Ever since the Custodian Cried occured and several foreign relations were stained, efforts have been made to restore and reaffirm relations abroad. However, what about the country's that were more.. flexible towards the Custodian Crisis, such as Kalistan? While Kalistan did technically support the Custodian, in the sense of supporting what was technically a legal coup, it hasn't stopped opinions from souring. However, due to the close ties the two countries have had, there's been a strong movement for restore relations to pre Custodian Crisis and it seems Kalistan has shown interest in this.

As such, this week, the People's Committee of Foreign Affairs has announced the formal normalization of relations with Kalistan and the restoration of trade. 

Recognizing that each state reserves the right to conduct itself in any manner it sees fit, it is recognized that while mistakes were made during the Custodian Crisis, the cultural and economic relations between Kalistan and Xsampa, even despite ideological differences, are to be recognized in their historical weight and restored.

While there has been skepticism domestically, in equal amounts, this development has been welcomed as Kalistan is a frequent buyer of Xsampan Rubies and Diamonds (and Kalistan is also an indirect advertiser for how Xsampa mines these gems ethically), and because of past friendly ties. As such, with trade relations formally restored and normalized once again, Xsampa will result purchasing Kalistan aluminum in bulk for domestic automotive industries.

Investments into the Textile Industry; Supporting the economy of rural Xsampa.

There are 4 major industries that dominate rural Xsampa. Agriculture, Textiles, Farmwork, and Lumber. Of course, other industries are present in rural Xsampa but these industries are the ones that are largely definitive in rural Xsampa. And every so often, it's spoken of to resolve the Rural-Urban Gap. And steps have been made towards that, especially with investment into rural infrastructure. However, what's the best way to promote economic growth beyond infrastructure? Jobs. 

As such, the Lukhangwa Administration has begun several investments into the most neglected of rural industries. Textiles. The goal isn't just to promote growth, as while that is a major goal, it finds itself sharing the goals of stabilizing rural fibre supply chains, building competitive Social Enterprises in rural communities, strengthen worker councils and turn textiles into a proper domestic staple. As such, the first step is starting with the state owned aspects. Textiles will largely be a split industry, with the state owning yak wool collectives, and synthetic fibre plants to ensure stable upstream raw fibre production. Worker councils will maintain their constitutional right of managing production quotas, control labour circumstances, and coordinate with local economies. 

Midstream will find itself jointly operated by Social Enterprises and the state, with large textile mills being state owned and  small to medium sized weaving workshops belonging to Social Enterprises. Downstream will remain largely Social Enterprise dominant, as per the ideals of Market Socialism and supply and demand. Competition will be encouraged between Social Enterprises. To support rural economies however, the state will guarantee purchase agreements for wool farmers from state mills and seasonal income stabilization for herders.

The textile industry has long been neglected, but no more. Rural Xsampa will not be left behind.

Supporting domestic Cotton; Strengthing Textile Supply Chains.

As the Lukhangwa Administration looks to bridging the Urban-Rural Gap with extensive investments into rural economies, and diversifying rural economies, the textile industry has come into question once again. While investments into the industry have shown success, the industry at large is reliant on wool from Yaks, as cotton is sparsely produced and mostly imported. While this isn't an issue for the Lukhangwa Administration due to the ISDP being in favour of Alter-Globalism, the Xsampa Improvement Party, being a moderate nationalist party has been urging the coalition to support domestic production. After weeks of pressure, the People's Committee of Agricultural Management, currently governed by Peoples Commissar Ngonga Gaume (LGD) has announced a plan to begin significant investments into domestic Cotton production to strengthen the textile industry and rural economies.

As such, the first thing to establish is that these cotton farms can only be established in Cantons in Southern Xsampa as anything North of the Hansen Shield Mountain Range will find no success. As such, investments into Cotton will largely go into the Barchadchen Canton (which is already an agricultural powerhouse in Southern Xsampa), the Dbusmtho Canton, and the Mtshogram Canton (a strong strawberry producer). Because of the nature of the agricultural industry, which is largely state owned with very few exceptions, a compromise was reached regarding the question of allowing foreign investments and shares as historically, this isn't unprecedented, as Lodamun in the past has invested into Xsampan Social Enterprises (albeit Lodamun had to adhere to Xsampan regulations and as such was forbidden from having a majority share in anything and had to reinvest a portion of profit into local communities). As such, large farms will remain state owned (with some wiggle room for foreign investment but still kept on a very tight leash as the current governing coalition would rather not modify foreign investment laws), whilst Social Enterprises will be allowed to establish a select amount of cotton farms on their own. No matter what, Worker Councils will oversee local production targets, equipment purchases, planting scheduled and labour organization. 

Alongside this, in the three aforementioned Cantons, investments will begin on established ginning facilities and processing factories to support the refinement of cotton production. The goal is to reduce transportation costs, promote rural development and support rural economies, and increase domestic value before shipping. Because cotton production is seasonal and any realistic attempts to control the weather is insane at worst and a vanity project at best, we will need plenty of storage. Storage facilities will be invaluable in ensuring textile production remains year round. An added bonus to cotton is that it can help in producing fertilizers, livestock feed and industrial oils!

Strawberry Socialism! Strengthing the Xsampan Strawberry Industry!

Within Xsampan agriculture, there remains a peculiar giant, an anomaly from the One Party Era. Within agriculture, you have sub industries that make sense. Yaks, Rye, Beef, so on and so forth. What you'd traditionally expect from an agricultural industry. However, thanks to rather strong investments in the past from a certain Premier during the One Party Era, one major brand of Xsampan Agriculture is of course, strawberries. However, the industry, like most rural industries, has fallen behind. The Lukhangwa Administration is looking to modernize and expand the strawberry industry, both due to its strong consistency of hiring workers for agricultural work in the South (most especially in the Mtshogram Canton), and due to the industry having a soft PR boost for Xsampan culture.

As such the first thing is actually expanding production. Whether this be improving irrigation, improving soil quality, or expanding greenhouses, production is vital for the industry. The state will cover these investments whilst of course, Worker Councils will flex their newly found authority and focus on planting schedules, harvesting methods, labour organization, and equipment purchases. The goal isn't to make higher quotas, as that won't get the industry anywhere. The goal is to ensure higher yields per hectare. To ensure this, what's the constant word that's been thrown around this decade? Logistics! Just as it helps the Xsampan Democratic Army, it helps railways and it helps economies. Spoiled fruit is not only a health hazard but wasted production. Refrigerated warehouses, refrigerated railcars, and refrigerated trucks will be vital to ensuring strawberries make it to shelves before any potential spoilage. 

Now the real focus is on what else you can make with strawberries. On its own, you have just strawberries. Delicious and edible. But a good industry is one that serves many uses. This is where refined processing will come into play. Jam, preserves, fruit juice, frozen strawberries, dried strawberries, yogurt flavouring, ice cream flavouring, bakery fillings, fruit concentrates and confectionary ingredients are just a few of the uses for strawberries and they instantly raise the value of the industry tenfold. Processing will be handled by state owned refineries while distribution will of course, fall to Social Enterprises to accommodate the needs of Supply and Demand. This also has the added benefit of giving Social Enterprises the liberty to experiment, such as offering scented candles, soaps, cosmetics, perfumes, and even some skincare. 

This ensures that rural economies thrive, jobs remain stable, industries grow and perhaps most importantly, Xsampa gets another thing to export to the wider global market behind just pure strawberries. And that revenue benefits the state, which benefits communities just as much as local jobs do.

The Pride of Xsampa; Investments into the Yak Industry.

What is one thing that foreigners associate with Xsampa? Besides socialism? Yaks! Xsampans love yaks! However, the Yak Industry has.. seen better days and as apart of the Lukhangwa Administrations goals of revitalizing rural economies, the Yak Industry must be supported. This'll not only make the industry more efficient, but primarily support rural economies which are seeing a new wave of growth thanks to diversification and support. The first step is of course, logistics. Investments will need to be made to expand rural veterinarian clinics, disease monitoring, mobile veterinarian teams for isolated herders, improved winter shelters for yaks and better management of grazing land. Worker Councils will, as per usual, continue to handle affairs such as breeding schedules, grazing rotations, labour organization, equipment purchases and herd expansion targets.

The second step is increasing domestic value. While some may suggest the idea of selling yaks on their own, this idea has been rejected for decades as not only is it an insult to yaks (of which the closest is them being used as friendship gifts), but it produces hardly any value. The equivalent of selling a car for the price of a tire. One of the key sub industries is Yak Meat. State Operated processing facilities will handle the production of fresh meat, frozen meat, vacuum sealed meat, canned products, smoked meat, sausages, dried meat and ready to eat meals. Furthermore, dairy! While yaks aren't as great for dairy needs as say, cows, yaks still are ultimately a solid mammal. Processing facilities will need to be expanded for the domestic production of milk, butter, cheese, yogurt, cream and powdered milk. The state will continue to focus on production whilst Social Enterprises compete for distribution. 

Alongside this, Yak wool. This helps the recently supported Textile Industry, as the state can guarantee the purchase of raw wool, and let them funnel into textile mills. Another way to increase domestic value of the Yak Industry is with leather. Investments will be poured into tanneries, leather treatment and quality control. Ideally, Social Enterprises will then be able to distribute and produce consumer goods that use leather, such as boots, belts, handbags, wallets, backpacks, work gloves and outdoor equipment. Every aspect of the Yak will need to serve a purpose. Bones can be used for fertilizers and gelatin, horns for buttons, tool handles or decorative crafts, fat for soap, candles and industrial lubricants, and manure for organic fertilizer. A proper socialist economy can not let anything go to waste. 

To ensure wealth stays in local communities, clusters will be needed. Rural Industrial Clusters. Each cluster may include veterinarian clinics, processing plants, wool collection centres, dairy processing, refrigerated warehouses and connection to the Xsampan Rail Network. The Yak Industry must be as strong as the weakest industry in Xsampa. An economy is only as strong as its weakest link. And no link must be weak.

Exile Media; Exiled Emperor Gephel Lhanamseng calls for the Restoration of the Royal Serene Empire; The call is largely ignored.

Ever since the Xsampan Revolution in 5317, the exiled Lhanamseng Dynasty has spent considerable time in being irrelevant to global affairs, much less being in the Xsampan discourse. With the Dynasty relying on donations from sympathetic monarchists, monarchist exiles and even support from House Ananto (who curiously enough, maintains a cordial relationship with the Democratic Republic of Xsampa), the Lhanamseng Dynasty has struggled to ever really be relevant, with most members of the Imperial Family of Xsampa choosing to embrace a peaceful life in Yingdala (where the Dynasty largely resides) or even in Kalistan. However, Emperor Gephel Lhanamseng, the current holder of the Lhanamseng Throne has taken to tours in Xsampan diaspora communities, looking to rally monarchists and other exiles (Republican Exiles have largely distanced themselves from the Lhanamseng Dynasty) and try to gain the recognition of a proper government. 

To that end, Gephel Lhanamseng has called out publicly, for the restoration of the Royal Serene Empire of Xsampa, the previous political entity which existed before being toppled by revolutionaries in the Xsampan Revolution. Gephel Lhanamseng has insisted that the Democratic Republic of Xsampa holds little legitimacy beyond "faithless communism" and that the Lhanamseng Dynasty should return to Xsampa and the Royal Serene Empire should be restored at earnest. However, with how.. irrelevant the Lhanamseng Dynasty has been in global affairs, especially compared to other Royal Houses, and there's very little chance any government will hear the calls, let alone actually entertain the exiled Dynasty as such a recognition would jeopardize any relations with the Democratic Republic of Xsampa and cause an international issue. 

Beyond that, Gephel Lhanamseng's message has received some light endorsements from a handful of Monarchists NGOs, most prominently the "Xsampan Society for Imperial Restoration", but given that monarchism is hardly relevant in Xsampa proper, with the Lhanamseng Dynasty largely only being mentioned in passing and as apart of the history books, the endorsement is.. hardly helpful. Whatever the case, Gephel Lhanamseng hasn't been deterred from trying to organize diaspora communities, but with the wider Xsampan Exiles divided between monarchists, republicans and the Golden Path, it's unlikely that this will ever amount to anything substantial.

Investments into the Lumber Industry; Support for rural Xsampa continues.

For Southern Rural Xsampa, beyond agriculture defining economics, there is also the Lumber Industry, responsible for providing timber and jobs. However like other rural industries, the Lumber Industry is in need of proper modernizations. To that end, the Lukhangwa Administration is looking to put the final proverbial cherry on top for rural development by investing into one of the rural giants, the lumber industry. However, as a sign of goodwill to improve relations with Left-Green Dovani (who is apart of the governing coalition), the Lukhangwa Administration has also included a plethora of new environmental regulations regarding lumber.

As such, the People's Committee of Wildlife and Ecological Preservation will now be responsible for working with forestry agencies on Forest health monitoring, extensive reforestation programs, fire prevention, pest prevention, selective logging and new access roads (where environmentally applicable). This is to both, support the lumber industry long term but also protect Xsampan forests. As per the regulations established by the People's Committee of Labour, Union, and Proletarian Affairs (and the Constitution's clear stance on Worker Councils), Worker Councils in forestry agencies will have the responsibilities of annual harvesting plans, equipment purchases, workers safety, seasonal work schedules and of course, local forest monitoring. Why spend time wasting a forest when like a florist works with a plant, we can ensure the forest industry is forever sustainable.

Beyond that, raw logs on their own have little value. Value must remain domestic. The first step is modernizing processing. Investments will need to be poured into safer equipment, modern harvesters, upgrade trucks, expand rail access improve roads. Furthermore, processing facilities must be expanded. Sawmills, wood drying kilns, grading facilities and storage yards will be vital. This will allow for the production of construction lumber, beams, planks, and boards. Plus this helps boost local economies and employment. 

And by processing this lumber, Social Enterprises can step in with distribution and some production. The most notable example is allowing Social Enterprises to compete for the distribution of furniture. A win for Social Enterprises, a win for the economy, and a win for the Xsampan Proletariat in having more economic choice. But not every tree becomes something you sit on. Paper for example is still valuable (even with painful paper cuts). Mills will be incentivized to support the production of paper, notebooks, cardboard, packaging materials, and printing paper. This again, not only supports local economies with jobs but supports all other aspects of the economy on account of being produced domestically.

Whatever one thinks of the ISDP and the Lukhangwa Administration as a whole, you can't deny that they've spent a considerable amount of time investing heavily into rural Xsampa.

In terms of civil rights, Xsampa has largely retained a reputation for being strong on civil rights, and regarding queer rights, Xsampa has been strong there as well. This isn't to say it's a utopia, as there will always be bigots everywhere but in Xsampa, you'll find strong support from the government no matter what. However, the Communist Party of Xsampa (CPX) has taken it's time in opposition to promote expanding queer rights, arguing that "while the status quo is acceptable for queer rights, the fight for equality is never ending, and more can always be done." As such, one Assemblymember, comrade Bhakto (CPX) has proposed the Gender Identity, Rights, and Self-Determination Act (GIRSD Act), which calls to simplify the bureaucratic process of filing a formal name and gender identity change for government documents, properly defining support for gender affirming care, simplifying the adoption process for queer parents (as well as simplifying the process of parentage for queer parents) and a proper, formal ban on Conversion Therapy.

As expected, the CPX has remained the vanguard of queer rights within Xsampa, as it was during the One Party Era under the CPX that Gay Marriage was legalized, the Recognition of Non-Binary as a valid identity was enacted and rudimentary trans rights. So it's to little surprise that the CPX continues it's push for full social equality. Of course however, the CPX is in opposition and will require support from other parties for passing the bill once it goes onto the floor for voting. The only issue? The other party that embraces being a "socially progressive" party (not to say other parties are socially reactionary) is the Independent Social Democratic Party (ISDP), who is currently sitting in a coalition with Left-Green Dovani (who has signalled that they'd support the bill as is due to strong pressure from their associated youth group, the Young Greens) and the conservative leaning Xsampa Improvement Party, who has signalled opposition to the bill, and is expecting coalition unity for the vote. 

And so, the ISDP finds itself in an issue. Does it alienate its voter base to please coalition partners, or does it alienate the XIP and risk the stability of the current governing coalition to please it's voter base? For the ISDP, the question has been hard as while the ISDP does not formally have any factions (as the ISDP is very strict about factionalism compared to other parties), it's informal cliques are certainly making arguments for or against the bill. As conservative socialists rally to oppose the bill, believing that the status quo suffices enough and special exceptions aren't needed to be carved out any further, the CPX has inadvertently opened up the fragile truce of social issues in the Lukhangwa Administration's governing coalition. 

Whatever the case, queer activists across the country have endorsed the bill as a vital step forward, not just for Xsampan Queer Rights but for showing South Dovani what is possible.

GIRSD Act passes; Queer Xsampans celebrate as the Lukhangwa Coalition faces tensions over ISDP vote.

The GIRSD Act has passed PAX, largely being carried by the CPX and the ISDP. As such, the bill easily crossed the threshold for majority and has become law. As such, as of this month, the following changes will go into effect immediately and remain as law unless repealed. The process for filing a formal change of name and gender identity change for government documents will be significantly reduced in terms of requiring bureaucracy and become more simplified. Gender Affirming Care will be formally recognized explicitly as apart of Queer Rights instead of "Exceptional Circumstances regarding Healthcare", queer parents will face less bureaucracy on adoption, and while conversion therapy was rarely practiced, it shall formally be banned.

However with the ISDP voting yes on the bill, this has caused considerable controversy within the current governing coalition, as XIP made their opposition to the bill clear, and insisting on coalition unity. Current Chairman of the XIP, comrade Rigsang has been under heavy fire by conservatives for not doing more to sway the ISDP and that the current coalition is not sustainable for Conservative Socialism. However so far, the XIP has shown interest in maintaining the current government, albeit with less enthusiasm.

Queer Xsampans however, have celebrated these gains as the formal ban of conversion therapy has been a significant landmark victory for queer rights in Xsampa. The CPX has of course, benefitted the most from the bill passing, with many expecting more progressive bills from the CPX, especially as next year's elections may yield a CPX government.
