Expansion of Wind Energy; Continuing the Red-Green Revolution.

The Red-Green Revolution continues on, as the Tselha Administration has announced an expansion of wind turbines across the country, with a particular focus on onshore and offshore farms, looking to take advantage of the Sovereign Sea and the Hanzen Shield Mountain Range. The goal is to of course, expand the productivity of renewable energy compared to other forms, and expand the effect that renewables have on the national energy grid.

As such, the Xsampan Job Corps has been mobilized once again to support the construction of wind farms in the aforementioned area. As solar farms are more viable during the day, even with batteries, wind will pick up the slack in areas that are otherwise unsuitable for normal infrastructure, such as mountain ranges and the ocean. The ultimate end goal is to ensure that renewable energy can always overtake traditional means of energy and energy sovereignty can be achieved. 

Until then, the path forward will need to continue focusing on ensuring that demand can be met, and that energy is actually produced. The Red-Green Revolution will continue on, no matter the case.

The results of the Strauß State Visit; Where Xsampa goes from here regarding the Dovani Union and wider Pan-Dovanism.

When the CPX unveiled it's Mass Democracy manifesto, and gave no formal position on Pan-Dovanism and the Dovani Union, Pan-Dovanists across the Dovani Union raised the alarm bell, most especially in New Verham. Couple this with worries over the relatively lackluster if not outright hedging response from Nee Verham regarding the Custodian Crisis and many expected Xsampa, most especially the CPX to sour on the Dovani Union. And yet, that never came. The Tselha Administration reaffirmed it's commitments to the Dovani Union (but the CPX platform remains ambiguous) and New Verham was accepted for a state visit earlier this year. So, it begs the question of where Xsampa goes from here regarding the Dovani Union.

Make no mistake, the visit from New Verham did build up goodwill, both with the wider public and the CPX, and it's opened discussion in PAX over the future of Xsampa's role in the Dovani Union. For some, the argument is that Xsampa should continue with the status quo, and continue supporting Pan-Dovanism when it's applicable, as the Dovani Union has ultimately proven to be a positive for Xsampa. Others however have argued that Xsampa should take a more active role in Pan-Dovanism and wider Dovani Affairs, even if it isn't in favour of more radical integration. And that opinion, has been fairly common within the Tselha Administration. 

But so far, the Tselha Administration is looking to maintain the status quo regarding the Dovani Union, favouring continued cooperation while "sticking to ideological lines". Whatever the case, the visit by Strauß from New Verham has certainly started a conversation regarding Xsampa's role in the wider Dovani Union and where it goes from the status quo.

Xsampa to expand economic ties with Bianjie; Support for the Bianjian Mining Sector.

Bianjie has remained one a very close ally to Xsampa, and the Tselha Administration has shown a strong interest in strengthing the bond between the two countries, even despite the economic differences. This week, the People's Committee of Foreign Affairs has announced that the Tselha Administration is intent to go through with strengthing economic ties with Bianjie, in particular by encouraging Social Enterprises to invest into Bianjian Mining. The goal is of course, to not only strengthen economic ties but support Bianjian Mining. Economic ties should be about raising everyone together, not just one party. State Owned Enterprises in the Xsampan Mining Industry will provide investment into Bianjian enterprises in the mining sector, and Social Enterprises will be encouraged to invest as well.

Beyond increasing economic ties and supporting Bianjie, this also has the added bonus of showing the world that this new Xsampa can engage economically with countries beyond trade and foreign aid. And starting off with our greatest comrades in the Khanate of Bianjie will certainly show the world, whether capitalist or socialist, Xsampa stands firmly with her allies and friends and will gladly cooperate economically. 

Whatever the case, this opens the door for Xsampa to expand economic ties with other allies states, both in Dovani and across Terra.

Reforming the Xsampan Democratic Army; Reforms for a Post Custodian Crisis.

What does a soldier do, when the very shield he holds has rotted? He gets a new one? He cleans his current one? There are many things he can do, but one thing he cannot do, is keep the shield as it is. The Xsampan Democratic Army must be reformed. While the Internal Security Committee has successfully rooted out red reactionaries and social fascists, this has, of course, weakened the XDA. And foreign states will always look to that with opportunism. As such, the People's Committee of Revolutionary Defense has announced a series of reforms to the military.

First things first, it's time to redefine the entire purpose of the XDA. The goal, and reason for the XDA existing is to protect the Democratic Republic of Xsampa, protect the interests of Xsampa, domestic and abroad, deter foreign powers, and if necessary, conduct overseas/abroad operations. To begin rebuilding the XDA's efficiency, the officer corps must be reformed. Radically. Officers will have new expectations of them. Officers are to be highly educated, technocratic, vetted, and strategically trained. The Revolutionary Officers Academy will focus it's curriculum on operational warfare, strategic planning, aerospace integration, cyber warfare, logistics, intelligence, naval doctrines, mountain warfare, industrial warfare, drone warfare, and study foreign militaries. Political education will remain, but ideological dogmatism will be countered. Never again a Custodian Crisis. 

To prevent that, and ensure that the XDA is loyal to the Constitution and the Democratic Republic, political commissars will be done away with. Officers must learn to fear military failure above all, not political embarrassment. As such, the Internal Security Committee will be involved in the creation of Internal Security Defense Agents (ISDA), who's job shall be to investigate conspiracies, monitor loyalties, detect corruption, track factionalism, oversee constitutional compliance and maintain ideological boundaries. ISDAs will not command units, manage tactics or override battlefield officers. Alongside this, a new requirement to join the XDA. An oath of loyalty to the civilian elected government of PAX, the Democratic Republic and the socialist Constitution.

In the past, the XDA was certainly capable of fighting. After all, it fought in the Red Bass War a century ago. But after the Red Bass War? There wasn't anything until Operation Eastern Deterrence. And a military that does nothing becomes bloated. Complacent. Inefficient. Only good for parades and while parades are helpful in keeping public support, parades don't win in geopolitics. Or wars. As an old proverb goes; "if you wish for peace, prepare for war!" This doesn't mean rapidly militarizing like some military industrial complex you'd see in a bourgeois state. But this does mean that the XDA must be changed. The XDA must be defined by logistics first. A gun may win a battle, but soldiers win the war, and they win the war when they don't have empty stomachs and no ammo. Armies slow down drastically or even collapse without logistics. Fuel reserves, depots, military rail (especially utilizing the Xsampan Rail Network), ammunition depots, drone resupplying, all of these will be vital to the logistics of the XDA. The military must always be supplied and have the necessary logistics. Manpower is expensive, but ammo is cheap.

Furthermore, the Non-Comissioned Officer System must be expanded. NCOs must be tactically empowered, career professionals and respected specialists. And because equipment and ammo is cheaper than manpower, we must embrace a modern revolution. The drone revolution. Xsampa has been a producer of drones for a solid way thanks to licensing from Lodamun a handful of decades ago. Drones are cheaper than normal forms of air control (this doesn't mean combat jets are obsolete, and they will continue to hold a place in the Xsampan Democratic Army Air Force), they favour technological advancement (something that is powerful against specific foes, and something important in equal foes), and they're cheap. It's easy to replace 20 cheap drones than 20 dead pilots. Whether it be drones capable of drone strikes, surveillance or the like, they'll be invaluable to the new XDA.

And, to ensure the continuing stability in Dovani, Xsampa must come to a realization. Sitting idly by and hoping for foreign goodwill is not going to keep the peace. That is why the Xsampan Expeditionary Force must be created to ensure stability abroad, and the ability for Xsampa to support peace abroad. These reforms to the XDA will not be immediate, or cheap, but necessary for the wider success of Xsampa, and the Xsampan Revolution.

State Visit to Midway; The creation of the Wirasena Naval Base.

As elections loom next month, the Tselha Administration has looked to a state visit with Midway. The goal of the state visit was originally to improve relations and ties between the two countries, especially as Xsampa reaffirms itself in Dovani. And that goal was largely achieved, as the state visit was successful, and while no economic investments did occur, currently existing trade deals were expanded. But perhaps the biggest shock out of the deal was the announcement that Xsampa shall construct a naval base in Midway, particularly in the province of Wirasena. 

Being the first naval base abroad in quite some time, this naval base will allow Xsampa to further project power over the Sovereign Sea, and perhaps most crucially, the Midway Canal. While the Sea of Carina remains outside of the XDANs operational sphere due to a lack of sustainable means of getting there, the Wirasena Naval Base is putting that into question. After all, if Xsampa is finally looking to have bases abroad, then the Sea of Carina may be a potential focus for Xsampa. And with Xsampans favouring s more assertive foreign policy, the Wirasena Naval Base is being welcomed by many.

Of course, Xsampa will agree to pay a tax for the base, as we aren't bourgeois neo-imperialists and Midway will receive the benefits of that tax. But the relationship between Midway and Xsampa is shaping up to be a productive relationship. Whatever the case, the naval base will certainly allow Xsampa to extend its influence over the Sovereign Sea, and perhaps even show interest in the Midway Canal.

CPX forms coalition government with Left-Green Dovani; Chokey Alarie named Premier.

Last months elections saw, perhaps surprisingly, little change in PAX as the CPX continued to remain popular, and any gains made by the opposition weren't exactly enough to form a government, most especially as the ISDPs dovish foreign policy is clashing with the desire for a more assertive foreign policy. Whatever the case, instead of forming a majority government alone, the CPX has looked to invite Left-Green Dovani into the government, mostly finding common ground on continuing the Red-Green Revolution and so, a coalition was quickly established with Chokey Alarie being named Premier.

Alarie has pledged to focus on the Red-Green Revolution, and continue expanding it, especially after the chaos of the 5720s which put the initiative into question, and has pledged to maintain the current approach to foreign policy, being a firm supporter of an assertive foreign policy. With Left-Green Dovani supportive of this foreign policy, and the CPX united behind Alarie, she has a blank check to enact her agenda. Despite the coalition agreements however, she also has her own goals of expanding industrial production domestically for civilian and military industries. 

Whatever the case, support for the coalition already remains high and is likely to stay that way. But it's clear that the main focus of the Alarie Administration will be foreign policy, and the Red-Green Revolution.

State visit to Nadiya; Reaffirming ties with the northern state.

As apart of the goal of reaffirming Xsampa's relations abroad after the Custodian Crisis and maintaining a more assertive foreign policy, state visits to allied states are vital, and what other state than Nadiya? Premier Alarie set out for a state visit to Nadiya to reaffirm existing ties, and strengthen them, especially as Nadiya has largely shifted away from a purely capitalistic model and more towards a socialist economic model. Beyond reaffirming diplomatic ties, the state visit saw the reaffirmation of current economic ties. Despite Nadiyan invitation, the offer to join the Terran Economic Forum was politely declined.

However the real prize of the show, was the recent space program leaps that Nadiya has been making, most especially with the launching of Cosmonauts from Xsampan locations. While Xsampa technically does maintain a basic space program (in the form of the Xsampan Space Administration), Xsampa has never really formally committed much to exploring beyond Terra, working with Nadiya has given an opportunity for Xsampa to reaffirm that it'll continue working with Nadiya and providing launch sites for further space exploration programs. Alongside that, Nadiyan agencies will begin cooperating with the XSA on training programs to see about the possibility of Xsampans joining Nadiyan missions into space. However, with the Alarie Administration largely focused on earthly affairs, it's unlikely that the XSA will be see major expansions.

Whatever the case, the state visit was largely a success, and the two states continue to maintain their close economic and diplomatic ties.

State visit to Dundorf; Reaffirming cultural ties between the two states.

As apart of reaffirming Xsampa's international presence after the Custodian Crisis, Premier Alarie has set out on several state visits, with the one to focus this time is a state visit to a long time ally. Dundorf. While technically a bourgeois republic, the state has more often than not conceded to social democracy, with the Dundorfian Social Democratic Party being a staple of governing. Because of this, and Dundorf being a progressive state, relations between Xsampa and Dundorf have always been positive. This week, Premier Alarie met with her counterpart, the Dundorfian President Gertrude von Koepf. There, at Dunberg, the two reaffirmed the relationship between Dundorf and Xsampa, that being of friendship and cordiality and agreed to the establishment of a cultural exchange program.

Such benefits of the program will see student exchange programs between the two countries, artist residencies, university partnerships, and civil service exchange programs. The goal is of course, to reaffirm that out of all Artanian states, Dundorf remains the most friendly to Xsampa, and that Xsampa remains friendly to Dundorf. 

The relationship between Dundorf and Xsampa has remained strong for centuries, and it's hoped to stay that way! Eternal glory to our comrades in Dundorf.

The Samshto Report; Who does Dovani look to, as other continents have someone to look to?

With every continent, there exists a definitive state that others look towards. States that define the regional or even continental narrative. Majatra for example, has Wrnuke and Istalia. Keris has Egelion, Makon has Hutori, Seleya has Kalistan and Valruzia. These are states that can adequately project power for their own interests, within the continent they inhabit, whether it be economically, culturally or militarily. So, this begs the question; who inhabits this role in Dovani? In the past, it was Lourenne but ever since Lourenne withdrew from Dovani, this role was increasingly filed by foreign states, whether intentionally or not. After all, with no domestic Dovani state filling this role, why bother trying to create this state from the ground up when you can go to the west or other continents for economic aid and military aid. 

However, this narrative has been challenged in recent years as Pan-Dovanism has encouraged more reliance within Dovani. Despite some disagreements between strains of Pan-Dovanism and whether Dovani should embrace Continental Nationalism or simply promote more cooperation, there was what can be considered, hysteria over foreign influence in Dovani. Fortunately, in recent years, this has died down heavily. Despite this, Dovani still lacks a state to fill that role. This is where the Samshto Report comes into play. Heavily inspired by the Pelkyi Report from the 5660s, a group of foreign policy analysts met in the city of Samshto to draft their report and present it to the wider People's Committee of Foreign Affairs.

The Samshto Report argues that currently, Dovani has not had a domestic nation holding the capacity to project power and safeguard their interests in a wider, non regional state, since Lourenne. There are several states that may have the capacity to project power, but only in a limited, regional capacity on their own. There is no definitive country in Dovani that can adequately project power and project their influence across the entire continent. Therefore, the solution is simple. A Dovanian country must assume this role, otherwise Dovani will continue to look towards other continents for support. 

Make no mistake, this report is not advocating for total Continental Nationalism and for severing all ties with other continents. That is simply economically suicidal. Dovani must have a state that exists to support other countries, militarily and economically, and safeguard Dovani. And the Samshto Report argues that Xsampa should strive for this role. The New Hope Initiative already sees foreign aid to other countries, most especially Dovanian countries, and the Wirasena Naval Base allows Xsampa to project power into the rest of the Sovereign Sea and opens the door to supporting other countries militarily. There is potential for Xsampa to fill this role, and perhaps fill the role Lourenne filled in the past. 

In its current state however, Xsampa cannot adequately do this until it can further expand avenues of economic power project, and supporting other Dovanian countries economically, and expanding military power projection and supporting Dovanian countries with their militaries. If Xsampa is to inhabit this role, then the Samshto Report argues that Xsampa must move to correct these issues and continue supporting Dovanian countries and institutions. If Xsampa cannot do this, then it cannot realistically achieve replacing Lourenne, and will be limited to raw regional power projection. Leaving Dovanian states to reasonably turn to other countries, outside of Dovani.

Creation of the Eastern Sovereign Sea Radar Array; Safeguarding the Sovereign Sea, and keeping eyes open.

For Xsampa, and many other states in the region, the Sovereign Sea is a vital lifeline to the rest of the wider world. After all, it leads to the Red Bass Ocean and the Vascanian Sea, and connects to the rest of the world. So, when Xsampa set out in December 5684 with the Sovereign Sea Accords and promoting the Sovereign Sea as a vital, Dovanian alternative for global trade routes, stability and security of the Sovereign Sea became a vital aspect of Xsampan foreign policy. While the Sovereign Sea is relatively stable, more can always be done. After all, we simply have to look westwards to the Anantonese Ocean, which remains, arguably, one of the most safest waters in the world. And that, was achieved with repeated, consistent efforts. We cannot settle for good enough. Not on the Sovereign Sea.

As such, this week, PAX approved the "Sovereign Sea Security, and Maritime Recording Act" (SSSMRA) in a firm majority. What does the bill in question do? Well, it has given the People's Committee of Revolutionary Defense the full blessing of PAX to begin construction on the Eastern Sovereign Sea Radar Array, a collection of radars in the Gserygi Canton and the Ihophyogs Canton, the two most eastern Cantons in Xsampa. The goal of the ESSRA will be to ensure continuous monitoring over the Sovereign Sea to track vessels and aircraft to ensure no issues arise. Whether it be disputes, pirates or violence. This also has the benefit of ensuring ample coordination with Wirasena Naval Base and ensuring the XEF is adequately coordinated for peacekeeping operations. Make no mistake, a secure Sovereign Sea benefits everyone. Not just Xsampa. 

The goal isn't to restrict access to the Sovereign Sea like some bourgeois fascist state, but to ensure that everyone who enters the Sovereign Sea is known, and made aware that the Sovereign Sea is to be kept safe, and available for fair trade. The Xsampan Democratic Army Navy will ensure that the Sovereign Sea is safe from any issues and that trade is not disrupted by undesirable elements. And this radar array is one of many steps to making sure that the Sovereign Sea remains as safe and secure as it possibly can be.
