Supporting the Tea Industry; An effort to meet domestic demand.

As elections are only a few months away and PAX prepares to enter recess because of said elections, the Lukhangwa Administration has looked to push one final project before prepping for the election results. As expected, this project is aimed at the rural economy. Ever since the 5700s started, and Xsampans found themselves with more personal income (and less reliance on the MBI in the Tsokling), there's been a cultural shift towards chasing luxury goods, such as tea which was previously only available to wealthier Xsampans, but has since become widespread in terms of availability. While a basic industry was established in the 5710s to meet demand, demand has risen and the industry was only designed to meet this demand and nothing else. It's been in such a state that a spokesman from the People's Committee of Agricultural Management described the industry as, "the hypothetical results of a mad woman's hyperfixation". As such, the Lukhangwa Administration is looking to modernize the tea industry to not only take advantage of the desire for tea (both domestic and abroad), but ensure the industry can thrive on its own.
As such, the first step is of course, modernizations of the plantations. Such modernizations include a focus on improving irrigation systems, soil conservation, drainage improvements, and new farm equipment. The name of the game is quality, not quantity. Worker Councils on state plantations will oversee harvesting schedules, labour organization, field maintenance, equipment purchases, quality standards during harvests and seasonal harvests. Because it's tea and the domestic demand is almost comically sky high, efforts will need to be made to maximize efficiency during harvest seasons.
Of course, like everything from every economic industry, raw goods only have so much value. Sure, Xsampa could dip it's toes into the global tea market and try to be a competitor to other tea giants and stick to purely exporting raw tea (assuming Xsampan Tea could even challenge, let alone rival other global brands of tea), or, alternatively, we focus on keeping value at home. And do so, we shall. State Processing Centres will focus on expanding domestic production of various strands of tea that can reasonably be produced in Xsampa. Modernizations will also include modernizing drying practices, rolling, oxidation, sorting, grading and packaging.
Because of how high demand is domestically, the People's Committee of Health has assigned its sub-committee, the Sub-Committee of Dietary Wellbeing and Drug Regulation will begin vetting production of tea, focusing on its quality, taste, health, and generally ensuring it's not only safe for consumption, but appealing to Xsampans.
The goal is to ensure that domestic demand for tea is met first and foremost, instead of trying to challenge the international market for tea production. After all, the global market is unpredictable at times but the Tea Craze in Xsampa is seemingly unchanging.

5740 Elections conclude; ISDP drops XIP.

The 5740 Elections have concluded, and voters have chosen to give the ISDP another mandate, or rather, the Lukhangwa Coalition itself, as the ISDP, XIP and LGD have shown growth (at the cost of the CPX). As such, many expected the government to continue as it has for the past 5 years, focusing on rural development, an assertive foreign policy and moderation. However, ever since the GIRSD Act passed, the Xsampa Improvement Party, and the Independent Social Democratic Party have had a falling out. Mostly over social issues. And with the recent elections providing an excuse to shuffle the coalition around, Lukhangwa has announced his intentions to not continue the ISDP-LGD-XIP Coalition will not continue in its current form. Instead, the Lukhangwa Administration will pivot to the left, and invite the CPX into the coalition to form a Snow-Apple Coalition.
Despite outrage from the XIP, the CPX has accepted entry into the government. With that issue resolved, the Lukhangwa Administration has reaffirmed its commitment to economic modernization, rural economics, and without conservative influence holding the coalition back, socially progressive reforms. As per the demands of Left-Green Dovani, and the Communist Party of Xsampa however, the Lukhangwa Administration has pledged to maintain the assertive foreign policy, and restore investments into the Red-Green Revolution and wider energy sovereignty.
Whatever the case, as conservatives start to reorganize themselves in the opposition and define what conservativism means in Xsampa once again, especially after the GIRSD Act, the Lukhangwa Administration will continue on.

Modernizing the shipbuilding industry; Ensuring a modern naval economy.

As the Lukhangwa Administration continues on, one thing it's been defined by is providing constant support for rural communities. However, Xsampa is not an Agrarian economy. It is an industrialized power. And because of that, urban economics can't be ignored in favour of rural economies. As such (largely because of CPX pressure), the Lukhangwa Administration is looking to modernize the shipbuilding industry, something which will benefit coastal Cantons immensely.
As such, the first step is of course, modernizing existing shipyards. New drydocks, larger assembly halls, heavy lift cranes, modern wielding facilities and expanding fitting-out docks are vital steps. Worker Councils responsible for managing shipbuilding will handle production schedules, labour organization, workplace safety, equipment purchases, maintenance planning and workflow improvements. And to ensure every coastal Canton can benefit from shipbuilding, a modular approach is required. Different Cantons and individual facilities will produce different parts. The goal is to improve construction time, control quality more, reduce congestion, and promote local employment.
To expand and promote domestic supply chains however, we will need to take advantage of our own domestic industries. Which, coincidentally, we've spent the last decade investing over. Textiles can provide upholstery, ropes, insulation and uniforms. Lumber can provide interior finishings, flooring, cabinetry, and pallets. Electronics can provide sensors, communication, and navigation systems. So on and so forth. Our existing industries will gain another customer.

Land and Bread Party votes to integrate itself into the Xsampa Improvement Party; Khando Tenzin set to redefine the Xsampan Right.

Ever since pluralism came into effect, rural politics have long been defined by either being CPX dominant, or being dominated by the explicitly agrarian Land and Bread Party, which has long acted as a voice for rural politics in PAX. However, ever since the start of the century, Land and Bread has found itself facing electoral decline over the years, as rural voters stuck with the CPX as an alternative, or flocked to the Xsampa Improvement Party, due to its more explicit conservative platform (compared to Land and Bread being agrarian first, conservative second). This, of course, has seen the LBP be best described as electoral moribund as it's vote share has declined heavily, with the 5740 elections showing that, yes, the party is indeed electorally moribund.
With the prospects of Land and Bread having a comeback seeming slim at best, the recent Party Congress has seen the Central Committee of Land and Bread vote in a majority to formally dissolve the party, and integrate itself into the Xsampa Improvement Party. The current chairman of XIP, Khando Tenzin has welcomed the development, citing that "the integration of Land and Bread will allow for a proper unification of conservatives in Xsampa".
Combining that with his recent election as Party Chairman, comrade Khando Tenzin has laid out his vision for Xsampan Conservatism, which has long been viewed as "just a road for Xsampans to pause reforms and nothing else". Utilizing the newfound political capital that he has from the merger, Tenzin has laid out his vision for "Sensible Conservativism", in which he believes will ensure Xsampan Conservatism thrives. As such, the Xsampa Improvement Party has formally adopted a new platform.
First and foremost, the state has a moral obligation to help society. Not only is it morel, just, and productive, but it's inherent to socialist values. The government must remain as a protector of the working class, and must maintain support for the Tsokling System. However, the state must also protect communities, religion (as the XIP subscribes to Daenist Socialism), culture, the countryside and sovereignty. Furthermore, Xsampa should seek to maintain the status quo instead of chasing new cultural revolutions every decade. Progressive change must only occur to society, if it benefits society. Furthermore, as a Daenist Socialist party, the state has the responsibility of living up to the values of compassion, responsibility, moderation, harmony, stewardship, and moral government. Finally, Xsampa should above all, be sovereign and proud. Nationalism has always been central to the XIP, and it's maintained itself here. Secure borders, sovereignty, and military readiness are vital.
With a new platform, the Xsampa Improvement Party has a relatively consistent vision for what conservativism means in a socialist society. Whether it'll translate into electoral gains or not, however, is yet to be seen.

For the Xsampan Exiles, whether Monarchist, Republican or Reactionary, they all share a pitiful state. For the Monarchists, they find themselves exiled in Yingdala, or in Kalistan, and argue over Absolutism or Constitutionalism. For the Republicans, they have unity but no legitimacy whatsoever. For the Reactionaries, they have nothing. Yet, this hasn't stopped the Exiles from trying to coordinate. In 5737, the Emperor Gephel Lhanamseng called for a, " restoration of the Royal Serene Empire of Xsampa", but saw little success. And now, in 5742, the main focus is on the Republicans, who have always found themselves in a quagmire within the wider Exile Community.
Ever since the Xsampan Revolution which toppled the Royal Serene Empire back in 5317, the Liberal Democratic Party of Xsampa found itself in a pickle, to say the least. Do they support the nominally secular, but communist Democratic Republic of Xsampa in the north, which included the Communist Party of Xsampa (and it's pre merger parties such as the Social Democratic Party of Xsampa, Workingmans Party, and Party for the Peasantry) or support the religiously oriented, but anti communist Serene Phdrang of Xsampa in the South? For the LDPX, the answer was to support neither, flee abroad, and hope to form their own government to bring about Liberal Democracy to Xsampa. The hope was to wait out the Xsampan Revolution, and hope the people came to their senses. But, this never came as the Lhanamseng Dynasty fled to Yingdala, taking what they could with them, whilst Xsampa itself would become hopelessly divided up until 5374, in which the Communists would succeed in unifying the country. To make matters worse, the LDPX would fracture as a sense of pessimism would define the Republican Exiles, leaving the Young Xsampa Party (one of the oldest political parties in Xsampa) as the defender of Liberal Democratic values (despite being a nominally conservative party). However, the liberal movement within the Republican Exiles would, in 5598, during the height of the Red Bass War, organize the Democratic Party of Xsampa, hoping to see the Democratic Republic of Xsampa toppled by Beitenyu. When the Bargas Chenpo occured however, and Beitenyu collapsed, those hopes were shattered as the DRX endured and survived both the Red Bass War and the Bargas Chenpo.
Despite this, the Republican Exiles have remained united, and most prominent in Amidum (the modern successor to Beitenyu), Narikaton and Darnussia, and Valruzia. This week, they're taken their unity to a new level, as the three major parties within the Exiles (the Young Xsampa Party, Democratic Party of Xsampa and the newly formed Public Interest Party) have formally modified a constitution for the "United Cantons of Xsampa", a federalist, liberal democratic, capitalist concept. This formally allows for the creation of a "Provisional National Assembly" to organize the "parties of free Xsampa", in which the YXP, DPX and PIP largely hold control of.
The only issue is, this is essentially mere lip service as no country has ever bothered to really recognize any of the Exiles (nor is the entire Exile Community even united), and no country has any interest in jeopardizing relations with Xsampa for a cheap ideological win. As such, combined with no legal basis to provide legitimacy beyond the existence of the YXP, this ratification has ultimately been interpreted as the creation of an illegitimate government in exile. In Xsampa itself, reactions have largely been one of muted disappointment, or even apathy as the Exiles relatively are irrelevant in modern Xsampa beyond very fringe circles. To top it off, monarchists have of course, criticized the "United Cantons of Xsampa" for its federalist nature, and it's republican nature whilst the Golden Path, the only notable group within the Reactionary Exiles has criticized the "United Cantons of Xsampa" for its liberalism. Suffice to say, this development is ultimately likely to have little effect on Xsampa itself, but it does show that the Republican Exiles are trying to present themselves as united.
