  1. Players can ask mods for 1 primary - their home nation

  3. Players can't ask for 1 secondary in an empty nation
  4. (2) and (3) may be revised in the future, but (1) will stay?
So a nation, at any given time may be:
  1. Empty - no primary, no secondaries
  2. Just 1 primary
  3. 1 primary with just 1 secondary
  4. 1 primary with many secondaries (up to 12 on Legacy from Classic's 8)
And a player, at any given time may have:
  1. 1 primary
  2. 1 secondary in a nation where there is another primary
  3. (2) may be revised?

Maybe even one will be revised; I do not want to give absolute answers on this yet, Rules in any case even in non-transitionary phases are usually subject to change if necessary.

Yes, technically that's going to be the case, but I'd like everyone to keep in mind that we're gonna try not to tie up too many players in one nation, especially in the initial phase of legacy because we have thin numbers as-is.

No, Secondaries stay tied to the Primary, that is a fundamental pillar of the concept of this proposal.

Epic. Appreciate the answers.

I'll just code relationships in a many to many logic for future proofing and just limit both primaries and secondaries to 1 for now.

edit: limits will be configurable by mods (all mods will be required)

In the past efforts to create empires have been tried some within the then existing rules and some clearly not.

If going to have them think there should be clear rules on how to get there.  Not make that part of RP creativity. 

My thinking is whatever the moral equivalent of a second account ends up being, it should not be the path to an empire.

A political or economic or military influence "empire" as currently experienced in RP though does not need over regulation since already works pretty well.

There are no plans of making "Imperial ambitions" regulated in any way, that happens via RP or it doesnt simple as that.
To ensure that self-serving action does not take place when having multiple control roles, there are going to be restrictions on interactions  between the nations in question.

Something I’ve thought of since it was pointed out, two accounts is now the limit since FBCs are effectively every nation in the game.

We’re going to have a limited community, it’ll likely be a core of people and that’s it. Adding new people is gonna be moderately rare. I’d propose that for secondaries you’re permitted to have 2 and in the event you’re secondary in a nation with no one else, you’re considered to be the “Acting Primary” until such time a person requests it as a primary.

Similar to what you have suggested, I've opted to add a "temporary Primary" role; See the https://forum.prtcy.com/thread-318.html.
