity. With the formation of the UGR, Utari Mosir as a nation is no more. In its place, it is a proud state of the UGR.

As such, this has been a period of immense stabilization as while the economic situation is fragile, the unification of the UGR will allow for more economic support towards Utari Mosir. While it will still take time for an economic recovery, the support of other Gaoic states will certainly pave the way. But the important thing is that this is an opportunity for all Gaoic people, to finally be free and united under one unified banner.

With the unification of the UGR, this presents an opportunity for Dovani to reject imperialism and unite in solidarity. While the PNR has chosen to solely operate in Utari Mosir only and be a regional party, the Pan-Gaoic National People's Party has merged with the national Fukkyu Party. Former President Kuniyoshi has cooperated with the unification efforts. While Utari Mosir is the most economically disadvantaged of Gishoto, the way for economic recovery lies with support from the rest of the UGR.

Expanding the Ore Industry; The NEP continues on.

One of the resources that Utari Mosir has, besides REMs is Diamonds and Uranium. While refining uranium is out of the question because of the economy, mining it and presenting it to the global market is on the table. Same for diamonds. As such, the NEP has called for a strong ore industry to be established. So let's start with the uranium.

Efforts will begin on opening up mines. Refining it would certainly help and make it more valuable, but refining it is also incredibly expensive. Something that Utari Mosir cannot do at this moment. As such, it is likely that mined uranium will have to simply go on the global market, so another nation can buy it and process it. But the main takeaway is that it provides money for the state, provide jobs and diversify the ore industry.

The second resource is diamonds. Being a valuable resource, it can go well on the global market, even if there is sizable competition. But because of its value, it can provide more funds for the state upon mining. Normally, unrefined diamonds would be fine but if we truly want to stand out on the global market and ensure a stable stream of money, then we must enact a mandate. Only refined, polished diamonds can be exported. Nothing raw. Only polished and cut diamonds can be exported. This will be expensive and take a bit out of the Regional Treasury for the time being, but combined with support from the rest of the UGR, and the profits we'll likely receive from it, it'll pay itself out in time.

The NEP will take more time. But it'll pave the way for a stable successful Utari Mosir, and end the economic crisis that effects the region. Perhaps in time, it can be an economic equal to the rest of Gishoto, but for now, we shall work earnestly on enacting the NEP to its fullest.

Continuing the Infrastructure Initiative; Paving the way for future growth via rail

The NEP has called for major infrastructure efforts. While the economic situation is tenuous at best, creating better infrastructure will be vital for future growth and the development of the economy. As such, by having support from the rest of Gishoto, we have the means to invest into a regional rail system. This will especially help exports as industries can produce goods and immediately ship them for processing or for exports. As such, the UCC has been mobilized to continue providing more jobs. They will work on establishing a rudimentary rail network around the region. The main focus will be on our industries. The second focus will be on connecting cities to each other and such. This will strike a balance between prioritizing the people of Utari Mosir, and prioritizing economic growth. 

These efforts will allow not only for economic growth via new jobs (from working on establishing the rail network, but also managing it and operating it), but also allow vital industries to ship their goods to where it needs to be faster. Not only that, but the development of rail in vital economic areas will also encourage the development of these regions and lead to long term growth. The immediate benefits however is that the UCC will see Utari employed, and put to work. After that, they can be employed in managing and operating this rail system, ensuring stable permanent employment. For those working in key industries such as the agricultural or ore industry, they will find themselves connected via the rail network, and allow goods, whether it be beef, milk, leather or ore be quickly processed/exported to the global market, and towards the rest of Gishoto.

This effort will be vital, not just for the NEP but for bringing Utari Mosir to the economic standards of the rest of Gishoto. While it's a slow effort, the rail network will also help future phases of the NEP.

Reinforcing the regional government; Reforming and rebuilding civil service.

While the NEP continues on and the economic situation is gradually continuing to improve, we cannot neglect other aspects of governing. In this case, the regional government. While still ultimately beholden to Chukyo, an efficient regional government will be able to assist in creating a stronger Gishoto compared to a sluggish incompetent regional government. As such, efforts have begun on creating a competent civil service and competent bureaucracy.

The first step, is to train civil servants. Without them, we have no means of running Utari Mosir. Dedicated programs will be established to focus on teaching and training civil servants. Whether it be in governance, budgeting, policy development or project management, they will be invaluable to the future growth of the region. However, the biggest threat is not only incompetence but corruption. Bribes and corruption are ideals fundamentally opposed to the ideals Gishoto upholds. As such, a strong hand is needed to curb it before it emerges. For new civil servants, a focus will be placed on ethics, and accountability. This will be a starting point for creating a robust uncorruptible regional government.

To further clamp down on corruption and nepotism, a merit based system will be adopted. Civil servants must rise based on their own talents, not on their connections. Not only is this practical and efficient, but it will also help remove the old influence that Hulstrians may have maintained after the National Revolution. And with our region proudly being apart of Gishoto, we must ensure that the Hulstrian Menace never again threatens the unity of the Gaoic people. While the NEP will focus on reviving the economy, this effort will focus on reviving the regional government, and restoring faith, public trust and support in governance.

Reformist Arslonov elected president of Utaristan

In upheaval to the balance of power within the Utaristani government, Yunis Arslonov has been elected to the post of President of the Republic of Utaristan. The former president, Nur Sayrami, has resigned, citing health issues, despite seeming in firm health for a time prior.

Our sources within the government report that Sayrami and his conservative faction have apparently lost an internal power struggle within the Party for National Revolution. Arslonov and his reformists have already begun to tighten their grip on power. In a broadcast speech to the National Assembly, Yunis Arslonov has proclaimed the beginning of the so-called "war on corruption" and accused several ministers of Ipe's administration, using corruption charges as a weapon to weaken the conservative faction.

With this surprising victory for the reformists, Utaristan now stands at a crossroad. There are hopes that the reformist will end various oppressive measures of the previous years, such as violations of freedom of speech, press, and the freedom to gather. However, more realistically, the administration will pass only token reforms, if any at all. In his second speech, this time to the nation, Arslonov has announced that his administration has begun "researching opportunities to reform regulation of media and speech in Utaristan". This might signal the start of liberalising reforms, however, we should keep our expectations low.
