Xsampa
Dramuktsang flees the country as the Democratic Opposition marches on Metz-Leonid; XDA in the capital ordered to stand down.

Dramuktsang has fled the country. Taking the earliest plane out of Metz-Leonid and towards a currently undisclosed location, Dramuktsang has informally surrendered. This comes after the Democratic Opposition organized a peaceful march on Metz-Leonid as the timeline laid out by the courts for opening PAX was drawing to a closer and closer. With the Central Command of the Xsampan Democratic Army demanding that all XDA units in Metz-Leonid stand down, and wanting to avoid bloodshed, it seems Dramuktsang has chosen to flee the country.

To say that the Democratic Opposition is jubilant is an understatement, as the reopening of PAX would be able to occur only a day later, in which an interim government would quickly be voted to be established until the February Elections. As PAX is reconvened, the Democratic Opposition, and the provisional cabinet (consisting of all party's of the Democratic Opposition), retains a supermajority over the Socialist Unity Party, with the Xsampan Section of the Dovanian Congress being the first to depart from the SUP. With the whereabouts of the former Premier unknown, and Monlam Aurousseau unable to resume his term due to health concerns, PAX has chosen to elect Dharma Nepali, a prominent trade unionist within TUUL to act as interim Premier until the February Elections can see a proper government formed. The position of Custodianship has been kept vacant however, as there is significant debate within the public and PAX about abolishing the custodianship role, and merging it with Premier.

In terms of domestic policy, the Nepali Administration will look to persecute loyalists to Dramuktsang, and prepare for the February Elections. In terms of foreign affairs, the current status quo will be kept due to the interim nature of the administration. However, many within Xsampa have been radicalized by the crisis, most especially the CPX which is set to have a Party Congress before the end of the year, and may adopt an entirely new platform, both for domestic policies and foreign policy. Whatever the case, Xsampan Democracy has survived.

CPX adopts new party platform; A move away from Participatory Metzism.

The Custodian Crisis has changed a lot of minds across the country. For better or worse. For the Communist Party of Xsampa however, the crisis radicalized both the party itself and it's voter base, culminating in the 5724 CPX Party Congress, held in Lenakha. The ultimate goal? Draft not only a new party platform, but a new manifesto outright, as the CPX remains one of very few communist party's in the world to a "Participatory Metzist" party, but the crisis has shown that perhaps it is time for the CPX to move away from Participatory Metzism and evolve. 

After hours of debate within the Party Congress between all four factions of the CPX (Pink Socialists, Improvement Consensus, New Line and Neo-Socialists), a new party platform was passed. The replacement of Participatory Metzism? Mass Democracy. One key thing all factions agreed on, was that whole Participatory Metzism built a People's Democracy, it failed to guarantee a democratic society. Participatory Metzism has fallen to passivity. A democracy that cannot defend itself, is a democracy that will be exploited by reactionaries who take advantage of it's silent. 

As such, the key tenet of Mass Democracy is it's affirmation on democratic principles. Democracy can no longer act as just a method of government. It must be a way of life. From the workplace to PAX, democracy must live in the people and culture, just as much as it must live in government. Democracy must be practiced consistently and continuously, or it will falter and stagnate. However, befitting Xsampan norms, the CPX unanimously agreed on a firm rejection of federalism, and insisted on the status quo of devolution, rejecting extreme centralization, and rejecting chaotic decentralization. The state will remain as a guider. Alongside this, Mass Democracy must respect the Primacy of the Masses. The masses must not be observers in socialism, they must be it's engine. As such, the CPX recognizes public mobilization as legitimate to the revolutionary process and sustainability of socialism, and recognizes political engagement as an expected norm, and collective action by the masses in times of crisis is a duty.

Regarding the economy, despite opposition from the Neo-Socialists and Improvement Consensus wings of the party, the New Line wing (and even the Pink Socialists) managed to pass their own vision onto the party manifesto. As such, the CPX reaffirms a democratic, worker led economy. The economy shall be directed by those who labour within it. Worker Councils must be a vital pillar of the economy, and determine production, elect leadership to Worker Councils, Coordinate across Sectors, and protect workplace democracy. Market mechanisms can only remain insofar as they serve the people to reflect consumer needs, and guide allocation to the levels of consumption. Market Socialism must serve both the Proletariat, and Worker Councils. 

On foreign policy, however, the CPX was evenly split on some issues. One thing that wasn't split was a total rejection of authoritarianism. As such, the CPX formally stands in solidarity with oppressed peoples all across Terra. Capitalism abroad is tolerated, as per Peaceful Coexistence Theory, but it is not endorsed and remains a system to be overcome by the global masses. The true threat to the global advance of communism, is authoritarianism. Fascism, whether brown or red, remains an enemy of the Proletariat and must be opposed whenever it emerges. All forms of authoritarianism and totalitarianism, whether bourgeois or flying a red banner, must be opposed. Systems without democratic accountability are not systems of government, they are crimes. 

On the issue of the Dovani Union however, the Party Congress became more divided, as the right wing of the party (Improvement Consensus and Pink Socialists) favoured remaining in the DU, whilst the Left and Centre (New Line and Neo-Socialists respectively) argued in favour of reducing Xsampa's role in the DU or even leaving outright. After much debate, a compromise was made. Xsampa shall remain committed to moderate Pan-Dovanism in the sense of cooperation and mutual prosperity, and shall remain committed to the Dovani Union, but in a limited matter, as to preserve Revolutionary Integrity. There will be no formal endorsement of either leaving or staying within the Dovani Union however.

To close the Party Congress, the CPX reaffirmed it's opposition to vanguard politics, reaffirming that a party that fears the people has ceased to represent them, and must not be treated as a coherent, sustainable, proletarian movement. With the CPX formally dropping Participatory Metzism and embracing Mass Democracy, it's clear that the Custodian Crisis has changed the CPX. And if the CPX can win in February, they'll be able to change Xsampa and enact their vision of Mass Democracy.

People's Committee of Foreign Affairs confirms it'll attend Dovani Union Conference; "Nothing can be guaranteed until a proper non unity government is established in February".

With the Custodian Crisis resolved, and Xsampa focused on returning to its old stable self, the Dovani Union has remained an open ended question, both for the Nepali Administration and for Xsampa as a whole. While of course, there are those who maintain the belief of keeping the status quo, such as the ISDP, there are also others who are more hesitant to commit to the DU, such as the CPX, the Nepali Administration itself, being a coalition of all of the Democratic Opposition finds itself in a hard spot, but not an impossible one. People's Commissar of Foreign Affairs, Metok (SLP) has confirmed (after receiving the blessing of PAX and the rest of the Democratic Opposition) that Xsampa will attend the conference.

However, the PCFA has stated that because of the nature of the Nepali Administration, and it being an interim unity government, nothing concrete can be guaranteed until the February Elections, beyond Xsampan attendance in the conference. Whatever the case, the Nepali Administration is poised to maintain the status quo in terms of foreign affairs until a permanent government is elected in February.

While some within the DO have voiced their concerns and criticisms of attending the conference, the move largely has full support of the DO, as the conference will most certainly allow Xsampa to voice it's grievances and see a chance for said grievances to be addressed.

CPX prevail in 5725 elections; Tselha looks to rewriting the Constitution and enacting Mass Democracy.

The 5725 elections have concluded, and perhaps predictably, the Communist Party of Xsampa has won not only the Premiership, nominating comrade Tselha, but they have also won a majority outright. As such, the CPX will have no obstructions to enacting their Mass Democracy agenda. With the elections having concluded with little issues, the Central Committee's of all parties within the Democratic Opposition have announced the formal dissolution of the Democratic Opposition due to the stable restoration of democracy.

Tselha, the new Premier has already carved out a very ambitious plan, looking to rewrite the Constitution itself, and abolish the position of Custodianship outright, merging it with Premier, and enacting the platform of Mass Democracy, supporting work councils across the country, strengthing democratic culture, and reducing power of Social Enterprises to promote a more democratic, worker directed economy. And with a majority, all of this is possible. However, on the issue of foreign policy, Tselha has only reaffirmed that the CPX will govern according to its platform, and that authoritarianism abroad will be opposed and Revolutionary Integrity will be preserved.

Whatever the case, it seems the people of Xsampa desire radical changes for a more democratic and revolutionary system. As the ISDP, despite seeing growth, ultimately couldn't convince enough voters to support moderation and XIP couldn't rally conservatives. The CPX will most certainly have its most ambitious 5 years ahead.

Ever since the CPX reaffirmed it's opposition to authoritarianism, many across the country, and most especially within the government have questioned how this will reflect foreign policy. This week, we got our answer as the People's Committee of Foreign Affairs formally announced that all New Hope Initiative aid to Utaristan will fully cease in entirety indefinitely, and will not be considered for restoration. Diplomatic channels have been kept, but only for the most basic channels. The People's Commissar of Foreign Affairs, comrade Kelden Beaulieu had the following to say.

Quote:Prior to the Custodian Crisis, we had our disagreements with Utaristan, but ultimately we supported them in the name of socialist internationalism. Once Utaristan not only immediately recognized the illegal coup, and supported it but also denounced the victory of the Proletariat over the Custodian and refused to recognize the victory, it's become abundantly clear that we cannot maintain positive relations with Utaristan. We will not support a social fascist state, nor provide comfort. Reaction wearing red is not a vehicle for the working class, it is a serpent. Basic diplomatic channels will be maintained, and active talks are being considered on ceasing trade with Utaristan, particularly over REMs, but at the moment, trade shall continue in its current form until further notice. It doesn't help the case for Utaristan that they currently continue to house Dramuktsang in exile and recognize his authority.

While there is support for cutting all trade with Utaristan, moderates have raised the issue that doing so would harm the Red-Green Revolution, as it significantly requires a lot of REMs and Utaristan is a key producer of REMs in Dovani. And the argument has given the Tselha Administration reason to consider and debate internally. But, fully ejecting Utaristan from the New Hope Initiative was a quick given. When asked about the recent recalling of Kalistani diplomats, the PCFA stated that it is currently watching the situation closely, and that if dialogue with Kalistan fails, or relations do deteriorate, then existing trade may be put into question.

Whatever the case, it's clear that the Tselha Administration is focusing on Utaristan, and is looking at the wider Dovani continent with a renewed interest, most especially after the Custodian Crisis. Where the Dovani Union plays into this however, is yet to be seen but what's certain is that while the CPX is ambivalent towards the DU, it will most certainly attempt to use whatever leverage Xsampa has in the DU to counter Utaristan and authoritarianism in Dovani.

Xsampa rewrites it's Constitution; Custodianship formally abolished.

After months of debate in PAX, the CPX presented their magnum opus. A new constitution. And thanks to their majority, as well as a sympathetic ISDP, it was able to cross the supermajority threshold and pass easily. As such, the 5725 Constitution is now in effect. One of the most notable changes from it has been the formal abolishment of the role of Custodian, outright merging it with Premier. But, there are far more changes, more in line with the Mass Democracy line of thought. So, what's changed?

First things first, besides the abolishment of the Custodianship, the Constitution has recognized Mass Democracy, and democracy itself as a revolutionary process that must be continuous and that the state must guarantee the conditions for democracy. Rights have been reaffirmed, such as the right to freely organize assemblies, engage in public deliberation, participate in worker councils, initiate public campaigns and petitions, and engage in political protest and political mobilization. Mass Action, as seen last year by the Democratic Opposition will be formally recognized in the Constitution as a legal avenue, and constitutionally protected when it seems to protect, correct or influence the course of democratic institutions that may be straying away from democratic ideals. Alongside this, all major legislation must not only pass PAX, but undergo a public consultation period and citizens may initiate national petitions. Every delegate in PAX will be recallable from their own communities, as they remain representatives of their communities and can be recalled and replaced if a simple majority requests. Alongside this, the ban on capitalist parties will remain, but parties subscribing to an authoritarian ideology will also be banned.

Furthermore, the role of Local Committee's is reaffirmed in that, they hold the right to interpret and implement national law, and facilitate local participation, but may not legislate independently and in according with Mass Democracy, may resist unconstitutional laws from being implemented locally. Regarding the economy, while the constitution can't switch to a worker directed economy overnight, it can lay the legal framework. And as such, worker councils will be formally recognized as being responsible for directing production, electing workplace leadership, and coordinating across Economic Sectors. Markets and Social Enterprises shall be retained, and have their roles as reflecting consumer demand and assisting in the allocation of resources, but neither Markets nor Social Enterprises can override Worker Councils, or determine production priorities. 

With a new constitution, the CPX is looking towards the economy, and actually doing the work needed to shift Xsampa towards a proper worker directed economy, whilst in terms of foreign affairs, People's Commissar of Foreign Affairs, Kelden Beaulieu has confirmed that Xsampa is looking to reaffirm its ties in Dovani, and reaffirm that "Xsampa is here to stay and back in full health", with state visits reportedly being planned.

Economic Democracy Act amended; Strengthing worker councils without baggage.

The Economic Democracy Act remains a prized possession amongst the Xsampan Left, however, it was made with significant concessions to a pre Mass Democracy Xsampa. This month, PAX looked to amend the EDA and make it more compliant with the new constitutional direction, most primarily in strengthing worker councils significant and marking a roadmap towards the realization of a fully worker directed economy. As such, every medium and large workplace (state or social enterprise) must be compromised of a worker council, in which workers will elect representatives to a fixed two year term, with recall mechanisms. The worker council will ensure that a workplace is adequately represented and democratic. Every workplace council reserves the right to set local production targets, workplace conditions, and internal budget allocation. Alongside this, worker councils will elect and remove management, and approve major operational changes. 

In coordination with the Trade Union Unity League, all worker councils will have mass representation via Sectorial Councils, who will work in tandem with Sectorial Unions. Sectorial Councils will focus on aligning production between industries, prevent overproduction and shortages and share technical expertise. Sectorial Councils will coordinate, but not command. Alongside this, to ensure economic harmony and prevent economic fragmentation as well as ensuring that the state can guide the economy towards productive, meaningful goals, the EDA shall see the creation of the National Economic Planning Committee (NEPC), which will compromise of delegates from Sectorial Councils and the People's Committee of Economic Management, and functionally act as an extended arm of the state, albeit one that needs to work in cooperation and coordination with worker councils. The NEPC will set national priorities, and ensure Sectorial Councils are aligned, and monitor productivity and supply stability. Macroeconomics will be the focus of the NEPC essentially, and ensure that the state can still push forward economic goals.

Regarding the fate of markets, the EDA will ensure that they are preserved, and will continue to function, as they signal demand, influence pricing, and guide consumer allocation. Worker councils will receive data and price signals, and from there, determine if more goods need to be produced or not via supply and demand. Social Enterprises, however, will be modified. For the first five years, from today, Social Enterprises will operate in coordination with Worker Councils, and Worker Councils will get a veto, as well as co-decision power. This gradual approach will ensure stability, and gradually allow worker councils to exercise their power. Social Enterprises will ideally continue to exist, but serve the Proletariat where the state cannot realistically (or efficiently cannot). 

Because of the nature of worker councils, clear rules will need to be established, and the People's Committee of Labour, Union, and Proletarian Affairs has set forth standards and regulations. All worker councils will operate on a uniform voting structure, in which a simple majority is needed for routine operations, and a supermajority for major restructuring, layoffs (if ever applicable), and large investments. Worker councils may not ignore safety regulations, violate national standards, or act outside of sector agreements. Alongside this, safeguards into the system must be established. Such as performance benchmarks, intervention mechanics, and incentive systems. Finally, with the support of the People's Committee of Educational Liberation, retraining programs will be offered. The Proletarian is not just a labourer, but a decision maker in this new economy being built.

Premier Tselha visits Bianjie; Xsampa to reaffirm relations with Bianjie.

Bianjie has remained a very close ally (figuratively and physically) to Xsampa for quite a very long time. As such, with the Custodian Crisis casting doubt on where the loyalties of former allies lie, such as the social fascist state of Utaristan, or reactionary opportunists abroad, foreign relations has been put under a thorough spotlight, and existing relations are being either reaffirmed, reexamined or cut off. And for Bianjie, they find themselves firmly in the camp of reaffirming, as Premier Tselha has chosen to conduct a state visit to Bianjie, and visit the capital city, Gemun. The goal, beyond reaffirming friendly ties with Bianjie, is to show that Xsampa is back in a healthy form, and that its current allies will not need to fear disruption. 

Before departing, Premier Tselha had the following to say in anticipation.

Quote:Our comrades in Bianjie have been our dearest friends for a very long time. The Xsampan-Bianjian relationship must be reaffirmed after the troubling times we saw during the Custodian Crisis. We must show, not only the world, but our comrades in Bianjie that Xsampa is here again, and that those who stood with us through thick and thin are never forgotten.

The People's Committee of Foreign Affairs has already begun drafting proposals for expanding trade relations with Bianjie and strengthing economic ties between the two countries, but those remain draft proposals until Gemun confirms any interest in deepening economic ties between the two countries. Whatever the case, the state visit is expected to go without issue, and it has been an awful long time since a Premier has visited our Bianjian comrades. Eternal glory to the friendship between Bianjie and Xsampa!

Democratic Progressive Party merges with the ISDP; Could the ISDP go from kingmaker to major party status soon?

Ever since the Custodian Crisis ended, and Xsampa began returning to a sense of normality, the two black sheep of Xsampan politics found themselves getting along increasingly well. The reformist minded Independent Social Democratic Party, responsible for Xsampa joining the Altéa Accords, and largely being the most right wing party in Xsampa (by Xsampan standards), and the Democratic Progressive Party, known for cutting the Dovani Development Fund in the 5540s and crumbling into irrelevancy. However, the two party's have found themselves cooperating a lot lately, most especially at the grassroots level as both parties entered an electoral pact for the 5725 elections, and frequently have cooperated in rallies and endorsing candidates.

This week however, that cooperate finally culminated in the DPP holding it's final Party Congress, as the Democratic Progressive Party voted in a firm majority to formally join the ISDP. Socialist Modernism will find a place in the internal dynamics of the ISDP it seems. So, what does this mean? Well, for starters, all Assemblymembers in PAX belonging to the DPP will be folded into the ISDP (given the lack of any recalls, it's safe to say that the communities they represent are supportive of this measure). Beyond PAX however, the DPP Youth League, the Progressive Youth of Xsampa, will be folded into the Young Social Democrats. 

With the DPP joining the ISDP, it has begged the question of if the ISDP can move from minor party status, and go from being a kingmaker in coalition politics to being a major party, akin to the Communist Party of Xsampa and the Xsampa Improvement Party. While the DPP joining has only fielded two additional seats to the ISDP, and the Democratic Progressive voter base wasn't big to begin with, this is essentially a unification of the reformist right voter bloc in Xsampa. And if the ISDP can turn this into something bigger and become a major party, then they can find themselves with a chance to win Premiership once again (this time without the extraordinary circumstances that we saw in 5624). Whatever the case, the ISDP has welcomed the DPP into the party.

A cultural united front; How Xsampa has preserved social progressivism.

Across the world, social progress remains a difficult fight for some. For some countries, it's easy, and has widespread support. In others, it's an uphill challenge and reaction dominates the narrative. For Xsampa however, it found itself firmly in being a hub of social progressivism, much to the disappointment of reactionaries. But why is that? 

To find the answer there, we must look to the past in Xsampa. During the tenure of General-Secretary Ladakh during the 5440s. During her tenure, a cultural trend emerged within Xsampa, that of the "United Front". But what was it? Well, as the name implies, it was a united front. But not of political parties and agendas, no, but of social stratas across Xsampa. From the urban worker to the farmer, from the student to the Canrillaise Xsampan. After all, Xsampa was still developing during this era. Internal unity couldn't afford to be jeopardized. All Xsampans, whether queer, urban, rural, minority or otherwise, were in the struggle against capitalism and imperialism. This culminated in Ladakh legalizing abortion, establishing legal protection and rights for queer Xsampans (even if basic at the time), and creating the People's Committee of Social Equality. Of course, this didn't instantly remove socially conservative mindsets overnight. But, these foundations laid the first steps for greater social progress.

But what about for modern Xsampa? While it's true that as Xsampa is far more stronger than it was in the past, and the need for a united front has died down, there is still undoubtedly a sense of unity, from collectivism. After all, capitalism still exists and while it is tolerable abroad, it is still ultimately the greatest threat to socialism domestically. The country cannot, and should not waste time engaging in bourgeois culture wars and oppressing minorities for the sake of "tradition". There is only one war, and it's class war. And all social stratas are under one class; the Proletariat. Whether it be the urban factory worker in Bajoum, the Student and Intelligentsia in Lenakha, the Farmer in Dekyong, the Canrillaise-Xsampan in Tsélamé-Sur-Yole, or the queer Xsampan in Gramdkarpo, all Xsampans are united in the fight against capitalism. While the cultural united front may have long faded, it's legacy is still there affecting the wider culture of Xsampa. A strike against one, is a strike against all of the Proletariat.

Because of this, cultural war topics have largely struggled to find ground in Xsampa, thanks to the contributions of Class Consciousness. This doesn't mean that every Xsampan is a die hard progressive, as unfortunately, like any society, there will always be those who slip through the cracks and embrace reaction. But, whatever the case, the effects of Socialism and Metzism have undoubtedly had a major effect in the Xsampan cultural sphere.
